Betty de Haan, CAO/Clerk, Township of South Stormont, with a resolution requesting the Provincial government to review and amend, as required, the powers granted through Bill 50, the Provincial Animal Welfare Act, 2008, to inspectors and officers of the Ontario Society for the Prevention of Cruelty to Animals. 4. Wendell Graves, City Clerk, City of St. Thomas, with copy of correspondence to the Green Lane Community Trust containing a motion requesting that a representative from both the City and the County be allowed to sit on the Committee. 5. County Council 7 January 27, 2009 20. Ministry of Municipal Affairs and Housing - Municipal Services Office, Western, and the N'Amerind Friendship Centre, with an invitation to Council and staff to "Braiding Cultural Bridges" a session providing learning opportunities about native culture, traditions and heritage. OTHER BUSINESS Statements/Inquiries by Members Councillor Wilson noted there is a delay in dispatching notification to fire/police/ambulance to respond to an emergency. Some municipalities would like all services dispatched at the same time and some municipalities indicate they do not wish to have their fire service notified unless the call is for a fire. Moved by Councillor Wilson Seconded by Councillor Marks THAT staff be directed to investigate the feasibility of the Central Ambulance Communication Centre being able to notify simultaneously all three emergency services when requested by the municipality and report back to Council. - Carried Unanimously. Councillor Wilson noted the Ministry of Natural Resources has determined that non-resident hunters can be added to list allowing them to hunt on private properties and requested the matter be referred to Rural Initiatives Committee. Councillor Habkirk requested an update on the provision of Teranet data to municipalities that has been pending for some time. The Director of Engineering Services noted data has been forwarded within the last couple of days to the local administrators. Councillor Marks requested an update on planning for repairs to the Jamestown Bridge. The Director of Engineering Services reviewed options available for the Bridge and noted a report would be coming to the next Council meeting. Councillor Hofhuis indicated someone is indiscriminately removing trees on Dexter Line and asked staff to look into the matter. The Director of Engineering Services will review the situation. Councillor Acre announced that the Elgin Municipal Association Banquet would be held on April 1st at the Keystone Complex and questioned if the new County logo could be used on the programme. Council concurred that this could be done. Councillor Habkirk noted that in the Minutes of the Road Supervisors meeting from December 12, 2008, it was indicated the Director and Deputy Director of Engineering Services had accumulated credits for teaching courses at OGRA and these credits were available for use by municipalities towards OGRA training courses. The Director of Engineering Services advised he believed all the credits had been used to date. Councillor Wilson also noted that the recommendations from the inquest regarding the accident on Glen Erie Line included improvement in qualifications of local road superintendents and that it would be beneficial if OGRA would consider providing more in- depth courses and certifications. The Director of Engineering Services indicated he is pursuing this and will report back to Council. County Council 8 January 27, 2009 Warden Warwick asked the Chief Administrative Officer to provide an update on the OMPF funding. The Chief Administrative Officer reported that he called Minister Duncan's Office to request a meeting and was advised that a meeting was not possible at this time but possibly later in March. The CAO noted the County could request delegation status with the Minister at OGRA/ROMA conference but it may be beneficial to wait until mitigation factors are known. Council consensus was to wait until further information is known. Notice of Motion - None. Matters of Urgency - None. Councillors McIntyre, Vowel and Wilson, having previously declared a conflict, left Council Chambers at 11:51 a.m. and did not participate in the discussion by Council of the Board of Health lease matter.
