Meeting Call to Order
The meeting was called to order at 9:00 a.m. with Warden Jones in the chair.
2. Approval of Agenda
The Warden stated that an addendum titled "Investments 2024 Annual Report"
from the Director of Financial Services/Treasurer has been distributed by paper
copy to Council and requested that the agenda be amended to include this
re po rt.

RESOLVED THAT the agenda for the September 9, 2025 County Council
Meeting be approved as amended.

RESOLVED THAT the open and closed session minutes of the meeting and the
special meeting held on August 12, 2025 be adopted.

6.1 Dick Greenway - Delegation regarding Draft Plan of Subdivision 34T-
MA24001, Township of Malahide, 12044 Dorchester Road
Dick Greenway stated to Council that the Township of Malahide has
recommended to withdraw the conditions from the Draft Plan of
Subdivision 34T-MA24001 that the applicant contested. Mr. Greenway
stated that the applicant would be pleased to proceed with the other
conditions and sought Council's approval of the draft plan.

RESOLVED THAT the delegation from Dick Greenway regarding Draft
Plan of Subdivision 34T-MA24001, Township of Malahide, 12044
Dorchester Road be received and filed.

7. Motion to Adopt Recommendations from the Committee of the Whole
7.1 Recommendations of Committee of the Whole -August 12, 2025
Council recessed at 9:11 a.m. due to technical difficulties that impacted
the livestream and reconvened at 9:22 a.m.

RESOLVED THAT items CW25-47 - CW25-50, and CW25-52, and CW25-
54 - CW25-57 from the Committee of the Whole meeting dated August 12,
2025 and the recommendations therein be adopted.

RESOLVED THAT the Council of the Corporation of the County of Elgin
grants draft plan approval to Draft Plan of Subdivision 34T-MA24001,
Township of Malahide, 12044 Dorchester Road, by Cyril J. Demeyere on
behalf of Kevin & Rosemary Saarloos, dated January 15, 2024; and
THAT Conditions of Approval 19 and 20 be removed; and
THAT staff be directed to provide notice of this decision subject to the
conditions of final approval in accordance with the requirements of the
Planning Act.

Recommendations" from the Director of Engineering Services dated
August 12, 2025 be received and filed; and
THAT recommendations for plans for cycle lanes be removed from the
Transportation Master Plan Study recommendations; and
THAT the amended Draft Multimodal Transportation Networks and
Strategies presentation outlining the TMP's draft recommendations be
approved so that the study can proceed to the final TMP implementation
report Phase 4.

Report (walk-on)
The Director of Financial Services/Treasurer presented the report
summarizing annual investments for the year ending December 21, 2024
as is required under Section 8(1) of Ontario Regulation 438/97, issued
under section 418(6) of the Municipal Act 2001.

RESOLVED THAT the report titled "Investments - 2024 Annual Report"

9.3 Director of Financial Services/Treasurer - 2024 Year End Financial
Summary and Statement Review
The Director of Financial Services/Treasurer provided a presentation for
the report titled "2024 Year End Financial Summary and Statement
Review" for Council's information and approval. Rob Foster CPA, CA,
Partner, and Blake Gough, CPA, CA, Senior Manager, from the auditor
Graham Scott Enns LLP presented the Financial Statements.

Council recessed at 9:55 a.m. for the ChildCan flag raising in recognition
of Childhood CancerAwareness Month. Council reconvened at 10:28 a.m

RESOLVED THAT the report titled "2024 Year End Financial Summary
and Statement Review" from the Director of Financial Services/Treasurer
dated September 9, 2025 be received and filed; and
THAT the Financial Statements for the Corporation of the County of Elgin,
dated December 31, 2024, be approved as amended and that the
Warden, Chief Administrative Officer/Clerk and Director of Financial
Services/Treasurer be authorized to affix their signatures; and
THAT the 2024 statements, once signed, be distributed to funding partners
and included as part of the 2024 Annual Report, which will be posted on
the County of Elgin website.

9.4 Director of Planning and Development - County of Elgin Official Plan
Approval
The Director of Planning and Development presented the report informing
Council that the Ministry of Municipal Affairs and Housing approved the
County of Elgin Council adopted Official Plan and highlighting the history
of the approval and discussion of next steps.

On behalf of The Corporation of the Township of Larder Lake we are writing to express our support for
the firefighter certification requirements outlined in Ontario Regulation 343/22. We recognize the
public confidence across the province.
When firefighter certification was first introduced in 2018, many rural municipalities voiced concern,

centres. The Province graciously responded by introducing legislation to allow municipalities to certify
firefighters only to the services they actually provide. This flexibility is greatly appreciated and reflects a
thoughtful understanding of the diverse realities across Ontario.
However, despite this accommodation, training programs for many of these service -specific
certifications are still not available or are only in "pilot" while there remains a large demand for these
programs. The Province cannot reasonably expect volunteer firefighters —many of whom work full tim
exams. This places an undue burden on small municipalities and risks compromising the intent of the
regulation.
We have enclosed a formal resolution passed by our Council, which outlines our concerns and
respectfully requests that the province extend the certification deadline to a minimum of two years
beyond the final release date of the Ontario Seal programs offered in the regulation to allow time for
volunteer fire departments to access these training programs and achieve certification.

services be certified to a prescribed standard by July 1, 2026, with certain technical rescue disciplines
requiring certification by July 1, 2028;
AND WHEREAS the Township recognizes and supports the value of the certification requirements
mandated by the Province of Ontario, acknowledging that standardized training enhances firefighter
safety, service quality, and public trust;

to provide training and certification programs, including offering over 600 courses annually, yet some
certification programs and testing resources remain under development or are not yet widely
accessible, particularly in the Ontario Seal Programs;
AND WHEREAS many fire departments in Ontario are staffed predominantly by volunteer firefighters
who balance full-time employment with their emergency service commitments;
adequately reflect the operational realities of volunteer fire departments, especially in rural

personnel, and specialized expertise to independently develop training curriculums or qualify for
learning contracts with the Ontario Fire College; and
AND WHEREAS these departments have long relied on the Ontario Fire College's course offerings and
have been patiently awaiting the release of the Ontario Seal Programs, having noted preliminary pilot
initiatives in Northern Ontario and anticipating a broader rollout of these programs in the near future;
AND WHEREAS rural municipalities would welcome the opportunity to engage in dialogue with the
Office of the Fire Marshal to address current barriers and explore collaborative solutions;
THEREFORE BE IT RESOLVED THAT the Council of the Township of Larder Lake respectfully requests
that the Province of Ontario, through the Ministry of the Solicitor General and the Office of the Fire
Marshal, extend the compliance deadlines outlined in Ontario Regulation 343/22 to a minimum of two
years beyond the final release date of the Ontario Seal programs offered in the regulation for all
affected certification categories;

Bayham is of utmost concern to Council;
AND WHEREAS excessive vehicle speeds along County roads have raised concerns from
local residents regarding pedestrian safety, noise, and increased risk of accidents;
AND WHEREAS traffic counters were recently installed on Plank Road in Eden by the
County of Elgin to monitor traffic volumes and vehicle speeds;
NOW THEREFORE BE IT RESOLVED THAT the Council of the Municipality of Bayham
formally requests the County of Elgin to-
1 . Review and analyze the data collected from the traffic counters placed on Plank
Road in Eden;
2. Forward the data to the Elgin OPP Detachment Board for enforcement action;
3. Initiate discussions with all Local Municipal Partners on traffic concerns on County
roads; and
4. Explore mitigation strategies including automated enforcement options, possibly as a
pilot program across the County of Elgin.

On behalf of the Thames Valley District School Board, I am writing to respectfully request a letter of
support for our business cases to the Ministry of Education to expand Dunwich-Dutton Public School
and to build a new elementary school in Talbotville in partnership with Conseil scolaire Viamonde.
The Conseil scolaire Viamonde is seeking to open its first French -language public school in the St.
Thomas area to serve the local Francophone population who currently must travel to London for a
French education.
Enrolment at Southwold PS has been growing in recent years and a new elementary school is
needed in order to accommodate the student population in the area. Dunwich-Dutton Public School is
also experiencing steady enrolment growth and serves a large attendance area. These major capital
projects are necessary and strategic investments in the future of our students and the broader
community. A letter of support from County Council would greatly strengthen our submissions and
demonstrate a shared commitment to continuing to provide high -quality learning environments for
students.
