Reports/Briefings 2 Page 3of32 6.1 Manager of Human Resources - City of St. Thomas and County of Elgin Joint AccessAbility Open House 2025 (verbal) The Manager of Human Resources provided a verbal update on the City of St. Thomas and County of Elgin Joint AccessAbility Open House 2025 held on September 26, 2025 at the Joe Thornton Arena. The update included that a number of vendors participated in the Open House, close to 75 people attended, and feedback indicated that Facebook was the main source of where attendees heard about the event. The Manager of Human Resources also stated that a highlight of the event was participation by the Mayor of St. Thomas and the Warden of the County of Elgin in a three -on -three wheelchair basketball demonstration. The Manager of Human Resources thanked the committee members who supported and participated in the event. Tom Marks, Chair. 0 Page 5of32 ElginCounty Report to Joint Accessibility Advisory Committee From: Emily Waldick, Human Resources Manager Date: February 24, 2026 Subject: Joint Annual Accessibility Status Report 2025 Recommendation(s): THAT the report titled "Joint Annual Accessibility Status Report 2025" dated February 24, 2026 be received and filed; and, THAT the report titled "Joint Annual Accessibility Status Report 2025" be approved. Introduction: Elgin County and its Local Municipal Partners (LMPs) are required to collaboratively prepare an annual accessibility status report on the progress of measures taken to implement the goals outlined in the Joint Multi -Year Accessibility Plan. Additionally, the status report must be posted on the County and LMPs websites for the public, per the Integrated Accessibility Standards Regulation (IASR) requirements. Background and Discussion: The County and its LMPs created a Joint Multi -Year Accessibility Plan spanning 2021- 2026. As a result of the plan becoming a joint effort between the County and its Local Municipal Partners, the status reports will also be done jointly. Over the 5-year period, on an annual basis, the County and its LMPs are required to provide an update to County Council as well as LMPs Councils on the progress made towards obtaining the goals outlined in the Joint Multi -Year Accessibility Plan. The attached report outlines the measures taken to ensure compliance with the Accessibility for Ontarians with Disabilities Act (AODA) and IASR. It details the initiatives undertaken by the County and LMPs in 2021 to identify, remove and prevent barriers. In 2025, the County of Elgin and its partner municipalities made significant progress in advancing accessibility, inclusion, and AODA compliance. Key accomplishments included accessibility audits and compliance reporting, policy updates, enhanced staff training, accessible infrastructure upgrades (sidewalks, washrooms, signage, lighting, playgrounds, and public spaces), expanded library and digital accessibility services, inclusive programming, and improved community engagement opportunities. Page 6of32 Collectively, these efforts strengthened physical accessibility, digital access, inclusive service delivery, and community participation across the region. Financial Implications: No financial implications. Advancement of Strategic Plan: Local Municipal Partner Impact: As the status reports will now be done collaboratively between Elgin County and its LMPs, it should reduce the amount of time that the Local Municipal Partners spend fulfilling this requirement. Since the previous model required each LMP to complete this requirement independently, making it a joint effort allows LMPs to send information to the County HR Manager, who is responsible for drafting the joint status reports from 2021 and on Communication Requirements: The Joint Annual Accessibility Status Report for 2025 is required to be communicated and collaborated on with Elgin County and its Local Municipal Partners. The report was taken to the Joint Accessibility Advisory Committee for approval and feedback before taking it to County Council. Upon approval by County Council, the report will go to all the Local Municipal Councils to be received for information and posted online. The report must be made available to the public via the County and LMPs websites. Conclusion: As outlined in the attached Joint Annual Accessibility Status Report, the County of Elgin and its Local Municipal Partners will continue to identify, remove and prevent barriers to people with disabilities. These efforts are communicated to County Council and LMP Councils through the Joint Multi -Year Accessibility Plan and affiliated status reports. In 2015, Elgin County released its second Multi -Year Accessibility Plan, in accordance with the Accessibility for Ontarians with Disabilities Act (AODA) and the Integrated Accessibility Standards Regulation (Ontario Regulation 191/11). The plan outlined the County's strategy to prevent and remove barriers to accessibility, which includes how to meet requirements under the AODA. In 2021, the County released its first Joint Multi -Year Accessibility Plan (MYAP), which includes the County of Elgin and its seven Local Municipal Partners' accessibility progress, goals and timelines for the next five years. As a result of the MYAP becoming a joint effort, it allowed the Annual Accessibility Status Reports to become streamlined and collaborative rather than requiring each LMP to create their own. This Status Report includes the accessibility initiatives that were completed in 2025 to implement the strategy outlined in the Joint Multi -Year Accessibility Plan. The purpose of this Status Report is to make the public aware of Elgin County and its LMPs' progress with accessibility implementation and to prevent and remove barriers and meet requirements under the AODA and IASR. Compliance Reporting Elgin County filed their seventh Accessibility Compliance Report in 2025. For the 2025 report, Elgin County was able to claim compliance and continues to work on maintaining web compliance and document accessibility. Commitment Statement The County of Elgin and its LMP's statement of commitment establishes the vision and goals for the Municipalities to meet the legislated accessibility requirements. The statement of commitment is publicly available on the County website, accessibility policy and Joint MYAP. The County of Elgin and its LMPs are committed to identifying, eliminating and preventing barriers and improving accessibility for people with disabilities in a manner that respects dignity, independence, integration and equal opportunity. The County of Elgin and its LMPs recognize the diverse needs of all of our residents and customers and will respond by striving to provide goods, services and facilities that are accessible to all. Page 9of32 The County of Elgin and its LMPs are committed to being responsive to the needs of all of our residents and employees. In order to meet the needs of people with disabilities the Municipalities will: • Ensure policies address dignity, independence, integration and provide for equal opportunity for people with disabilities • Allow people with disabilities to use their own personal devices to obtain, use or benefit from the services offered by the County and LMPs • Accommodate the accessibility needs of people with disabilities to ensure they can obtain, use, or benefit from the County and LMPs goods, services, programs and facilities • Communicate with people with disabilities in a manner that is considerate of the person's disability The County of Elgin and its LMPs will promote accessibility by ensuring that compliance is met for all regulations made under the Accessibility for Ontarians with Disabilities Act, 2005. In order to ensure that timelines are met, The County and its LMPs will establish, implement and maintain a Joint Multi -Year Accessibility Plan. The plan will outline the County and its LMPs strategy to prevent and remove barriers to people with disabilities. The plan will be updated on an ongoing basis, as needed, to ensure it remains current and aligns with the IASR. Continuous Achievements in Accessibility • The County of Elgin and its LMPs focus on removing barriers which may exist in our buildings and facilities, while ensuring that new buildings, leases, and renovations do not create any new barriers • Elgin County/Central Elgin Joint Accessibility Advisory Committee continues to meet and review accessibility initiatives • The County of Elgin and its LMPs continue to comply with the requirements of the Integrated Accessibility Standards Regulation including continuing to train staff, volunteers and third parties who interact on behalf of the Municipalities on an ongoing basis • All library branches continue to provide accessible materials and communication supports upon request. In addition, the libraries have several accessible materials and resources available including but not limited to: large print books, audio books, CELA Library loan access, electronic materials with zoom features, hand-held magnifiers as well as ZoomText with large print keyboards 'ra Page 10 of 32 • Continue to review customer feedback and take appropriate action • The County of Elgin and its LMPs are continuously looking into new accommodation options for people with disabilities • Use of technology such as eScribe to ensure that Council agendas and minutes are completely accessible as well as maintaining website compliance achieved • Continue to explore and monitor potential funding opportunities for the built environment relating to accessibility under the Enabling Accessibility Fund, Ontario Trillium Foundation, Canadian Tire Jumpstart and Investing in Canada Infrastructure Program Highlights of 2025 The County of Elgin accomplished the following in 2025: o Held the first AccessAbility Week for Staff, highlighting different departments work with Accessibility and provided staff education sessions. o Submitted the 2025 Accessibility Compliance Report o Completed an Accessibility Desk Audit o Installation of exterior book bins at Straffordville Library and Dutton Library for the return of library materials that are barrier -free o Installation of barrier -free reading gardens at the Elgin County Heritage Centre, Straffordville Library and West Lorne Library o Relocation of Archives' public reference room and staff offices to the 4t" floor of the Elgin County Administration Building to enhance public accessibility utilizing recently installed elevators. Public service will be launched from the new space as soon as March 2026. o Expansion of mobile library service to add Age Care (Aylmer) and Royal Oak (Fingal) retirement residences in addition to existing service to Terrace Lodge and Elgin Manor long-term care homes. o Implementation of more accessible Library front-end catalogue software was completed in 2025. o Several Library digital resources have added improvements to accessibility features in 2025. o Participation in the Indigenous Reads program annually and branches offered programming and events as part of National Truth and Reconciliation Day. o Participation in MI Understanding and MI Friends children's mental health support programs. 3 Page 11 of 32 o Monthly visits and partnership with Oneida Friendship Resource Centre. o Active membership on the Elgin -St. Thomas Age Friendly Committee led by Southwestern Public Health Unit and leading to provincial designation as an Age -Friendly Community o Chair yoga at Springfield and Belmont o Official designation for Elgin County Library as a Dementia Friendly Community Organization in January 2026 and Alzheimer Awareness month. Each Library branch has a sticker at the entrance reflecting the designation. o Continued work to audit the library's physical collection by employing a summer student through Young Canada Works. In 2025, 7,000 items were assessed relative to DEI criteria and specifically diversity measures and in the areas of content, author(s), and character(s) in the material. o Further development of "Healthy Brain Kits" collection to support all levels of brain health and in partnership with the Alzheimer Society Southwest Partners. o The Library continues to review and update our accessible materials collections available, including visual accessibility devices (Smartlux, Optelec) and accessible audio players (Daisy CDs and players and Yoto cards and players), and are planning the development of a new accessible audio player collection from CELA — the Envoy Connect — device for 2026. o Installation of directional and interpretive signage adjacent to mural "Oneida Settlement Journey, 1840" at Elgin County Heritage Centre. o Sidewalk replacement at Bobier Villa in the secure Courtyard o Sidewalk replacement at the front of the Building at Elgin Manor o New Cupboards installed in three of the four Activity Rooms, one section of the counter in all three rooms are wheelchair accessible o Sidewalk and concrete pat replacement at Terrace Lodge in the Adult Day Program Courtyard o Creation of a new staff outdoor area which includes a new fence, sidewalk and concrete pad complete with furnishings o New planning suite created at the Administration Building on the third floor which includes a new door operator and automatic lighting controls. Page 12 of 32 o The JAAC planned and co -hosted the AccessAbility Open House with the City of St. Thomas on September 26, 2025 at the Joe Thornton Community Centre. o Heard Community members concern around sidewalk accessibility and community heritage signage The Municipality of Bayham accomplished the following in 2025: o Completed construction on the Port Burwell Marine Museum washrooms that now include two accessible stalls o Completed an accessibility audit which resulted in upgrades to two parking lots to properly delineate the accessible stalls (updating signage and laneway space) o Updated our accessibility request form and made accessible on the Bayham website o Constructed an additional 30 m sidewalk and ramp to the Straffordville Library o Constructed an additional 200 m of 1.5 m sidewalk and tactile plates surrounding Port Burwell School o Maintaining accessibility standards on the Bayham website o Continuous training to staff and elected officials o Completed the filing of the 2025 compliance report The Municipality of Central Elgin accomplished the following in 2025: o Added diverse and inclusive images across marketing and promotional materials. o Continue to ensure closed captioning for all live -streamed meetings. o Provides opportunities for community members to be heard and participate in decision -making processes, such as JAAC. o Offer car -side Commissioner of Oaths for individuals who aren't able to easily access the municipal office. o Provide training to respectful workplace in 2025. o Updated the HRP 1.20 - Workplace Harassment, Discrimination and Violence o Continue to change language in policies to be gender neutral. o Procurement continues to support AODA compliance by maintaining accessible procurement practices, including ensuring that RFP and Tender templates contain current AODA requirements and accessible deliverable language. Page 13 of 32 o Accessibility was enhanced at Little Beach when additional Mobi- mats were installed o A life jacket lending program was implemented on Main Beach o Sidewalk Capital Project along the South side of Caesar Rd in Belmont plus sidewalk repairs throughout the Municipality o The Accessible washrooms being made available all year long at the Port Stanley Visitor Centre o A swing extension to accommodate the very young at Union Street Park in Belmont o Lighting installed on the Turvey Park Trail, Lynhurst o Completed the 2025 Compliance Report o Updated the Accessibility Policy and finalized in 2026. o Remove signature requirement on the website feedback form, as it could be a barrier. Introduction: In conjunction with the Accessibility for Ontarians with Disabilities Act, the Joint Accessibility Advisory Committee (JAAC) shall provide advice to participating municipal councils in relation to accessibility planning and legislated standards. One of the legislated duties of the JAAC is to advise participating municipalities on the accessibility of buildings, structures or premises that the municipalities lease, purchase, construct or significantly renovate. This report seeks feedback from the JAAC on accessibility enhancements for the Village of Fingal Reconstruction project. Background and Discussion: The Village of Fingal Reconstruction project represents a $19M investment between the Township of Southwold and the County of Elgin. The project will see the complete reconstruction of Millpark Street, Fowler Street, Fingal Line and Union Road within the settlement limits of the Village of Fingal. Scope will include: • Sanitary servicing for current residents and future development • Updated stormwater capacity and treatment to mitigate future flooding • Localized watermain replacement • Localized gas main and servicing replacement completed by Enbridge • Localized hydro pole relocation and replacement completed by Hydro One • New road structure complete with roadside amenities All reconstructed roads will be reconstructed to an "urban" standard — urban roads are complete with catchbasins, curb, sidewalks and roadside amenities common in villages Page 17 of 32 and urban areas. ROAD - STATION 1+140 From an accessibility standpoint, several enhancements will be present at the completion of the project. For some jurisdictional clarity, the County of Elgin is responsible for Union Road and Fingal Line including the signalized intersections and pedestrian crossings (PXO's) with the Township of Southwold responsible for all sidewalks within the village. Accessibility Enhancements with the Village of Fingal Reconstruction Project • New, expanded, separated sidewalks from the travelled road o Sidewalk located on both sides of the majority of Union Road and Fingal Line and on one side of Fowler Street and Millpark Street o Sidewalk where possible, will be separated from the roadway with a grass or hardscaped boulevard for pedestrian comfort o All roadway crossings will be complete with tactile plates compliant with AODA • Signalized intersection at Union Road and Fingal Line o New fully signalized intersection complete with crosswalks and pedestrian heads in all four directions complete with pedestrian pushbuttons • New pedestrian crossovers (PXO's) at the north limit on Union Road to provide a looped pedestrian facility and on Fingal Line at Millpark Street for direct access to the Fingal Baseball Park from lands to the south Page 18 of 32 • New streetlighting throughout town to conform to urban lighting standards while maintaining dark sky compliance • Narrowed travelled roadway to minimize crossing distances, slow prevailing traffic and encourage adherence to posted speed limits • Dedicated parking bays outside of the travelled roadway complete with line painting, accessible parking and to act as pull -over locations for infrequent oversized agricultural equipment movement • Updated and clear signage throughout town to ensure the safe passage of vehicles while improving pedestrian amenities and safety throughout the village Overall, the completed project will be much more in line with community expectations with respect to design and amenities. The design seeks to balance function for all users instead of just those in a vehicle. County and Southwold engineering departments thereby submitted the attached drawing package for review and comment. The project has commenced and is expected to be substantially completed by December 2027. Financial Implications: None. Advancement of Strategic Plan: This initiative fulfills a legislative requirement and demonstrates the County's commitment to accountability and good governance by ensuring compliance with applicable legislation and provincial standards. Local Municipal Partner Impact: Feedback from the JAAC on the Village of Fingal Reconstruction Project that is relevant to the AODA compliance aspects that are under the jurisdiction of the Township of Southwold will be communicated to the Township of Southwold. Communication Requirements: None. Conclusion: The JAAC is being consulted on the accessibility enhancements of the Fingal Village Reconstruction Projection in compliance with the Accessibility for Ontarians with Disabilities Act. This feedback will be shared with the Engineering Services Department of the County of Elgin and, where relevant, the Township of Southwold.
