SUBJECT: Use of logo by outside organizations
Following the launch of the new "Progressive By Nature" brand and
logo, Economic Development has received a number of inquiries from
municipalities, business and community groups from across Elgin
interested in using the Elgin County logo in their promotional materials.
There are no current guidelines in place for use of the logo by outside
organizations. This report will suggest guidelines for outside use.
With any branding strategy, market saturation is the goal. The more
the logo is seen the more it will be recognized and be top of mind when
making decisions.
The County of Elgin has won national and provincial awards for the
"Progressive By Nature" brand and logo. Most recently the Economic
Developers Association of Canada awarded Elgin a gold medal for our
branding guidelines.
In order to ensure that our brand and logo remain consistent any
requests for our logo will be reviewed by Economic Development.
Once the request is approved the requesting organization will be
provided with the Visual Identity Standards document. Economic
Development will also proof the final document before publication.
Please refer to the attached Logo Use Policy for specific guidelines.

When approval is granted by Economic Development, the requesting organization will
be provided a copy of the Visual Identity Standards Document and a copy of this policy.
All organizations using the "Progressive By Nature" logo /brand will follow the guidelines
as discussed in the documents.

SUBJECT: South West Community Adjustment Fund Grant
INTRODUCTION:
Two of the goals of the County of Elgin's Economic Development
department are effective marketing and promotion of Elgin County, and
growth in key industries. In order to accomplish these goals, it is
imperative to raise the profile of the County of Elgin by attending
tradeshows and conferences in key sectors, including Energy and the
Environment, Agribusiness, and Manufacturing. Therefore, it is
important that the tradeshow booth and marketing materials properly
represent the County of Elgin, its mission, and the types of business
opportunities available. In order to assist with the development of
sector specific marketing materials and to promote agri- business and
the 2010 IPM at the Canadian International Farm Show, the County of
Elgin was successful in obtaining a grant of $8,122.00 from the South
West Community Adjustment Fund delivered by the Elgin Business
Resource Centre.
DISCUSSION:
The 2008 2011 Marketing and Branding Strategy identifies marketing
tactics and sector specific initiatives to promote the County of Elgin
and to retain and attract business investment. One such tactic is the
attendance at sector specific tradeshows and events. This year
economic development staff plan on attending several
tradeshows /events involving the Agri- business, Energy and
Environment, Manufacturing, and Tourism sectors. Therefore, in order
to promote Elgin County effectively at sector specific events,
enhancements to the current tradeshow /marketing display is required.
This will involve upgrading the panels on the County of Elgin's
tradeshow booth, and the purchasing of three retractable banner
stands with sector specific marketing for Manufacturing, Energy and
the Environment, and Agribusiness. Although the County will be
attending two tourism related events in January, staff will be attending
the first agri- business tradeshow of the year, the Canadian
International Farm Show, in February. The cost of upgrading the
tradeshow both as described and attending the Farm show is
approximately $9,122.00. In order to assist with this cost, economic
development staff was successful in obtaining an $8,122.00 grant from
the South West Community Adjustment Fund delivered by the Elgin
Business Resource Centre.
In order to secure these funds, requires the Chief Administrative
Officer to sign a letter of agreement with the Elgin Business Resource
Centre.
CONCLUSION:
Entering into the agreement with the Elgin Business Resource Centre
will enable the County to obtain $8,122.00 towards sector specific
marketing and attendance at the Canadian International Farm Show.
Benefits of undertaking these initiatives include:
Generating Leads for marketing and promotion
Strengthening the Progressive by Nature brand image
Increasing Elgin County's prominence within the agricultural
sector
Positioning the County of Elgin as an industry leader
Promoting the 2010 International Plowing Match to over 20,000
people
Attracting potential business resulting in increased employment
and tax assessment
RECOMMENDATION:
THAT the Chief Administrative Officer be authorized to sign a letter of
agreement with the Elgin Business Resource Centre relating to a
$8,122.00 grant for upgrading of sector specific marketing display
materials and attendance at the Canadian International Farm Show.

Attached is the budget comparison to October 31st, 2009 for the County
operating departments showing $32,000 favourable performance for the month
and $1,285,000 year -to -date.
DISCUSSION /CONCLUSION:
Highlights of the budget performance for the month of November are as follows:
Line 3 Social Service: Expecting an invoice for September YTD of $141,000
over budget bring YTD performance to $318,000 over budget offset by prior year
reconciliation of $314,000 resulting in net performance over budget of $4,000.
Line 16 Corporate Expenditures: $25,000 unfavourable performance in month
due to legal costs associated with ONA contract arbitration.
Line 18 Homes: Total performance of $199,000. Improved revenue from the
province contributed another $52,000 in November with the balance resulting
from receipt of MDS RAI recovery.
It is important to note that the financials only include estimated YTD performance
for Social Services through September. If costs for October through December
stay consistent YTD performance could deteriorate by $100,000 but if there is
deterioration in the case rate or the cost per case, a further $100,000 of
performance deterioration could be possible.
RECOMMENDATION:
THAT the report titled Budget Comparison November 30 2009 and dated
January 5 2010 be received and filed.

in the Township of Malahide, just outside of the Village of Springfield.
The County Council has received and considered the information notice issued
by the Township of Malahide at its regular Council Meeting held on (insert
meeting date). The County Council unanimously expressed its support for
Malahide in this endeavour, and believes that the proposed Agri Industrial Park
could be a great benefit for the entire region.

Township of Malahide Information Notice
Agri Industrial Park Information
The Township of Malahide is proposing the creation of an Agri Industrial park to be
located just east of Springfield. This area was identified in the 1998 Official Plan as
the primary growth area for the Township. It is the Township's intent that industries
locating in this Agri Industrial park will support and compliment the Township's
agricultural nature. It is not intended to be related to traditional manufacturing or
compete with urban industrial areas.
It is the Township's desire that this Agri Industrial park will allow our farming
community to attract and retain value -added agricultural enterprises such as food
processors or green energy.
It is the Township's intent to work collaboratively with the County of Elgin's Economic
Development Department to develop this Agri Industrial Park. Presently, there are
only approximately 27 acres of serviced, municipal owned industrial land in the entire
County, and available 'construction- ready' industrial land is required to attract
business.
The recent closure of the Tobacco processing plant, and the resulting loss of tax
assessment, has resulted in a loss of revenue for the Township. This means that all
other ratepayers have experienced a tax increase in order to compensate for the lost
revenue. The decline of local automotive related industry has also had a significant
negative impact on the region. Local employment opportunities are required in order
to ensure long -term sustainability.
The Township of Malahide is predominantly a mix of rural agriculture and hamlet
residential uses. Agricultural uses represent one of the Township's most significant
economic and community assets. However, with farmland representing the bulk of
our tax base, the tax burden to those agricultural operations is significant. In order to
reduce the pressure on the farmland and residential tax rate, the Township, like other
municipalities, towns and cities needs to diversify and increase its industrial and
commercial tax base.
4 acres of farmland currently generates approximately $70.00 annual taxation
revenue for the Township.
4 acres of land, containing an industrial building worth approximately
$5,000,000.00 may generate almost $80,000.00 annual taxation revenue for
the Township this could represent as much as a 2% tax levy.

Waterline Information
In order to establish the proposed Agri industrial Park, the Provincial Policy
Statement mandates it be serviced with a municipal supply of water. A
municipal supply of water will also satisfy fire safety protection requirements
as set out in the Ontario Building and Fire Codes.
The first step in the process to supply water is the completion of the Municipal
Class Environmental Assessment (EA). This public process will identify and
evaluate the various alternative solutions and a report will be created
recommending the preferred route for the water transmission main and other
technical details required to service the proposed Agri Industrial Park. This
process is currently underway.
It is the Township's intent to seek grant funding to assist with the costs of
constructing this water transmission main. The EA should be completed prior
to submitting a grant application.
Landowners who are adjacent to this water transmission main will be provided
the opportunity to connect to the transmission main once it is constructed.
This connection cost is presently unknown.
The present waterline proposal does not provide for a water distribution
system throughout the Village of Springfield. Any future installation of such a
water distribution system throughout the Village would be done under Ontario
Regulation 119/03, Local Improvement Charges. This legislation enables
landowners to petition the Township for a water distribution system and
provides how costs of the distribution system will be allocated to benefiting
landowners.

The purpose of the study is to review alternatives for the rehabilitation of Highway 3 that will enhance the operations
and safety in the study areas. Subject to the outcome of the environmental and engineering field investigations and
consultation with the public, stakeholders, local municipalities and external ministries /agencies the Ministry is proposing to:
Rehabilitate the pavement structure of Highway 3 within the two study areas, including minor widening of the two lane
section between Aylmer and Carter Road, as well as minor intersection improvements and minor drainage improvements;
Review private and commercial entrances onto Highway 3 in accordance with MTO access management principles; and
Identify a preferred construction staging and traffic management plan.
THE PROCESS
The project is being carried out in accordance with the Class Environmental Assessment (EA) for Provincial Transportation
Facilities (2000) as a 'Group B' project. Upon completion of the study, a Transportation Environmental Study Report (TESR)
will be prepared and made available for a 30 -day public review period. One Public Information Centre (PIC) is planned for this
project in 2010 to display and seek input on the proposed improvements and the construction staging and traffic management
plan. Following the PIC, the project may be stepped down to a'Group C' project if the environmental screening process
indicates that the proposed improvements will not result in any significant detrimental environmental effects. If the project is
stepped down a TESR will not be produced, however the public will be notified of this decision and a review period provided.
COMMENTS
Comments and information regarding this project are being collected to assist the Ministry of Transportation in meeting
the requirements of the Environmental Assessment Act. This material will be maintained on file for use during the
project and may be included in project documentation. Information collected will be used in accordance with the
Freedom of Information and Protection of Privacy Act. With the exception of personal information, all comments will
become part of the public record.

which the issuance of a renewable energy approval is required. The distribution of this notice of a
proposal to engage in this renewable energy project and the project itself are subject to the provisions of
the Environmental Protection Act (ACT) Part V.0.1 and Ontario Regulation 359/09 (Regulation). This
notice must be distributed in accordance with section 15 of the Regulation prior to an application being
submitted and assessed for completeness by the Ministry of the Environment.
Project Description:
Pursuant to the Act and Regulation, the facility, in respect of which this project is to be engaged in, is
considered to be a Class 3 Solar Facility. If approved, this facility would have a total maximum name plate
capacity of 20 MW. The project location is described in the map below.

Project Description Report titled Belmont Solar Farm Project Description Report describes the facility as a

Dillon Consulting Limited was retained by the Ministry of Transportation (MTO) to complete the Detailed Design an
Class Environmental Assessment (EA) process for the rehabilitation of four bridges over Highway 401 in the County
of Elgin: Southminster Bourne, Furnival Road, Blacks Road and Dunborough Road Bridges. The project includes
rehabilitation of the roadway approaches at each bridge. Subject to funding and approvals, construction will be
completed in 2010 for the Southminster Bourne and Furnival Road Bridges and in 2011 for the Blacks Road and
Dunborough Road Bridges. Construction at each bridge will include:
Southminster Bourne Bridge:
Single -lane traffic staging with temporary
traffic signals during the day and periodic
closure of the bridge over night and on
weekends.
Furnival Road Bridge:
o Maintaining single -lane traffic in each
direction on Furnival Road during
construction.
o Up to four short- duration night -time closures
of Highway 401 with Highway 401 traffic
directed to Emergency Detour Routes
(EDR).
Blacks Road and Dunborough Road Bridges:
Full closure of bridges during construction.
Construction will be timed to minimize
impacts during spring planting and fall
harvest.

The Process
This study is subject to Ontario's Environmental Assessment Act and is being completed in accordance with the
requirements of the Class Environmental Assessment (EA) for Provincial Transportation Facilities (2000) as a
Group B project. Group B projects involve major improvements to an existing transportation facility. MTO's Class EA
allows a Group B project to be "stepped down" to a Group C project if there are no significant environmental or
property issues, no need to provide public documentation of study process and limited likelihood of a "Part II Order"
request "bump up The work completed to date has determined that the proposed improvements will have minimal
environmental effects and there is no benefit in preparing a Transportation Environmental Study Report. In addition,
no significant concerns regarding the proposed improvements were raised at the Public Information Centres held on
October 21 and 22, 2009.
MTO proposes to "step- down" the Rehabilitation of the Southminster Bourne, Furnival Road, Blacks Road and
Dunborough Road Bridges to a Group C project. An Environmental Screening Document will be prepared (for MTO
internal use) and there will be no further opportunity to request that the project be re- classified to an individual
Environmental Assessment.
Comments
MTO is interested in receiving any comments or concerns you may have regarding the decision to "step- down" the
project. Any individual may request MTO reconsider the "step- down" decision and continue to classify the bridge
rehabilitations as a Group B project. The 30 -day review period of the "step- down" decision will extend from
January 6 to February 4, 2010. If MTO and the individual do not agree on the request, the individual may request, in
writing, a ruling from the Minister of the Environment (135 St. Clair Avenue West, 12 Floor, Toronto, Ontario,
M4V 1P5). The request must be made by February 4, 2010 and be copied to MTO at the address below.
Information collected will be used in accordance with the Freedom of Information and Protection of Privacy Act. With
the exception of personal information, ail comments will become part of the public record.
