Moved by Councillor Marks Seconded by Councillor Hofhuis THAT the report "2008 Performance to Budget" be received and filed pending the final audited 2008 results. - Carried. 2009 Reserves and Capital Budget - Director of Financial Services The Director of Financial Services reviewed the 2009 Reserves and Capital Budget report for Council, pointing out that the increase budget for Reserves and Capital is predominately driven by two factors; the annual allocation to the St. Thomas-Elgin General Hospital Foundation of $167,667 over six years starting in 2009 and the $300,000 to be added to the Mill Rate Stabilization reserve in line with the October 28th, 2008 approved Reserve Policy. Revenue from the Federal Gas Tax and Build Canada funding will be used to reduce the total Capital Budget. Moved by Councillor Marks Seconded by Councillor Mennill THAT the report "2009 Reserves and Capital Budget" be received and filed; and, THAT transfers to Reserves and Capital, along with the Capital Spending proceed as approved by Council; and, THAT any change from the estimate to the actual 2008 Budget Performance be booked to the Mill Rate Stabilization Reserve. - Carried. Municipal Court Managers Conference 2010 - Court Services Supervisor Moved by Councillor McIntyre Seconded by Councillor Wilson THAT the POA staff participate in presenting and preparing for the 2010 Municipal Court Managers Association (MCMA) Conference; and, THAT the County provide promotional items for gifts and or giveaways. - Carried. County Council March 24, 2009 Alternative Financing for Infrastructure Proiects - Director of Financial Services The Director of Financial Services highlighted his report recommending the use of County investments to fund this process and to pursue any funding available to us though grants. Moved by Councillor Wilson Seconded by Councillor Marks THAT the County pursue grants for any identifiable projects that would otherwise require completion within the next ten years; and, THAT a Capital Fund be created for the County portion of the funding; and, THAT the Capital Fund be self-financed from the County's short-term investments; and, THAT the report entitled Alternative Financing for Infrastructure Projects be approved. Councillor Wilson requested a recorded vote. Accident Review on County of Elgin Roads - 2007 - Director of Engineering Services Moved by Councillor Marks Seconded by Councillor Vowel THAT the report "Accident Review on County of Elgin Roads - 2007" be forwarded to the Police Services Board for their information. - Carried. Capital Proiect - Talbot Line Rehabilitation, Southwold Township Contract #6200-06-03 Moved by Councillor McIntyre Seconded by Councillor Hofhuis THAT J-AAR Excavating Limited be selected for the supply of all labour, material and equipment required for the rehabilitation of Talbot Line (Southwold Township) at the quoted price of $2,901,112.25 (including taxes); and, County Council March 24, 2009 THAT the Warden and Chief Administrative Officer be directed and authorized to enter into an agreement with J-AAR Excavating Limited to complete the Rehabilitation of Talbot Line, County Road #3, from Sunset Road to Iona Road - Contract # 6200-06-03. - Carried. Health and Safety Standards - Human Resources Coordinator Moved by Councillor Habkirk Seconded by Councillor Acre THAT the County of Elgin ask that each municipal partner please respond in writing to the report "Health and Safety Standards" acknowledging the need to reply in writing within 21 days to any written recommendations received from the County of Elgin's Joint Health and Safety Standards as per the Occupational Health and Safety Act, section 9 (20) and (21) or with a desire to meet to discuss and agree upon an alternative reporting process. - Carried. Council members felt that County staff should do the report as they have first hand knowledge of County roads and bridges. Staff were directed to prepare the 10 Year Capital Plan for Council's consideration later in 2009. McCabe, Administrative Officer, Ontario Small Urban Municipalities Section of the Association of Municipalities of Ontario, announcing the OSUM 56th Annual Conference and Trade Show from May 6th to May 8th, 2009 in the City of Cornwall and a nomination form for the OSUM Executive Committee. 2. Hon. Dwight Duncan, Minister of Finance, with copy of correspondence to the Honourable Steve Peters, M.P.P., Elgin-Middlesex-London, regarding the need for an Ontario Police College tactical training facility in Ontario. OTHER BUSINESS Statements/Inquiries by Members March 24, 2009 Councillor Vowel asked the Director of Financial Services what affect the reassessment of Green Lane Landfill and the Ford Plant would have on budgets. The Director of Financial Services advised that the Ford reassessment would not have a large impact on the County (around $9000) but could not provide information concerning Green Lane at this time. Councillor Habkirk reminded Council that this Saturday is "Earth Hour" and that everyone should remember to turn off any non-essential appliances and equipment between 8:30 and 9:30 p.m. The Director of Human Resources was pleased to report that he and Pat Vandevenne and Tanya Tilton-Reid were successful in negotiating the position of weekend worker for a one-year trial period at Bobier Villa and have two staff members that are interested. Some PSW staff positions at Bobier Villa were successfully re-aligned, enabling five staff to shift to casual status, thereby avoiding layoffs. The Director advised that this was attainable because of the good working relationship with the SEIU. Notice of Motion - None. Matters of Urgency - None.
