McDonald Chief Administrative Officer DATE: November 9, 2010 SUBJECT: Council Appointment to St. Thomas Elgin General Hospital Board (STEGH) _s --g _- - __ - - -- _ _---- - - INTR®®UC°TI®N: Every year County Council makes an appointment to the Board of Governors of STEGH from within its membership. While very important, this appointment has proven to be a challenge for council appointees, due to the time commitments involved and the numerous associated Board and sub-committee meetings the member is expected to attend. This report recommends an alternative method of appointment to STEGH. ®ISCUSSI®N: The local hospital has always been a vital component of the Elgin community. Past County Councils have recognized this by supporting the hospital through several grants totalling more than $4 million since the 1950's (see memo attached for breakdown). Therefore, Elgin's presence on the Board of Governors has been coveted for many years. However, in recent years, Council members who have been appointed to the Board have noted that the demands of a member of the Board of Governors have increased. In addition, so too has the time-commitments for members of council, both locally and at the County table. One way to alleviate this challenge is to appoint someone from outside as Council's representative on the Board of Governors. Perhaps a past member of Elgin County Council or a well-known citizen from the Elgin community would be willing to accept the appointment. Given the demands on the appointee's time, it would be prudent to offer that person a yearly honorarium ($2,000) including mileage to and from meetings. The representative would be expected to report to council quarterly or more often depending on the activity at the Board. C®NCLUSI®N: One way to alleviate the time pressures of a council appointee on the hospital's Board of Governors is to appoint an outside representative from the geographical boundaries of the county. ~~c®nnnn~~®~Ti®~: THAT, commencing with the 2011 appointment to the St. Thomas Elgin General Hospital Board of Governors, County Council appoint a member of the community as its representative; and, THAT, the appointment be for aone-year term; and, THAT the appointee be granted a yearly honorarium of $2,000 plus mileage according to County policy for attendance at meetings; and, THAT the appointee be required to report to County Council quarterly or more often as required to update council on the work of the Board of Governors; and further, THAT Council review this new appointee format at the end of the year (2011) to determine if it shall continue.
