The meeting was called to order at 12.30 p.m. with Warden Jones in the chair.

RESOLVED THAT the agenda for the February 4, 2025 Finance Committee
meeting be approved as presented.

3. Adoption of Minutes

Seconded by: Councillor Giguere
RESOLVED THAT the minutes of the Finance Committee meeting held on
January 28, 2025 be adopted.
Motion Carried.
4. Disclosure of Pecuniary Interest and the General Nature Thereof

6. Reports/Briefings
6.1 Director of Financial Services/Treasurer - 2025 Budget Presentation
The Chief Administrative Officer/Clerk provided opening remarks and
stated that additional information requested at the January 28, 2025 and
February 4, 2025 Finance Committee meetings will be compiled by staff
and brought forward at the next Finance Committee meeting.
The Manager of Emergency Management & Elgin -Middlesex Regional
Fireschool provided a presentation on the 2025 proposed budget for
Emergency Management and the Elgin -Middlesex Regional Fireschool.
The Chief Administrative Officer/Clerk provided a presentation on the 2025
proposed budget for Human Resources.
The Chief Administrative Officer/Clerk provided a presentation on the 2025
proposed budget forAmbulance and Community Paramedicine.
The Manager of Administrative Services/Deputy Clerk provided a
presentation on the 2025 proposed budget for the Warden, Council and
Agriculture.
The Manager of Administrative Services/Deputy Clerk and the Director of
Legal Services provided a presentation on the 2025 proposed budget for
Administrative Services and Legal Services.

The Director of Legal Services provided a presentation on the 2025
proposed budget for Provincial Offences and Collections.
The Director of Financial Services/Treasurer provided a presentation on
the 2025 proposed budget for Information Technology Services.
The Committee recessed at 3.00 p.m. and reconvened at 3.08 p.m.
The Director of Financial Services/Treasurer provided a presentation on
the 2025 proposed budget for Financial Services.

Seconded by: Councillor Hentz
RESOLVED THAT the 2025 Budget presentation from the Director of
Financial Services be received and filed; and
THAT staff be directed to provide the additional information requested by
the Committee at the next Finance Committee meeting.

6.2 Resolution from the Municipality of Central Elgin Council RE:
Request for Financial Support - Hospice of Elgin
The Committee directed staff to include additional information regarding
the Resolution from the Municipality of Central Elgin Council RE: Request
for Financial Support - Hospice of Elgin for the Committee's consideration
at a future meeting of the Finance Committee.

RESOLVED THAT we do now proceed into closed meeting session in
accordance with the Municipal Act to discuss the following matters under
Municipal Act Section 239 (2):
Closed Meeting Item #1 - 2025 Non -Union EconomicAdiustment
Recommendation
(b) personal matters about an identifiable individual, including municipal
employees; and (d) labour relations or employee negotiations.

RESOLVED THAT we do now rise and report.

Closed Meeting Item #1 - 2025 Non -Union EconomicAdiustment
Recommendation
Moved by: Councillor Leatham
Seconded by: Councillor Hentz
RESOLVED THAT County Council approve a non -union economic adjustment as
directed; and
THAT the necessary by-law be prepared for Council's consideration.
Motion Carried.

The Finance Committee will meet again on Tuesday, February 11, 2025 at 1.00
p.m.

Re: Request for Financial Support - Hospice of Elgin
January 17, 2025
Dear Warden Jones,
Please be advised that Municipality of Central Elgin Council received a delegation regarding the
above noted matter at its Regular Meeting dated January 13, 2025, and the following Resolution
was passed:
THAT correspondence be provided to the County of Elgin with support in principle for a financial
contribution to Hospice of Elgin given the priority and intended benefit that hospice represents to
all residents of Elgin County;
THAT the request from Hospice of Elgin for $100,000 in financial support be referred to the
Municipality of Central Elgin Finance Committee for consideration as part of the 2025 Budget.
