The Deputy Mayor reported that the Fair Board have reviewed the Engineer's report on the grandstand. The Fair Board is going to apply for a Trillium grant. October 14/10...Pg 2 of 9 SUBJECT: ROAD DEPARTMENT REPORT The Road Superintendent presented his monthly report. He reported that Main Street in West Lorne construction would begin next week. The County has authorized more money to be spent on asphalt for County Road No. 5 and Blacks Line. SUBJECT: ELGIN COUNTY TOURISM SIGNAGE Council referred to correspondence item #14 from the County of Elgin. The Road Superintendent reported that West Elgin does not have the appropriate equipment to install these signs. He will contact the County for further information and report back to Council at the next meeting. SUBJECT: WATER DEPARTMENT REPORT The Acting Water Superintendent was not in attendance. Council reviewed his monthly report. The Administrator reported that she has received a draft agreement from Southwest Middlesex. SUBJECT: APPLICATION FOR FUNDING OSWAP-3 The Administrator reported that new grants are available under OSWAP for improvements for water conservation and efficiency. She suggests that the old cast iron line on Graham Road and additional automatic flushers be investigated for this grant. RES. DISPOSITION: Carried SUBJECT: SIDEWALK ALONG FURNIVAL RD TO ALDBOROUGH SCHOOL Councillor Bodnar reported that at the recent Aldborough School Council meeting a request was made for a sidewalk from Pioneer Line to the school. Councillor Wolf reported that he has been working with the Road Superintendent on this matter and has spoken with the Principal. The Road Superintendent reported that a bike path on the edge of the shoulder of the road may be built in conjunction with reconstruction of Furnival Road. A sidewalk would be the responsibility of the municipality. Councillor Balint asked if a sidewalk would affect the busing to this school, which presently is 100 SUBJECT: BUILDING DEPARTMENT REPORT The Chief Building Official was not in attendance. Council reviewed the monthly reports for August and September 2010. In August eleven permits were issued totalling $345,100.00 worth of construction. In September five permits were issued totalling $635,500.00 worth of construction. SUBJECT: RURAL DEVELOPMENT OFFICER REPORT The Rural Development Officer presented her monthly reports for September 2010. Ho also reviewed each of the revised figures /maps. He reported that there are three items in dispute with the Ministry of Municipal Affairs and Housing: 1. Lakeshore designation on the north side of Gray Line 2. limits of Port Glasgow 3. requirement that a secondary plan for Port Glasgow shall be approved by the Ministry through an Official Plan Amendment. DISPOSITION: Carried DELEGATION: GRACE MCGARTLAND, BILL DENNING RE: ARTS COOKERY BANK Ms. McGartland thanked Council for their support of the project. With Council's contribution of $75,000 they were able to raise monies totally $843,000 (11:1 ratio). The final cost of the building was $929,000. The amount of $334,458 was spent locally and 108 jobs were created (25 in West Elgin). In terms of tourism, 6 to 15 visitors attend per day and 30% of their program attendees are from outside the four communities. Community spirit is supported through shutterbug scholarships, hot pot scholarships, and community programming through the high school. Classes in cooking and photography have been scheduled. DELEGATION: VICKI HEARD RE: BUSING IN WEST LORNE Ms. Heard reported to Council that the bus stop on Finney Street has been moved to a dangerous location on Graham Road. There is a need to find a safer location. She presented four letters from concerned parents and a letter from the owner of the NAPA store. The original bus stop was at Finney and Anne Street, in front of the former PUC building. Ms. Heard noted that she is not opposed to an earlier pickup time. After discussion Council directed that a letter be sent to Student Transportation Services to request the students when the bus is going south from the bus barn to Jane Street. Presently it refers to West Lorne, as that is the next exit in their onroute strategy. Council directed that a letter be sent to the Minister of Transportation. SUBJECT: CLOSED SESSION RES. This by -law takes precedent over the agreement with the Yacht Club and therefore the municipality is unable to comply with the right of first refusal process as outlined in the staff report. DISPOSITION: Carried Mrs. Kekys provided a tile drainage map to Mr. Spriet. This map showed tile drainage previously done on her land. This information was unknown as it wasn't shown on the 1989 report nor brought forward at the meeting with the ratepayers when the watershed area was discussed. Due to this information, the watershed area in the report is incorrect. RES. DISPOSITION: Carried MEMBERS PRESENT: STAFF PRESENT: MINUTES OF THE CORPORATION OF THE MUNICIPALITY OF WEST ELGIN PUBLIC MEETING WEST ELGIN COUNCIL CHAMBERS OCTOBER 14, 2010 Joanne Groch Administrator /Treasurer Norma Bryant Clerk SUBJECT: REZONING PART LOT 23, CONC IV MINNEMA Also in attendance: Herman Kathryn Minnema Mayor Graham Warwick, Deputy Mayor Bernie Wiehle Councillors: Mary Bodnar, Trudy Balint, Jonathan Wolf The Mayor called the meeting to order at 2:00 p.m. The Clerk informed those present that notice of this meeting had been given under Section 34(12) of the Planning Act by prepaid first class mail to all assessed owners within 150 metres of the subject property as well as provincial agencies and ministries as prescribed by regulation. Correspondence was received from the Lower Thames Valley Conservation Authority indicating no objections. The proposed amendment would change the zoning of the lands Tying on the north side of Downie Line east of Graham Road (County Road 76), comprising part of Lot 23 and part of Gore, Concession IV, from the Agricultural (A1) Zone to a 'site- specific' Agricultural (A1 Zone and to the Rural Residential Three (RR3) Zone. The rezoning is necessary to maintain compliance with the Zoning By -law and fulfill a condition of consent imposed by the County of Elgin Land Division Committee in granting permission to create a lot for the purpose of disposing a surplus farm dwelling (Application for Consent E28/10). The lands proposed to be rezoned Rural Residential Three (RR3) comprise an area of 3,172 square metres (0.8 acres), a frontage of 52 metres (171 ft) and a depth of 61 metres (200 ft). The parcel is occupied by an older single unit dwelling and detached garage. No change in use is proposed. The parcel satisfies the minimum lot area, maximum lot area and minimum lot frontage requirements (1,850 sq m, 4,000 sq m and 30 m respectively) of the RR3 zone. The lands proposed to be rezoned 'site- specific' Agricultural (A1 constitute the remainder of the farm and comprise an area of 42 hectares (103.7 acres) and a frontage of approximately 664 metres (2,178 ft). The parcel is devoid of buildings and structures and has been cleared for agricultural purposes. An oil well is situated in the northwesterly portion of the parcel. No change in use is proposed. The `site specific' (i.e. A1-#) zoning would prohibit a dwelling being erected on the lands as stipulated by the PPS and the Township of Aldborough Official Plan. Oct. 14/10 ...Pg 2 of 2 The subject lands are designated 'Agricultural' in the Township of Aldborough Official Plan. The proposed amendment is considered to be in conformity with the Plan. Further, a class EA would be required to extend the water service and then the Ministry of Environment would be involved. Council agreed that the preferred choice is piped water. They will challenge at the OMB that demolition being tied to a severance application is not reasonable. She also read a press release from Intelivote regarding the capacity of their computer system and the slow down of the system after 6:00 p.m. She advised that a detailed report is forthcoming from Intelivote and will report to Council again on this matter. There are over 221,000 farmland and managed forest properties in Ontario with a current value assessment of over $39.8 billion. The Farmland Tax Program and the Managed Forest Tax Incentive Program were previously funded by the provincial government but are now mainly funded through the property taxes of the municipalities where these properties are located. This has resulted in the properties who are supposed to be benefiting from the programs, as well as other properties around them, are actually paying for their own assistance. This download cost municipalities over $257 million in 2008 with the Ontario government reimbursing only $50 million, resulting in a net loss to property taxpayers of $207 million in one year alone. Approximately 335 of Ontario's 444 municipalities have farmland and managed forest properties while only 72 municipalities receive partial reimbursement from the Ontario government. This financial impact on municipalities is increasing: from 2007 to 2010 this provincial funding has fallen by 6% while the farmland and managed forest phased -in assessments have increased by 3.5 This lost tax revenue has increased property tax rates, with many municipalities as much as 20% higher than they would be with fair funding. The Ontario government is in the process of uploading some social programs costs that will benefit all municipalities; a step in the right direction. Unfortunately the 1998 farm tax rebate download was aimed specifically at rural municipalities and resolving this problem has yet to become a provincial priority. All municipalities are urged to pass the attached resolution and insist that your local MPP actively support full provincial reimbursement for the downloaded farm tax rebate and managed forest tax incentive programs. We currently provide such services as employment resources, social services counselling and educational and social programs. Our vision for the Ausable Community Centre is the sharing of services, equipment and technology that will make multi -use centres successful. To this end, the Ausable Community Centre currently has a state -of -the- art computer lab, an excellent large volume capacity photocopier, mobile TV/VCR/DVD, meeting room, counselling rooms and information library. Opportunities for promoting the town's assets and attributes have flourished since the creation of the Ausable Community Centre's community newsletter and a professional website. Through these avenues residents and visitors alike discover and more widely participate in the various events, programs and local services produced by community organizations and local businesses. As in most rural communities, we have found that offering educational and socially engaging programs and activities require central organization and structure, especially in the areas of addressing how to engage rural youth and how to adequately serve our aging population. Our vision is to build on the areas we currently service, with the goal of creating a Multi -Use Centre to serve the immediate area of the town of Lucan, as well as the outlying areas in this rural community. In carrying forth this vision, the Ausable Community Centre is looking at carrying forward, adding to and centralizing the following services: 1. Employment Resource Centre Employment Assistance Services 2. Communications and Research Centre 3. Continuing Education Facilitation 4. Art Gallery and Performing Arts Centre engaging youth and featuring local artists 5. Community Events Coordination 6. Volunteer Services creating an available database and pre screening volunteers for all community groups to access. 7. Family Services (including counselling services) such as: a. Children's Centre b. Federal Matters In her 2010 Fall Report, the Auditor General of Canada states that the Federal Government took adequate measures to speed the design and roll -out of the Economic Action Plan. Business arising from previous meeting No issues REPORTS Director's Report: No meeting Correspondence: Elgin Advantage, Small Business Quarterly, Chamber Group Insurance Plan, website invoices, and other routine correspondence received over summer has been relayed to appropriate personnel. Most correspondence has been electronic in nature, and has been forwarded to the Executive Membership according to the judgment of the Secretary upon receipt. Committee Reports: Treasurer: June receipts totaled $7169.85, and total expenses are $7726.93 for a deficit of $557.08. July shows $7208 in revenue, and 7730.93 in expenses, for a deficit of $522.90. We have been running a deficit for most of the year. Membership: Only one person using the website to sign up. Ed Markham to follow up with that individual. Welcoming Committee: Suspended Tourism Economic Development: BIA action later in the agenda. MPower trying to convene a "Home for the Holidays" event gift certificates are the central theme in the promotion. They need money to mail out promotional material. CCC was a success, but consumed the $5000 budget, leaving nothing in the kitty to pull this together. May need to be postponed until next year, as part of the BIA function. Business After 5: Request in to Linda Perry regarding progress in organizing the next event. Community Improvement: No input no streetscape meetings, no horticulture meetings, everything waiting on the BIA. Downtown has been very well maintained this year. Website Committee: Picture change on the website we have some pictures of the waterfront, and Irene agreed to ask Heather Bell to share her pictures. The picture on the big banner may cost us a couple of bucks to change. George Ogolson may have some pictures, as may Wendie, amongst her camper population. Some points forwarded from the RDO. Google calendar is in place. Bruce's ad is up, and Ed is approaching Bell others for ad dollars. Need guidance for advertising on websites. Wendie needs a copy of our logo for her website. New Business 1) Potential increase in membership rates. We have been running a deficit for most of this year. Several scenarios have been analyzed at current membership, and current fees, we will consume $2500 of our limited reserves. At $75 per year, we can hold our own, consuming $1100 of reserves, if we maintain current membership levels. This will give us time to expand membership, or reduce new activities. We have not done a great job of promoting ourselves, and demonstrating the value of chamber Ontario Chamber of Commerce, of which we are m- mbers. There are so many organizations to which businesses are expected to belong, that it becomes difficult to attract members. Membership needs to be updated as well. Chamber chat article may need to be updated. Wendie Irene will work together on the Chamber Chat concept. Ted requested to draft a new version of the membership letter. Robert moved that the membership fee for this year be $75. Seconded by Ted Uffen, Carried unanimously. 2) BIA submission to Council Part of the June BIA submission apparently will be discussed by Council may be returning to Council on Thursday. Some discussion of the structure of the Board running the BIA. Bernie will get to Keith regarding time of the Council session. 3) Preparations for AGM in October Nominations Committee. We are down to two members of the nominating committee. Bernie agreed to contact the other members of the Audit committee to contact the other members. Preparation 5:00pm, meet Greet at 6:00, and meeting starts at 7:00 pm. Need to contact Fairless, PJ's, Out to Lunch, et al for purchases contributions. Irene to coordinate. Displays will be available. Advertising and a possible article regarding the 10 anniversary at the AGM. 4) Preparations for Municipal All- Candidates meetings. Keith tried to get a committee together to conduct this activity at the Legions in both communities. Dates are 7& 14Oct. Questions are to be submitted to Keith for review and possible inclusion. 5) AOB IPM has been sent a list of all the businesses in our membership. They have not asked for much, and we have no direct interaction. The municipalities have been requested to make submissions on different topics. Signs are available for $10. A lot of volunteer work has been put into this event, and the Municipality has made significant infrastructure contributions. 6) AOB Robert moves that the Chamber support the conversion of the RDO position to a permanent position /function. A series of incumbents have done good work, and found grant money that has not been available to this area previously. Ed Markham seconded. Carried. 7) Motion to adjourn.
