1. Meeting Call to Order
The meeting was called to order at 10:18 a.m. with Warden Giguere in the chair.
2. Approval of Agenda

RESOLVED THAT the agenda for the December 11, 2025 Committee of the
Whole Meeting be approved as presented.

3. Adoption of Minutes

RESOLVED THAT the minutes of the meeting held on November 25, 2025 be
adopted.

4. Disclosure of Pecuniary Interest and the General Nature Thereof

6. Reports of Council, Staff or Outside Boards
6.1 Manager of Library Services - Elgin County Library Internet Use
Policy Approval
The Manager of Library Services presented the report recommending
revisions to the Elgin County Library's On -Line Services Policy &
Procedure to add clarification to the technology language used and the
guidelines for acceptable and responsible use.

RESOLVED THAT Elgin County Library's Internet Use Policy as attached
as Appendix A to the December 11, 2025 report titled Elgin County Library
Internet Use Policy Approval be hereby approved.

6.2 Manager of Economic Development, Tourism & Strategic Initiatives -
Economic Development and Tourism Strategy 2025
The Manager of Economic Development, Tourism & Strategic Initiatives
and Nancy Johnston from McSweeney & Associates Consulting Inc.
presented the new Economic Development and Tourism Strategy for
adoption.

RESOLVED THAT the Elgin County Economic Development and Tourism
Plan 2025-2030 be approved and adopted.

6.3 Director of Engineering Services - 2025 Asset Management Plan
The Director of Engineering Services and Daryush Esmaili from Aspire
Consulting presented the completed Elgin County Asset Management
Plan for adoption.

RESOLVED THAT the report titled "2025 Asset Management Plan" from
the Director of Engineering Services dated December 11, 2025 be
received and filed; and
THAT the 2025 Asset Management Plan accompanying this report be
adopted.
