THAT the reserve accounts listed in Appendix B be opened and funds transferred as outlined;
and,
THAT the Millcreek Culvert project overrun be covered from the Bridge Reserve at this time with
an addition of $100,000 to be added to complete the project in 2009; and,
THAT if any additional COMRIF funding is received on the closed COMRIF projects, it will be
added to project 9000-08 Capital Surplus - 2008; and,
THAT the report titled Capital Projects Budget as of December 31, 2008 and dated February 27,
2009 be received and filed.

2008 Performance to Budget - Director of Financial Services
The Director of Financial Services reported a surplus of $906,000.00.

2009 Reserves and Capital Budget - Director of Financial Services
The Director of Financial Services reviewed the 2009 Reserves and Capital Budget report for
Council, pointing out that the increase budget for Reserves and Capital is predominately driven
by two factors; the annual allocation to the St. Thomas-Elgin General Hospital Foundation of
$167,667 over six years starting in 2009 and the $300,000 to be added to the Mill Rate
Stabilization reserve in line with the October 28th, 2008 approved Reserve Policy. Revenue
from the Federal Gas Tax and Build Canada funding will be used to reduce the total Capital
Budget.

THAT transfers to Reserves and Capital, along with the Capital Spending proceed as approved

Alternative Financing for Infrastructure Proiects - Director of Financial Services
The Director of Financial Services highlighted his report recommending the use of County
investments to fund this process and to pursue any funding available to us though grants.

THAT the County pursue grants for any identifiable projects that would otherwise require
completion within the next ten years; and,
THAT a Capital Fund be created for the County portion of the funding; and,
THAT the Capital Fund be self-financed from the County's short-term investments; and,
THAT the report entitled Alternative Financing for Infrastructure Projects be approved.

desire to meet to discuss and agree upon an alternative reporting process.

represent County Council on the 2010 Elgin County IPM Exhibit Committee; and,
THAT the hiring of the International Plowing Match & Events Coordinator proceed as described

Statements/Inquiries by Members

Councillor Vowel asked the Director of Financial Services what affect the reassessment of
Green Lane Landfill and the Ford Plant would have on budgets. The Director of Financial
Services advised that the Ford reassessment would not have a large impact on the County
(around $9000) but could not provide information concerning Green Lane at this time.
Councillor Habkirk reminded Council that this Saturday is "Earth Hour" and that everyone
should remember to turn off any non-essential appliances and equipment between 8:30
and 9:30 p.m.
The Director of Human Resources was pleased to report that he and Pat Vandevenne and
Tanya Tilton-Reid were successful in negotiating the position of weekend worker for a
one-year trial period at Bobier Villa and have two staff members that are interested. Some
PSW staff positions at Bobier Villa were successfully re-aligned, enabling five staff to shift
to casual status, thereby avoiding layoffs. The Director advised that this was attainable
because of the good working relationship with the SEIU.
