June 8, 2010 MinutesThe Elgin County Council met this day at the Administration Building, 450 Sunset Drive, St. Thomas, at 9:05 a.m., with all members present except Councilor Marr (regrets) and Councillor Warwick (delayed). Warden Vowel in the Chair. ADOPTION OF MINUTES Moved by Councillor McIntyre Seconded by Councillor Habkirk THAT the minutes of the meeting held on May 25, 2010 be adopted. Carried. DISCLOSURE OF PECUNIARY INTEREST AND THE GENERAL NATURE THEREOF Warden Vowel and Councillors Marks and Wilson declared a potential conflict of interest with regard to the Closed Meeting report concerning a lease at 99 Edward Street, St. Thomas, as it might prejudice their position as Council appointees on the Elgin St. Thomas Public Health Board. At the appropriate time, the Warden and Councillors vacated the Council Chambers and refrained from discussing and voting on the item. REPORTS Health Recruitment Partnership Update Councillor Acre and Chief Administrative Officer At a recent meeting of the Partnership, there was discussion of approving funding for the East Elgin Family Health Team. It was noted that the Partnership continues to attract interest and prospects of recruiting new physicians to the Elgin area. Members again asked that this matter be held over as they are awaiting further information and clarification from another source. Moved by Councillor Habkirk Seconded by Councillor Marks THAT Elgin County Council defer the "Health Recruitment Partnership Update" from Councillor Acre and the Chief Administrative Officer, pending acquisition of additional information. Carried. 911 Emergency Response Network Primary Public Safety Answering Position Engineering Technologist/Emergency Management Coordinator The Engineering Technologist/Emergency Management Coordinator reported that the Request for Proposal to provide 911 service received two submissions. Mike Shantz of Northern 911 was introduced to council. He gave a Power Point presentation on the service provided and responded to questions and comments from Council. County Council 2 June 8, 2010 Moved by Councillor Marks Seconded by Councillor Habkirk THAT Northern 911 be selected to provide 911 Emergency Response Network (PPSAP) for the County of Elgin and the City of St. Thomas at a cost of $38,411 (excluding taxes and annual Cost of Living increase) for a three-year term starting December 13, 2010 with the option to renew for up to an additional six years (two consecutive three-year terms); and, THAT the Warden and the Chief Administrative Officer be authorized to enter into an agreement with Northern 911 for the provision of 911 PPSAP for the County of Elgin and City of St. Thomas (subject to the city's concurrence). Mutual Assistance Agreement Engineering Technologist/Emergency Management Coordinator In the event of emergency, the seven municipalities, the County and the City of St. Thomas may request each other's assistance to provide aid. A Mutual Assistance Agreement had been developed to address this issue. Moved by Councillor McIntyre Seconded by Councillor Marks THAT the Mutual Assistance Agreement be endorsed by Elgin County Council to be sent to the municipalities for their execution; and, THAT the Warden and the Chief Administrative Officer be authorized and directed to sign the Mutual Assistance Agreement with the municipalities. Institutional Memberships to Elgin County Library Library Coordinator The report outlines a new Institutional Membership policy for Elgin County Library to loan materials to groups that require material support for core programs, such as long-term care facilities and schoolteachers. Moved by Councillor Habkirk Seconded by Councillor Acre THAT the policy titled "Institutional Membership" of Elgin County Library be approved Carried. Council recessed at 10:00 a.m. and reconvened at 10:10 a.m. Councillor Warwick now in attendance. 2010 Revised Council Meeting Schedule Administrative Services Coordinator The report recommends a revised schedule for the month of September to accommodate scheduling around the International Plowing Match. THAT Elgin County Council revise the existing 2010 Council Meeting Agenda to include one meeting only in September, on the 14 Carried. Ministry of Labour Visit Director of Seniors Services, Bobier Villa Terrace Lodge The Ministry of Labour visited Elgin Manor on May 14, 2010, with a focus on young worker safety awareness, and safe ladder use. County Council 3 June 8, 2010 Moved by Councillor Mennill Seconded by Councillor McIntyre THAT the report titled "Ministry of Labour Visit" dated May 26, 2010 from the Director of Seniors Services, Elgin Manor, be received and filed. 2010-2013 Long-Term Care Home Service Accountability Agreement Director of Seniors Services, Bobier Villa Terrace Lodge The current Long-Term Care Accountability Agreement will expire July 1, 2010. Renewal of the agreement is required for Elgin County Homes. Moved by Councillor Habkirk Seconded by Councillor Warwick THAT the Chief Administrative Officer and the Directors of Seniors Services sign the Long- Term Care Service Accountability Agreement for the County of Elgin Homes. Rebecca McLewan, Supervisor of Planning, London District Catholic School Board, providing written notice of available space for community partnerships at Assumption Catholic Elementary School, Aylmer. OTHER BUSINESS Statements/Inquiries by Members Councillor Habkirk discussed issues around hiring and retaining crossing guards for schools, particularly at McGregor School, corner of South and John in Aylmer. He advised a letter would be coming from town council asking the County to undertake a study of the corner to determine if a lighted crosswalk is required. County Council 4 June 8, 2010 Councillor Wilson announced a meeting on June 23, 2010 4:00 p.m., at East Elgin Community Complex, Aylmer, regarding the Sand Plains federal fund for community initiatives. Councillor Marks noted the Belmont Library would be celebrating its 25 anniversary on June 22, 2010 at 4:00 p.m. Notice of Motion None. Matters of Urgency None. Closed Meeting Items Moved by Councillor McIntyre Seconded by Councillor Warwick THAT we now proceed into closed meeting session in accordance with the Municipal Act to discuss matters under Section 240.2 (a) the security of the property of the municipality or local board 99 Edward Street. Warden Vowel and Councillors Marks and Wilson left the Council Chambers at 10:35 a.m., having previously declared a conflict of interest regarding the Elgin St. Thomas Public Health Board, as they serve as Council appointees on this Board. Councillor Mennill took the Chair as Deputy Warden. The Director of Finance presented an update to Council on an extension of the lease at 99 Edward Street, St. Thomas.
