Moved by Councillor Marks Seconded by Councillor McIntyre THAT the local IPM Planning Committee be provided with an $80,000 forgivable loan to be used to hire an Administrative Coordinator, with said loan to be repaid to the County based on profits received following the conclusion of the 2010 IPM. - Carried Unanimously. Warden Warwick thanked Chairman McPhail of the 2010 IPM for his presentation and all the work that is being done in the County's name and he left at 9:49 a.m. Moved by Councillor Marks Seconded by Councillor Wilson THAT we do now move into Committee Of The Whole Council. - Carried. REPORTS Appreciation Luncheon -Warden Graham Warwick Council agreed that, because of the support and tireless work done on the County's behalf by Elgin County's local M.P. Joe Preston and M.P.P. Steve Peters, an appreciation luncheon would be a small token of Council's gratitude. Moved by Councillor Wilson Seconded by Councillor McIntyre THAT Elgin County Council host an appreciation luncheon for Mr. Joe Preston and Mr. Steve Peters in recognition of their many efforts advanced on behalf of Elgin County. - Carried Unanimously. Jamestown Bridge - Director of Engineering Services Council would like to rehabilitate the bridge for safe local residential use instead of permanently closing it to traffic. This would include placing restrictions on its use in an attempt to prolong the bridge's lifespan. It is too premature to close the bridge because of the uncertainty of Dexter Line's future. The question arose as to the extent of repairs needed to keep the bridge open and if the Bridge Reserve would be able to cover these expenses. The cost of bridge repairs can be accommodated by various means within the existing budget. Moved by Councillor Marks Seconded by Councillor Wilson THAT the Jamestown Bridge be rehabilitated, i.e. replace floor beams, floor stringers and install a new wood deck at an estimated cost of $125,000 to be funded from the County's 2009 Bridge Reserve account ($100,000) and the Environmental Assessment account for this structure ($25,000). - Carried Unanimously. Council took a break at 10:04 a.m. and reconvened at 10:20 a.m. County Council 3 April 28, 2009 Infrastructure Stimulus Fund and Building Canada Fund - Communities Component- Director of Engineering Services Staff was complimented on the infrastructure project recommendations put forward to Council for their consideration. Moved by Councillor Mennill Seconded by Councillor Wilson THAT the County of Elgin submits the following projects for the Infrastructure Stimulus Fund: Furnival Road rehabilitation; Southminister Bourne rehabilitation and Calton Line rehabilitation; and also, THAT the County of Elgin submit the Wardsville Bridge, as the County of Elgin's number one priority, for abrasive sandblasting, structural repairs and structural coating as its Building Canada Fund - Community Component Intake 2; and also, THAT the County of Elgin contribute 50% of the County of Middlesex municipal share for abrasive cleaning, structural repairs and structural coating for the Simpson's Bridge under the Build Canada Fund - Community Component Intake 2 program; and also, THAT, as approved at the March 24, 2009 County Council meeting, the funds for these projects will be self financed from the County of Elgin short term investments; and also, THAT a letter be forwarded to Mr. Steve Peters, MPP and Mr. Joe Preston MP thanking them for their support. - Carried. Councillor Habkirk entered the Chambers at 10:29 a.m. Accessibility Standard for Customer Services, Ontario Regulation 429/07 - Building Sciences Technologist, Human Resources Assistant The County of Elgin's established Accessibility Standard for Customer Service Policy will be available in pamphlet form and on the County's website. The County has committed to providing training for all those County employees, volunteers etc. interacting with the public. A training consultant has been hired and a training schedule will be forthcoming. Municipalities within the County have been offered the same training which the municipal partners appreciate. Moved by Councillor McIntyre Seconded by Councillor Wilson THAT the policy (Appendix 1), procedures and practices suggested in this report be approved; and, THAT County Council and Management attend the 3 hour Accessible Customer Services Training Session on November 10, 2009 from 1:00 p.m. - 4:00 p.m. - Carried. Request to Reduce Speed Limit - Springwater Road - Deputy Director of Engineering Services Councillor Acre suggested that better signage for the existing pedestrian underpass at Springwater Conservation Area be investigated. Moved by Councillor Habkirk Seconded by Councillor Acre THAT the Municipality of Central Elgin be informed that the requested section of Springwater Road does not warrant a reduced speed zone as defined under the Highway Traffic Act; and, County Council April 28, 2009 THAT the users of the Springwater Conservation Area are encouraged to use the existing pedestrian underpass to cross Springwater Road. - Carried. Request to Improve Plank Road - Vienna Hill - Deputy Director of Engineering Services This request has been identified as part of a long list of capital needs. Marketing Through Social Networking Websites - Deputy Director of Community and Cultural Services, Economic Development and Tourism Assistant The Economic Development and Tourism Assistant, using an interactive powerpoint and web based platform, introduced the networking topics. _ Moved by Councillor Marks Seconded by Councillor Vowel THAT staff be authorized to create a Facebook page, Twitter profile, Linked In Profile and other social networking sites as appropriate for the Economic Development Department in order to market programs and services under the condition that the sites are monitored on a daily basis for appropriate content in accordance with the County's "Acceptable Use Policy for Computer Equipment, Software, Internet Access and Internet E-mail." - Carried. Alma College Exhibit at Legislative Assembly of Ontario - Manager of Archives The Warden commented on the wonderful opportunity this exhibit provided for the Archives Department to showcase the history of Elgin County. Library Grant from Ministry of Culture - Director of Community and Cultural Services County Library staff will be bringing forth a recommendation to Council to inform them of the best library usage for this one-time library funding grant. Moved by Councillor Wilson Seconded by Councillor Acre THAT the Elgin County Library accept $36,528 in credits from the Ministry of Culture through the Southern Ontario Library Services for use by December 31, 2009 to support projects within the Library; and, THAT the Warden issue a letter of appreciation to the Minister of Culture and MPP Steve Peters to acknowledge this funding. - Carried. County Council 5 April 28, 2009 "Growing with Books" Trillium Application - Director of Community and Cultural Services Councillors noted that they were proud of the success of this award winning project and it was a project worth continuing. Moved by Councillor Marks Seconded by Councillor Wilson THAT Elgin County Council hereby endorses an application to the Ontario Trillium Foundation to support the Elgin County Library's "Growing With Books Project"; and, THAT the Warden issue a letter of support to the Foundation acknowledging this support as well as the success and importance of the project. - Carried. Tourism Kiosks - Tourism Development and Marketing Coordinator An additional tourism kiosk will be operating in West Elgin this year at Lakeview Gardens, as well as, the caboose in St. Thomas, the lighthouse in Port Burwell and the Port Stanley Public Library. Councillor Acre was pleased to announce that because of the installation of an internet connection at the lighthouse their municipality was going to provide additional upgrades to the building. The Warden thanked the Elgin Tourism Services Department for expanding to the west end of the County. OTHER BUSINESS Statements/Inquiries by Members Councillor Acre announced her participation in the May 22nd Elgin Middlesex Jail-a-Thon and asked for pledges toward her bail money. Councillor Marks noted that the OPP had received a $13,000 grant towards funding a speed sign for the County. More funding is needed to purchase the sign and Community Policing Groups and municipal partners have been informed of this need. Councillor Wilson remarked that it will be nice to have another speed sign to share throughout the County. Notice of Motion - None. Matters of Urgency - None.
