THAT the confidential PowerPoint presentation dated January 13, 2009 regarding cost
saving opportunities be received and filed; and,
THAT the actions identified on slides 7 and 8 of said presentation showing a decrease in
spending of $790,000 be approved for implementation.

Staff were directed to examine the pros and cons of a particular business function and
report back to Council.

Warden Graham Warwick, with a copy of his speaking notes to the Honourable
Dwight Duncan, Minister of Finance, on December 15, 2008 in Windsor, regarding
the discussions being held concerning the 2009 Ontario Budget.
2. Honourable David Caplan, Ministry of Health and Long-Term Care, announcing the
funding adjustment for the 2009 planned grant increase of up to $175,843 for land
ambulance.
3. T.E. Campbell, Port Stanley, with concerns regarding the 2009 County budget.
4. Hon. Steve Peters, M.P.P., Elgin-Middlesex-London, with copy of correspondence to
Hon. Dwight Duncan, Minister of Finance, supporting the request from the Chief
Administrative Officer, County of Elgin, to meet with the Minister of Finance regarding
the Ontario Municipal Partnership Fund possible grant reduction in 2010.

Statements/Inquiries by Members
Councillor Marks advised that Canada Post has not been providing winter maintenance for
public access to the rural group mailboxes and enquired if this is occurring in other
municipalities.
Councillor Vowel noted that the activities formerly carried out at the Shenanigans facility in
Dutton/Dunwich by the Association for Community Living remains an issue.
The Manager of Administrative Services provided each Councillor with a copy of the
Deputy Warden Rotation Schedule for 2009 and asked that staff be informed if changes
are required.
The Manager of Administrative Services requested that Council inform staff who would be
attending the annual Elgin Federation of Agriculture Awards Banquet. Eight tickets are
available and additional tickets would be acquired if needed.
