The meeting was called to order at 12.25 p.m. with the Warden Giguere in the
chair.

The County Clerk/Manager of Administrative Services called for nominations for
Chair of the Homes Committee of Management. Deputy Warden Jones
nominated Warden Giguere. Warden Giguere accepted the nomination and took
her seat as Chair.
The Warden then called for nominations for Vice Chair of the Homes Committee
of Management. Councillor Hentz nominated Deputy Warden Jones. Deputy
Warden Jones accepted the nomination.

RESOLVED THAT Warden Giguere be elected as Chair of the Homes
Committee of the Management for 2026.

Recommendation(s):
THAT the report titled Homes Second Quarter Review form the Director of Home and
Senior Services dated August 11, 2026, be received and filed.
Introduction:
The second quarter reflects continued progress across the Elgin County long-term care
homes as we remain focused on strengthening operations, supporting our residents and
staff, and advancing our strategic priorities. Throughout the quarter, our leadership and
teams have worked collaboratively to build on the progress achieved earlier in the year,
with particular attention to resident -centred care, staffing, quality improvement, financial
stewardship, labour relations, and operational effectiveness. The information presented
in this report highlights the work underway across all three homes and demonstrates
our continued commitment to providing safe, compassionate and high -quality care while
ensuring the long-term sustainability of our operations.
Background and Discussion:
The second quarter of this year has continued to demonstrate strong organizational
performance and meaningful progress across the Elgin County long-term care homes.
Through strategic leadership, disciplined financial management, collaborative labour
relations, and an unwavering commitment to quality resident care, our homes have
maintained a strong focus on operational excellence, sustainability, and continuous
improvement. Despite the ongoing complexities and demands within the long-term care
sector, our teams have remained focused on delivering safe, compassionate and high -
quality care while advancing key organizational priorities. The accomplishments
achieved during this quarter reflect the continued dedication and collaboration of our
leadership teams, frontline staff, and corporate supports, working together to enhance
resident outcomes and position our homes for continued success.
The new Director has established strong working relationships with the management
teams at the homes. This has allowed her to gain greater familiarity with operational
priorities, and maintained a consistent focus on supporting residents, staff, and the

ongoing needs of the homes. The Director is taking the opportunity to strengthen
collaboration, ensure continuity, and position the organization for continued progress.
The Elgin County long-term care homes continue to focus on improving the daily
experience and quality of life of the residents we are privileged to serve by providing
care that is individualized, responsive and centred on each resident's needs,
preferences and goals. Through stronger assessment and care -planning practices,
teams are better positioned to understand changes in residents' needs and respond
proactively. This directly supports the provincial priority of strengthening resident -
centred care, quality improvement and the use of consistent assessment information to
achieve better outcomes. We are committed to our position as a Best Practice Spotlight
Organization and continue to implement the pathways to improve delivery of care and
services.
The Elgin County Homes have a strong commitment to residents. This is reflected in our
focus on staffing, education and teamwork. Ensuring that residents have access to the
right staff, with the appropriate skills and knowledge, supports safe, timely and
compassionate care while allowing staff to build meaningful relationships with residents
and families. These efforts align with the province's continued focus on health human
resources, direct resident care and maintaining the staffing levels necessary to provide
high -quality care. We are providing opportunities for our staff to advance skills and
continue their education.
Beyond clinical care, our homes are working to create environments where residents
feel connected, respected and engaged in their communities. Meaningful recreation,
social programs, family involvement, cultural activities and opportunities for resident
choice help promote independence, dignity and a strong sense of belonging. These
initiatives support the broader provincial emphasis on quality, resident safety and
accountability while ensuring that our focus remains on the outcome that matters that
will help residents live with dignity, purpose and the best possible quality of life.

Homes Successes:
Bobier Villa
On May 21st Little Hobby Hill Farms brought an abundance of baby animals to welcome
Spring to the Villa. Residents enjoyed holding and cuddling a variety of animals as they
learned about each animal from their experienced keepers.
Outdoor activity is a priority at Bobier Villa and as the weather gets nicer, we like to take
advantage of the beautiful Town of Dutton. Walks around the neighbourhood and
especially picnics in the park are always a favorite.
Quality time with each other either relaxing outside, playing Bingo or interacting over a
game is part of what make Bobier Villa Home. Recreation focuses on programs that
stimulate our minds and keep us connected.
Elgin Manor
Blue Jay season is here, and team Elgin Manor is getting into the spirit with some fun
balloon batting practice! Laughter, friendly competition, and plenty of team spirit filled
the room as everyone warmed up their swing and cheered each other on.

Our Mother's Day Market was a wonderful success, bringing residents, families, and
staff together for a day of shopping, laughter, and community. Residents enjoyed
browsing a variety of thoughtful gifts while spending quality time with their loved ones in
a warm and festive atmosphere. Thank you to everyone who helped make this special
event such a memorable celebration of the amazing mothers and mother figures in our
Home.
The Easter Bunny hopped into our Home and filled the day with laughter, smiles, and
plenty of Easter cheer! Residents enjoyed visiting with this special guest, creating joyful
memories and embracing the fun spirit of the season. It was a wonderful reminder that
celebrating together brings happiness and brightens everyone's day.
Terrace Lode
The TL Courtyard was buzzing the night of our Summer Market! It was a beautiful night

TL Unique Vehicle
We asked and our families and community responded as the TL loop filled with unique
vehicles to spark both memories and joy for all those Residents and visitors who came
out! From an antique tractor to old trucks and cars to a Harly Davidson, and our own
Resident owned electric scooter/car — there was somethina for evervone to see!
Terrace Lodge hosts the June Elley Music School Spring Recital
What a great partnership — TL and the June Elley Music School. Approx. 15 students
took the stage to show off their talents and hard work to an audience that consisted of
both family and TL Residents and visitors. It was a great night for the Residents to enjoy
the various talents, of all ages!

This initiative supports the efficient operation of Elgin County's three long-term care
homes by strengthening service delivery, enhancing resident outcomes, and promoting
continuous quality improvement. It aligns with requirements of the Fixing Long -Term
Care Act, ensuring the provision of safe, person -centred, and accountable care while

maintaining compliance with all applicable legislative and regulatory standards.

Communication Requirements:
The Elgin County long-term care homes continue to maintain strong communication
with all stakeholders by fostering open, consistent, and transparent channels of
information sharing among residents, families, staff, physicians, community partners,
and governing bodies. We continue to have regular meetings with, resident and family
councils, staff updates, surveys, and timely reporting processes to ensure that all
parties are informed, engaged, and able to provide feedback. This commitment to
effective communication strengthens trust, supports collaboration, and helps create a
responsive environment focused on quality care and positive outcomes for residents.
Conclusion:
Overall, the second quarter demonstrates continued momentum and a strong
commitment to improving the experience of residents while maintaining effective and
sustainable operations. The work underway across the Elgin County homes reflects the
dedication of our leadership teams, frontline staff and county supports, and is closely
aligned with both county priorities and the evolving expectations of the long-term care
sector. As we move into the second half of the year, we will continue to build on this
progress, address emerging challenges, and focus on measurable improvements in
resident care, staff engagement, quality, and operational performance.
