RESOLVED that the Council of the Municipality of West Elgin have the
following comments regarding Severance Application E47109 applied for by
the Estate of Georgina Staddon.
In accordance with Section 2.4.7 of the Township of Aldborough Official Plan,
Council supports application E47/09 subject to the following conditions:

1. Subject to apportionment of Municipal Drainage assessments, if required
2. Subject to drainage outlet drainage agreement, if required
3. Subject to requirements of the Municipal Road Department regarding
access and/or drainage.

SUBJECT: ROAD DEPARTMENT REPORT
Council reviewed the report of the Road Superintendent; the Roads Foreman was in
attendance. He reported that a double coat of tar chip would be placed on Graham
Road from Hwy. 3 to lake this year. Also, tar and chip on Gray Line to top of hill. He
reported that they are completing the drainage work on the Carroll Line job; ditching and
topsoil will be next.
SUBJECT: RECREATION DEPARTMENT REPORT
The Recreation Superintendent presented his monthly report. He reported that the OPP
has increased the patrol of the grandstand area.
SUBJECT: SECURITY CAMERAS
The Recreation Superintendent presented a report on quotations received for security
cameras:

SUBJECT: TOP DRESSING AT MILLER PARK
The Recreation Superintendent presented a report regarding top dressing parts of Miller
Park. The process includes aerating, planting grass seed, and top dressing the areas.
Top dressing applies a sand topsoil mixture to the top of the playing fields. The
contractor fees will not exceed $2,200.00. This item is in the budget.

SUBJECT: WATER DEPARTMENT REPORT
The Water Superintendent presented his monthly report.
SUBJECT: PORT GLASGOW TRAILER PARK SEWAGE SYSTEM
The Water Superintendent reported that Spriet Associates is investigating the sewage
system at the park. He reported that a Schedule B Class EA is required and includes a
public meeting, circulation to technical agencies and a report be prepared. Council
agreed that an information meeting should be scheduled before the park closes
October 19 or 20` at 7:00 p.m. was suggested.

Class EA process for the sewage system at the Port Glasgow Trailer Park
and that a budget be submitted to Council.

SUBJECT: DZ LICENSE TRAINING
The Water Superintendent reported that he has had discussions with the Township of
Malahide regarding DZ license training. As training is going to be provided for other
municipalities, Malahide is in the process of evaluating costs. Those in attendance will
share the total cost for each session. This year we are looking at two sessions for West
Elgin. On an annual basis renewals will require this training in which we would share
the session with other municipalities in order to reach 15 participants. He will report
back when more information is available regarding costs.

SUBJECT: RURAL DEVELOPMENT OFFICER
The Rural Development Officer presented the monthly report to the Foundation of Rural
Living. She reported that funding for her position expires on October 16 She would
like to continue working on Western Elgin Community Expo scheduled for November 7
writing a grant application for Tiny Tots and community calendar project. Discussion
took place regarding an extension to the RDO contract. It was suggested that a grant
could be provided to Tiny Tots to cover the wages. Council made a commitment subject
to the Tiny Tots Board agreement.

drainage Petition from Eric Johnston for drainage work on Concession 1,
Part Lot 24, under Section 78 of the Drainage Act.

DELEGATION: DEAN SMITH, INTELIVOTE
Mr. Smith presented a powerpoint presentation regarding electronic voting options. He
reviewed the services they provide, how voter casts their vote, costs. Their system
allows for telephone and/or Internet voting as well as paper ballots. Examples of letters
to voters were also presented. The Deputy Mayor thanked Mr. Smith for his
presentation.
SUBJECT: WEST ELGIN PRIMARY SYSTEM
A verbal report was given on the Official Opening which was held on Wednesday
August 26 at 10:00 a.m. A request has been received from the Chamber of Commerce
for a tour of the new plant. Staff were directed to discuss staffing costs with OCWA and
report back to Council.
SUBJECT: HUMAN RESOURCES POLICY
Council reviewed a report from the Administrator /Treasurer outlining revisions and
changes to the Employee Working Agreement. Council agreed with the report. The
next step is to present to staff, which is scheduled for September 15 and 1 6 and
following that a by -law for formal adoption will be presented to Council.
SUBJECT: USE OF MUNICIPAL VEHICLES POLICY
Discussion took place regarding the proposed policy for the use of municipal vehicles.
It was noted that Section 2.05 would not apply to night patrol and weekend patrol by the
Roads Department. Further, Council had questions regarding the need for mileage

logbooks and what is included. This matter was deferred to the next meeting for
discussion with the Superintendents.
SUBJECT: LICENSING OFFICE
The Administrator reported that a new agreement is required with Service Ontario for
the licensing office. This office will be able to provide more services such as health
cards commencing February 1, 2010.
SUBJECT: AUDIT PROPOSAL
The Administrator reported that Christene Scrimgeour has submitted a proposal for the
continuation of her audit services in the same amount as previous years. The
Administrator noted that with performance measures and asset management, the
auditor is doing more for the same amount of money. Council accepted the quotation
and directed a by -law be brought forward at the next meeting.

were no objections to the changes.
The Planner presented a draft list of participants for the Task Forces. He noted that the
members of the groups should be complete by next week. An orientation session for all
groups will be held. Subsequent meetings should be held at the Rodney Town Hall and
West Elgin Community Complex.

1. Part Lot 17, Concession 9 (24837 Pioneer Line)
The Planner presented his report on the creation of two residential lots out of a larger
vacant parcel. The residential dwelling was destroyed by fire and the garage will be
removed. It was noted that the County of Elgin might require access to the easterly lot
to be from Catherine Street, there is one access off Pioneer Line now. Council has no
objections to the proposed severances.
2. Lot 64, Plan 199, West Lorne (west side of Ridge Street)
The Planner presented his report on the creation of six lots. The proposed lots would
have access onto a new street. He is recommending that the proposal be addressed
through the plan of subdivision process as noted in West Lorne Official Plan. Studies
should be submitted regarding the proposed street, services and utilities, soil conditions
and stormwater management. It was noted that the Road Superintendent or Municipal
Engineer has not reviewed the design of the new road. If the Land Division Committee

grants approval and the road design needs to be changed, the process would start over.
The Mayor noted that the consent process was used before and all matters were
addressed. if Mr. Santos wishes to proceed with consent process before approval of
the road, then that is his decision. Council has no objections to the proposed
severances.
SUBJECT: PROPOSED SEVERANCE PART LOTS 21 22, CONCESSION 12
(STATKEVICIUS)
The Planner presented his report on a proposed severance on Lot 22, Concession 12 to
dispose of a surplus residential dwelling. Discussion took place regarding the location
of the garage and septic tank on the sketch. Council has no objections to the proposed
severance subject to the usual conditions.
SUBJECT: KINTYRE PRESBYTERIAN CHURCH
The Planner presented a report on the Kintyre Presbyterian Church as requested by
Council to address issues raised by concerned citizens. Council directed that a copy of
the report be forwarded to the group's representative.
SUBJECT: 25873 QUEENS LINE
The Planner presented a report on the activities at 25873 Queens Line. He noted that
the dirt bike track is not in contravention of the zoning by -law. The Lower Thames
Conservation Authority has discussed with the owner the restrictions on the Heron
Woods Wetlands. He reported that the issues are noise and dust, which could be dealt
with through noise and nuisance by -laws. There are enforcement issues with these
types of by -laws. Council directed that a copy of the report be sent to the complainant.
SUBJECT: WEST LORNE HERITAGE HOUSE
The Planner presented a revised site plan for phase 2. He noted there might be site line
issues with the proposed right angled parking. The Clerk reported that she has been in
contact with the property owners to the south and the encroachments will be removed.
The proponent has applied for a grant for the project.
SUBJECT: FIRST IMPRESSIONS REPORT
Council received the First Impressions Report prepared by the Township of Southgate.
SUBJECT: SEASIDE DEVELOPMENTS PRE CONSULTATION REPORT
Council reviewed correspondence form the Ministry of Municipal Affairs and Housing
regarding the proposed draft plan of subdivision for Lot 6, Concession 14. This report
outlines the comments from various ministries. It is the responsibility of the developer to
respond to the issues raised. The Planner noted that matter of sewage servicing is
complex which needs to be resolved.
SUBJECT: SEASIDE DEVELOPMENTS RE: HAVENS LAKE ROAD
The Clerk reported that an application to close a portion of Havens Lake Road has been
received from Seaside Developments. Staff are recommending that the Municipal
Engineer, Roads Superintendent, Water Superintendent, Planner provide comments to
Council. The Deputy Mayor responded that he feels this application is premature; we
need to have a discussion with the Yacht Club and our legal counsel regarding the title
of the land and our agreements with the Yacht Club before proceeding. Councillor
Bodnar asked why the land is needed. The Mayor asked why there was reluctance to

gather information. Councillor Wolf agreed with the Mayor and we should ask questions
and get answers. Councillor Bodnar asked if we are getting ahead of ourselves with this
design and where is the sewage treatment going? The Deputy Mayor noted that we
need consensus with the Yacht Club; there are restrictions in the agreement. The
Administrator noted that we have an application before us that we have to proceed; she
advised to get further information. There is nothing binding in gathering information.
Once information is presented, then make a decision. She noted that Mr. Koudys, in his
presentation to Council at the last meeting, noted that in order to complete their design
they need to know if 25 metres is sufficient. The Deputy Mayor asked where are the
southern limits of the application?

Mr. Miller noted that there is an agreement with the Yacht Club, which requires the
municipality to go through the Board of Management. They have advised the
municipality to get a legal opinion. The Mayor noted that Council have to review the
application and take legal opinions into account, which doesn't inhibit us to look at an
application.
Mr. Keith Fretter, on a verbal motion from Councillors Bodnar and Wolf, addressed
Council. He noted that getting more information is sensible; this adds very little to the
Seaside lands and straightens the road.

Pelcz to speak to DuttonlDunwich for sharing the funding for the project.

2. RDO position
Ms. Pelcz reported that the Tiny Tots Board have discussed supporting the continuation
of the RDO position to December 11 They authorized the entering into a Purchase of
Service agreement with the municipality for this position. The Administrator noted that a
grant would be given to Tiny Tots to cover the costs. A copy of the resolution from Tiny
Tots Board was requested. Council agreed in principle with providing a grant subject to
receiving a written request from Tiny Tots. This will be provided to Council at the next
meeting.
SUBJECT: BACKFLOW PREVENTION POLICY

The Water Superintendent presented a draft procedure to be followed regarding the
installation of backflow prevention devices in the affected buildings. The procedure
includes three letters. An information pamphlet that will be included in the first letter was
also presented to Council. The Mayor asked if the costs of annual inspection could be
paid for by the system as everyone benefits. Council will review this at a later date.
Council agreed with the procedure as presented and a by -law will be presented later in
the meeting.

The Road Superintendent reported that in 2008 there was no one available for sidewalk
construction. He contacted, by telephone, the same contractors this year and did not
receive any quotations. He authorized a contractor to complete sidewalk and curb
repairs. The amount quoted was $5.85 per square foot (2007 $5.75 per square foot).
This contractor is doing an excellent job and he would like authorization for him to
proceed. The Mayor noted that we need documentation from the Road Superintendent
regarding his contact with contractors on this matter. The Road Superintendent will
provide this information to the Clerk.

The Administrator reported the regulated price plan for hydro will discontinue in
November. AMO /LAS are in the process of gathering information for groups of
municipalities to guarantee locked hydro prices for a two -year period. An evaluation of
our hydro consumption is required first, upon completion an agreement would be
presented.

Subject: Security Alarm and low fuel alarm for the West Lorne Complex.
Discussion:
Forest City Fire Protection and Security was contacted to provide the Recreation
Superintendent with information and costing of having a security system installed in the West
Lorne Library and Support Services area of the West Lorne Complex. Forest City Fire Protection
and Security was the original installation company of the fire system at the complex, and this
additional system was considered as an upgrade to the existing system.
The complete security system for the Library and the Support Services areas only at the West
Lorne Complex complete with motion sensors and glass breaking sensors is 2975.00 plus gst.
and an additional 22.00 per month monitoring fee. It is recommended that an additional
$299.00 be invested to upgrade the system with a radio back up, the Uplink Alarm Transceiver,
cellular device. There is an additional 700.00 included in this pricing for a low fuel alarm for
the generator. This is a similar device as in use at the Municipal Office. The total cost would be
3274.00 plus gst
Upon further investigation regarding the low fuel alarm it was determined that the West Lorne
Fire Hall does not have a fire or a security system. The representative from Forest City Fire
Protection and Security was then asked to provide an estimate on providing both fire and
security alarm protection for the West Lorne Fire Hall. The system that we discussed was similar
system to the one in use at the Rodney Fire hall. If considered the installation of this system at
the West Lorne Fire Hall would reduce the cost of the West Lorne Complex System by 700.00
as the low fuel alarm would function from this alarm rather than the West Lorne Complex. The
amount of the estimate was not included in the information as it may or may not be considered
as an upgrade to the existing system, and may have to be tendered out.
Recommendation:
The Recreation Superintendent recommends that Forest City Fire Protection and Security be
contracted to upgrade the fire system at the West Lorne Complex to include the proposed
security system for the West Lorne Library and Support Services area. Further that Council
consider installing the proposed Security Fire system for the West Lorne Fire Hall, including
the low fuel alarm for the generator that services both facilities.

WATER WORK REPORT

1. Lloyd, Spriet Associates David Mihlik will meet MOE October 8, 2009 in London
to discuss the proposed sanitary sewer project upgrade at Port Glasgow Trailer Park.
There will be a public informational meeting October 19, 2009 at Rodney Legion
regarding the proposed project. All rate payers in Port Glasgow area have been sent
letters inviting them to the meeting at the Rodney Legion.
2. Aii the lire Hydrants in the water distribution system have been checked for water flow
capability by a company called "Flow Meters This maintenance program was initiated
because of the activatation of the new water treatment plant and also to have record of the
fire flows for each fire hydrant.
3. Maintenance procedures of flushing dead ends of water lines in the total water
distribution system including Crinan have been completed in the month of September.
4. Report on weekly MTO conference call regarding replacement of Highway 401 service
centres at Dutton that was done October 1, 2009.
5. Several maintenance procedures were completed over the last month in the water
distribution system.
6. Final billing of all water line projects are in the process of being completed in the months
of October and November, 2009.
7. A meeting was held September 25, 2009 with the property owners for the Queen Street
west of Graham Road water line extension phase 2. No decision has been received yet
to proceed from rate payers.

Centre Ice Youth Centre met with Mpower to look at
the possibility to work together next year on Music
Art in the Park and the Cattle Cactus Cowboys
event. Also to work together to write Heritage
Grant. It was decided that writing the grant was
not a possibility but that we could look at
combining the man power of both groups for the
hosting of next years events.

SUBJECT: ONTARIO'S SOUTH COAST TOURISM REGION
INTRODUCTION BACKGROUND:
The Ontario Ministry of Tourism released the Ontario Tourism Competitiveness Study in February 2009, a
topic on which Norfolk County Council has been updated in two information memos since that date. Norfolk
County had provided input to the study process prior to its publication. The final report specifically
recommended the establishment of tourism regions. At a recent meeting, the Tourism Economic
Development Advisory Board recommended that Norfolk County Council formalize its support for inclusion
of Norfolk County in an official "Ontario's South Coast" tourism region. Endorsement of the advisory board's
recommendation is the subject of this report.
DISCUSSION ANALYSIS
For too long, lesser known destinations with quality, unique tourism experiences have been overlooked by
a provincial tourism marketing structure that excludes all but the icon destinations (Niagara, Toronto, etc.)
and product advocated by politically connected sector associations (spas, inns, resorts,etc.). Norfolk
County has been a lead partner in the Ontario's South Coast Tourism Alliance for several years, which
currently includes Norfolk, Haldimand County and Elgin County.
The three counties currently undertake a modest regional tourism marketing plan, including the
maintenance of a joint website at www.gosouthcoasLca. Recently, the three Counties received a grant from
the Ministry of Tourism's Tourism Development Fund for an organizational plan for the Ontario's South
Coast Tourism Alliance.

This spring, representatives of the Ontario's South Coast Tourism Alliance met in St. Thomas to
discuss the Ontario Tourism Competitiveness Study and upcoming regional meetings organized by
the Ministry of Tourism in May. A representative of Chatham -Kent Tourism also joined the meeting,
and expressed a desire to partner with Norfolk, Elgin and Haldimand to ensure that the Province
recognizes Ontario's South Coast as an official tourism region. Exploration of partnerships with other
communities, including Windsor -Essex and municipalities in Niagara Region, was also discussed.
The implications of recognizing Ontario's South Coast as an official tourism region are considerable. The
Ontario Tourism Competitiveness Study outlines how regions will become part of a network of Destination
Marketing Management Organizations (DMMOs), which may receive funding from the Province through the
regularization of the collection and use of Destination Marketing Fees. DMMOs may also be asked to carry
out a number of other functions, such as regional marketing and packaging, quality of service /experience,
research /information, workforce development, and investment and product development.
The recognition of Ontario's South Coast would be a preferable outcome than the option currently proposed
by the Ministry of Tourism, which would be to create a "Great Lakes Festival Region" including Perth,
Wellington, Waterloo, Guelph, London, Middlesex, Oxford, Elgin, Haldimand and Norfolk.
Ensuring that the interests of Norfolk County and other smaller communities are not ignored during the
development of DMMOs and any subsequent implementation plans will be paramount. Since tourism is a
$51- million industry employing more than 500 people in Norfolk County, it is a very important sector to our
municipality.
Representatives of Norfolk County attended regional consultation meetings organized by the Ministry of
Tourism in May, and participated in the discussion around how to determine the boundaries and roles of
Tourism Region DMMOs. The consensus of the group was that existing partnerships and alliances should
be honoured and nurtured. The Ministry of Tourism continues to review the feedback it has received and is
expected to announce its direction later this year.
At its meeting on June 10, 2009, Norfolk County's Tourism Economic Development Advisory Board
passed the following resolution:

Circulation of this resolution to other partners in the South Central Ontario Region (SCOR) municipal
partnership may be advantageous. Staff will inform those municipalities of Council's decision, as well.
The Tourism Industry Association of Ontario (TIAO) has expressed concerns generally about the
establishment of tourism regions, in relation to the funding and mandate of said regions and their
governance structures. Regardless of how the regions are administered, the development of clearly
defined boundaries of clusters of tourism communities remains an important step forward in the
development of Ontario's tourism sector.

As there are no direct financial implications as a result of supporting the Norfolk County's Tourism

A Charity Yard Sale was organized for Saturday Oct. Pend was to be held m the
parking lot of the Rodney LCBO. The proceeds for the yard sale are to be divided
equally between United Way of Elgin County and the Rodney Firefighters.
Today, Oct. 1st, the forecast for the weekend is dismal, calling for showers both
days. I contacted the municipal office to inquire whether it was possible to use the
Rodney Recreational Centre as a back up.
I was informed of the cost of renting the small meeting room and decided it was
better to have a facility than to cancel this charitable event. I am requesting (post event)
for the fees to be waived due to the nature of the sale.
The service our Fire Department gives to our community is invaluable and it is
my pleasure to support such an organization. United Way is an umbrella organization
funding several other agencies in our community, including the West Elgin Health
Centre. I have enclosed a brochure listing the other agencies benefiting from donations
to the United Way.
I thank you for considering my request and since I intend on making this an
annual event, promise to seek approval AHEAD of time next year!!

RE: MPP Letter in Support of a "Smart Moratorium" on School Closures
Dear Colleagues,
On behalf of the Executive Committee of the Community Schools Alliance, f am writing to encourage you
to write to your MPP in support of a "Smart Moratorium" on school closures.
The goal of the "smart moratorium" is to provide time for the Ministry, school boards and
municipalities to work together to develop policies addressing issues such as planning for declining
enrolments, a mutually agreed upon Accommodation Review Committee (ARC) process, a review of
funding to rural and small community schools and establishing a working relationship between
municipalities and school boards that is transparent and accountable.
During the AMO Conference, a standing room only crowd of over 200 Community Schools Alliance
Inaugural Meeting attendees sent a strong message to Minister Wynne that we believe our community
schools are vital pieces of our public infrastructure that we can not afford to lose. For many in the room,
the inaugural meeting provided the opportunity to voice their frustration with the accommodation review
process and to discuss the impact that this flawed process will have on their community.
We took our request for a "smart moratorium" directly to Education Minister Wynne during a recent
meeting. In response to our request, the Minister provided us with a draft policy entitled "Encouraging
Facility Partnerships While this policy is a first step in addressing some of our concerns, it only begins to
address our collective goal of protecting our vital public infrastructure.
Therefore, we need to take further action to convince the Minister and her colleagues that a "smart
moratorium" on disputed school closures is required immediately. To assist us in this effort, I encourage
you and your municipality to review the attached draft letter to your MPP and to create your own letter in
support of a "smart moratorium

Earlier this year, the Community Schools Alliance was formed by municipal leaders from
across this province who were frustrated by the negative impact that school closures were
having on their community's socio economic fabric and the lack of meaningful consultation
for these decisions. In response to this issue, the Community Schools Alliance united
mmunicinalities across Ontario behind the common cause of obtaining a "smart moratorium" on
disputed school closures.
The goal of the "smart moratorium" is to provide time for the Ministry, school boards and
municipalities to work together to develop policies addressing issues such as planning for
declining enrolments, a mutually agreed upon Accommodation Review Committee (ARC)
process, a review of funding to rural and small community schools and establishing a working
relationship between municipalities and school boards that provides transparency and
accountability.
The members of the Community Schools Alliance know that the current system for
determining which schools stay open and which schools are closed is a flawed process and
school boards are closing schools, amalgamating schools, transporting students out of their
community, and building new schools without reviewing the impact of these decisions on our
communities. As a result, municipalities across Ontario have become frustrated by the ARC
process and the impact these decisions are having on sustainable municipal growth and
municipal planning.
I encourage you to stand with the parents, students and municipal leaders from across this
province that support a "smart moratorium" for disputed school closures. Please encourage
Minister Wynne and your party leader to learn more about the goals of the CSA and to
support a "smart moratorium" before we lose more of our vital public education infrastructure
in Ontario.

Dear Council Members:
I did use the Rodney Recreation Centre on Saturday Oct. 3` for the Charity Yard
Sale for the United Way and Rodney Volunteer Firefighters due to rain.
The sale was open from 9 am 2 pm (6 hours) but there would have been 3 hours
set up and take down time as well for a total of 9 hours used. We set up in the meeting
room and it was suitable. No one was allowed use of the washrooms during the sale.
The community was VERY supportive with donations however our crowd was a
bit slim due to weather and other events. We do not have total collected yet as there are
some items I am trying to sell on KIJIJI but at the moment the total stands at $510 with
the, potential of more.
I am hopeful that council will waive any rental fee for the charitable event but
regardless, thanks to Ann and Norma for helping me in the last minute request. The
event would NOT have taken place without their support and being able to use the Rec.
Centre. This community always seems to pull together whenever we can!!

Detailed Design and Class Environmental Assessment
Rehabilitation of Four Bridges Over Highway 401 (GWP 141 -99 -00)
The Proiect Dillon Consulting Limited has been retained by the Ministry of Transportation (MTO) to complete the Detailed De n a d'
Class Environmental Assessment (EA) process for the rehabilitation of four bridges over on Highway 401: South er
Bourne, Dunborough Road, Furnival Road and Blacks Road. The project is located in the County of Elgin. Subject to the
outcome of the study, the Ministry is proposing:
Southminster Bourne Bridge:
Rehabilitation of the bridge including deck repairs, barrier replacement and cleaning and painting the steel girders;
Minor rehabilitation of the approach roadway;
Single -lane traffic staging with temporary traffic signals; or full bridge closure, are options under consideration during
construction; and
Construction completed in 2010, subject to funding and approvals.
Dunborough Road Bridge:
Rehabilitation of the bridge including deck, barriers, piers and concrete girder repairs;
Minor rehabilitation of the approach roadway;
Single -lane traffic staging with temporary traffic signals; or full bridge closure, are options under consideration during
construction; and
Construction completed in 2011, subject to funding and approvals.
Furnival Road Bridge:
Rehabilitation of the bridge including deck replacement, pier repairs and cleaning and painting the steel girders;
Minor rehabilitation of the approach roadway;
Maintaining single -lane traffic in each direction on Furnival Road during construction;
Short term full closures of Highway 401 with Highway 401 traffic directed to local roads; and
Construction completed in 2010, subject to funding and approvals.
Blacks Road Bridge:
Rehabilitation of the bridge including deck, pier and concrete girder repairs and barrier replacement;
Minor rehabilitation of the approach roadway;
Single -lane traffic staging with temporary traffic signals; or full bridge closure, are options under consideration during
construction; and
Construction completed in 2011, subject to funding and approvals.
The Process
This study is subject to Ontario's Environmental Assessment Act and will be carried out in accordance with the
requirements of the Class Environmental Assessment (EA) for Provincial Transportation Facilities (2000) (MTO's
Class EA) as a Group B project. The EA process involves the collection and integration of input from various
engineering, social science and scientific studies, as well as public and agency consultation. MTO's Class EA allows
a Group B project to be "stepped down" to a Group C project if there are no significant adverse environmental effects.
Following the Public Information Centre, MTO will decide if it is appropriate for the project to be "stepped down A
notice will be issued providing a 30 day public review period of MTO's decision to "step down" the project.
Public information Centres
Two Public Information Centres (PIC) will be held on October 21 and 22, 2009 to provide information on the project
and obtain public and agency feedback. Representatives from the MTO and project's consultant team will be
available to discuss the study and answer questions.
