Motion Carried. 6.2 Manager of Emergency Management - EMG 26-02 Land Use Agreement for Fire Training Structure Deputy Warden Jones left the Council Chambers for Item 6.2 EMG 26-02 Land Use Agreement for Fire Training Structure as he had declared a conflict of interest for this item. He did not participate in discussion or vote on this item. As the Manager of Emergency Management was away, the Director of Legal Services presented the report providing information for Council's consideration regarding a draft licence agreement between the County of Elgin and the Township of Southwold for use of land for the purpose of installing and operating a live -fire structure. ElginCounty Report to Committee of the Whole From: Diana Morris, Senior Planner Date: February 24, 2026 Subject:PLN26-03 - Official Plan Amendment No. 27 in the Town of Aylmer 516 John Street North Recommendation(s): THAT the Council of the Corporation of the County of Elgin approves Official Plan Amendment No. 27 to the Official Plan of the Town of Aylmer; and THAT staff be directed to provide Notice of this Decision in accordance with the requirements of the Planning Act. Introduction: The Council of the Town of Aylmer has adopted an amendment to their Official Plan, known as Official Plan Amendment Number 27 (OPA No. 27) and they have subsequently forwarded the amendment to the County of Elgin for approval. In accordance with Section 17 of the Planning Act, the Council of the County of Elgin, as "Approval Authority," is required to make a decision on the adopted amendment in which Council may approve, modify, or refuse to approve the amendment. If Elgin County fails to make a decision within 120 days after the amendment is received, the registered owner, public body and/or specified person may appeal to the Ontario Land Tribunal. This report is intended to provide County Council with the information required to make a decision on the adopted amendment. Background and Discussion: The subject lands are located on the west side of John Street North comprising Part of Lot 83, Concession North of Talbot Road and Part of Block 13 West of John Street Plan 164, municipally known as 516 John Street North in the Town of Aylmer. The subject lands comprise a total lot area of approximately 0.96ha (2.37ac), with 80.00m (262.47ft) of frontage. Please see Appendix A- Location Map. Page 5 of 25 The subject lands are within a Tier 1 Settlement Area in the County of Elgin Official Plan(s), as shown in Appendix B. These settlement areas have full servicing and allow for a range of uses. The Town of Aylmer designates the lands Employment as shown on Schedule `A' in the Town's Official Plan and as shown in Appendix C. The purpose of the Official Plan Amendment is to re -designate a portion of the subject lands (9,600 sqm) in area from Employment to Employment Special Policy Area 1 to permit an existing farmers' market and, in addition, to permit Arterial Commercial Area uses in addition to Employment uses (as shown in Appendix D). OPA No. 27 was adopted by Town Council on February 4, 2026 (By-law No. 18-26), as shown in Appendix E. In addition to the OPA, a ZBLA is also required to rezone a portion of the subject lands (9,600 sqm) in area from Heavy Industrial Special Provision 2 (M2-2) to Heavy Industrial/Support Commercial Special Provision 11 (M2/C2-11) to permit the existing farmers market and restaurant with an outdoor patio; to permit complimentary uses to the farmers' market, three (3) mobile food trucks/carts and to reduce parking requirements from 252 spaces to 126 spaces (using the most restrictive parking regulation). Two new definitions, farmers' market and microbrewery are proposed. The balance of the subject lands is 21.75 ha (53.75 ac) in area with existing industrial buildings. The By-law amendment was approved by Town Council on February 4, 2026 (By-law No. 14-26). County staff have had the opportunity to review the proposal, associated submission materials and public comments against the requirements of the Planning Act, the Provincial Planning Statement, the County of Elgin Official Plan and Town of Aylmer Official Plan and are satisfied that the proposal meets all relevant requirements and is appropriate for the context of the subject lands. Financial Implications: There are no direct financial impacts to the County with respect to approval of this application. Advancement of the Strategic Plan: Promote Economic Development and develop/implement employment lands and investment within Elgin County. Page 6 of 25 Local Municipal Partner Impact: This decision will directly impact the Town of Aylmer. Communication Requirements: Notice of the decision will be sent to all parties that requested notification, to the local Township and to any other person/body prescribed under the Planning Act. Conclusion: Based on the above analysis it is recommended that County Council approve OPA No. 27 of the Official Plan of the Town of Aylmer, as the modified amendment: • Is consistent with the Provincial Planning Statement; • Conforms to the County of Elgin Official Plan and intent of the Town of Aylmer Official Plan; and • Constitutes good planning. Town of Aylmer Official Plan The subject lands are currently designated Employment in the Official Plan which does not permit arterial commercial uses as a primary use of the lands. The applicant has requested a special policy area to be added to the existing Employment designation to permit an existing farmers' market and to permit Arterial Commercial Area designation uses in addition to Employment designation uses. An amendment to the Zoning By -Law 59-99 to change the zoning of the subject lands from Heavy Industrial Special Provision 2 (M2-2) to Heavy Industrial/Support Commercial Special Provision (M2/C2-11) is being addressed concurrently and will implement this Official Plan Amendment upon its approval. Planning Rationale Neighbouring land uses are characterized by industrial and business park commercial uses. No significant increases in traffic on John Street North are proposed. Introduction: At the Committee of the Whole meeting held on January 27, 2026, the Committee discussed the option of having Council learning sessions on topics of municipal interest on days when Council and Committee of the Whole agendas are shorter. Council approved this recommendation at its meeting on February 10, 2026. Background and Discussion: After the initial discussion on January 27, 2026, the Chief Administrative Officer received several Learning Session topic suggestions from Members of Council and the Executive Leadership Team. These topics are as follows: • Review of the Land Use Planning Process • Municipal Finance and its relation to the Municipal Act • Risk Management and Insurance • The Role of Council and the Role of Administration • Funding Model for Long -Term Care • Land Ambulance • Provincial Offences Administration • Council's Role as a Library Board • Community Development (Economic Development, Community Improvement Plans) Page 23 of 25 • The Development Charges Act The above recommended topics are for the Committee's consideration. The Committee may also suggest additional topics. Some topics may be more applicable to incorporate into a comprehensive Council Orientation Program for the next term of County Council. All learning session topics suggested in this report can be presented in open session; however, Council may hold these educational and/or training presentations in closed session under Municipal Act Section 239 (3.1). Section 239 (3.1) permits meetings of a council (or committee) to be closed to the public if both of the following conditions are satisfied: 1. The meeting is held for the purpose of educating or training the members. 2. At the meeting, no member discusses or otherwise deals with any matter in a way that materially advances the business or decision -making of the council, local board or committee. Financial Implications: None. Advancement of the Strateaic Plan: The initiatives outlined in this report are integral to the County's day-to-day operations, supporting effective governance and the efficient delivery of services to Council and the public. Together, they enhance organizational efficiency and reflect the County's ongoing commitment to transparency, accountability, and good governance. Local Municipal Partner Impact: �m Communication Requirements: �m Conclusion: Staff have provided, for the Committee's consideration, a list of potential learning session topics as suggested by Councillors and Members of the Executive Leadership Team. Staff are respectfully requesting that Council identify four or five topics for the remainder of this term of Council. Staff will then work to develop learning session content for those topics to be presented at future meetings. In addition, staff will be considering all of the various topics when developing a comprehensive Council Orientation Program for the next term of County Council.
