Reports of Council, Staff or Outside Boards 6.1 Manager of Administrative Services/Deputy Clerk - ADM 26-13 Delegation of Powers During Restricted Period — Municipal Election 2026 The Manager of Administrative Services/Deputy Clerk presented a report to Council with the information regarding the "Restricted Acts" provisions contained in Section 275 of the Municipal Act, 2001, S.O. c.25 (The Municipal Act) with a recommendation for the adoption of a by-law temporarily delegating authority to the Chief Administrative Officer in the event that Council is restricted in its authority pursuant to these provisions during the 2026 Municipal Election. Resolution Number: CW26-36 Moved by: Councillor Leatham Seconded by: Councillor Hentz RESOLVED THAT a by-law be presented for approval to delegate authority to the Chief Administrative Officer during a period of restricted acts in the 2026 municipal election year. Motion Carried. 6.2 Director of People and Culture - PAC 26-02 Benefits Provider RFP The Director of People and Culture presented the report to Council with the results and recommendation from the Request for Proposal issued for the services of a group benefits provider. Resolution Number: CW26-37 Moved by: Councillor Hentz Seconded by: Councillor Leatham RESOLVED THAT Desjardins Insurance be selected as Group Benefits Provider for the County of Elgin, RFP No. 26-P03, effective July 1, 2026; and THAT County Council approve the renewal coverage with AIG Insurance for AD&D coverage, effective July 1, 2026; and THAT the Warden and Chief Administrative Officer be authorized to execute all contracts and related documentation. Motion Carried. 6.3 Director of Engineering Services - ENG 26-09 Asset Management and Work Order Software — Feasibility Study The Director of Engineering Services and Simon Lau, P.Eng., CRL, PMP, from Aspire Consulting presented the report to Council summarizing the results of the asset management and work order software feasibility study. Page 4 of 142 ElginCOUr'ity' Report to Committee of the Whole From: Diana Morris, Senior Planner Date: April 28, 2026 Subject: PLN 26-05- Draft Plan of Subdivision 34T-CE2503 Eagle Ridge Phase 3 - Part of Lot 2 and 4, Registered Plan 263 Recommendation(s): THAT the Council of the Corporation of the County of Elgin grants draft plan approval to Draft Plan of Subdivision 34T-CE2503 (PLN 26-05), Municipality of Central Elgin, prepared by CJDL Consulting Engineers and certified by Kim Husted, O.L.S, dated November 28, 2025, showing Lots 1-163 (single detached residential), dedicated streets (Snowy Owl Trail, White Tail Path, Streets `A' — `D'), Blocks 164-165 (walkway/servicing blocks), Blocks 166-183 (Reserves) and Blocks 184-185 (Future Development); and THAT staff be directed to provide notice of decision subject to the conditions of final approval in accordance with the requirements of the Planning Act. Introduction: This report will provide County Council with information required to consider granting approval to the above noted draft plan of subdivision, in accordance with Section 51 of the Planning Act, the Council of the County of Elgin, as "Approval Authority," is required to make a decision which gives approval or refusal for a proposed draft plan of subdivision. Background and Discussion: The County of Elgin received a draft plan of subdivision for the above noted subject lands, located to the west of Sunset Drive and south of Southdale Line in the Municipality of Central Elgin, as shown in Appendix A- Location Map. The proposed development is a continuation of the Eagle Ridge Subdivision. Phase 1 was registered in July 2020 and Phase 2 (located to the east of Phase 1) was registered in December 2022. This approval is for Phase 3. A Phasing Plan is shown in Appendix B. The subject lands are legally described as Part of Lot 2 and 4 Registered Plan 263, All of Block 78, and Part of Block 75 & 76 Registered Plan 11 M-242, Part of Lot 3, Concession Page 5 of 142 6, geographically located in the Township of Yarmouth, within the Municipality of Central Elgin, County of Elgin. Phase 3 is approximately 12.11 ha (29.92ac) which is located to the south of Phase 1. The development will extend Snowy Owl Trail and White Trail Path south transitioning to a crescent at the south end of the development lands. The development will also include a new east -west right-of-way, with provisions for a future connection to the lands to the west, a new east -west cul-de-sac right-of-way, and a second crescent street at the south- west of the development lands. The proposed Draft Plan of Subdivision is for 163 single detached dwelling lots. Of these lots, four (4) lots are proposed on the north side of White Tail Path. The Draft Plan of Subdivision is shown in Appendix C of this report. The subject lands are within the `Tier 1 SettlementArea'within the County of Elgin Official Plan (2025) as shown on Schedule `A'- County Structure Plan and found in Appendix D of this report. These settlement areas are able to accommodate growth and where new developments should be directed. The Municipality of Central Elgin Official Plan designates the lands as `Residential' within the Norman Lyndale Settlement Area as shown on Schedule `E'- Land Use Plan for the Community of Normal Lyndale, also found in Appendix E of this report. This designation permits a range of uses and densities. The subject lands are zoned `Residential Zone 1 (holding) hR1-81' by By-law No. 2281, approved on July 23, 2018. A copy of the approved by-law is shown in Appendix F of this report. The holding provision on the development lands requires a subdivision agreement to be entered into and registered on the title of the lands and for the Municipality to confirm that there is adequate capacity within the sanitary system to accommodate the proposed development. The removal of the holding provision has been implemented as a condition of draft plan approval. The subject application proceeded through the standard application process including the preparation, review, and acceptance of a number of technical studies and reports, and the technical circulation to statutory review agencies. The Notice of the application was circulated to property owners as regulated by the Planning Act. No concerns were raised. County staff have had the opportunity to review the subject application under the requirements of the Planning Act, the Provincial Planning Statement, the County Official Plan, and the Municipality of Central Elgin Official Plan and are satisfied that the application meets all relevant requirements. Further, a series of conditions to the draft approval have been prepared to accompany the approval, as attached in Appendix G, should County Council deem it appropriate to approve, including conditions from: the Municipality of Central Elgin, Kettle Creek Conservation Authority, Enbridge, Bell and Canada Post. Council at the Municipality of Page 6 of 142 Central Elgin endorsed the conditions of approval on behalf of the Municipality on April 13, 2026. Financial Implications: There are no direct financial impacts to the County with respect to approval of this application. Advancement of the Strategic Plan: Planning for and facilitating residential growth within Elgin County. Local Municipal Partner Impact: This decision will directly impact the Municipality of Central Elgin. Communication Reauirements: Notice of decision will be sent to all parties that requested notification, to the local Municipality and to any other person/body prescribed under the Planning Act. Conclusion: Based on the above analysis it is recommended that County Council grant draft plan approval to application No. 34T-CE2503, subject to the conditions in Appendix G, as the application: • Is consistent with the Provincial Planning Statement; • Conforms to the County of Elgin Official Plan and Municipality of Central Elgin Official Plan; • Conforms to the Township of Yarmouth Zoning By-law No. 1998, as amended and approved by By-law 2281, and; • Constitutes good land use planning. The approval for the draft plan of subdivision shall lapse after three (3) years of the date of this approval pursuant to section 51(32) of the Planning Act. 7. The road allowances included in this draft plan shall meet the standards of the Municipality and be shown and dedicated as public highways on the final plan submitted for approval and registration. 8. The streets within the draft plan of subdivision shall be named to the satisfaction of the Municipality of Central Elgin. 2 Page 20 of 142 9. The Owner shall provide the Stormwater Management (SWM) facility and associate drainage works and the erosion and sedimentation control measures in accordance with the guidelines from the Ministry of Environment, Conservation and Parks (MECP) to the satisfaction of the Municipality of Central Elgin and Kettle Creek Conservation Authority (KCCA). The Owner shall: a. Implement all stormwater management works and erosion and sediment control measures identified in the approved plans, including any phasing requirements, prior to and during construction; b. Operate, maintain, repair, and, if necessary, replace all stormwater management facilities and erosion and sediment control measures in good working order, to the satisfaction of the Municipality of Central Elgin, from the commencement of any site alteration or servicing works until such time as the Municipality has formally assumed the stormwater management infrastructure. 10.The Holding ("h") symbol has been applied to the "hR1-81" zone to ensure the orderly development of lands and the provision of municipal services and shall not be removed until the following requirements have been satisfied to the Municipality of Central Elgin: a. A subdivision agreement is entered into for the lands in question with the Municipality of Central Elgin pursuant to Section 51(26) of the Planning Act, with respect to municipal servicing, financial, administrative and other matters thereto; and b. The Municipality of Central Elgin certifies that there is adequate uncommitted reserve sewage capacity available for the development of the lands in question. 11. The subdivision agreement between the owner and the Municipality shall contain a provision requiring the owner to install geodetic monuments within the subdivision. The number, specifications and location of the monuments are to be approved by the Director of Planning and Engineering prior to final approval and registration. 12. The owner shall implement any measures and recommendations outlined in the servicing report, Kemsley Farm Subdivision, Municipality of Central Elgin, Servicing Report, 1312, 19 July 2017, CJDL Consulting Engineers and the addendum, Eagle Ridge Subdivision, Municipality of Central Elgin, Servicing Report Phase 3 — Addendum, 23012, 3 September 2025, CJDL Consulting Engineers, to the satisfaction of the Municipality of Central Elgin. The owner shall install noise mitigation measures as recommended in the report, Noise Feasibility Study, Proposed Residential Development, Eagle Ridge Phase 3, Central Elgin, Ontario, Prepared for CJDL Consulting Engineers, 2561603 Ontario Ltd, 164 Margaret Trail, St. Thomas N5R 6L8 HGC, Noise Vibration Acoustic, to the satisfaction of the Municipality of Central Elgin. This will be included as a condition in the subdivision agreement. 14. This will be included as a condition in the subdivision agreement. 16. That the subdivision agreement between the owner and the Municipality contain a provision requiring: a. The owner to include a statement informing the persons who first purchase a unit following final approval of all the approved development charges, including development charges for school purposes, relating to any such unit within the draft plan of subdivision pursuant to Section 59(4) of the Development Charges Act. 1997; b. All services, which in the opinion of the Municipality are necessary for the development of the lands within the Plan, such services being hereinafter called the "necessary services" shall be in place before the development begins. 17. That prior to final approval, no grading or other soil disturbances shall take place on the subject property prior to the Owner's Licensed Archaeologist providing a letter to the Municipality and the County indicating that there are no further concerns for impacts to archaeological sites on the subject lands. This is to be accompanied by a Ministry of Citizenship and Multiculturalism letter indicating that the licensee has met the terms and conditions for Archaeological Licensing and that the report has been entered into the Ontario Public Register of archaeological reports. 4 Page 22 of 142 18.The owner shall obtain any required approvals and permits, if applicable, from the Kettle Creek Conservation Authority (KCCA), in accordance with Section 28 of the Conservation Authorities Act and Ontario Regulation 41/24, to the satisfaction of the Municipality of Central Elgin and Kettle Creek Conservation Authority. This will be included as a condition in the subdivision agreement. 19.That a permit be obtained from KCCA under O.Reg. 41124 prior to any development and/or site alteration for Lots 1-3, 6-14, 50-53, 70-73, 92-96, 135-138 of the proposed Draft Plan. A permit has already been obtained for initial grading and washout repair. 20. The Grading Plan identifies a drainage easement between lots 92 and 93. This swale continues along the back property lines for lots 91-93. It is recommended that these swales also be included in an easement to ensure they are maintained and that drainage is not re-routed over the erosion hazard limit, to the satisfaction of Kettle Creek Conservation Authority 21. That prior to final approval by the County of Elgin, the Owner shall submit for review and approval a draft of the final M plan. 22. That the Owner acknowledges and agrees to convey to Enbridge Gas Inc. (operating as Union Gas) the necessary easements and/or agreements required for the provision of gas services to the new lots. 23. Prior to final approval, the Owner will provide to Bell Canada the necessary easements and/or agreements required by Bell Canada to service this new development. The Owner further agrees and acknowledges to convey such easements at no cost to Bell Canada. The Owner agrees that should any conflict arise with existing Bell Canada facilities where a current and valid easement exists within the subject area, the Owner shall be responsible for the relocation of any such facilities or easements at their own cost. 24. Prior to final approval the Owner shall ensure that the following requirements of Canada Post have been satisfied: • The owner/developer will consult with Canada Post to determine suitable permanent locations for the placement of Community Mailboxes and to indicate these locations on appropriate servicing plans. The Builder/Owner/Developer will confirm to Canada Post that the final secured permanent locations for the Community Mailboxes will not be in conflict with any other utility; including hydro transformers, bell pedestals, cable pedestals, flush to grade communication vaults, landscaping enhancements (tree planting) and bus pads. • The owner/developer will install concrete pads at each of the Community Mailbox locations as well as any required walkways across the boulevard and any required 5 Page 23 of 142 curb depressions for wheelchair access as per Canada Post's concrete pad specification drawings. The owner/developer will agree to prepare and maintain an area of compacted gravel to Canada Post's specifications to serve as a temporary Community Mailbox location. This location will be in a safe area away from construction activity in order that Community Mailboxes may be installed to service addresses that have occupied prior to the pouring of the permanent mailbox pads. This area will be required to be prepared a minimum of 30 days prior to the date of first occupancy. • The owner/developer will communicate to Canada Post the excavation date for the first foundation (or first phase) as well as the expected date of first occupancy. The owner/developer agrees, prior to offering any of the residential units for sale, to place a "Display Map" on the wall of the sales office in a place readily available to the public which indicates the location of all Canada Post Community Mailbox site locations, as approved by Canada Post, and the Municipality of Central Elgin. The owner/developer agrees to include in all offers of purchase and sale a statement, which advises the prospective new home purchaser that mail delivery will be from a designated Community Mailbox, and to include the exact locations (list of lot #s) of each of these Community Mailbox locations; and further, advise any affected homeowners of any established easements granted to Canada Post. • The owner/developer will be responsible for officially notifying the purchasers of the exact Community Mailbox locations prior to the closing of any home sales with specific clauses in the Purchase offer, on which the homeowners do a sign off. 25. That prior to final approval, the County of Elgin is to be advised in writing by the Municipality how conditions 2-18 have been satisfied. 26. It is the Owner's sole responsibility to fulfill the conditions of draft approval. 3. It is suggested that the Owner be aware of section 144 of the Land Titles Act and subsection 78(10) of the Registry Act. Subsection 144 (1) of the Land Titles Act requires that a plan of subdivision of land that is located in a land titles division be registered under the Land Titles Act. Exceptions to this provision are set out in subsection 144(2). Subsection 78(10) of the Registry Act requires that a plan of subdivision of land that is located only in a registry division cannot be registered under the Registry Act unless that title of the owner of the land has been certified under the Certification of Titles Act. Exceptions to this provision are set out in clauses (b) and (c) of subsection 78(10). 4. The Owner is advised that in the event that deeply buried archaeological remains should be discovered during construction, it is recommended that archaeological staff of the Ontario Ministry of Tourism, Culture and Sport be notified immediately. Similarly, in the event that human remains should be encountered during construction, it is recommended that the proponent immediately notify the Ontario Ministry of Tourism, Culture and Sport and the Registrar of the Cemeteries Regulation Unit of the Cemeteries Branch. 5. The Ontario Land Surveyor responsible for preparing the final plan for registration should contact the Municipality of Central Elgin regarding the preparation of the final plan to ensure the requirements of draft approval are properly addressed in the preparation of the final plan and that the final plan prepared contains sufficient geodetic information to locate the plan within the UTM Coordinate System, North American Datum 1983, prior to submitting the plan for final approval. A digital copy of the final plan, in a form satisfactory to the Municipality, is required as part of the final plan submission. 6. Inauguration, or extension of a piped water supply, a sewage system, or a storm drainage system, is subject to the approval of the Ministry of the Environment under Sections 52 and Section 53 of the Ontario Water Resources Act. Page 25 of 142 7. The Owner is hereby advised that the review of this plan of subdivision did not include groundwater, soil, or atmosphere testing to fully discount the possibility that waste materials and/or other contaminants are present within or near this subdivision. If either the Owner or the Municipality requires such assurance before proceeding with this plan of subdivision, a team of consultants should be retained to conduct any necessary investigations. 8. The applicant shall be responsible for implementing and maintaining sediment and erosion controls on the subject lands until such time as the Municipality assumes the roads and associated services. 9. The Ministry of the Environment, Conservation, and Parks must be advised immediately should waste materials or other contaminants be discovered during the development of this plan of subdivision. If waste materials or contaminants are discovered, a further approval under Section 46 of the Environmental Protection Act may be required from that Minister. 10. The Owner is advised that if any unplugged petroleum wells or associated works are identified during the development of the site, the owner shall notify the Petroleum Resources Centre of the Ministry of Natural Resources and Forestry. The Owner shall plug the wells and rehabilitate the surface according to the Provincial Standards of the Oil, Gas and Salt Resources Act. The Ministry of Natural Resources and Forestry recommends that no structures be built immediately over a plugged petroleum well. 11. Should the Owner or the Municipality require underground telecommunications facilities to serve this subdivision, the owner must confirm with the Municipality that satisfactory arrangements have been made with telecommunications provider for underground services. The Owner is also advised that, should any conflicts with the existing telecommunications facilities or easements arise, the Owner shall be responsible for realignments or relocation. Further, the Owner is to provide easements as required to service this subdivision. 12. Proponents are responsible for ensuring activities do not contravene the ESA, whether or not they have other required municipal approvals. 13. Canada Post further notifies the owner that: • The owner/developer of any condominiums will be required to provide signature for a License to Occupy Land agreement and provide winter snow clearance at the Community Mailbox locations. • Enhanced Community Mailbox Sites with roof structures will require additional documentation as per Canada Post Policy • There will be no more than one mail delivery point to each unique address assigned by the Municipality. • Any existing postal coding may not apply, the owner/developer should contact Canada Post to verify postal codes for the project. Clearances are required from the Municipality of Central Elgin, Kettle Creek Conservation Authority, Enbridge Gas, Bell and Canada Post. If the agency's condition concerns a clause in the subdivision agreement, a copy of the agreement is to be sent to them. This will expedite clearance of the final plan. A copy of the agreement is also required by the County of Elgin. 15.AII measurements on subdivision and condominium final plans must be presented in metric units. 16.The final plan must be submitted digitally in AutoCAD (DWG) and Portable Document Format (PDF) with the appropriate citation from the Planning Act used. The AutoCAD (DWG) file must be consistent with the following standards: • Georeferenced to the NAD83 UTM Zone 17M coordinate system. • All classes of features must be separated into different layers. • Each layer should be given a descriptive name so that the class of feature it contains is recognizable. 17. The final plan approved by the County of Elgin must include the following paragraph on all copies (3 mylars and 4 paper) for signature purposes: Approval Authority Certificate This final plan of subdivision is approved by the County of Elgin under Section 51 (58) of the Planning Act, R. The approval of this draft plan of subdivision File No. 34T-CE2503 will lapse on May 12, 2029, pursuant to subsection 51(32) of the Planning Act, as amended. It is the responsibility of the Owner to request an extension of the draft approval if one is needed. A request for extension should be made at least 60 days before the approval lapses since no extension can be given after the lapsing date. Introduction: Elgincentives is the County's Community Improvement Plan (CIP). It was first adopted in 2015 by Elgin's local municipal partners and is funded and administered by the County. As the program reached its 10-year milestone, County Council directed staff to review Elgincentives to ensure it remained effective, competitive, and responsive to local needs. The review was completed in two phases. Phase 1 — Background Review (Fall 2024 to Spring 2025) examined how the program has performed over the past decade, including its economic impacts, administration, and how it compares to similar programs in other municipalities. Phase 2 — Document Update (Fall 2025 to Winter 2026) built on the findings from the background review. This phase focused on updating the Elgincentives Community Improvement Plan to reflect current priorities, improve program design, and make the plan and financial incentives easier to understand and access. This report seeks Council's endorsement to proceed with the final local adoption stage of the updated draft Elgincentives Community Improvement Plan. Background and Discussion: A Community Improvement Plan (CIP) is a planning and economic development tool enabled under Section 45 of the Planning Act. It is the only mechanism that allows municipalities to offer direct financial incentives to property owners and businesses, Page 28 of 142 which would otherwise not be permitted under the Municipal Act (often referred to as "bonusing"). While Elgin County is not permitted to adopt a CIP on its own, it is allowed to fund and administer CIP activities. As a result, Elgincentives was developed as a template CIP to be adopted by local municipalities and administered at the County level. Elgincentives was the first CIP of its kind in Ontario and has since been used as a model for similar programs in other two-tier jurisdictions. Since its launch in 2015, Elgincentives has been an important economic development tool for the County and its local municipal partners. The program provides financial incentives to encourage private -sector investment, support main street revitalization, and promote local job creation across the County. After 10 years of operation, the County undertook a background review to better understand how the program has performed. The review examined what has worked well, what has not worked as intended, and which aspects of the program require updating or modernization. It also assessed whether Elgincentives remains aligned with current planning and economic development priorities. The background review identified several key findings. Grant amounts offered through the program no longer reflect current construction, development, and labour costs. There is strong interest and opportunity to introduce housing -focused incentives, which are not included in the existing plan. The review also found that the plan and its financial incentives could be clearer and easier to understand. In addition, there is a need to explore additional ways to attract and support larger -scale economic drivers, while continuing to support existing local businesses. Overall, the program would benefit from modernization, including an updated look and layout. Based on these findings, a Recommendations Brief was prepared to guide the update of the CIP. The recommendations included restructuring financial incentives based on the type of improvement being made, adding housing -related grant programs, and increasing maximum grant amounts from the current $15,000 limit. The brief also recommended introducing Municipal Leadership Initiatives to support Council -led community improvement efforts, along with several practical changes to simplify administration and implementation. Public engagement played an important role in the background review. A summary of engagement findings was presented to Council in Spring 2025. The Recommendations Brief was also shared with local municipal partners for feedback prior to updating the CIP document. No substantial changes were identified through this process. The updated Community Improvement Plan does not propose changes to the existing vision statement. The vision remains focused on providing County leadership in community improvement by offering incentives to eligible property owners and tenants across key areas of economic activity. It continues to emphasize advancing the County's economic goals, improving the built and social environment, and supporting economic diversification over the next 10 years. Page 29 of 142 While the vision remains the same, the goals of the plan have been updated. The revised goals focus on creating more affordable and attainable housing options, revitalizing sense of place in core areas and main streets, diversifying agri-tourism and rural economic development, improving building efficiency and sustainability, and promoting overall economic growth and vitality. The financial incentive programs have also been updated. The original twelve incentives have been consolidated into six programs to simplify administration and better align incentives with the types of projects they support. Two new incentives have been introduced to support affordable housing and additional dwelling units. Maximum funding is now determined by individual incentive programs, with a combined cap of up to 50 percent of eligible project costs. All incentives are intended to be funded and administered by the County, with participation by local municipalities at their discretion. For the first time, the updated plan also introduces Municipal Leadership Initiatives. These are not financial incentive programs and do not represent formal commitments to action. Instead, they are flexible, strategic initiatives that may be led by the County, local municipalities, or external partners over the life of the CIP, subject to Council direction, priorities, and available resources. When pursued alongside financial incentives, these initiatives can strengthen the program's overall impact by better aligning public investments with private -sector improvements. As required under the Planning Act, the draft updated Elgincentives CIP was brought forward to all seven local municipalities for public meetings. These meetings were coordinated by County and local municipal staff to meet statutory requirements. At the time this report was written, five of the seven meetings had taken place. The remaining two meetings are scheduled for April 22 and April 23. A verbal update on feedback from those meetings will be provided at the Committee of the Whole meeting. To date, limited public feedback has been received. In Central Elgin, Malahide, and Aylmer, no public comments were submitted. Councils in Central Elgin, Aylmer, Malahide, and Bayham expressed overall support for the updated plan, particularly the housing initiatives. In Bayham, members of the public asked questions about the housing programs, including the scope of the Additional Dwelling Unit (ADU) catalogue. In Southwold, Council feedback was mixed on housing initiatives, with questions from the public related to settlement area eligibility and how the program would be communicated to property owners and tenants. A meeting with the Ministry of Municipal Affairs and Housing was also held, as required. While written feedback is still pending, no major concerns or required changes were identified during the meeting. Financial Implications: The County has an approved Elgincentives Community Improvement Plan budget of $80,000 to support grants in 2026. This amount will be reviewed annually through the budget process. Page 30 of 142 Advancement of the Strategic Plan: Promoting Economic Development While Respecting Rural Heritage The updated CIP will continue to support rural and small-town revitalization in a focused and effective manner. Revised incentives for tourism, agri-business, and industry align with the County's goals for sustainable community growth, including attracting investment, renewing main streets, and protecting rural character. Enhancing Collaborative Engagement and Communication The review process demonstrated strong engagement with local municipal partners. The updated CIP further strengthens this collaboration by offering a more flexible and coordinated implementation framework. Shared program delivery, joint promotion, and streamlined administration support improved communication and collaboration across departments and municipalities. Supporting Housing Needs for Diverse Populations The updated CIP introduces incentives for affordable and attainable housing, infill development, and secondary suites. These programs directly support the County's commitment to meeting housing needs for a range of populations, including seniors, low-income households, and young families. Instilling a Customer -Service Ethos The updated CIP responds to stakeholder feedback by clarifying eligibility requirements, simplifying the application process, and improving response times. These changes reflect the County's commitment to clear, transparent, and timely service delivery. Local Municipal Partner Impact: The updated Elgincentives CIP applies to all local municipalities and supports community improvement across the County. Each municipality must adopt the plan, as the County cannot adopt a CIP on its own. The County will fund and administer the program, while local municipal staff will provide input on applications and assist with promotion at the local level. Communication Requirements: County staff will continue working with local municipalities to implement the updated plan. An adoption package will be provided to each municipality to support their local adoption process. Once the plan has been adopted by all local municipalities, staff will finalize and implement a coordinated communications and marketing plan based on the framework outlined in the CIP. County staff will then work closely with local partners to promote Elgincentives in each community and support consistent program administration across the County. Page 31 of 142 Conclusion: Subject to County Council endorsement, the updated draft Elgincentives Community Improvement Plan will proceed to the final local adoption stage. County staff will work with Re -Public Urbanism to prepare the draft by-laws required for adoption by each local municipality and will support municipal staff and councils throughout the process. Once adopted by all local municipalities, the updated plan will be implemented, including coordinated promotion and program delivery in partnership with local municipalities.
