Meeting Call to Order The meeting was called to order at 11:09 a.m. with Warden Giguere in the chair. 2. Approval of Agenda Resolution Number: CW26-65 Moved by: Councillor Couckuyt Seconded by: Councillor Leatham RESOLVED THAT the agenda for the June 23, 2026 Committee of the Whole Meeting be approved as presented. Motion Carried. 3. Adoption of Minutes Resolution Number: CW26-66 Moved by: Councillor Hentz Seconded by: Deputy Warden Jones RESOLVED THAT the minutes of the meeting held on June 9, 2026 be adopted. Motion Carried. 4. Disclosure of Pecuniary Interest and the General Nature Thereof None. 5. Members' Motions None. 6. Reports of Council, Staff or Outside Boards 6.1 Policy Planner - PLN 26-10 Hospital Expansion Lands Official Plan Amendment No. CE OPA-01-26 The Policy Planner presented the report recommending approval of Official Plan Amendment No. CE OPA-01-26, adopted by the Municipality of Central Elgin with respect to the former St. Thomas Psychiatric Hospital lands. The proposed Official Plan Amendment establishes a comprehensive planning policy framework to guide the long-term redevelopment of the subject lands as a mixed -use community containing residential, commercial institutional, open space, and supporting land use designations. Resolution Number: CW26-67 Moved by: Councillor Couckuyt Seconded by: Councillor Noble RESOLVED THAT Elgin County approve Official Plan Amendment No. CE OPA-01-26, adopted by the Council of the Municipality of Central Elgin on April 13, 2026; and THAT staff be directed to provide Notice of this Decision in accordance with the requirements of the Planning Act. Motion Carried. 6.2 Director of People and Culture - PAC 26-04 Non -Union Job Evaluation and Market Comparators Councillor Hentz left the meeting at 11:30 a.m. The Director of People and Culture presented the report recommending approval for a list of comparators that will be used during the market review of wages. Resolution Number: CW26-68 Moved by: Deputy Warden Jones Seconded by: Councillor Widner RESOLVED THAT the following list of comparators for the job evaluation and market comparison review, as contained in the June 23, 2026, report titled "Non -Union Job Evaluation and Market Comparators" be approved. • Oxford County • Middlesex County • City of St. Thomas • Municipality of Chatham -Kent • County of Lambton • County of Essex • County of Wellington • City of London • Perth County • Norfolk County Motion Carried. 6.3 Director of Engineering Services - ENG 26-16 County Asset Transfers The Director of Engineering Services presented the report that provides details regarding the discussions with Elgin County's local municipal partners regarding the assets proposed to be transferred from the County of Elgin and recommended that the asset transfer process begin with completion expected in early 2027. ' Resolution Number: CW26-69 Moved by: Deputy Warden Jones Seconded by: Councillor Leatham RESOLVED THAT staff proceed with the road and bridge asset transfers as identified in the adopted Transportation Master Plan with a goal to finalize the transfers by January 31, 2027; and THAT funding be provided to receiving municipalities between 2027 to 2030 and as identified in the Asset Transfer Funding Schedule Table contained within this report; and THAT current Road Maintenance Agreement allocations continue until December 31, 2027 when the agreement expires.
