located on Fingal Line (CR 16), Tender No. 2025-T15 at a total price of $2,853,500.00 inclusive of a
$200,000 contingency allowance and exclusive of HST.; and
THAT contract administration and inspections services associated with the Port Talbot Hill
Reconstruction project, previously awarded to Spriet Associates, be increased in the amount of
$72,000 (excluding HST); and
THAT the Warden and Chief Administrative Officer be directed and authorized to sign the contract.

nominations for Chair. Councillor Widner nominated Warden Jones, and Warden

for Vice -Chair. Councillor Leatham nominated Deputy Warden Ketchabaw as

7.1 Director of Engineering Services and Corporate Communications
and Engagement Coordinator - Request for Improved Signage for
Agricultural Equipment and Share the Road Communications Plan
Greg Fentie, President of the Elgin Federation of Agriculture was present.
The Director of Engineering Services presented the report recommending
that County staff work with representatives from the Elgin Federation of
Agriculture to implement signage at strategic locations where agricultural
equipment frequents during busy planting and harvest seasons in order to
address the Elgin Federation of Agriculture's request for improved
roadway signage for agricultural equipment.
The Corporate Communications and Engagement Coordinator provided a
presentation with a suggested communications plan to enhance
messaging regarding road safety during harvest and planting season.

RESOLVED THAT staff provide the Committee with proposed designs for
signage tabs to be installed on Elgin County's gateway signage that
promote agricultural road safety; and
THAT the County of Elgin work with the Elgin Federation of Agriculture
and the Ontario Provincial Police to develop criteria that could be used for
installing custom roadway warning signage to be discussed at a future
meeting of the Rural Initiatives and Planning Advisory Committee; and
THAT staff develop a communication campaign with input from the Elgin
OPP to remind drivers to share roadways with agricultural equipment and
to broadcast the messaging on municipal websites and social media
during planting and harvesting seasons annually; and
THAT these recommendations be sent to County Council for
consideration.

Warden Jones commented on the success of the AgScape career exploration
event that was hosted last week by the Elgin Federation of Agriculture at the Joe
Thornton Arena in St. Thomas. Greg Fentie, President of the Elgin Federation of
Agriculture noted that the purpose of the event was to provide students from
grades 7-9 the opportunity to learn about the career opportunities available

across various agriculture sectors. Mr. Fentie noted that approximately 800
students attended the event over two days, and thanked the County of Elgin for
their financial support for the event.

Recommendation(s):
THAT County Council approve the draft AMO Conference 2025 Delegation Requests
for submission.
Introduction:
The AMO Conference will be held from August 17-20, 2025, in Ottawa. On May 1, 2025,
AMO began receiving delegation request submissions for the conference which will
close on May 30, 2025. Staff have drafted two delegation requests for Council's
consideration.
Background and Discussion:
At the Committee of the Whole meeting on May 13, 2025, staff were directed to prepare
draft AMO Delegation Requests for the following topics:
1. Ministry of Transportation — DriveOn Inspection System Concerns
Council asked staff to draft a delegation request expressing concerns regarding
additional costs that municipalities are facing as a result of the new DriveOn Inspection
System.
2. Ministry of Health
Council had previously indicated through resolution their preference for a delegation at
AMO related to increased resources for rural health care. On May 13, staff asked
Council to send any outstanding concerns or questions for the Ministry of Health that
could be used to develop a request that does not duplicate recent delegation efforts, or
efforts of direct partners. At the 2024 AMO Conference the County of Elgin had a
delegation on physician recruitment and at the ROMA Conference in 2025 Elgin had a
delegation regarding health unit funding. Elgin is also aware that the St. Thomas -Elgin
Health Recruitment Partnership will be requesting a delegation at AMO on the topic of

physician recruitment. The draft delegation request that is attached to this report,
focuses Elgin's efforts on funding increases for Community Health Centres.
Both draft delegations are attached to this report for Council's consideration.

Delegation Request to the Ontario Ministry of Transportation
Subject: Concerns Related to the DriveOn Vehicle Inspection System
The County of Elgin would like to express concerns regarding the increased costs
associated with the implementation of Ontario's new DriveON vehicle inspection
system.
While Elgin fully supports the Ministry's goal of enhancing road safety, reducing fraud,
and streamlining the inspection process, the new system has led to significant financial
burdens for municipalities. While the price of inspection certificates and standards has
remained unchanged, the added time, labour, and specialized equipment required
under DriveON are resulting in higher service fees. These additional costs are being
passed on to municipalities and ultimately are transferred to taxpayers.
One of the key changes that has led to increased expenses is the requirement for more
detailed documentation. For instance, the need to remove wheels for photo
documentation and precise measurements of components such as brakes and tires can
lead to incidental damage, requiring additional parts such as seals to be replaced.
These unforeseen repairs are added to the overall inspection cost.
Additionally, new trucks and trailers need Commercial Vehicle Operator's Registration
(CVOR) certificates and must be inspected under the same criteria. Taking apart a new
vehicle is unnecessary, costly, and could affect warranty coverage.
While we understand that these enhanced standards are necessary for vehicle safety
and accountability, we urge the Ministry to consider the financial impact on
municipalities. Increased costs are putting significant pressure on municipal
maintenance budgets, and we are concerned that these rising fees will further strain
municipal resources and affect the affordability of maintaining safe and compliant fleets.
We respectfully request that the Ministry explore potential solutions to help offset these
increased costs, such as providing temporary financial relief or transitional support for
municipalities and fleet operators as they adapt to the new system.
Additionally, Elgin suggests that any new purchase vehicle or trailer needing an
immediate CVOR inspection be exempt from a full inspection and instead be inspected
in a manner that does not require dismantling.
We remain committed to ensuring the safety and reliability of our municipal fleet, and we
look forward to the opportunity to discuss this matter at the AMO Conference in August.

Delegation Request to the Ontario Ministry of Health
Subject: Request for Increased Funding to Community Health Centres to Address
the Wage Gap and Strengthen Rural Health Care
The County of Elgin respectfully requests a delegation with the Ministry of Health to
address a growing crisis affecting Community Health Centres (CHCs) across Ontario,
especially those serving rural and under-resourced communities. We are requesting
that the Ministry provide targeted and sustainable funding increases to CHCs to address
a widening wage gap. This gap is threatening the long-term stability of the sector and
limiting access to essential health services for some of Ontario's most vulnerable
residents.
Community Health Centres are a vital part of Ontario's health system. They deliver
comprehensive, team -based primary care and health promotion services, particularly for
populations who face barriers to care. These include low-income individuals,
newcomers, people in rural areas, Indigenous communities, and those experiencing
homelessness or mental illness. CHCs use an integrated model that combines primary
care (physicians, nurse practitioners, RNs, and RPNs) with social services, mental
health care, harm reduction, and health education. This approach reduces pressure on
emergency rooms and hospitals by providing timely and appropriate care at the
community level.
In rural communities, CHCs often serve as the only accessible source of ongoing health
care. This makes them essential to improving health equity and meeting basic care
needs in underserved regions.
Despite their importance, CHCs are struggling to retain and attract skilled professionals.
A significant wage gap has developed between CHC staff and workers in hospitals,
Family Health Teams, and other parts of the publicly funded health system.
This wage gap has been caused by several provincial -level issues:
Unequal Compensation Increases: While recent government funding has supported
wage enhancements for hospitals, long-term care, and other health organizations,
CHCs have been left out of many of these measures.
Bill 124 and Its Impact: The legislation that capped wage increases for public sector
workers had a long-term negative effect on CHC staff. Many of these professionals have
seen their wages fall behind inflation and behind those in similar roles elsewhere.
Flat Base Funding: Most CHCs have not seen increases to their core operational
budgets in years. As a result, they are unable to offer competitive wages or expand
services to meet growing community needs.
CHCs are now losing nurses, mental health professionals, and other vital staff to
employers who can offer higher salaries and better benefits. This issue is even more
acute in rural areas where recruitment is more difficult and where residents have fewer

or no other health care options. In Elgin County, we have seen this first hand at the
West Elgin Community Health Centre.
We ask the Ministry of Health to take immediate action to support the CHC sector by:
Providing dedicated funding increases that allow CHCs to offer compensation
that is competitive with other parts of the health system.
Including CHCs in all future health sector wage enhancement and retention
strategies.
Updating base funding models to reflect inflation, population growth, and
increased service demand.
Ensuring fair compensation for CHC staff is a necessary step toward maintaining health
services in communities that need them most. Without action, the province risks further
strain on hospitals, longer wait times, and worse outcomes for people with limited
access to care.
We welcome the opportunity to present this delegation in person and to discuss how we
can work together to protect and strengthen community health services across Ontario.

diagnosed' with cancer at Children's Hospital, London Health Sciences Centre. We support
families across Southwestern Ontario, from Windsor -Essex to Kitchener -Waterloo, from the
shores of Lake Erie to Grey -Bruce, and beyond.
Since 1974, Childcan has been there, walking alongside families as they navigate: this
unimaginable journey. We provide critical financial, emotional, and Social support to ease
their burden and bring hope in the darkest moments.

ChliLdcan had contributed to the community by supporting the numerous families in Elgin
County over the years that have been diagnosed with childhood cancer. A childhood
cancer diagnosis is not only an emotional shock —it's a financial crisis. Families see their
household income drop dramatically as parents step away from work to care for their child,
all white expenses skyrocket. Studies estimate that a third of a family's income will go
toward costs related to their child's treatment. These costs are immediate, ongoing, and
overwhelming.
ChiLdcan steps in to help ease this burden, providing hospital parking passes and meal
vouchers, gas and pharmacy gift cards, direct financial assistance for urgent needs,
support for treatment -related travel expenses as well as post -secondary education
bursaries and funeral cost assistance when the unthinkable haippens.
But the challenges go beyond finances. Childhood cancer is isolating. That's why we foster
connection and community through family support liaison who meets with our families,
family activities, sibling support and recreational therapy, tutoring for children whose
education is disrupted or who have learning challenges as a result of their treatment,
bereavement counseling for families facing Loss.
We also work with the pediatric oncology research unit at London Children's Hospital,
funding research and increasing access to clinical trials so children can receive cutting -
edge treatments closer to home.

WHEREAS: September is officially recognized internationally as Childhood Cancer Awareness Month;

WHEREAS: The most recent data shows that cancer remains the leading cause of disease -related death
in children; and,
WHEREAS: The most recent data shows that incidence rates of childhood cancer are increasing; and,
WHEREAS: Cancer in children affects aspects of their physical, emotional, and social development, as
well as their family and school life, effects which research shows are long-lasting; and,
WHEREAS: Childcan believes childhood cancer must be designated a child health priority, and that
support services for families are critical; and,
WHEREAS: Childcan raises awareness and funds to provide personalized, responsive, and compassionate
programs and services to families facing the childhood cancer journey from diagnosis,
through treatment, post -treatment care, or bereavement and,

WHEREAS the Town of The Blue Mountains boasts a robust agricultural sector and a thriving agritourism
industry, with numerous local cideries contributing significantly to the local economy, employment, and
tourism;
AND WHEREAS Ontario's craft cider industry is experiencing substantial growth, with over 60 craft cideries
across the province, many of which are situated in rural communities and utilize 100% Ontario -grown apples
and are 100% made in Ontario, thereby supporting local agriculture and local economies;
AND WHEREAS under the current provincial tax structure, cider is officially classified and taxed at the same rate
as imported wine which results in higher markups and taxes compared to craft beer, despite cider's comparable
production processes and market positioning;
AND WHEREAS this tax disparity places Ontario's craft cider producers at a competitive disadvantage compared
to craft brewers, despite the fact that Ontario cider utilize 100% Ontario -grown apples and is 100% made in
Ontario;
AND WHEREAS the Ontario Craft Cider Association (OCCA) has been actively advocating for a tax structure that
levels the playing field between craft cider and craft beer, recognizing the potential for job creation, economic
growth, and the promotion of local agriculture;
AND WHEREAS the Town acknowledges and appreciates the Province's investment in marketing and
promotional support for the craft cider industry, but maintains that long-term sustainability and
competitiveness for Ontario cider producers requires an adjustment to the underlying tax framework;
AND WHEREAS this motion is meant to support, not oppose, initiatives for fair taxation of the Ontario Craft
Cider industry the Province of Ontario may be considering.
THEREFORE BE IT RESOLVED THAT the Council of the Town of The Blue Mountains:
1. Supports the efforts of the Ontario Craft Cider Association in advocating for a fair and equitable tax
structure for Ontario -made craft cider.
2. Urges the Province of Ontario to review and amend the current tax regulations to align the tax rate of
craft cider with that of craft beer, thereby fostering a more balanced and supportive environment for
local cider producers.
3. Acknowledges the Province of Ontario's recent investment in marketing initiatives for the cider sector,
while calling for complementary reform of the tax and markup structure that continues to
disadvantage cider producers relative to other craft alcohol categories;

4. Directs the Mayor to forward this resolution to the Premier of Ontario, the Minister of Finance, the

"A BY-LAW TO DELEGATE CERTAIN AUTHORITIES VESTED IN THE COUNCIL OF
THE CORPORATION OF THE COUNTY OF ELGIN AS THE APPROVAL AUTHORITY
WITH RESPECT TO PLANS OF SUBDIVISION, PLANS OF CONDOMINIUM,
CONSENTS AND PART LOT CONTROL BY-LAWS PURSUANT TO SECTION 22
AND 51 OF THE PLANNING ACT, TO THE DIRECTOR OF PLANNING AND
DEVELOPMENT FOR THE COUNTY OF ELGIN
AND TO REPEAL BY-LAW NO. 24-25."
WHEREAS Section 4 (1) of the Planning Act, R.S.O. 1990, Chapter P.13, as amended,
provides that the Minister may by order delegate to the Council of the Corporation of the
County of Elgin the authority to approve, among other things, plans of subdivision, plans
of condominium, consents and part lot control by-laws; and
WHEREAS Section 5 (1) of the Planning Act, Chapter P 13, R.S.O. 1990, as amended,
provides that the Council may by by-law delegate all or any of the authority to approve,
among other things, plans of subdivision, plans of condominium, consents and part lot
control by-laws to a Committee of Council or to an Appointed Officer identified in the by-
law by name or position occupied; and
WHEREAS County Council considers it advisable to delegate certain powers to the
Director of Planning and Development for the County of Elgin, and, in the Director of
Planning and Development's absence, the Director of Legal Services.
NOW THEREFORE, the Council of the Corporation of the County of Elgin enacts as
follows:
THAT the Council of the County of Elgin delegates to the Director of Planning and
Development and in his/her absence, the Director of Legal Services, the authority
to:
a) Sign draft plans of subdivision for the purpose of indicating draft approval.
b) Sign draft plans of condominium for the purpose of indicating draft
approval.
c) Sign local municipal Official Plan Amendments indicating approval.
d) Sign County Official Plan Amendments indicating approval.
e) Refuse to accept or further consider any application for plan of subdivision
or plan of condominium until the prescribed information and material and
the required fee and the draft plan are received, pursuant to section 51(19)
of the Planning Act as amended.
f) Enter into negotiations/dispute resolution with those parties involved in an
objection to a draft plan of subdivision or condominium or conditions
thereof.
g) Decide whether a change to conditions of draft approval is minor for the
purpose of giving notice and to approve such minor changes.

h) Extend draft plan approval time periods.
i) Approve and sign final plans of subdivision and final plans of condominium
for the purpose of indicating that final approval has been granted by the
approval authority and is acceptable for registration purposes.
j) Approve part lot control by-laws for local municipalities passed under
Section 50 of the Planning Act, as amended.
k) Approve non -contentious consent applications. For clarity, 'non -
contentious' shall mean that a consent application satisfies the following
requirements:
• It is consistent with the Provincial Policy Statement (s. 3(5) Planning
Act);
• It doesn't require a plan of subdivision for the proper and orderly
development of the municipality (s. 53(1) Planning Act);
• It conforms with section 51(24) of the Planning Act;
• It conforms with the Elgin County Official Plan;
• It conforms with the local municipal Official Plan or Secondary Plan;
• It complies and conforms with the local municipal Zoning By-law
(unless subject to a standard condition of rezoning or minor
variance); and
• There are no unresolved objections/concerns raised from agencies
or the public.
2. THAT this by-law shall come into force and effect on the date of its final passing
by the Council of the Corporation of the County of Elgin.
3. THAT By-law No. 24-25 be repealed.

enacts as follows:

confirmed as if all such proceedings were expressly embodied in this by-law.

actions of the Municipal Council of the Corporation of the County of Elgin referred to in
the preceding section hereof.
3. THAT the Warden and the Chief Administrative Officer, or alternate, are authorized
