The Road Superintendent presented his monthly report.
SUBJECT: CHANGES TO PAYMENT FROM COUNTY OF ELGIN FOR ROAD
MAINTENANCE
The Road Superintendent presented a report outlining the proposed changes to how
municipalities will be paid for maintenance on County roads. He reported that staff will

be required to provide more detail on their time cards, track what they do for the county.
There will be a uniform hourly rate across the county. These records will provide a
paper trail, proof that services have occurred.
SUBJECT: WATER DEPARTMENT REPORT
The Water Superintendent presented his monthly report.
SUBJECT: KSR DEVELOPMENT
The Water Superintendent presented correspondence from Vertec Contractors
regarding the water supply to the development. He reported that the sanitary sewer
needs to be replaced, exact size is not known until the engineering is completed.
Design of the sprinkler system for inside of the building has been accepted; however,
more flow is required to fight fire to outside of the building and as a result a building
permit cannot be issued. The Fire Chief also requires another fire hydrant. A 10" water
line is required.
The Mayor noted that the municipality pays 25% towards the oversizing of waterlines
when they are installed. After discussion, Council agreed to pay for 25% towards the
waterline upgrade for future development. The new sanitary sewer line will be 100%
responsibility of the owner.
SUBJECT: QUOTATIONS FOR WORKS AT THE SEWAGE TREATMENT PLANTS
Council received the following quotations for the clearing of vegetation at the Rodney
and West Lorne sewage treatment plants:

SUBJECT: RECREATION DEPARTMENT REPORT
The Recreation Superintendent was not in attendance. Council reviewed his monthly
report.
Councillor Wolf reported he had contacted the principals of the elementary and high
school in West Lorne regarding the vandalism in Miller Park. Announcements were
going to be made regarding the damages. The Mayor asked if video monitoring is
available for this area? Councillor Balint reported that the Recreation Superintendent is
looking into that.
Councillor Wolf reported that the schools would like to clean up the beach area and
water treatment plant but there no funds for a school bus. He reported that St. Mary's
school cleans up the park. Councillor Balint feels the schools could rotate; every day
there is garbage to pick up in the park.

Council reviewed a report from the Recreation Superintendent regarding the minimum
wage increases and how this will affect part -time employment with the municipality.

The Chief Building Official was not in attendance. Council reviewed the monthly report
for January 2010. In January seven permits were issued totalling $323,000.00 worth of
construction.

Councillor Balint reported that the Centre Ice Youth Centre is now being looked after by
the Recreation Department as agreed by the Management Committee of the Youth
Centre.
Councillor Balint reported that she and the Deputy Mayor had met with the Minister of
Child Youth Services at the ROMA conference.
The Mayor reported that the County had adopted a new sign policy for tourist signage.
A public meeting will be held on March 25` at 5:00 p.m. at the Shedden Complex.
The Mayor reported that he has met with County staff to discuss the drainage issues at
the Harry Wilkinson property on Talbot Line. The County is proposing a catchbasin.

RE: PROPOSED FUTURE IMPROVEMENTS
Mr. Foulis presented a report outlining the improvements to the Port Glasgow Yacht
Club lands since 2000. He presented a plan for future improvements for the Port
Glasgow lands including the expansion of the naturalized area, a new bait tackle
shop, improvements to traffic flow, new playground picnic area, improved parking,
improvements to west launch area and addition of floating dock along south wall,
improvements to beach facilities.
The Deputy Mayor enquired about the proposed location for the picnic and playground
area; isn't that where trailers are parked? Mr. Foulis reported that trailers were left in
that area all season, which will not be permitted any more. The Planner noted that in
the master plan there is a fish cleaning station. Mr. Foulis noted that there was one but
its use was abused and now there is no cleaning of fish on the property. Mr. Miller
reported that in the future marina expansion would have to happen to the west and
money should be spent on decking around basin and playground that would need to be
removed. The Planner noted that these ideas should be incorporated into the Master

Plan. Council directed that another meeting be set to discuss the suggestions and
include the Yacht Club and Recreation Superintendent.
SUBJECT: WEST LORNE HERITAGE HOMES PHASE II
Also in attendance: Malcolm Ross, Road Superintendent, Ward Houghton
The Planner presented a revised site plan for the project. He noted that Isabella Street
from Main Street is shown as being used for a driveway into the parking area for the
residential building. Should Isabella Street be a municipal road? Today the zoning by-
law will be presented. The next planning approval is the site plan.
A municipal parking lot is on the north side of the proposed community centre on
Munroe Street. Councillor Bodnar enquired about snow removal? The Road
Superintendent reported that snow removal would be a challenge. He noted that the
parking area should be gravel for now until the road is built and that the alignment of
Munroe Street could change. Mr. Ross noted that there should be some paved parking
in front of the community centre for accessibility purposes. Councillor Bodnar asked if
the parking adjacent to the community centre could be paved? Staff were directed to
get quotes for building to road standards and asphalt for the parking area.
The Clerk reported that Isabella Street was never formally closed as a road allowance
and therefore is still a municipal road. Mr. Houghton noted that the municipality should
seek legal advice on this matter. Further, the ownership is not correct on the registry
records.
Mr. Ross requested that the municipality proceed with the environmental clean -up and
register survey. Staff were directed to issue tenders for the environmental clean -up,
register the survey and commence the transfer of lands.
SUBJECT: PROPOSED SEVERANCE PRESBYTERIAN CHURCH, RODNEY
Also in attendance: Ward Houghton
Mr. Houghton is representing the Presbyterian Church in Rodney. The severance may
or may not happen but the Church is preparing for all possibilities. A new driveway will
be constructed for the church. Council reviewed Planner's report and supports the
proposed severance. Separate water and sewer services are required for both
buildings.
SUBJECT: MARINA IMPROVEMENTS CLASS EA
The Planner reported that MOE has required greater effort in consulting with the First
Nations. What we have done to date is not enough. He has telephoned Walpole Island
First Nations but his call has not been returned to date.
SUBJECT: COMMUNITY IMPROVEMENT PLAN TASK FORCES
The Planner reported that the Arts Culture Task Force needs more work; the BIA Task
Force is further advanced. He reported that all the reports should be brought forward at
the same time, as there are connections between them. He noted that he and staff
would review the reports before being presented to Council. Council agreed with this

MAYOR CLERK
1. Unseasonably warm weather had us road grading and scraping gravel
roads much earlier then normal. Frost heaves and soft spots were at a
minimum especially on roads that have been built up with gravel over
the past few years.
2. Investigation work on Centre Street in Rodney was carried out in
preparation of Municipal Drain replacements as well as sanitary and
watermain updates for the Dresden Industries expansion. This involved
locating, exposing and videoing these utilities.
3. Striping of topsoil to expose gravel at the Kearns Pit was begun.
Screening and hauling operations will be beginning sooner then usual
again due to the spring weather.
4. Repairs due to a broken tile drain on Rideout Street in Rodney were
made and further repairs in various locations will be started weather
permitting.
5. Tree stump grinding has begun and will be completed in the next week
or two.

The tenders were opened for the renovation work at the arena. The lowest tender being
586,890.00. A matter that we will be dealt with later during this council session.
The ice was taken out of the arena March 23` and 24 and is now a small pile of ice in
the parking lot.
Over all the 2009 2010 ice season went well with few mechanical problems, and few
crowd related difficulties.
The Concession Operators Agreement will or was discussed at the regular session of the
Arena Board on Tuesday night.
The parks are drying up nicely and work has already started to prepare them for the
2010 baseball and soccer season.
The Arena Budget has been prepared, the Operating budget was passed on Tuesday
April 6 at the Arena Board meeting, and the Capital portion is awaiting both councils
approval, as well as for additional information from the ISF Grant Committee.
Vandalism has once again proved to be a problem in both parks. Over the Easter
weekend I received some telephone calls regarding vandalism at the playground
equipment in Rodney. Upon investigation it was determined not to be as serious as
people had indicated and the clean up was undertaken on Tuesday morning. The
vandalism in Miller Park appears to be more widespread, ranging from the damaging of
baseball diamond fences, to the outright removal of some of our smaller trees, to the
defacing of the washroom facilities. A company has been contacted regarding the
installation of cameras in the more vandalism prone areas. The installation of a fence
between WESES has been'considered, although as a last resort, it is a public park and we
do invite the use of our facilities, and to surround it with chain link fencing is probably
not the most appealing.

Describeyour Drinking -Water System
This water treatment plant replaces the old WTP under waterworks number 220002949. The
old WTP was taken out of commission on May 6, 2009, when the new WTP under
waterworks number 260091117 became the sole supplier of treated water.
This Water Treatment Plant is a membrane filtration surface water treatment facility with a
total design capacity of 12,160m /day, located at 9210 Graham Road in the Municipality of
West Elgin. The low lift pumping station is located south of the Water Treatment Plant at
8662 Graham Road, on the shores of Lake Erie.
The water treatment facility consists of an intake system, a low lift pumping station, a
treatment system and distribution pumping system that supplies water to the following
secondary distribution systems: West Elgin, Dutton Dunwich, Southwest Middlesex,
Newbury, and Bothwell.
Intake
The intake consists of one 700mm diameter polyethylene pipe extending approximately
610m into Lake Erie at a depth of 5.7m. A zebra mussels chemical control system is used
seasonally. The raw water is screened by two coarse screens.
Low Lift Pumping Station
Raw water is pumped from the low lift wet wells by four low lift pumps to the Water
Treatment Plant.

Treatment Plant
Filtration
At the water treatment plant the water is pre filtered by four automatic strainers to protect the
filter membranes from coarser particles and algae in the raw water.
After the water has been strained it enters the membrane filtration system which removes fine
particles, sediment, algae, protozoa and bacteria. Filtered water can be directed through the
UV advanced oxidation process (AOP) unit to the treated water storage tanks.
Disinfection
Disinfection is achieved by the use of sodium hypochlorite for primary disinfection. Note
that UV is intended for use with hydrogen peroxide (AOP) for taste and odour control. The
treated water is stored in treated water storage tanks where it is pumped into the distribution
network by the High Lift pumps. Post chlorination of the treated water is done at two points.
The first dosing point is upstream of the Treated Water Storage Tanks and the second dosing
point is downstream of the four High Lift Pumps before the distribution header.
Process Drain Water
Waste water from the floor drains and online analyzers are directed to the process water
handling facilities that include a settling basin and constructed wetlands. Flush water that
cleans the pre strainers and the membranes is also sent to the process water handling
facilities.
Monitor and Control
The water treatment process and distribution components are controlled by a dedicated
Supervisory control and Data Acquisition (SCADA) computer system and monitored by
certified operations.
Standby Power
Two diesel generators are available to permit the treatment plant to remain in operation
should a power failure occur.
Distribution
The West Elgin WTP serves several communities. The primary transmission line from the
WTP ends at the West Lorne Standpipe. Included in the distribution system is the Iona Re-
Chlorination Station. The West Lorne Standpipe and Iona Re- chlorination Station are
controlled and monitored from the WTP via SCADA.
Distribution System
The West Elgin Distribution System operated under two drinking water works numbers in
2009 due to the new West Elgin Water Treatment Plant. From January 1, 2009 to May 6,
2009 it operated under 220002949 and from May 7, 2009 to December 31, 2009 the
distribution system switched to 260091117 and continues to be operated under this
waterworks number.

SECTION 1: Overview
This report is a summary of water quality information for the West Elgin Water Treatment Plant,
published in accordance with Schedule 22 of Ontario's Drinking Water Systems Regulation for
the reporting period of January 1, 2009 to December 31, 2009. The West Elgin Water
Treatment Plant is categorized as a Large Municipal Residential Drinking Water System.
The West Elgin Water Treatment Plant operated under two waterworks numbers, 220002949
(old WTP) and 260091117 (new WTP). The old WTP operated solely providing treated water to
the distribution system from January 1, 2009 to April 20, 2009. During the transition to the new
WTP, both plants provided treated water to the distribution system April 21 to May 6, 2009. The
new WTP began supplying treated water solely as of May 7, 2009.
The West Elgin WTP operated according to Certificate of Approval number 8156 77CQCK until
July 27 2009 in which the Municipal Drinking Water Licence 043 -101 (dated July 27, 2009)
and Drinking Water Works Permit 043 -201 (dated July 24, 2009) were issued.
The West Elgin Distribution System is operated by the West Elgin Water Department.
This report was prepared by The Ontario Clean Water Agency on behalf of the Municipality of
West Elgin and must be supplied to the Tri County Management Committee.
SECTION 2: Compliance
The West Elgin Water Treatment Plant was operated and maintained in such a manner that
treated water supplied to the consumers serviced by the system satisfied the requirements in
the system Certificate of Approval (CofA) #8156- 77CQCK, Municipal Drinking Water Licence
(MDWL) 043 -101, Drinking Water Works Permit (DWWP) 043 -201 and O. Reg. 170/03.
There were no inspections conducted during this reporting period and no Ministry of the
Environment Provincial Officer's Orders issued. The routine inspection is being conducted in
early 2010 for both the Water Treatment Plant and the Distribution System.
The CofA #8156- 77CQCK and MDWL 043 -101 contain a limit for Suspended Solids from the
Residue Management System. The limit of 25mg /L was exceeded for 2009, with an annual
average of 76mg /L.
The West Elgin Water Treatment Plant operates under the Permit to Take Water #0815
6QQH9A. There have been twenty Permit to Take Water (PTTW) flow rate exceedances in
2009, as shown in Table 1.

The exceedance for suspended solids from the Residual Management System was reported to
Jim Miller (MOE Drinking Water Inspector). The residual management system contains a
settling tank which gravity overflows to a two basin settling lagoon. As stated in the CofA and
MDWL, the sampling point location is at the overflow of the settling tank. An amendment to the
MDWL has been requested to change the location of the sampling point to the discharge after
the second settling lagoon. This allows for additional settling of the suspended solids in the
settling lagoons as per the design of the system and thus meeting the criteria of 25mg /L.
The PTTW flow exceedances were caused by supplying raw water to both the new and old
treatment plants simultaneously. The total daily flow on the days that the peak flow rate
exceeded the PTTW limit was never exceeded. These were reported to Barry Moncreiff (MOE
Drinking Water Inspector) and were part of the commissioning of the new plant. They have not
occurred since the new plant has come on line as the sole provider of treated water to the
distribution system.

In accordance with Schedule 22 -2(3) find a summary and discussion of the quantity of water
supplied during the reporting period compared to the rated capacity specified in this Certificate
of Approval, MDWL, DWWP and Permit to Take Water, including monthly average and
maximum daily flows.
Attached as Appendix A, find a summary of the raw flows including total, average, and
maximum daily flows, and peak flow rates for the reporting period. As well, a comparison of
flows to the Permit to Take Water limits.
The Permit to Take Water specifies flow rates and total water takings permitted. For the West
Elgin Water Treatment Plant the maximum flow rate limit is 9,400L /min. The total daily water
taking is 13,500m As shown in Section 1 Table 1 there were 20 instances where the peak
flow rate was exceeded in 2009. The West Elgin Water Treatment Plant is at a 28.5% capacity
of the total water taking limit, which is down 0.5% from last year.
Attached as Appendix B, find a summary of treated water flows including total, average, and
maximum daily flows for the reporting period. As well, a comparison of flows to the Certificate of
Approval and now the MDWL rated capacities.
The rated capacity of the old plant was 6,812m of treated water as specified in the
Certificate of Approval. This capacity increased to 12,160m when the new plant came on
line as specified in Certificate of Approval and now with the MDWL. The daily average flow for
the reporting period was 3,318m which is a 7% decrease from 2008. The maximum daily
flow for the reporting period was 4803m /day which corresponds to an 8% decrease from 2008.
The plant is operating at a 27% of its rated capacity.
The West Elgin Water Treatment Plant is capable of meeting its current uses for the system. It
is operating at well below the limits set out in the Permit to Take Water and the design capacity
for the plant.
The West Elgin Distribution System is experiencing an operational challenge in maintaining
secondary disinfection in the Crinan area due to the system being over sized and under used.

Heritage Weekend featuring the Re- Enactment of the March 4, 1812 Battle of Logwoods will be
held May 1 2.

Admission is $6.00 per person with elementary school children free.
Our objective is to provide bring history alive with Military activity, period merchandise and
other activities so that area children and adults can appreciate the efforts taken by our ancestors
to protect their property from the invading Americans.
Our group is working on a project to recreate the battlefield on the land adjacent to the Cairn
marking the National Historical Site Battle of Longwoods. The enhancements will include
marking the route taken by the British soldiers and the abattis constructed for defense by the
American invaders. An information story board of concrete and granite (5 ft X 14 ft) will be
created to inform visitors of the activities that took place on March 4, 1814 (see the attached
sketch of the proposed sign). The existing cairn is located at 2945 Longwoods Road, about 5 km
east of the village of Wardsville.

Dear Muncipality of West Elgin:
We, the West Elgin Skating Club, are preparing for our 2010 Carnival. This season
we celebrate our 56th annual Carnival, on Saturday, March 27th, at 1 PM and 7 PM. Our
theme this year is 'Do You Believe'.
We have about 100 skaters enrolled in our Club this year. They come from Dutton,
West Lorne, Rodney, Newbury, Wardsville, Wallacetown and Iona Station. The Carnival
gives our skaters the chance to show the community how hard they have been working
over the past season.
Although we try to cover our costs, we feel that we must keep our door admissions at
a reasonable rate to encourage people to come. We are also limited to the revenue from
2 shows only. Our expenses consist mainly of the arena rental for dress rehearsal
(Friday), show day (Saturday), the decorations and the costumes for each Carnival
number.
We are writing this letter to request your assistance in covering our costs. Any
amount would be greatly appreciated and would be put to good use. I would like to

WHEREAS through the Accessibility for Ontarians with Disabilities Act, 2005 (AODA) five Accessibility
Standards will be developed, implemented and enforced to make Ontario accessible by 2025;
AND WHEREAS both public and private sectors will be financially impacted as a result of achieving
compliance with the Accessibility Standards;
NOW THEREFORE BE IT RESOLVED THAT: the Township of Muskoka Lakes request the Province of
Ontario to consider the provision of financial support to both public and private sectors to reduce the
impact of meeting the requirements of the mandatory Accessibility Standards;

Tiny Tots would like to host a fund raising event in the main hall of the Rodney Recreation Centre on
Saturday, April 17 2010. It is called a "Mom to Mom" sale and consists of families selling or trading

Re: Security improvements to Rodney and West Lorne Libraries
Dear Ms. Groch:
During the summer of 2009, and prompted by a series of break -ins to Elgin
County Library branches, the Elgin County Detachment of the OPP conducted a
security review of our facilities, including West Lorne and Rodney. This exercise
recommended a number of security improvements, some of which are the
responsibility of the library and some of which are the responsibility of the local
municipality. It should be stressed that the OPP's review is "friendly" in nature
only and that their recommendations are not mandatory.
The library has already taken several actions based on the OPP's
recommendations, including installation of door contact alarms adjacent to all
children's areas and improvements to sightlines where necessary. Further
improvements such as security mirrors are in progress. The review
recommended that the Municipality of West Elgin also consider taking the
following steps:

Installation of a security system for the Rodney Library. As discussed, the
library has traditionally paid the cost of on -going monitoring for our stand-
alone facilities with the municipality responsible for the costs of installation
and maintenance. Please accept my sincere appreciation for the recent
installation of a security system at the West Lorne Community Complex.

clear "celebrated entrance" at the front door. Indeed, thought should be
given to closing this second entrance altogether as it could become the

All plant life at the rear of the building should be removed as this would
allow more natural surveillance. Consideration should also be given to
closing in both sides of the alley with a high metal locking gate.
I have enclosed photos and relevant slides pertaining to West Lorne from the
OPP's master report which will hopefully provide further context to the above
recommendations.
On behalf of the Elgin County Library, I request that the Municipality of West
Elgin give consideration to implementing these recommendations wherever
practical to further improve security at theses two locations.

Dear Mr. Leitch:
Please be advised that Central Elgin Council discussed your correspondence respecting the above
noted matter at their meeting dated Monday, March 22" and the following resolution was passed:
WHEREAS the current wide band radio system used by Fire Rescue departments across Elgin
County is now non compliant with Industry Canada regulations;
AND WHEREAS it will become necessary in the future to utilize a narrow band radio system by
direction from Industry Canada or because of operating deficiencies with the current wide band
system;
NOW THEREFORE BE IT RESOLVED THAT the Council of the Corporation of the Municipality of
Central Elgin agree in principle to participate in the development of a new county wide narrow band
fire rescue radio communication system with the understanding that a system engineering design
report will be required to be prepared in approximately 2 to 3 years with implementation of the new
narrow band radio system projected to occur in approximately 5 years. CARRIED.

This regular session of the West Elgin Arena Board was called to order at 7:00 pm with the
following members present; Trudy Balint, Teri Knott, Alphonse Willie, Mary Bodnar, an Fleck
and Parks and Recreation Superintendent Jeff Slater.

that he was informed by the Office Staff of the Municipality that the Financial Reports would

West Elgin Arena Board
Regular session

Concession Operators Agreement: The Arena Board reviewed the Concession Operators
Agreement. The advertisement will appear in the Chronicle in the next week or so, and
the Call for Proposals will close on March 5 2010. The Board will either have to have a
special meeting to discuss the matter or wait until the next regular session.
Arena Renovations: Spriet has been in contact with the Parks and Recreation
Superintendent several times in the past few weeks to map out the details of the
project. The advertisement should be in the paper at the end of February, and the
closing date should be around the 12 of March. If all goes well we have to hold a
special session to allocate the contract.
Office Relocation: The Recreation office will be relocated to the west of the existing
entryway to the arena. Having two separate offices has proved to create the possibility
of making scheduling mistakes and is not efficient. The existing walls will be removed.

This will make one large room that will facilitate the Superintendent's office space as well
as the Arena Operators. The skate sharpener will also be relocated here on a trial basis to
determine if it is effective to have it located here as well. The major complaint that the
Superintendent receives from patrons is that they have difficulty locating the Facility
Operators. They will now be located right inside the front door, and when not engaged in
office type duties or sharpening skates they will have to walk to the new resurfacer room
in plain view of the public. The doorway to the outside at the end of the existing hallway
will be closed in. The kids going to Kool's Kitchen can use the arena doors, with little or no
inconvenience to the concession operators. This relocation will also make it possible to
monitor people leaving and entering the arena during the day. The upstairs room will then
be set up as a meeting room for people to use. There are regular requests for a meeting
made to staff, and this will also create a space for tournament and test day use as well.
The cost of the make -over of this area will be shared with the West Elgin Recreation
Department.
Item 6 Correspondence:
Letter from Marty Connie !Cool: Letters addressed to the Parks and Recreation
Superintendent and The Arena Board from Marty Connie Kool were presented,
read and discussed by the Arena Board. The letters had the same content. The Parks
and Recreation Superintendent was directed to respond to the letter and file the
matter until such time as it can be dealt with.
Item 7 New Business:
2010 Budget: The Parks and Recreation Superintendent presented the Board with
the proposed ice rates for the 2010 2011 ice season. After some discussion it was
agreed to discuss this matter at a later date.
Refrigeration Contract: The Parks Recreation Superintendent presented the Board
with the Refrigeration maintenance Contract from Drennan Refrigeration. The
matter was discussed and the following resolution passed:

This regular session of the West Elgin Recreation Committee was called to order at 7 pm with the

that she was resigning from the Recreation Committee. There was some discussion which

item 6 New Business:
1) Swim Synchro: The Recreation Superintendent reported that he has registered our pool with
Swim Synchro. After last year where nobody seemed to be happy with the guards efforts
regarding the Synchronized Swimming program Shelley Smith sought out help. Shelley
presented the Recreation Superintendent with a proposal to acquire this program and we did.
More Information will follow at a later date.
2) Centre Ice Youth Centre: Member Balint discussed the operation of the Center Ice Youth Centre
and further discussed the benefits of the Recreation Department Municipality operating the
Center. Discussion that resulted in the passing of the following resolution:

Business arising from previous meeting Volunteer Recognition Awards, Alan
Smith letter, Support letter wrt Port Glasgow development. Latter letter to area business
associations will be difficult to do, as there is nothing in Southwest Middlesex, verbal
contact with Dutton Dunwich letter considered to be a lost cause, but we'll take it as
far as possible.
Director's Report:
Correspondence: Business Beat, Chamber Group Insurance Plan, EBRC "Elgin
Advantage Print -All Services flyer. Received the receipt for the OCC membership, and
the bill for website development. Also received a flyer regarding Summer Jobs 2010.
This to be e- mailed ASAP to membership, referring to the website.
Moved by Ed Kebbel, seconded by Ed Markham, that the Secretary open all
correspondence addressed to any officer of the Chamber. Carried.
Committee Reports:
Treasurer: Report filed, no bank statement. Revenue $6869.73, Expenses $2826,
Current balance of $7358.40. Motion to accept report from Iris, seconded by Jonathan
Wolfe, Carried.
Membership: No report.
Welcoming Committee: Not much activity
Tourism Economic Development: Still engrossed in the current BIA liaison activity.
Business After 5: No report
Community Improvement: Rodney streetscape reviewed with the Hort club.
Website Committee: Some minor changes to make, design phase complete.
Categories have been modified. Site is in normal location. Please review and provide
feedback we believe it is essentially complete. We have received a request to
advertise on the site. Working with potential opportunity. Ed given the authority to
continue to investigate.
Other Business
1) Discussion of local economic conditions Tom Hurley is working on a
contract deal for Hydro, as the implementation of the Smart meters is going to
result in a 1 cent peak rate increase. Bernie is receiving some indication of an
increase in activity through a source that sells trailer flooring. Milner Rigsby has
recalled some folks. Erie flooring has survived a rotation of management
personnel. John Slaats is selling houses at a time when there have been no
sales in prior years, and that all his properties have been rented, for the first time
ever. Ed Markham is receiving reservations well in advance of customer's trips.
Tom Hurley is hearing about calls for 350 electricians in the oil gas business.
Keith has conversed with an individual who has investors, and wants to make an
investment in the local commercial areas. He approached the municipal office,
and was treated "extremely rudely Bernie requested that the individual make
direct contact with him, and explain the circumstances, so that he can deal with it
directly. Ed Markham asked if the report regarding the interview during the "First
Impressions" visit, and the investigation indicates that the rudeness may have
been going both ways. Bernie raised the point that commercial space gets an
immediate reduction of taxes, currently with no time limit. He'd like to see a time
limit to encourage re- development. Keith agreed, but asked "Where is the
carrot Is it possible to give a discount for the first 6 months of tenancy?
Port Glasgow Any indication of new applications or other activity? How many
are in support of this project? Consensus around the table is that people want the
development to happen. The Chamber has gone on record supporting the project.
Council has been voting in favour of the process so far. Bernie indicated in discussion
that he has an issue with the storefronts down Haven's Lake Road, and that his
personal opinions affect his decisions. He feels this is validated by the fact that there
are 5 members of Council, and that there is discussion to achieve a consensus. The
actions of the developer and the interaction with the OMB are going to be the main
influence. Keith asked "How many calls and fetters will it take to make this development
happen Bernie responded with a concern as to whether or not the development is for
real, and that actions are taken to actually move it forward. Bernie has information that
indicates that some of the purchased land is up for sale, and that the financial situation
may not be viable. Bernie has apparently requested opportunities to review the financial
records, and they have not been forthcoming. An exchange ensued where several
conflicting reports were put forward. Bernie is also receiving input from people
throughout the municipality regarding the use of public land parkland.
2) Robert White Request for brochure funding Bernie Wiehle, after discussion,
moved that the brochure be supported to the same level as last year. Seconded
by Serge Lebedz, and Carried.
3) Nancy Mott E -learn services request instructed to request a presentation for
May 2010.
Rodney Legion received a grant of $10,000, and has done significant renovations. Both
Kiwanis clubs are celebrating 60 years, and are planning celebrations. More to come.
The Chronicle has agreed to have us contribute a column to provide business news. Ed
Markham coordinating, and will be discussed at the next meeting.
