Councillor Wolf reported he had not received an agenda package. Upon receiving a
paper copy, he left the meeting.
COUNCIL ANNOUNCEMENTS:
Councillor Bodnar reported that on Monday November 23rd at 7:00 p.m. the next
Neighbourhood Watch meeting will be held. There will be a presentation on "Crime
Prevention and Drug Awareness
Councillor Bodnar reported that on Saturday October 24 in the morning, Age Friendly
Community Workshops will be held at the West Elgin Community Health Centre.
Deputy Mayor thanked staff, Council and volunteers for their help at the Rodney Fall
Fair.
Councillor Balint reported that she had attended the potluck supper at the Port Glasgow
Trailer Park. They asked that the Water Superintendent be thanked for his hard work at
the trailer park. The Mayor reported that he has received good reports on the new
Manager.

SUBJECT: RECREATION DEPARTMENT REPORT
The Recreation Superintendent presented his monthly report. He reported that the
security alarm has been installed.
SUBJECT: QUOTATION FOR SECURITY ALARM WEST ELGIN COMMUNITY
COMPLEX
The Recreation Superintendent presented a report on the upgrading of the security
alarm for the West Elgin Community Complex. While on site with the company, a low
fuel alarm for the generator was investigated. It was discovered that the West Lorne
Fire Hall does not have an alarm system. A low fuel alarm for the generator could go
through the Fire Hall system, which would reduce the cost for the Complex. Council
directed that discussion be held with the West Lorne Fire Chief and tenders be issued
for an alarm system for the West Lorne Fire Hall.
A quotation from Forest City Fire Protection and Security was presented. The amount
quoted is $2,975.00 to supply and install plus $299.00 to supply and install a UPLINK
alarm transceiver that would signal the central monitoring station even if the phone lines
were cut or damaged.

upgrade to the alarm system at the West Elgin Complex.

SUBJECT: WATER DEPARTMENT REPORT
The Water Superintendent presented his monthly report. He further reported that
confirmation has been received that West Elgin would be the supplier of water for the
401 service centres.
SUBJECT: ROAD DEPARTMENT REPORT
The Road Superintendent presented his monthly report. He reported that due to County
policy, he is now required to provide written notification that the required maintenance
has occurred on county roads.

SUBJECT: PART TIME WNTER CONTROL OPERATOR
The Road Superintendent presented a report recommending that our current part-time
temporary employee fill the winter position.

Temporary Employee be extended for winter control.

SUBJECT: WINTER CONTROL 1 WEEKEND PATROLS
The Road Superintendent presented a report outlining winter road patrol staffing. He
reported that there is a need to hire an experienced person to perform winter road
patrols on the weekends. Two patrols are undertaken on each day on the weekends. In
the past, this person has also provided back -up snow removal when needed.

RESOLVED that Council authorize the hiring of a temporary part time
person at no higher rate of pay than previous to perform weekend winter
patrols and provide additional winter control duties, as required.

SUBJECT: CASUAL WINTER MAINTENANCE EMPLOYEE
The Road Superintendent presented a report outlining the snowplough routes and
staffing for each route. He noted that there are 8 routes. One route is for the village
parking areas and alleys. He is hoping that the weekend patrol person will have the
qualifications to help in this route. He will report back to Council if this staffing is
needed.
SUBJECT: TRUCK TRADE -IN
The Road Superintendent reported that the new truck has been delivered and is at
Viking Cives now. He has received a trade -in offer of $30,000 for the old truck.
Commission expense is $3000 plus a savings on PST of $2400. Net expense is $600.

$30,000 less expenses with Carrier Truck Centres.

SUJBECT: DRESDEN INDUSTRIES
The Road Superintendent reported that employees at 22295 Hoskins Line have been
parking on Hoskins Line road allowance. He has spoken with the Supervisor, not a
problem now but will be in the winter. He also reported that trailers are being left
overnight on Centre Street, which will also be a problem in the winter. With the
proposed site plan under review, he is reporting that the parking lot needs to be big
enough for the trucks.

SUBJECT: WINTER MAINTENENACE TRAINING
The Road Superintendent reported that Dutton /Dunwich would not be doing any winter
maintenance training this year. He has been in contact with Southwold Superintendent.
The quote he has received is approximately $5000 for 10 employees. If Southwold
shares in this training, it is being proposed that 5 in each municipality be trained this
year at the cost of $2300 per municipality; with 5/5 be trained next year.
SUBJECT: 401 BRIDGE REHABILITIATION
Council referred to correspondence item #8 Blacks Road and Furnival Road bridge
rehabilitation. The Road Superintendent reported that he and the Rodney Fire Chief
would attend the Open House on October 21 The Deputy Mayor noted that Dillon
should be advised that at no time should Blacks and Furnival be closed at the same
time, otherwise, it will be an issue for fire emergencies.

SUBJECT: RURAL DEVELOPMENT OFFICER
The Rural Development Officer presented the monthly report to the Foundation of Rural
Living. She has been working with the Chamber of Commerce to prepare welcome
packages and how they will be distributed. She made a presentation to Dutton /Dunwich
Council regarding the Community Expo but did not receive any funding.
SUBJECT: GRANT TO TINY TOTS CO. OPERATIVE NURSERY SCHOOL
Correspondence from the Tiny Tots Co- operative Nursery School supporting the
continuation of the Rural Development Officer was reviewed by Council, The amount of
$4000 is needed to cover the wages for 8 weeks.

Mr. White attended Council to discuss the location for next year's Cattle, Cactus and
Cowboy (CCC) Festival in West Lorne on July 17 They need a new location in order
to expand the festival and also would like to be closer to downtown West Lorne. The
suggestion is either Miller Park or the railway lands next to the Arts Cookery Bank (but

we don't own that land). The Mayor asked if they had discussed this with the
Recreation Superintendent. Councillor Bodnar reported she had spoken with the
Recreation Superintendent this morning; an on -site meeting was suggested. Council is
in support of the CCC at Miller Park, the committee to meet with the Recreation
Superintendent and report back to Council.
SUBJECT: BY -LAW ENFORCEMENT
Council reviewed the monthly report. The Deputy Mayor asked about the fencing on
files #276 and #277. The Clerk reported that when a complaint is filed, the By -law
Enforcement Officer attends the site and takes photos. A determination if there is a by-
law issue is then made. Another complaint may need to be submitted. Councillor Balint
enquired about feral cats in West Lorne. It was noted that the traps are here at the
municipal office for pick -up, when cats are caught the Animal Control officer will pick up
from the homeowner.

Council recessed to hold a public meeting for a rezoning application (Fleuren) and
resumed their meeting thereafter.
SUBJECT: APPLICATION FOR SITE PLAN APPROVAL REMOVAL OF HOLDING
(H) SYMBOL KSR INTERNATIONAL, 172 CENTRE STREET
The Planner reviewed a report on the proposed site plan for an addition on the existing
building at 172 Centre Street. Removal of the holding symbol normally occurs once the
site plan agreement has been executed and registered on title. He reviewed the matters
that need to be addressed and advised a revised site plan is expected. He advised that
a storm water management plan is being prepared but will not be available until mid
November. The applicant has requested that the site plan agreement be executed
containing a clause that the storm water management plan be approved and holding

symbol be removed by the municipality prior to a building permit being issued. The
transfer of the lands requires the site plan agreement to be executed by the municipality.
Their solicitor advised that the agreement would be held in escrow pending the actual
transfer of lands. The new owners will sign the site plan agreement.
Councillor Balint asked if there would be additional buffering for the stamping equipment

site impact could be Lessened by distance.
The Deputy Mayor noted that the buffering adjacent to the residential properties on
Queen and Furnival are important.

Mr. Spriet appeared before Council to discuss the road layout as proposed by West
Lorne Holdings for lands west of Chestnut and Ridge Streets. He noted that the
proposed road ends in a cul -de -sac and a revised road pattern extending the road to the
west was presented. The same number of lots would be created. There is a possibility
of three or more lots to the west. north of the hydro corridor. Further he asked about the
development of the lands to the south.
Mr. Santos noted he couldn't afford to extend services to the westerly limit of the
property. He has approached the landowner to the south and they are not interested in
selling or developing their lands. There is little room for lots west of his property.
The Planner noted that to have enough depth to develop on the south side of the road,
would require the involvement of two owners.
Mr. Spriet presented a number of options for the design and size of cul -de -sacs. It was
noted that a 12 metre radius would work as well. This would give the existing lots a
greater depth. Council agreed with this concept. Mr. Spriet to review the radius of the
proposed cul -de -sac and review with Mr. Santos and the Road Superintendent.
The Clerk rioted that perhaps a 1 -foot reserve should be placed on the southern limits of
the proposed road. This would be lifted to allow access to the new road upon consent
by the municipality. Council agreed this was a good idea for future planning.

RE: TOURISM IN PORT GLASGOW, CAMPING FEES
Ms. Dupuis presented a document to Council providing notes on tourism tourism
development. She feels that what we have in Port Glasgow is not being promoted. She
feels a marketing plan is needed and suggested a pavilion /signage be placed at Furnival
and Grey to promote areas of interest. She wants to work in partnership with the
municipality.
Secondly, Ms. Dupuis presented a comparison of seasonal camping fees, noting that
Port Glasgow Trailer Park has the lowest rates. Our rates are depressing the market.

Thirdly, Ms. Dupuis noted the lack of welcome in the Port Glasgow area. Port Glasgow
Trailer Park is public and people should be felt welcome there.
The Mayor reported on the county tourism strategy, which involves promotion of culinary
trails, railroads, ports of Elgin County. The concept is to market specifically to Toronto
and Hamilton getting more people to come, stay longer and spend more money.
The Planner noted that signage is a good idea. Should meet with other campgrounds
and Seaside for support.
The Mayor noted that Council has discussed raising the fees at the trailer park and will
look into this again. It was noted that other factors such as the upgrading of the septic
system would also affect fees.
SUBJECT: COMMUNITY IMPROVEMENT PLAN
The Planner reported that the task forces are short three positions but will move
forward. He requested that the reserve funds be designated for the next steps in the
process. These steps are task force initiation, preparation of streetscape plan and
development of a Heritage District Plan (West Lorne).

and rural? The Planner noted that the costs of the study could be recovered through the

own can provide enough flow to satisfy the required amount for fire needs at the 401
service centres.
He has met with staff from Dutton /Dunwlch and a plan has been developed that in
combination will satisfy the Building Code. DuttonlDunwich will service the northern
service centre from Coyne Line. A new 6" line will be installed to the edge of the
property and connect to the line that goes under the highway. West Elgin will service
the southern service centre. This will be serviced from the 8" water line on Pioneer Line
and connect to the service centre and the line under the highway. New meter chambers
and a backflow preventor will be installed and paid for by the owner.

The Mayor called the meeting to order at 9:30 a.m. The Clerk informed those present
that notice of this meeting had been given under Section 34(12) of the Planning Act by
prepaid first class mail to all assessed owners within 150 metres of the subject property
as well as provincial agencies and ministries as prescribed by regulation.
Correspondence was received from the Lower Thames Valley Conservation Authority
indicating no objections.
The proposed amendment would change the zoning of the lands lying on the south side
of McDougall Line, east of Blacks Road, comprising part of Lot 3, Concession VI, from
the Agricultural (A1) Zone to a `site specific' Agricultural (A1 Zone and a Special
Agricultural (A2) Zone.
The rezoning is necessary to maintain compliance with the Zoning By -law and fulfill a
condition of consent imposed by the County of Elgin Land Division Committee in
granting permission to create a lot for the purpose of disposing of a surplus farm
dwelling (Application for Consent E41/09).
The lands proposed to be rezoned Special Agricultural (A2) comprise a frontage of 54.6
metres (179 ft), a depth of 122.2 metres (401 ft) and an area of 6,672 square metres
(1.6 acres). The parcel is occupied by a single unit dwelling (erected circa 1900) and a
drive shed. No change in use is proposed. The parcel satisfies the minimum lot area
and maximum lot area requirements (4,000 so m and 1.0 ha respectively) of the A2
zone.
The lands proposed to be rezoned 'site- specific' Agricultural (A1 comprise a frontage
of 343 metres (1,125 ft) and an area of 19.6 hectares (48.4 acres). The parcel is without
buildings or structures and has been cleared extensively for agricultural purposes. No
change in use is proposed. The 'site- specific' (i.e. A1-#) zoning would prohibit a dwelling

being erected on the lands as stipulated by the PPS and the Township of Aldborough
Official Plan.
The subject lands are designated, in part, 'Agricultural' and 'Aggregate Resources' in
the Township of Aldborough Official Plan. The proposed amendment is considered to be

Roads were graded in preparation of the upcoming winter season as well
as the simple fact that the recent rains had created more then a few
potholes.
"A" gravel was spread on Thompson Line finishing up this seasons re-
gravelling program.
Between hunting and the fall harvest some of the holiday time is being
used by a number of our employees.
Due to an unforeseen illness one of our employees will be off for at least 3
months and with the upcoming winter control season a discussion is in
order.

WATER WORK REPORT
October, 2009
1. The Crinan water line project is closed!! Final capital water line costs to all new water
customers who have signed up for a connection for the Crinan water line project have
been mailed individual final bills to be paid. Each new water customer must decide
either to pay cash or debenture their individual invoices and mail or deliver their choice
of payment to the municipal office before end of November, 2009. Final count ended up
as 99 new connections and 99 other property owners refused a connection!!
2. All trailer parks and seasonal cottage owners in the Port Glasgow area have had water
supply turned off for the season and winterized.
3. Several maintenance items were completed over the month of October in the water
department.
4. Queen Street water line project known as M -3 is physically completed for now. A
finished coat of asphalt will be installed on Queen Street east of Furnival Road to the
town/township limits next year (2010). Right now final payments for year 2009 is being
finalized with general contractor "Birnam" plus dealing with a couple customer
complaint issues.

Will be putting together a survey to send to all
exhibitors for their input, will be debriefing with
Gordon from Elgin Business Lindsey from the
County of Elgin later this week. Both had their
banners in foyer of building. Thanked the
Municipality of West Elgin and both sponsors
several times through out the day, along with the
exhibitors for their support of participation.

that talks should start the month of November.
CIYC grades 7 to 8 school dances have started,
lower numbers than last year, feel this is due to
the Illness of many.

INTRODUCTION:
The Good Government Act was introduced to the Ontario legislature on October
27, 2009. Amendments to the Municipal Elections Act are included.
DISCUSSION:
The following is a summary of proposed amendments to the Municipal Elections
Act:
Move the election date forward to the fourth Monday of October, beginning
October 25, 2010.
Accessibility provisions Clerk shall have regard to needs of electors and
candidates with disabilities. Clerk to report to Council about the
identification, removal and prevention of barriers that affect electors and
candidates with disabilities.
Voters list access to records in the office of the Registrar General (vital
statistics and name changes) is allowed. The Clerk can use any
information under the municipality's custody or control to prepare the
voters list.
Nomination day changed to the second Friday in September
Nomination Day receipt of nomination papers between 9:00 a.m. and
2:00 p.m. (change from 5:00 p.m.)
Acclamation can be declared after 4:00 p.m. on the Monday following
Nomination Day.
Withdrawal of nomination before 2:00 p.m. on Nomination Day

Voters are required to present the prescribed proof of identity and

INTRODUCTION:
The Municipal Elections Act allows a variety of "alternative" voting and vote
counting methods. Multiple "alternative methods" can be used in the same
election.

There are a number of reasons to use "alternative voting methods" which include:
Improved convenience
Greater accessibility
Opportunity for greater voter turnout
Elimination of proxy voting
Elimination of advance voting
Elimination of requirement to provide identification to deputy returning
officer to receive a ballot
Elimination of citizenship question letter to elector notes that by "casting
your ballot you are declaring that you are eligible to vote Clearly the
onus is on the elector to abide by the law.
Alternative methods include vote tabulators, mail in ballots, internet voting,
telephone voting, touch screen voting and combinations thereof. Vote tabulators
and touch screen voting are considered prohibitive for West Elgin due to the
costs for our small population. Mail in ballots has proven to be successful in
municipalities where there are significant absentee owners, such as seasonal
residents. Due to the high assessment for cottage and lakefront properties,
these property owners pay high taxes and are interested in local politics. West
Elgin has trailer parks but tax contribution made by the seasonal trailers is not as
significant as they are tenants not owners.
Council had a presentation by Intelivote Systems reviewing the use of Internet
plus telephone voting. Their system allows voters to use either. The following is
a review of the pros and cons of combined Internet and telephone voting.

Another consideration is allowing paper ballots to be used as well. As this would
be the first election using an alternative voting method in West Elgin, it is being
suggested that paper ballots be offered for the 2010 election. These ballots
would be counted after 8:00 p.m. on Election Day and would delay the
announcement of the final count.
PROPOSAL:
With the issue of accessibility, absentee owners and tenants plus greater voter
turnout, the use of alternative voting method for the 2010 election should be
supported.
The following is an outline of process to be taken:
Undertake vote by internet, telephone and paper ballots
Access to internet is required for voter strike -off (i.e. when voter has
submitted their ballot)
Allow voting for the week prior to Election Day plus Election Day (would be
considered Advance Voting)
Paper balloting is permitted during a specific time period from 10:00 a.m.
to 4:00 p.m. on regular business day and on Election Day. These ballots
will be counted after 8:00 p.m. on Election Day. Four experienced election
workers to do this count.
Access to telephone and internet could be provided in municipal office
during regular business hours. Staff could assist electors.

2010. Both companies have been contacted and their rates are similar. ELect
procedures are different but are easy to use. As alternative voting is new to West
Elgin as well as telephone and internet voting to staff, 1 think it prudent to go with
the company that has previous experience in Ontario. This company is familiar
with voting in small municipalities and provides documentation such as a Policy
and Procedure Manual as apart of their service. The municipalities that used
intelivote system in the last election all gave raving reviews both in terms of the
system working well as providing support to the municipality.
It is a requirement of the Municipal Elections Act that procedures be prepared by
the Clerk and given to the candidates. Information sessions could be provided by
the Clerk for voters and candidates if required.

The purpose of this letter is to provide a summary of the environmental monitoring activities
conducted by WESA Inc. (WESA) at the West Elgin landfill site in the fall of 2009.
The environmental monitoring plan for the fall 2009 was done in accordance with the
recommendations made in the 2008 Annual Report for the site prepared by WESA in April 2009.
The monitoring program included:
Water table elevations were measured at all thirteen (13) of the groundwater monitors at the
site. Figure 1 details the location of the monitoring wells. Monitoring results are provided in
Table 1 and methane readings are provided in Table 2.

Groundwater samples were collected and analyzed for a series of general inorganic parameters,
metals and volatile organic compounds (VOCs). The full list of parameters analyses and the
results are provided in Tables 3 and 4, attached.
A brief discussion of the results to date is provided below.
WATER LEVELS
Shallow groundwater flow on site has been characterized by wells completed within the
garbage /fill material and the native sand and gravel units (MW1 to MW12). Monitoring well
MW2D is completed within the day layer that underlies the landfill and is therefore not part of
the shallow groundwater flow.
The groundwater within the shallow flow ranges between 94.73 and 95.88 meters above sea
level (mast). Groundwater flow on site is generally towards the east. There is a mound (an area
where water levels are elevated above the immediate surrounding area) in the groundwater table
located along the western property boundary between MW5 and MW1. The mound causes a
component of the groundwater flow in the south western corner of the site to flow towards the
south (away from MW5 towards MW10).
METHANE
Methane concentrations were measured using a portable Eagle® combustible gas monitor
calibrated for methane with a Multi -gas methane sensor. Methane readings in parts per million
methane, LEL of Lower Explosive Limit) and methane were measured within the riser
pipe at each location.
Methane concentrations were measured at >100 LEL in MW5 with a 6% by volume methane
concentration and 240 ppm in MW2D. The concentrations in the remainder of the wells were
below 25 ppm.
The highest methane readings were noted in wells located within or below landfill material
(MW2D) or in close proximity to historical and /or current land filling operations (MW5).

GROUNDWATER CHEMISTRY
Upon review of the groundwater quality at the background location (MW1) and that of the
landfill (MW2), leachate on site can be characterized by high concentrations of six leachate
indicator parameters (1X/ESA, 2008):
Ammonia/ Organic Nitrogen, alkalinity, arsenic, chloride, dissolved organic carbon
(DOC), iron, and sodium
The MOE Reasonable Use Policy B7 (MOEE, 1994) was established to address the quality of
groundwater on properties adjacent to potential sources of contaminants such as landfills. The
groundwater quality at the site was compared to calculated Reasonable Use Limit (RUL) based on
the background conditions on site, as measured in MW1 historically and the Ontario Drinking
Water Standards (ODWS, 2003). The background concentration was calculated as an average of
the 2006, 2007, and 2008 sampling events at MW1, or by selecting the detected results or the
highest non detect result. The concentrations of parameters that exceed the RUL are highlighted
in Table 3. VOC concentrations were compared to the ODWS and any exceedances highlighted
in Table 4.
The following table summarizes all leachate parameters measured in excess of the RUL and the
location of the monitoring well for the September 2009 sampling event:

Summary of RUL Exceedances Continued
The concentration of ammonia was compared to background levels measured in MW1. The
results were above the background levels in 10 of the 13 wells (not in MW1, MW10, or MW12).
Monitoring well MW2D, located within the landfill material was completed within the day to
see the effects of the landfill activates of the clay layer. The RUL was exceeded for leachate
indicator parameters DOC and Iron in the fall of 2009. The ammonia concentration was
reported above background concentrations.
The analytical results observed during the monitoring event are, in general, consistent with those
historically observed and reported on site. An increase in leachate parameter DOC concentrations
were noted in monitoring wells MWl, MW5, and MW10. The nitrite concentration in MW3 and
the chloride concentration and colour detections in MW4 also exhibited an increase over
historical observations. These parameters will continue to be monitored to assess their impacts on
the site.
The results of the VOC analyses are summarized in Table 4. The results of the VOC analyses had
concentrations of all parameters measured below the ODWS in the fall of 2009.
A few parameters were detected above the laboratory detection limit but below the ODWS and
followed historical trends. Benzene is noted in MW4 and MW5 in the fall of 2009.

Benzene has been noted in MW4 and MW5 since May 2006. Chlorobenzene was noted in M\X15
and has been noted historically. These parameters will continue to be monitored to assess their
impacts on the site.
CONCLUSION
The results of the groundwater monitoring indicate that general site groundwater flow is towards
the east, with a small component towards the south along the southwestern property boundary.
Evidence of the groundwater flow directions on site is confirmed by the analytical data obtained
from wells sampled.
Leachate impacts off site are restricted to the east, south east and south. Towards the east,
impacts were noted in the on site well MW7 and in the off site well MW11. To the south east,
leachate impacts have been noted in MW3 and MW8 (approximately 20 m from the property
boundary) with impacts dissipating in MW12 (approximately 40 m from the property boundary).
In a southerly direction, impacts were noted in MW6, located adjacent to the property boundary
and in MW9, approximately 20 m from the property line. To the south west DOC impacts were
noted in MW10, approximately 10 m from the property boundary.
The Municipality has confirmed receipt of and signed the landfill inspection checklist completed
during the fall 2009 event.
The site will be sampled again in spring 2010 to satisfy the requirement of the site specific C of A.
A final report will be prepared detailing the results of the two monitoring events and provided
to the MOE no later then April 30uu, 2010.

Dear Ms. Bryant:
Enclosed is the response to comments prepared by WESA to satisfy the above captioned
correspondence with the MOE.
As part of the response to issue number 4, WESA is recommending that a new well be drilled on
the property located north of the landfill (between the landfill and Downie Line). The new well
is required to help establish background groundwater conditions. The existing well on site used
to assess background groundwater conditions (MW1) has been determined, by the MOE and
supported by WESA to no longer be representative of background groundwater conditions for
the site.
The well is no longer representative because of possible leachate impacts in MW1. The
appearance of the leachate impacts can be attributed to the ongoing land filling activates onsite.
Since the time the well was installed, the land fill foot print has continued to expand towards the
well (MW1). The expanding foot print could have resulted in leachate migration towards MW1.
The drilling of the new well should be completing in conjunction with the spring 2010
monitoring event for the site. The spring 2010 monitoring event will be completed in May /June
2010.

WESA Inc. (WESA) has been retained by the Municipality of West Elgin to respond to comments
provided by the MOE regarding the West Elgin Landfill Site, herein referred to as the "site”
located within the Municipality of West Elgin, Rodney Ontario (Figure 1). Comments came in the
form of an e -mail from Ms. Kyba (September 17th, 2009) and an attached Memorandum from
Ms. Cynthia Doughty dated September 17th, 2009. The MOE comments were prepared based on
the WESA response to comments from the MOE dated August 7th, 2009. All comments were in
response to the 2008 Annual Site Monitoring and Operations Report (WESA, 2009).
Please note that only outstanding issues are addressed below.

2. Section 2.2.4.3 provides tables that summarize all parameters measured in excess of the
RUL and the locations of the monitoring wells. It would be helpful to include a statement
clearly indicating that all wells with exceedances of the RULs are impacted by leachate.

This issue will be addressed in the 2009 Annual Report for the site due to the MOE April 30th,
2010.
4. The suitability of well MW1 as a background well has been questioned by the MOE since
the 2006 report was reviewed. As the suitability of MW1 as a background well remains
questionable, it is not appropriate to state that the "background well MWl is well
removed from the affects of the landfill`: The next annual report should not include this
statement unless additional data are provided to support this statement. If the Consultant
is unable to adequately demonstrate that MWl is suitable as a background well in the
2009 annual report, a new background well should be installed. 1 remain skeptical that
some of the elevated parameters (e.g., conductivity and sulphate) are representative of
background conditions.
WESA is in agreement that MW1 may not be fully representative of background conditions on
site. Waste has continued to be placed closer to MW1 which may account for the presence of
indicator parameters. Due to the current property boundaries, a new background well would
have to be located off site. The Municipality is looking into the option of putting a well on the
property located up- gradient of the site. An update will be provided as part of the 2009 annual
report for the site.
5. It would be beneficial to include the above clarification in the annual monitoring reports
to help eliminate any confusion.
Due to elevated concentrations of leachate indicator parameters (e.g., conductivity and
sulphate) in "background" well MW1, the MOE has been questioning the suitability of
MW1 as a background well since 2007 The selection of leachate indicator parameters in
the 2006 annual report was based on a limited data set and a questionable background
well; thus, it is possible that the leachate indicator parameter list may be modified in the
future. I remain skeptical that some of the leachate indicator parameters are naturally
elevated in background groundwater. The next annual monitoring report should
hopefully alleviate my concerns with the inclusion of an assessment of the suitability of
MW1 as a background location.
Additional clarification will be provided in the 2009 annual report for the site.
The second issue is addressed in the response to issue 4 above.
6. As mentioned above, if the Consultant is unable to adequately demonstrate that MWl is
suitable as a background well in the 2009 annual report, a new background well should
be installed.

8. Although the Consultant is exploring the option of purchasing the property (or water
rights) to the south, the current boundaries for the Reasonable Use assessment are the
property boundaries. Thus, the Reasonable Use discussion in the annual reports should
focus on the downgradient property boundary wells until the Contaminant Attenuation
Zones are established for the site. The Reasonable Use discussion should clearly indicate
whether or not the site is in compliance with the Reasonable Use Guideline at the
property boundaries (or Contaminant Attenuation Zone boundaries when established). Is
the Consultant exploring the option of purchasing the property (or water rights) towards
the east (i.e., downgradient of wells MW7 and MW11)?
The Reasonable Use discussion will be modified in the 2009 annual report for the site.
The Municipality is currently not exploring the option of purchasing the property towards the
east.
11. I concur that the proposed 50 m CAZ to the south- southeast of the landfill should be
adequate, as monitoring wells (MW9 and MW12) installed within the proposed CAZ
have no exceedances of the RUL. However, if the Consultant establishes the proposed 30
m CAZ to the east of the site, the most downgradient well (MW11) within the CAZ will
exceed the RUL; thus, the site would still be out of compliance with the Reasonable Use
Guideline east of the landfill. 1 acknowledge the fact that the Consultant believes that
there will be minimal leachate migration beyond MWII: however, there are no data to
support this conclusion. Thus, the Consultant should install a well downgradient of MW11
that meets the RULs /f the new monitoring well confirms that the 30 m CAZ to the east is
adequate, I will be satisfied with the proposed CAZ.
Figure 2 has been generated to show the site (including current well locations) and wetland
boundaries (the wetland has been deemed Provincially Significant). The topography of the area is
not evident from the air photo but it should be noted that there is approximately a 5 m decrease
in elevation just east of MW3, MW8, MW11 and MW12. All monitors were located as far east as
possible before the drop in elevation. This drop is abrupt and attributed to the removal of the
overburden sand and gravel units in the area. The material was removed for aggregate purposes
down to the top of clay. The leachate on site has been shown to be restricted to the sand and
gravel material and is not in the day. The wetland boundary is at the bottom of the drop in
elevation. Based on the wetland boundary the groundwater would flow from MW11, into the
wetland and then south. Therefore given the physical setting leachate migration is anticipated to
be minimal beyond MW11.

WESA agrees that there is no geochemistry data to support the conclusion that there will be
minimal leachate migration beyond MW1I. The physical setting (topographic relief and wetland
boundaries) do not allow for the installation of a groundwater monitoring well down- gradient
of MW11 which would be within the wetland.
In addition, due to the similarities in chemical composition between those of a wet and and
those of leachate geophysical techniques are not expected to aid to delineate leachate impacts in
the wetland.

SUBJECT: 2009/10 AGRICULTURAL DRAINAGE INFRASTRUCTURE PROGRAM
Please ensure that your Drainage Superintendent is given a copy of this letter.
The provision of grants for activities under the Drainage Act is governed by the policies of the
Agricultural Drainage Infrastructure Program (ADIP) that were announced in September 2005. If your
municipality intends to apply for grants under this program, you are strongly encouraged to read these
policies thoroughly. This document can be accessed through the drainage page of our Ministry website
at www. omafra. gov. on. ca/english/landuse /drainage.htm or by contacting Sid Vander Veen, Drainage
Coordinator as indicated at the end of this letter.
2009/10 ADIP Drain Maintenance /Superintendent Grants:
Earlier this year, your municipality requested a budget or, "allocation" for drain maintenance and
superintendent grants. Based on this request, the grant allocation for your municipality for both drain
maintenance and superintendent activities for the 2009/10 fiscal year is $35,000. If this figure is different
than the amount requested, it is because your request did not comply with ADIP policies concerning
superintendent benefits and/or expenses and had to be modified.
Claiming Drain Maintenance Grants: In accordance with ADIP Policy 2.3, each drain
maintenance grant application form (maximum 10 projects) must be accompanied with supporting
documentation for one of the listed projects. This supporting documentation includes:
(i) A copy of the drain plan, with the complete watershed, indicating where the project work
was performed.
(ii) A copy of the maintenance and repair instructions and the assessment schedule from the
current engineer's report, as adopted by the last by -law. A copy of the schedule that
assesses the costs for the project may also be included. The schedule must indicate the
properties eligible for the Farm Property Class Tax Rate.

Claiming Drainage Superintendent Grants: In accordance with ADIP Policy 3.3, each drainage
superintendent grant application form must be accompanied with the following:
(i) A list of all maintenance, repair, minor improvement and operational projects performed in the
previous calendar year, including projects where a maintenance grant application is not being
submitted. Spot maintenance and repair work (e.g. tile repair or beaver dam removal) does not
need to be listed. The list must include the drain name, description of work and total cost of the
work performed. If no maintenance work was done, you must indicate this in your covering
letter or on the superintendent grant application form.
(ii) A municipal map showing the location of all maintenance /repair work performed in the
calendar year as listed in 3.3a.
(iii) To support the drainage superintendent grant claim, the municipality must provide records of
the time spent performing drainage superintendent duties.
Grant Application Important Dates and Information:
Grant applications, complete with all supporting documentation, must be received on or before
Monday, February 1, 2010 on the application forms provided by our Ministry.
Upon receipt of the submitted application, OMAFRA staff will perform a preliminary review to
ensure that all of the above items are provided. If information is missing, your grant application
will be considered "incomplete" and will be returned to your municipality. No extension will be
given to the original deadline of February 1, 2010.
Faxed or emailed grant application packages will be accepted until the end of the day February 1,
2010. However, the grant application with original signatures must be received within one week
of the deadline (February 8, 2010). If the original documents are not received, the application is
deemed incomplete and will not be processed.
2009 /10 ADIP Drain Construction and Improvement Grants:
Please pay particular attention to Section 1.7 "Construction/ Improvement Queue" and Section 1.8
"Grant Application After the by -law adopting the new engineer's report has been given third reading,
a "Queue Notification" form (copy attached) must be submitted to the Ministry. The Ministry will
respond indicating availability of funding for the project; this is not to be construed as a pre approval of
the project. The grant application for the project must then be received on or before Monday,
February 15, 2010.

The forms to claim the drain construction and maintenance grants and grants for the cost of employing a
drainage superintendent are available from the Ministry in a Microsoft Excel spreadsheet format. If you

Mayor to Mayor Campaign launched in Buy American Battle
The City of North Bay is asking Mayors across Ontario to take the Buy American battle directly
to their U.S. counterparts.
The Government of the United States, in its effort to provide an infrastructure stimulus package,
has placed Buy American requirements for contracts using stimulus funds, which undermines the
intent and spirit of free trade that has existed between Canada and the United States for decades.
The City of North Bay would like to thank all the Mayors across Canada, especially Mayor Rick
Bonnette of Halton Hills, for their leadership in this battle.
Now, North Bay Mayor Victor Fedeli is asking fellow Ontario Mayors to join him in taking the
issue directly to the Mayors of U.S. cities where they are making large purchases. The thrust of
the campaign is to remind U,S. Mayors that the purchases made by Canadian municipalities have
helped their cities survive through the recession. Unfortunately, the same U.S. cities can't
purchase Canadian good and services with their stimulus money, due to the Buy American
provision.
Mayor Fedeli has been writing to U.S. Mayors and receiving great response from them they all
seem to feel that the Buy American provision was meant for China and India, not Canada. They
are passing Council motions to write to their Senators and Members of Congress to exclude
Canada from the restrictions.
Our own Embassy in Washington wrote "I commend your letters your effort is most powerful
I hope other Canadian Mayors will emulate you and tell their story

class that should have been included in the Farmland class; and

Post Roll Amended Notices, but for which such adjustments may create a budget shortfall for
municipalities by having to write -off the differences; and
WHEREAS outstanding building permits not processed in a timely manner affect municipalities'
revenue and could offset such write -offs; and
WHEREAS incorrect values in the RT and FT class have an impact on the OMPF calculations for
both 2009 and 2010;
NOW THEREFORE BE IT RESOLVED THAT MPAC be requested to provide additional,
proactive reporting to municipalities to disclose such pending assessment changes in the future;
and
THAT MPAC be requested to process the outstanding building permits to ensure that no
Assessment revenue is lost, and that new permits be processed in a timely manner; and
THAT the Ministry of Finance be requested to reconcile the 2009 OMPF, and to adjust the 2010
OMPF calculations to their proper values; and
THAT a copy of this resolution be forwarded to the Hon. John Wilkinson, MPP, Eastern Wardens
Caucus, the Western Warden Caucus, the Association of Municipalities of Ontario (AMO) for
circulation, the Ontario Federation of Agriculture (OFA), the Christian Farmers Federation of

and a monument in his memory would be a fitting tribute to his many
contributions to both his professional and his public life in Elgin.

Hack memorial bridge.

SUBJECT: Regional Economic Development Fund
INTRODUCTION:
Elgin County Council adopted the following resolutions at its October
16 2007, meeting in response to the Municipality of Bayham's initial
request for the County's financial support in partnering to develop a
feasibility and impact study for a potential international ferry service,
between Port Burwell and Fairport Harbour, Ohio:
"That Council supports the economic development efforts of both the
Municipality of Bayham and the Municipality of Central Elgin to explore
the establishment of a cross -lake ferry between Ohio and Elgin
County; and,
That the Manager of Economic Development and Tourism Services be
directed to develop a process and funding criteria to deal with requests
of financial support involving economic development initiatives
impacting the region."
This report deals with the latter resolution pertaining to lower tier
partner inquiries for funding support of projects. The recommended
process and criteria also allows for Council to endorse the latest
funding request, by the Municipality of Bayham for Pod Burwell
Harbour International Ferry Service Feasibility and Impact Study.
DISCUSSION:
The Municipality of Bayham's initial request for the County to assist
with funding to support the Port Burwell Harbour International Ferry
Service Feasibility and Impact Study was denied. However, this
decision lead Council to direct staff to develop a process and funding
criteria to deal with similar requests for financial support by the lower
tiered municipalities involving economic development projects of a
regional nature.
In order to accommodate such requests, the establishment of a
Regional Economic Development Fund (REDF), a reserve, in 2010, to
support partnership initiatives between the County of Elgin and its
lower tier partners which address strategic regional priorities is
recommended.
The purpose of this fund is to support municipal economic
development projects that will lead to: promoting regional economic
growth and economic diversification; providing economic and
investment opportunities within the County's target economic sectors:
Agri business, Energy and Environment, Tourism (excluding events),
Manufacturing and Transportation; supporting job creation; and
enhancing tax assessment through new investments.
The amount of funds contained in the REDF would be established
during the 210 budget deliberations. Each year the REDF would be
replenished as described. The REDF would be established based on
the following principles:
be restricted to municipal economic development projects
involving the seven lowered tier governments which
demonstrate potentail long term, County -wide or regional
benefits which are important to the overall economic
development of the County (consideration will be given to
municpal lead projects from other jurisdications if it is deemed to
have substanial economic impact to the County of Elgin);
projectlinitiative be supported by a business case or other
approriate documentation that is comprehensive, credible and
feasible;
the County will be provided appropriate representation in the
formation and delivery of the projectlinitiative
Elgin County's role throughout the process would be duly
recognized;
the reserve is used to support funding applications for economic
development projects (excuding infrastructure intiatives)
the amount applied for is capped at 50% of the municpal
financial contribution (the applicant) however the amount will not
exceed one dollar ($1.00) per capita of the applicants population
Projects would first be submitted to the Community and Cultural
Services department, Economic Development and Tourism Services
office, on a first come first service basis. If required staff would submit
the project(s) to CEEDTAC for input. To be eligible for funding, the
project would have to demonstrate to Council that the initiaive meets
the following criteria:
has broad support within both the local municipality and within
the County of Elgin;
has the potential of generating direct and indirect economic
impacts within the County of Elgin
has the potentail of increasing employment and tax revenue
within the County of Elgin
fosters alliances /partnerships between the public and/or private
sectors
funding is required to leverage further monies
addresses the County's economic development prioirties and
goals as outlined in the County's Economic Development and
Marketing Plans
Applicants are encouraged to contact economic development staff
prior to submitting proposals in order to receive the appropriate
direction.
As mentioned previously the Municaplity of Bayham approached the
County of Elgin in 2007 to assist with the funding of the Port Burwell
Harbour International Ferry Service Feasibility and Impact Study. At
that time the Municipality was proceeding with a proposal under the
Rural Economic Development Program (RED) with the hope that the
RED program would finance 50% of the cost of this study, and the
Federal Government would finance most of the remainder. The RED
program criteria, however, includes provisions that funding from
provincial and federal sources must not exceed 90% of the project
costs. Therefore, the Municipality of Bayham was seeking partners to
assist to finance the remaining 10 Oxford County did partner with
Bayham by contributing $3750 to the total study cost (contribution
was conditional on RED funding).
This year the Municipality of Bayham submitted applications for
funding to provincial and federal programs for the Feasibility and
Impact Study for such a service at an estimated cost of $230,000.
Consequently, the Municipality was successful in obtaining 90% of
the project costs through the provincial RED program and the
Government of Canada's new Community Adjustment Fund. The
Municipality of Bayham has requested a financial contribution from
the County of Elgin to contribute to the outstanding $23,000. It should
be noted that the Municipality of Bayham is once again seeking
partnerships (funding) from other jurisdictions that may experience
the regional impacts of a commercial ferry service between Port
Burwell and Fairport Harbour, Ohio. At its September Council
meeting, Norfolk County agreed to contribute $2500 to Bayham's
Feasibility and Impact Study.
During the September 24, 2007, meeting of the County of Elgin
Economic Development and Tourism Advisory Committee
(CEEDTAC), members acknowledged the regional significance of this
initiative and the potential implications on Elgin County's economy
(attraction and retention of industry, increase tax assessment,
employment opportunities, economic diversification), infrastructure (i.e.
roads), and quality of life (services, noise etc.) for residents.
Therefore, Committee members agreed that given the potential
impacts and regional nature of this project, the County of Elgin should
partner with the Municipality of Bayham in determining if providing a
ferry service between Port Burwell and Fairport Harbour Ohio is
feasible..." CEEDTAC passed resolutions in support of developing
such a partnership between the County of Elgin and the Municipality of
Bayham.
This type of request is a good example of a project that meets the
required criteria in order to be a successful applicant under the
proposed Regional Economic Development Fund in 2010. However,
given the time sensitive nature of the request staff is recommending
that the Municipality of Bayham's request for funding for the Port
Burwell Harbour International Ferry Service Feasibility and Impact
Study be endorsed by County Council; with the funds being drawn
from the current budget of the Economic Development office. Following
the proposed criteria for the REDF, the maximum financial contribution
to the Municipality of Bayham would be $6750.00
CONCLUSION:
The establishment of a Regional Economic Development Fund, a
County reserve, in 2010, would address municipal inquiries for
financial support for projects that have a County and/or Regional
impact. In order to be considered, the municipal project must be
regional in nature and can demonstrate that the initiative promotes
regional economic growth and economic diversification. One such
project is the Municipality of Bayham's request to partner on the Port
Burwell Harbour International Ferry Service Feasibility and Impact
Study. It should be noted that with more funding programs being made
available to municipalities by the provincial and federal governments
like RED, CAF and the Sand Plains initiative, requests similar to
Bayhams could become more frequent.
RECOMMENDATION:
THAT a policy be established creating a Regional Economic
Development Fund, a reserve, for 2010 as described in the October
8 2009, report; and
THAT the amount of the Regional Economic Development Fund be
determined during the 2010 budget deliberations; and
THAT the Regional Economic Development Fund be replenished at
the beginning of each calendar year to its original balance; and
THAT the County of Elgin supports the Municipality of Bayham's
request to support the Port Burwell Harbour International Ferry Service
Feasibility and Impact Study with a financial contribution of an upset
limit of $6750.00 being drawn from the budget of the Economic
Development office..

Closing of Prison Farms in New Brunswick, Ontario, Manitoba, Saskatchewan and Alberta
WHEREAS the Federal Government, through Correction Services of Canada, has announced the closing
of six prison farms across Canada.
AND WHEREAS the Public Safety Minister, Peter Van Loan, has listened to feedback from the public and
we are appreciative of the recent announcement that the abattoir located at the Pittsburgh Institution,
near Kingston, will remain in operation.
AND WHEREAS it is felt that there are many benefits in keeping all prison farms open. While it is
acknowledged that not many prisoners will end up with a job on a farm, their experience working on the
prison farms provide them with a host of transferable skills and teaches them the need for punctuality,
discipline, responsibility, good work ethic, and the importance of teamwork.
AND WHEREAS there is evidence that the way people treat nature (animals and the environment)
reflects in the way that they treat people, and vice versa. Many prisoners have grown up in abusive
situations and ended up abusive themselves; by working on the prison farms they get a new
appreciation for the importance of respecting their surroundings, which in turn helps in teaching them
to grasp the need for personal restorative behaviour. By working on the farms and seeing first hand
that a respective relationship with animals and nature is important, they learn that there is another and
a better way.
AND WHEREAS it is felt that the costs of running these farms are offset by savings derived from these
locally grown foods. That is there are side benefits that are hard to put a dollar value on, such as
reducing CO2 in the environment with reduced transportation, and building of the inmates self worth
and self esteem which will help them reintegrate into society, and thus prevent them from returning to
prison.
BE IT RESOLVED THAT the Council of the Municipality of Frontenac Islands requests the Honourable
Peter Van Loan, and Correction Services Canada, to keep the six prison farms in question opened.
AND FURTHER THAT this resolution be forwarded to the Honourable Rob Nicholson, Federal Justice
Minister, and Peter Milliken, MP for Kingston and the Islands, and all municipalities in Ontario for their
support.

On November 27, 2009. The Optimist Club of West Lorne will be hosting the Christmas /Santa
Claus parade throughout the village of West Lorne. We are requesting some assistance with
traffic control as we have in past years. In order to keep the public as safe as possible we are
requesting 3 municipal trucks with 3 men to aid us in road closure during the parade. However,
we will be thankful for any assistance that you are able to provide.
The parade begins at 7pm from Gilbert St., travels south on Graham Rd., turns west on Main St.,
then south on Ridge St., east on Maple St., crosses Graham Rd, north on Argyle St., east on
Main St. to disperse at St. Mary =s Catholic Church parking lot. The time involved is
approximately 1 hour.

Re: Lambton County Council Supports Moratorium on Major Health Care Restructuring
Please be informed that Lambton County Council, at its session on October 7, 2009 passed the
following resolution:
"Burns /Foubister: That the County of Lambton support the resolution concerning a moratorium
on major health care restructuring as follows:
"WHEREAS the Health and Long -Term Care Minister recently appointed a Small and Rural and Northern Health
Care Panel to review and better coordinate access to health care services in Rural and Northern Ontario;
WHEREAS to call for a moratorium on the restructuring of health care services in rural and small communities to be
imposed upon each Local Health Integration Network in the Province of Ontario until such time as a province -wide
review process has been conducted. The Ontario College of Family Physicians, Canadian Association of Emergency
Physicians, Rural Section of the Ontario Medical Association and the Society of Rural Physicians have endorsed this
call;
WHEREAS it is deemed necessary and expedient for small, rural and northern Municipalities to call upon the
government to impose a moratorium on any further reductions to health care services in rural and northern
communities;
NOW THEREFORE BE IT RESOLVED by the Lambton County Council that it hereby petitions the Honourable
Dalton McGuinty, Premier of Ontario and the Honourable David Caplan, Minister of Health and Long -Term Care to
impose a moratorium upon each Local Health Integration Network to prevent any further reductions and /or
restructuring in health care services in rural and northern communities in the Province of Ontario until such time as a
Province -wide review process has been conducted, resulting in the following action:

1. The urgent establishment of knowledgeable representation, similar to those involved in the Rural and Northern
Health Care Framework, to provide recommendations to the LHINs regarding the role and future of emergency
departments and small hospitals;

3. The identification of how many emergency departments are needed in each community and in each LH!N;
4. The adoption of standards regarding the level of services that should be available in local rural hospitals to
support the health care needs of the local population;
5. The adoption of standards regarding the level of services that should be available to local communities to
provide the non hospital based services that are required to meet the health care needs of the local population;
6. The implementation of a system to ensure accessibility to regional services (London) that are deemed necessary
to support local delivery systems;
7. The implementation of standards regarding EMS availability in the event of a closure of an emergency
department;
THAT a copy of this resolution be sent to all small, rural and northern Municipalities in the Province of Ontario for
support; and further,
THAT the Ontario Ombudsman and Auditor General are so notified of this action as well as all other appropriate
person and local Members of Parliament.

You are invited to an open house on Monday, November 16, 2009 from 3:00 p.m. 7 :00 p.m. at the Royal
Canadian Legion Branch 221 at 142 John Street, in West Lorne.
You are being sent this letter because your property lies within the Preliminary Intake Protection Zone of the
West Elgin Water Supply System. Intake Protection Zones are the areas of land and water around the
municipal water intakes where special care must be taken in the use and handling of potential contaminants.
This is the area around a drinking water intake where a spill or a leak may threaten the water supply so
quickly that there may not be enough time to warn the system's operator to shut the water intake. As you are
probably aware, activities on the land near sources of drinking water have the potential to affect the quality
and quantity of that water. Technical studies are being undertaken to learn what areas are vulnerable and what
land use activities may pose a potential threat to the quality of the water.
At the open house, you will be able to see the detailed maps showing what properties are within the Intake
Protection Zones and ask any questions you might have. At the open house you can learn about the threats
and issues assessment of the West Elgin Water Supply System Intake Protection Zone There will be a short
presentation at 3:15 which can be repeated throughout the open house as needed. Please join us to learn more
about the results of the technical studies
This work is being done by your local Source Protection Committee in order to develop the scientific
foundation for a Drinking Water Source Protection Plan. This plan, to be complete in 2012, will help protect
sources of municipal drinking water in our region. By protecting the sources of our water, we can help ensure
that we have enough safe, clean drinking water for us and for future generations.

Steve Peters, MPP, Elgin Middlesex London, sent to the Honourable George Smitherman,
Minister of Energy and Infrastructure, your material about the application from the
Municipality of West Elgin to the Building Canada Fund Communities Component (BCF
CC) for the Clachan Area Water Servicing Project. Mr. Peters also sent your material about
the municipality's application to the Infrastructure Stimulus Fund (ISF) for the Rodney
Sewage Treatment System Infrastructure Rehabilitation project the West Lorne Sewage
Treatment Infrastructure Rehabilitation project and the West Elgin Arena Rehabilitation
project. I am responding on behalf of the Minister.
Great interest was shown in the two programs. More than 2,700 applications were made to
the ISF for a total request of some $6.5 billion of funding. Over 400 applications were made
to Intake Two of the BCF -CC with total requested project costs of $1.5 billion.
Following a joint federal provincial evaluation process, nearly 1,200 ISF and 183 BCF -CC
projects were approved for a total allocation of provincial funding of $1.1 billion —less than
half the requested amount. Difficult decisions had to be made because there were so many
worthwhile projects.
I am pleased to note that the Municipality of West Elgin received from the ISF provincial
funding of $200,000 for the West Elgin Arena Rehabilitation project.

have any further questions about the ISF and BCF -CC programs.

The provincial government is addressing Ontario's public infrastructure deficit on many
fronts. I note that significant provincial investments have been made in the Municipality of
West Elgin, including funding of:
In its 2009 budget Confronting the Challenge: Building Our Economic Future the provincial
government committed to investing $32.5 billion in infrastructure over the next two years,
including $5 billion in flow through funding. The impact of these investments will be
substantial. An estimated 146,000 jobs in 2009 -2010 and 168,000 jobs in 2010 -2011 will be
created and supported.

I am writing to update the Council of the Municipality of West Elgin about an initiative
that I brought to your attention a couple of years ago. I approached council with a
proposal to open a learning centre in the town of Rodney. The purpose of this learning
centre was going to provide a facility for at -risk youth, adults in transition and expelled
students to garner an education in the form of an Ontario Secondary School Diploma or
an equivalent document. After hours of research and meetings with various stakeholders
including you, I became disheartened but not discouraged. This initial plan was met with
excitement and enthusiasm.
Fast forward to today. I have now been a resident of Rodney for the past ten years. I
have seen many new faces move into the area. As a teacher, I see the effects of poor
parenting, drug use, split families, bullying and many other difficulties that our young
people face on a daily basis. I have seen it in Rodney. I am not about to judge. I am not
about to criticize. I am not about to complain. I am hoping to help.
I have approached a number of interested parents /teachers /community partners and
requested their assistance to open and provide a facility for youth. I dislike the word
drop -in centre as it has a negative connotation. I prefer to call it a space. This space
would be a space to call home, to get a hot and nutritious meal, to play games, to get help
and to feel safe. This space would have rules and be built with teamwork and trust. This
space would be drug -free. This space would be staffed with positive role models who
have been cleared by the OPP Criminal Background Check Program. This space will
cost money.
I am requesting consideration from Council to waive all fees associated with the rental of
the Rodney Recreation Centre. Our group would like to host a youth/teen dance that is
alcohol and drug free. Pending approval, the local high school will be approached to sell
pizza and other concessions to raise money. Student volunteers will be recruited to run
the door and help with coat checks and enforcement of rules. The money raised will
assist with the purchase of a building, the completion of a business plan and the opening
of the space. We are a non -profit entity. We humbly request consideration of this matter
so we can all make Rodney and West Elgin a truly great place to raise our children.
