6.1 Manager of Administrative Services/Deputy Clerk - Elgin County
Initiatives to Support Rip Current Project
The Manager of Administrative Services/Deputy Clerk presented the
report as follow-up to Council's direction to staff at the June 24, 2025
meeting of County Council to explore activities the County of Elgin could
undertake to support the Rip Current Project in achieving their goals and
amplifying their message.

RESOLVED THAT Council authorize staff to move forward with the
initiatives proposed to assist the Rip Current Project in advancing its goals
and amplifying its message, as contained in the September 9, 2025 report

to combine Initiative #1 (Roundtable Meeting) and Initiative #4 (Drowning
Prevention Symposium).

The Senior Planner presented the report providing County Council with
information required to consider granting approval to the Draft Plan of
Subdivision 34T-MA23009, Township of Malahide, 9270 Rogers Road.

THAT staff be directed to provide notice of decision subject to the

6.3 Director of Engineering Services - Roundabout Landscaping Options
The Director of Engineering Services presented the report to Council as
follow-up to Council's direction to staff to present options to permanently
restore the centre island of the County of Elgin roundabout at the
intersection of Elm Line and Centennial Avenue.

The Director of Engineering Services presented the report providing
details on the Request for Proposal (RFP) that was issued for providing
Routine and Emergency Maintenance Services for Traffic Control Signals
and seeking Council's approval to award the contract.

2025-P09 be awarded to Guild Electric Limited for a three (3) year term in

THAT staff be authorized to extend the contract for an additional three (3)
years, subject to satisfactory contractor performance reviews and
satisfactory pricing for the renewal term; and
THAT the Warden and Chief Administrative Officer/Clerk be directed and
authorized to sign the contract.

6.5 Director of Engineering Services - Village of Fingal Reconstruction -
Contract Award (Tender No. 2025-T32)
The Director of Engineering Services presented the report providing
details on the tenders that were advertised and issued as per the County's
Procurement Policy for the reconstruction of Union Road (CR 20), Fingal
Line (CR 16), Fowler Street and Millpark Street in the Village of Fingal,
Township of Southwold.

THAT approval of the contract be subject to the Township of Southwold's
approval of their portion of the project costs; and
THAT the Warden and Chief Administrative Officer/Clerk be directed and
authorized to sign the contract.

Improvements and Signalization - Contract Award (Tender No. 2025-T37)
Recommendation(s):
THAT KWS Electrical Services be selected to complete the Ron McNeil Line (CR 52)
and Dalewood Road (CR 31) Intersection Improvements and Signalization project,
Tender No. 2025-T37 at a total price of $1,123,009.01 inclusive of a $105,000
contingency allowance and exclusive of HST; and,
THAT the Warden and Chief Administrative Officer be directed and authorized to sign
the contract.
Introduction:
As part of the 2025 Capital Budget, tenders were advertised and issued as per the
County's Procurement Policy for road improvements and signalization of the Ron Mc
Neil Line (CR 52) and Dalewood Road (CR 31) intersection, located northwest of St.
Thomas in the Municipality of Central Elgin.

Background and Discussion:
The intersection of Ron McNeil Line and Dalewood Road has been the subject of
multiple collisions triggering the warrant for a signalized intersection to create protected
turning and crossing maneuvers for drivers.
The County retained Arcadis Professional Services (Canada) earlier this year through a
Request for Quote process to provide detailed design, contract administration, and
inspection services for this project.
In order to expedite the project and have traffic signals operational as soon as possible,
the construction tender schedule has been purposely separated to have the traffic
signals installed before year's end and remaining project road works to create turning
lanes will be completed in the spring of 2026.
The tender package for this project was posted on August 22, 2025. A total of fifteen
(15) contractors downloaded tender documents for this project from the County's

The infrastructure investment activities that result from completing this work develop,
enhance and maintain county transportation assets to support current and future
community needs, thus supporting Councils strategic strategy of sustainable community
growth.
Local Municipal Partner Impact:
None.
Communication Requirements:
Project sign boards will be installed in advance of all roadworks and project details will
be posted on the Municipal 511 platform. The work activities in 2026 will necessitate the
temporary closure of Dalewood Road and in advance of that activity construction
signage will be installed and this closure will be broadcasted via social media through
the County's communications team.
A weekly capital project update will be circulated to Elgin's local municipal partners and
elected officials to advise them of the following weeks anticipated works.
Conclusion:
Staff recommends award of the project to the low bidder, KWS Electrical Services.
Work on this project is scheduled to begin in October with substantial completion
anticipated to be achieved by June 2026.

As per the County of Elgin's Purchasing Policy, if change orders are required and the
cost increases above the tender amount approved by Council by less than 10%, and the
amount is within the overall budgeted project amount, work will proceed upon
authorization by the Director.
However, if the cost increases above the tender amount approved by Council by more
than 10%, the Director will prepare a further report to Council outlining the expenditures.

Subject: Reduced Speed Zone By -Law Amendment — Ron McNeil Line
Recommendation(s):
THAT the reduced speed zone By -Law No. 20-58 be amended to include a 70km/h
reduced speed zone on Ron McNeil Line (County Road #52) from 175 metres west of
Highbury Avenue to 430 metres west of Dalewood Road, for a total distance of 2,840
metres.
Introduction:
The County of Elgin is installing traffic signals and making improvement to the
intersection of Ron McNeil Line at Dalewood Road. The consultant's design supports a
reduction in the posted speed limit along Ron McNeil Line to 70km/h and therefore the
reduced speed zone by-law must be amended to enforce this change.
Background and Discussion:
As part of the approved 2025 budget, the intersection at Ron McNeil Line (CR 52) and
Dalewood Road (CR 31) will be signalized. An increase of collisions at this intersection
has fulfilled a warrant to install traffic signals at this location.
In January 2025, staff retained engineering consulting services to design the signalized
intersection along with civil works to construct turning lanes. During the design phase,
the consultant noted a geometric sight deficiency under specific conditions that merits a
reduction in the posted speed limit along Ron McNeil Line to 70km/h approaching the
intersection. Staff recommends extending this speed limit reduction easterly to Highbury
Avenue to provide continuity for drivers. East of Highbury Avenue, the City of St.
Thomas has reduced the speed limit to 60km/h along their section of Ron McNeil Line
between Highbury Avenue and Yarmouth Centre Road.
Financial Implications:
The cost of signage implementation will be funded by the intersection improvement
capital project.

Advancement of the Strategic Plan:
The implementation of the lowered speed zone will increase road safety and advance
community well being with the intent of reducing collisions.
Local Municipal Partner Impact:
The Municipality of Central Elgin will be requested to install the reduced speed zone
signage at the County's cost. This will ensure that the signage is installed promptly and
before the construction project is completed.
Communication Requirements:
The OPP will be notified of this reduced speed zone area.
Conclusion:
The intersection of Ron McNeil Line and Dalewood Road has experienced a collision
history sufficient to warrant the installation of traffic signals. The project consultant has
identified a sight line deficiency that supports a reduction to the existing speed limit from
80km/h to 70km/h.
Staff recommends reducing the posted speed limit along Ron McNeil Line to 70km/h
from 175 metres west of Highbury Avenue to 430 metres west of Dalewood Road, for a
total distance of 2,840 metres.

Subject: Official Plan Amendment No. 40 in the Municipality of Bayham
56149 Glen Erie Line
Recommendation(s):
THAT the Council of the Corporation of the County of Elgin approves Official Plan
Amendment No. 40 to the Official Plan of the Municipality of Bayham; and
THAT staff be directed to provide Notice of this Decision in accordance with the
requirements of the Planning Act.
Introduction:
The Council of the Municipality of Bayham has adopted an amendment to their Official
Plan, known as Official Plan Amendment Number 40 (OPA No. 40) and they have
subsequently forwarded the amendment to the County of Elgin for approval. In
accordance with Section 17 of the Planning Act, the Council of the County of Elgin, as
"Approval Authority," is required to make a decision on the adopted amendment in which
Council may approve, modify, or refuse to approve the amendment. If Elgin County fails
to make a decision within 120 days after the amendment is received, any person or public
body may appeal to the Ontario Land Tribunal.
This report is intended to provide County Council with the information required to make
a decision on the adopted amendment.
Background and Discussion:
The subject lands are located on the southeast corner of the intersection of Glen Erie
Line and Clarke Road. The lands comprise a total lot area of approximately 19.6ha
(48.4ac), with 414.19m (1,358.89ft) of frontage along Glen Erie Line and an
approximate lot depth of 521.15m (1709.81ft). Lands are municipally known as 56149
Glen Erie Line within the Municipality of Bayham, described as Concession 1, Lot 19.

The lands are characterized as a farmed parcel with multiple farm accessory buildings,
including three existing small scale supplementary farm dwellings, used primarily for
cultivation of ginseng and tobacco. The planning application(s) are required in order to
house additional seasonal workers due to an increase in overall farm production from
80 acres to 200 acres.
The subject lands are within the `Agricultural/Rural Area' of the County of Elgin Official
Plan (2025 as shown in Appendix B. The establishment of accommodations for farm
labour is permitted within the rural area.
Municipality of Bayham Official Plan designates the subject lands as `Agriculture,' with a
`Natural Gas Reservoir' overlay and `Hazard Lands' overlay on the west side of the
subject property. The Long Point Region Conservation Authority (LPRCA) confirmed
that the subject property is not subject to natural hazards and does not contain wetlands
and therefore, it is not regulated by the LPRCA.
The purpose of the Official Plan Amendment is to permit a new Large Scale
Supplementary Farm dwelling with a maximum gross floor area of 302sgm (3250.7 sgft)
for a total of four (4) supplementary dwellings on the subject lands, having a total gross
floor area of 500sgm (5381.96 sqft) in order to provide temporary accommodation for
seasonal farm labour, as shown in Appendix C. OPA No. 40 was adopted by Municipal
Council on August 21, 2025 (By-law No. 2025-052, OPA-01/25), as shown in Appendix
D.
In addition to the OPA, a ZBLA is also required to rezone the subject property from
`Agricultural (Al)' Zone to a Site Specific Agricultural (A1-51) Zone. The effect of the
Zoning By-law is to permit a Large -Scale Supplementary Farm Dwelling, in addition to
the existing three (3) supplementary farm dwellings to provide accommodation for
seasonal farm workers and additionally to legalize the setbacks of the existing
supplementary farm dwellings on the subject lands. The Zoning By-law Amendment
was approved by Municipal Council on August 21, 2025 (By-law No. 17/25).
A public meeting, as required under the Planning Act, was held on July 17, 2025. No
concerns were raised.
County staff have had the opportunity to review the proposal and associated materials
against the requirements of the Planning Act, the Provincial Planning Statement, the
County of Elgin Official Plan, and Municipality of Bayham Official Plan, and are satisfied
that the proposal meets all relevant requirements and is appropriate for the context of
the subject lands.

AMENDMENT NO.40
1. PURPOSE
The purpose of the Official Plan Amendment is to permit a new Large Scale
Supplementary Farm Dwelling, alongside three existing Supplementary Farm Dwellings
on the subject property, Currently, Section 2-1,11 states that Large: Scale Supplementary
Farm Dwellings may be permitted for temporary accommodation of seasonal farm labour
subject to the policies set out in Section 2.1.11 and detailed below.
2. LOCATION
The Official Plan Amendment will be applicable to lands known as Concession 1, Lot 19
and known municipally as 56149 Glen Erie Line.
3. BASIS OF THE AMENDMENT
The, subject lands are characterized as a farmed parcel with multiple farm accessory
buildings, including three existing small scale supplementary farm dwellings. The subject
lands are located at the southeast corner of the Glen Erie Line and Clarke Road
intersection.
The subject lands can be described as rectangular shaped lot with an approximate lot
area of 19.6 hectares (48.5 acres), an estimated lot frontage of 414 metres (1,358 feet)
along Glen Erie I ine, and an estimated Pot depth of 520 metres (1,706 feet). The subject
lands are used prig °°narfly for WItiva,tion, of ginseng and tobacco. The surrroundilig lands are
agricultural in all directions, with areas of woodland to the south and west.
The Provincial Planning Statement, 2024 and the Elgin County Official Plan permits Large
Scale Supplementary Farm Dwellings for the temporary accommodation of seasonal farm
labor:rr and this is further clarified Mthin the Official Plan of the l unic[pality of Bayliarn in
Section 2.1.11, where permitted under the following criteria:
i, a) Consideration of all criteria and policies for supplementary farm dwellings permitted
by a minor variance;

Recommendation(s):
THAT the Council of the Corporation of the County of Elgin approves Official Plan
Amendment No. 41 to the Official Plan of the Municipality of Bayham; and
THAT staff be directed to provide Notice of this Decision in accordance with the
requirements of the Planning Act.
Introduction:
The Council of the Municipality of Bayham has adopted an amendment to their Official
Plan, known as Official Plan Amendment Number 41 (OPA No. 41) and they have
subsequently forwarded the amendment to the County of Elgin for approval. In
accordance with Section 17 of the Planning Act, the Council of the County of Elgin, as
"Approval Authority," is required to make a decision on the adopted amendment in which
Council may approve, modify, or refuse to approve the amendment. If Elgin County fails
to make a decision within 120 days after the amendment is received, any person or public
body may appeal to the Ontario Land Tribunal.
This report is intended to provide County Council with the information required to make
a decision on the adopted amendment.
Background and Discussion:
The subject lands are located on the west side of Bayham Norfolk Boundary Road and
the north side of Vincent Line, south-east of Eden. The lands comprise a total lot area
of approximately 39.25ha (96.99ac), with 389.32m (1,277.30ft) of frontage along
Bayham Norfolk Boundary Road and a lot depth of 794.34m (2606.10ft). Lands are
municipally known as 11045 Bayham Norfolk Boundary Road within the Municipality of
Bayham, described as Concession 8, Lots 27 and 28. See Appendix A- Location Map.

The lands are being used primarily for agricultural purposes, including the cultivation of
flowers and contains several existing farm buildings including a farmhouse, two (2)
barns and a bunkhouse. The proposal is to permit a Large -Scale supplementary farm
dwelling in the form of a mobile home to accommodate nine (9) additional labourers and
a future permanent bunkhouse (550gm), replacing the mobile home in order to
accommodate 24 seasonal farm labourers. The planning application(s) are required in
order to respond to the operational needs of the farm which is expected to expand from
142 acres to 252 acres under cultivation.
The subject lands are within the `Agricultural/Rural Area' of the County of Elgin Official
Plan (2025), as shown in Appendix B. The establishment of accommodations for farm
labour is permitted within the rural area.
Municipality of Bayham Official Plan designates the subject lands as `Agriculture,' with a
`Natural Gas Reservoir' overlay and `Hazard Lands' overlay on the west side of the
subject property. The Long Point Region Conservation Authority (LPRCA) confirmed
that the subject property is not within the LPRCA regulated area.
The purpose of the Official Plan Amendment is to permit a new Large Scale
Supplementary Farm dwelling with a maximum gross floor area of 550sgm (5920.15
sgft) to replace one temporary Supplementary Farm Dwelling in the future, alongside
one existing supplementary farm dwelling on the subject property. The total gross floor
area with all structures (existing and proposed) would be 615 sqm (6619.8 sgft) to
provide temporary accommodations for seasonal farm labour. OPA can be found in
Appendix C. OPA No. 41 was adopted by Municipal Council on August 21, 2025 (By-
law No. 2025-053, OPA-02/25), as shown in Appendix D.
In addition to the OPA, a ZBLA is also required to rezone the subject property from
`Agricultural (Al)' Zone to a Site Specific Agricultural (A1-52) Zone. The effect of the
Zoning By-law is to permit a Large -Scale Supplementary Farm Dwelling with an
increased maximum total cumulative gross floor area of all supplementary farm
dwellings to provide accommodation for temporary farm labour and to additionally
legalize the location of existing accessory farm buildings. The Zoning By-law
Amendment was approved by Municipal Council on August 21, 2025 (By-law No.
18/25).
A public meeting, as required under the Planning Act, was held on July 17, 2025. No
concerns were raised at this meeting.

area of 38 hectares (94 acres), an estimated lot frontage of 391 metres (1,283 feet) along
Bayham Norfolk Road. The subject lands are used primarily for cultivation of flowers. The
surrounding lands are agricultural in all directions, with Little Otter Creek running through
a wooded area to the north.
The Provincial Planning Statement, 2024 and the Elgin County Official Plan permits Large
Scale Supplementary Farm Dwellings for the temporary accommodation of seasonal farm
labour and this is further clarified within the Official Plan of the Municipality of Bayham in
Section 2.1.11, where permitted under the following criteria:
1. a) Consideration of all criteria and policies for supplementary farm dwellings permitted
by a minor variance;

dwellings on lots in the same farm operation, in temporary accommodation, in

Municipality for the maintenance, buffering, removal of structures and improvement and
limitations on the period of seasonal occupancy. The Municipality may enact licensing
bylaws to ensure the health and safety of the occupants.
The application and supporting documentation has shown that the criteria above has been
met and an appropriate Zoning By-law Amendment Application is being processed in
conjunction with this application. The proposed new Large Scale Supplementary Farm
Dwelling would be in conformity to the Official Plan.
DETAILS OF THE AMENDMENT
a) Section 2.1.11 of the Official Plan of the Municipality of Bayham is hereby amended to
add the following subsection:
2.1.11.6 Notwithstanding Section 2.1.11 the lands located in Concession , Lots 27
& 28, and municipally known as 11045 Bayham Norfolk Road may be used,
developed, and zoned to permit a Large Scale Supplementary Farm
Dwelling to replace one temporary Supplementary Farm Dwelling, in
addition to the one existing Supplementary Farm Dwelling, to house
seasonal workers during the growing season being transported to and from
leased farm parcels in the area. The proposed Large Scale Supplementary
Farm building shall have a gross floor area maximum of 550m2. The
combined gross floor area of all Supplementary Farm Buildings, including
the new Large Scale Supplementary Farm building and the existing
Supplementary Farm Dwellings may not exceed a maximum of 615mz.

existing farm building cluster. The subject lands are located on the west side of Bayham
Norfolk Boundary Road and the north side of Vincent Line; south-east of Eden.
THE EFFECT of this Official Plan Amendment will be to permit the development of a Large
Scale Supplementary Farm Dwelling with a maximum gross floor area of 550m2, replacing
one temporary Supplementary Farm Dwelling in the future, and one existing
supplementary farm dwelling on the subject lands, having a total gross floor area of 615m2
to provide temporary accommodation for seasonal Farm Labour.
THE COMPLETE By-law 2025-053 and Official Plan Amendment No. 41 is available for
inspection on the Bayham Municipal website: AAA bayham.on.ca or by contacting the
Municipal office (contact information below).
ANY PERSON or public body is entitled to receive notice of the decision of the approval
authority if a written request to be notified of the decision is made to the approval authority,
namely the County of Elgin, County Administration Building, 450 Sunset Drive, St.
Thomas, Ontario, Attention: Manager of Planning.
The Official Plan Amendment is not exempt from approval under subsection 17(9) or (10)
of the Act.
