1. Purpose

to sever a 6.9 hectare (17 acre) parcel into three smaller waterfront lots, two of which would
constitute building lots;
the lands proposed to be conveyed each have an area of approximately 1.6 hectares (4.0 acres), a
frontage of 60 metres (200 ft) and a depth of 264 metres (865 ft). The lands are devoid of buildings
and structures;
the lands proposed to be retained (i.e. balance of the parcel) have an area of approximately 3.5
hectares (8.7 acres) and a frontage of 113 metres (371 ft). The remainder of the parcel comprises
non agricultural land/scrubland extending south to Lake Erie. Buildings and structures include a
single unit dwelling (erected circa 1945), three sheds and a bunkhouse. The owner has advised
that the dwelling was completely re -built and winterized in 1996. The accessory buildings are small,
being under 10 sq m (100 sq ft) in floor area;
neighbouring lands comprise limited pockets of cultivated land interspersed with extensive areas of
woodlands, ravines and steep slopes associated with Lake Erie. The Lake Erie shoreline forms the
southerly limits of all three proposed lots. No livestock operations have been identified in the
vicinity;
where lands being conveyed abut one another, two applications to the County of Elgin Land
Division Committee would normally be required. Alternatively, the owner may chose instead to

convey the 'middle' parcel and retain the westerly and easterly parcels in which case only one
application would be required.
2. Provincial Policy Statement (PPS) and Official Plan
given the location of the lands in the 'Lakeshore Area in the West Elgin Official Plan, the lands are
governed by the policies of the PPS applying to rural areas where limited residential development
is permitted that is compatible with the rural landscape and can be sustained by rural service levels
(Section 11.4.1) The application would, insofar as it would result in the creation of two residential
building lots, be consistent with the PPS;
a under the West Elgin Official Plan, year -round residential development is permitted on lands in the
'Lakeshore Area'. Where new development is proposed, criteria to be considered include creative
design and enhancement of the natural characteristics, compatibility with existing or proposed
neighbouring land uses, compliance with MDS formula where applicable, access from a public
road, lot sizes in compliance with the Zoning By -law, studies to determine the adequacy of water
supply and suitability for on -site sanitary waste disposal and stormwater management (Section
7.10);
the proposed building lots would be compatible with existing residential development along Gray
Line on relatively large lots which extend to the shoreline. To the east, an old registered plan
originally having 16 relatively small lots fronting on an internal road (Margaret Street) have never
been developed as intended, in large part due to the size and shallow depth of the lots which does
not allow for sufficient setback from the unstable, high shoreline bluff which characterizes most of
the Lake Erie shoreline in West Elgin;
the proposed building lots would require independent entrances to Gray Line a local road which
is open and maintained year -round from Mistele Road to the west but not to Kerr Road to the east;
the submission of reports with respect to water supply, on -site sanitary waste disposal and
stormwater management is required and is appropriately addressed as a condition of consent, if
granted;

under Ontario Regulation 152/06 (Lower Thames Valley Conservation Authority: Regulation of
Development, Interference with Wetlands and Alterations to Shorelines and Watercourses), the
LTVCA has established its regulatory line along the Lake Erie shoreline in this area at 124 m (406.8
ft.) from the toe -of -slope plus an additional 15 m (50 ft.) equivalent to the 'stable slope allowance'.
The existing dwelling and accessory buildings on the lands being retained are all situated well
within the regulatory line, which virtually bisects the subject lands. Any new buildings and structures
that are proposed would have to maintain the minimum setback stipulated by the Authority;
under the 'Hazardous Land' policies of the Official Plan (Section 9.1), building permits are to be
referred to the Conservation Authority for review and comment. Permits must be obtained from the
Authority prior to any buildings or structures being proposed below the regulatory line. The location
of the 'regulatory line' shown in the Plan is considered approximate and the Municipality relies upon
the Authority for determining whether permits are required and, if so, subject to what conditions;
conformity with the Official Plan appears capable of being maintained.
3. Zoning By -law
the subject lands are zoned Agricultural (A1) in the Township of Aldborough Zoning By -law. A re-
zoning to Lakeshore Residential (LR) is required to permit their use and size for residential
purposes. All three lots would readily satisfy the minimum lot area and minimum lot frontage
requirements (1,500 sq m and 30 m respectively) of the LR zone;
a minimum setback of 100 metres is required between buildings and structures and the 100 year
erosion limit of Lake Erie [Section 4.14.2 c)]. A minor variance would be required from this standard
in the event buildings or structures are proposed to be erected within the minimum 100 m setback.
The comments of the LTVCA on such an application would be expected to have considerable
'weight'.

the proposed severance would represent a type of lot creation which is both contemplated and
permitted by the Provincial Policy Statement (PPS) and which the West Elgin Official Plan permits
subject to certain criteria being satisfied. The criteria are satisfied or potentially capable of being
satisfied. Sufficient lands exist outside the 'regulatory line' established by the Lower Thames Valley
Conservation Authority to control development in this area against the effects of erosion of the
shoreline bluff.
5. Recommendation
That the proposed consent be supported subject to the following conditions and the Elgin Land
Division Committee advised accordingly:
i) That an independent, adequate and potable water supply for the proposed building lots is
available to the satisfaction of the Municipality;
ii) That the proposed building lots are able to support independent, on -site sanitary waste
disposal systems to the satisfaction of the Municipality;
iii) That the location and design of any new entrances required to Gray Line be are to the
satisfaction of the Municipality;
iv) That the lands are re -zoned to Lakeshore Residential (LR) to permit their use and size for
residential purposes.
REASONS
1) The severance is 'consistent with' the Provincial Policy Statement;
ii) Conformity with the West Elgin Official Plan would be maintained;
iii) The Township of Aldborough Zoning By -law is capable of being satisfied;
iv) The matters set out in the Planning Act would be satisfied;
v) Residential development appropriate to the area would be permitted.

SUBJ: Proposed Severance Dan Lorraine Kersten 12284 Black's Road Part of Lot 1,
Concession VII east side of Black's Road between Downie Line and Queens Line
(County Road No. 104)
1. Purpose
to create a lot out of a 46.3 hectare (114 acre) parcel for the purpose of disposing a surplus farm
dwelling;
the lands proposed to be conveyed have an area of 1.9 hectares (4.7 acres), a frontage of 68.7
metres (225 ft) and a depth of 131 metres (430 ft). The parcel is occupied by an older single unit
dwelling (erected circa 1930) and three storage barns. No change in use is proposed;
the lands being retained (i.e. balance of the parcel) have an area of 44.2 hectares (109.3 acres)
and a frontage of 269 metres (883 ft) on Queens Line with flankage on Downie Line and on Black's
Road. The parcel is devoid of buildings or structures and no change in use is proposed. The lands
are under cultivation with the exception of a large woodiot which occupies the northeasterly portion
of the parcel;
neighbouring lands are characterized primarily by agricultural uses on lots of variable size. Rural
residential development in the vicinity is scattered. No large livestock operations have been
identified in the vicinity of the proposed lot;
the owners, Dan Lorraine Kersten, purchased the farm in 2006 and reside thereon. They intend
to sell the farm to a Mr. Shawn Gillis who is prepared to purchase the lands on the assurance that
he would be able to sever the surplus farm residence;

a previous attempt in 2008 to create a residential lot at the same location was based on an
'exchange' of lots, where an abutting existing lot (12778 Blacks Road) owned by Dan Kersten and
his son Robert Kersten would have been merged back in title with the larger farm holding in
exchange for the creation of the subject lot. The County of Elgin Land Division Committee denied
the application, however, insofar as it did not believe the existing lot could be merged in title with
the farm holding and effectively 'dissolved'.
2. Provincial Policy Statement (PPS) and Official Plan
in prime agricultural areas, the creation of a lot for the purpose of disposing a residence surplus to
a farming operation is permitted by the PPS. A surplus residence is defined as an existing farm
residence that is rendered surplus a result of farm consolidation. Farm consolidation is defined by
the PPS as: the acquisition of additional farm parcels to be operated as one farm operation;
in this instance, the dwelling on the lands being conveyed is considered surplus to the needs of the
proposed purchaser, Mr. Gillis whose principle residence (and `home' farm) is located at 20808
Fleming Line in the Municipality of West Elgin. Mr. Gillis owns and farms approximately 33 hectares
(83 acres) of land in the Municipality of West Elgin;
the PPS requires that residential dwellings are prohibited on any vacant remnant parcel of farmland
created by the severance. Such a restriction is appropriately addressed as a condition of consent, if
granted, through the application of a 'site specific' zoning consistent with past practice in the
Municipality. The application would be consistent with the PPS;
the subject lands are designated 'Agricultural' in the West Elgin Official Plan. The creation of lots to
dispose surplus farm dwellings in areas designated 'Agricultural' is permitted provided:
a) the dwelling considered surplus has been in existence for at least 10 years;
b) the dwelling is structurally sound and suitable, or potentially made suitable, for
human occupancy;
c) no new or additional dwelling is permitted in the future on the remnant parcel which
shall be ensured through an amendment to the Zoning By -law;

f) deteriorated, derelict, abandoned farm buildings (including farm buildings and
structures with limited future use potential) are demolished and the lands
rehabilitated. (Section 6.2.10)
based on the information provided, the abovenoted criteria are satisfied or are capable of being
satisfied with the exception of item e) addressed further in this report. As confirmed based on
discussions with Dan Kersten, we have been advised that the dwelling and outbuildings (i.e. 3
barns) are structurally sound and are suitable for occupancy and use. Conformity with the Official
Plan appears capable of being maintained assuming the lot proposed to be created is somewhat
reduced in size.
3. Zoning By -law
d) compliance with MDS I with respect to any livestock building, structure or manure
storage facility on the remnant parcel;
e) minimizing the loss of productive farmland; and
4. Site Characteristics

the subject lands are zoned Agricultural (A1). The proposed residential lot (i.e. lands being
conveyed) would require a re- zoning to Special Agricultural (A2) given its use and size. The lot
would satisfy the minimum lot area and minimum lot frontage requirements (4,000 sq m and 50 m
respectively) of the A2 zone but would exceed the maximum lot area requirement of 1.0 hectare. A
re- zoning to 'site specific' Special Agricultural (A2-#) would be required to permit this deficiency or,
alternatively and preferably, the size of the lot could be reduced to satisfy the maximum lot area
requirement;
the !ands being retained would readily satisfy the minimum lot area and lot frontage requirements
(19 ha and 150 m respectively) of the Al zone. Re- zoning the lands to `site- specific' Agricultural
(A14) would be required to prohibit a dwelling being erected on the parcel in the future as
stipulated by the PPS and the Official Plan.

sanitary waste disposal system is wholly contained on the proposed lot. This matter is appropriately
addressed as a condition of consent, if granted;
the proposed lot has an existing entrance to Black's Road a public road with year round
maintenance. No additional entrances are proposed. The lands being retained have an existing
entrance to Black's Road and to Downie Line;
the size of the proposed lot, at 1.9 hectares (4.7 acres), is unnecessarily large for rural residential
purposes and extends well to the south to the Lay Drain agricultural lands which are in
production. While Mr. Kersten has advised that there is insufficient room to turn farm machinery in
this area, the distance from the southernmost storage barn to the Lay Drain is measured at 139
metres (456 ft). On this basis, there would appear to be little reason why the proposed lot cannot
be reduced in size by `pulling in the southerly lot line to within 3.0 metres (9.8 ft) of the nearest
accessory building. The reduction is lot size would be more in keeping with the Official Plan to
minimize the Toss of productive agricultural land.

Plan provides for the creation of Tots occupied by dwellings considered surplus to the farm
operation and suitable for habitation. There is no particular stipulation regarding ownership of the
farm only that the acquisition of additional farm parcels to be operated as one farm operation be
taking place which, based on the pending purchase by Shawn Gillis, would be the case in this
instance.
That the proposed application for consent be supported (based on the lands being transferred in
title to Shawn Gillis) subject to the following conditions and, upon receipt of an Application for
Consent in the name of Shawn Gillis, the Elgin Land Division Committee advised accordingly:
0 That the size of the lands being conveyed be reduced by re- configuring the southerly lot line
such that it is located a minimum of 3.0 metres from the southerly storage barn;

ii) That all matters pertaining to the on -site sanitary waste disposal system on the lands being
conveyed be addressed, as necessary, to the satisfaction of the Municipality;
iii) That the lands being conveyed be re -zoned to Special Agricultural (A2) to permit their size
and use for residential purposes;
iv) That the lands being retained be re -zoned `site specific' Agricultural (A1 to prohibit the
erection of a dwelling thereon in the future.
REASONS
i) The severance is 'consistent with the Provincial Policy Statement;

RE: Port Glasgow Master Plan Up -date
As you may recall, we indicated at the meeting of April 28, 2011 our intentions to bring forward
an up -date on the status of the Port Glasgow Master Plan at our next meeting with Council. In
view of its budgetary implications, the Administrator/Treasurer considered such an up -date
timely.
While a master plan for Port Glasgow was first contemplated at least as far back to the time
expansion of the marina basin was being considered in the early 1990's, work on the plan was
not authorized until 2004. From outset, it was intended that the master would encompass both
the lands owned by the Municipality of West Elgin and the Port Glasgow Yacht Club as well as
Havens Lake Road that provides the sole means of vehicular access to the area.
Once completed, the master plan would provide a co- ordinated and integrated basis for making
future improvements, for protecting and capitalizing on the many assets of the area, for
improving opportunities and creating new ones for public use and enjoyment. This planned
approach would replace the traditional approach whereby improvements have often been made
based on a, more or less, ad hoc basis as priorities arose or assistance (financial or otherwise)
became available. An overall master plan would also assist efforts in applying for funding from
other levels of government.
In preparing the master plan, attention has been given to the following:
o continuous boardwalk and nautical style lighting around marina basin;
o hard surfacing of the west pier and provision of lighting and seating;
o naturalization of banks along 16 Mile Creek;
o protection and enhancement of natural area adjacent to 16 Mile Creek;
o additional facilities and improvements at main beach;
o enhancement of 'Picnic Hill' e.g. children's playground, picnic facilities, tree
planting. Alternatively, removal of all or part of 'Picnic Hill' for parking for vehicles
w /trailers;

o interconnected and continuous walkway /trail along 16 Mile Creek to connect to
the TransCanada Trail along Gray Line, to Douglas Line and to Furnivlal Road
and Memorial Park (via new staircase);
o replace gravel storage area witfr urning circle, centre island with Pioneer
Memorial, and public parking;
o site for fish cleaning station and bait shop;
o restoration of heritage artifact stone picker;
o new site for PGYC;
o site for outdoor amphitheatre;
o enhancement of Havens Lake Road with tree planting and centre median;
o increased vehicular parking and improved traffic circulation;
o wayfaring (signage) system.
The work undertaken by Shoreplan identified three alternatives. Ultimately, a preferred
alternative was selected. In 2009, preparation of a Class Environmental Assessment (EA) as
required under the Environmental Assessment Act was commenced with the final report
completed in December 2009.

Through the process of preparing the master plan, joint meetings were held with Council and the
PGYC. At one of these meetings in particular, the issue of wave set -up in the channel was
discussed and the need to address it as a priority before continuing further work on the plan was
determined.
In 2007, Shoreplan Engineering Ltd was retained by the Municipality to identify alternatives to
calming the channel and, in the process, make the harbour safer for existing boaters and to be
able to make Port Glasgow more popular as a tourist destination for new boaters who were
otherwise reluctant to make it a destination due to unpredictable conditions in the channel either
on arrival or departure.
Application was made for grant under the Community Adjustment Fund in early 2010 to
undertake improvements including an extension of the west pier and realignment of the east
pier. Unfortunately the project was not approved for funding and did not proceed. To make the
project more financially feasible in the absence of senior level government funding, the prospect
of phasing the project by undertaking only the improvements to, and extension of, the west pier
has been given some consideration along with revised cost estimates prepared by Shoreplan.
In March of 2010, the Port Glasgow Yacht Club made a presentation to Council along with a
report outlining suggested improvements at Port Glasgow. Not all of these suggestions were
consistent with the Master Plan to the extent it had been developed. At the same time, Seaside
Waterfronts was developing plans and concepts for its neighbouring land holdings including its
preferred or recommenced treatment of Havens Lake Road. As lands owned by Seaside abut
lands owned by the Municipality and lie adjacent to lands owned by the PGYC, there was a need
to be ensure effective integration of land use, development and proposed improvements
amongst all three holdings.

Not all elements have been incorporated into the last version of the master plan including the
proposed improvements to the piers and the improvements suggested by the PGYC in 2010. In
addition, the plan never reached the point where it was ready for public review and input. With
the of time, new proposals and iacas have and continue to come forward. Most
recently, the PGYC is proposing to erect more permanent shelters on the western edge of the
marina basin that would potentially conflict with the master plan proposal for a continuous
perimeter walkway around the basin. For these and other reasons, it is believed timely to up-
date the plan in consultation with the Municipality, the PGYC, Seaside, area residents and other

To do so, a budget allocation of $20,000 for 2011 is requested for planning, landscape
architecture and other technical support that may be required to up -date the master plan as well
as to meetings with stakeholders and the public and incidental expenses.

Preparation of the Streetscape Master Plans for the downtown cores of Rodney and West
Lorne continues as a work -in- progress. A number of meetings have been held with the
Design Committee and we expect a further meeting with the Committee as well as
municipal staff before being in a position to present the plans to Council for its review and
input.
The master plans deal only with the public realm being those lands within the road
allowance which, in the most intensively developed areas, is the space between building
walls to building walls on opposite sides of the street and includes the sidewalks, curb
and traveled road. The public realm also includes publicly -owned lands in the downtown
core which is not part of the road allowance being the lands occupied by the Community
Complex, Fire Station and Library in West Lorne and the Library and West Elgin
Resource Centre in Rodney.
In the preparation of the plans, consideration is being given to the following:
o streetlighting
o sidewalks, boulevard and curbs
o street trees
o gateway and entrance features
a town squares and parkettes
o public art and place making features
o street furniture (e.g. benches, litter containers, bike wracks)
o overhead power and cable lines
o signage private and public
o entrances to a future trail linking the downtown cores
o maintenance needs

In preparing the plans in association with Art Lierman, Landscape Architecture, the aim is
to take better advantage of the unique qualities and elements of the downtown cores that
give Rodney and West Lorne their own distinctive identities as well as those
improvements which will create a more Favourable impassion and more enjoyment to
patrons, visitors and 'shopkeepers' alike. The improvements, in turn, should lead to
greater business activity in the downtown cores and an incentive to property owners and
their tenants to improve buildings, storefronts and signage. Greater pride in community
should also result.
We remain hopeful that the cost of improvements will be assisted by a grant from the
Ontario Ministry of Agriculture and Food under its RED program.

During recent budget discussions, Council directed that the extra fees for
covering the landfill on Mondays be discontinued.
The Mayor and Deputy Mayor met with the two local contractors who do private
garbage collections, Port Glasgow Trailer Park Manager, and the Landfill
Operator on May 12 2011.
The Port Glasgow Trailer Park Manager and the contractor advised that during
the summer months, there is a great need to pick up garage from the trailer park
after the weekend. The contractor has been picking up the garbage on Fridays
and Mondays in the summer months. It was felt that leaving the garbage on site
from the weekend to Wednesday would not be acceptable to the trailer park
residents. After discussion, it was suggested that the Trailer Park pay for the
extra charge for Monday. The other contractor will work with the Wednesday,
Friday, Saturday schedule.

In June 2010, to accommodate a local garbage pick -up contractor and garbage
from the Port Glasgow Trailer Park, the Landfill Operator was authorized to cover
garbage brought into the landfill on Mondays until October 31 It was the
understanding that this was an interim measure for 2010 and that alternate
arrangements would be made. It is necessary that any garbage being brought
on site is being covered at the end of the day.
As there is a significant amount of garbage after the long weekend, it was agreed
that the garbage from the trailer park should be taken to the landfill on Victoria
Day. It was determined that Monday garbage collection at the trailer park should
continue from July 1 to Labour Day, approximately 11 weeks at $300.00 per
week.

RECOMMENDATION:
1. That Council authorize garbage collected from the Port Glasgow
Trailer Park be taken to the landfill site on the Monday of Victoria Day
weekend, and on Mondays from July 1 to Labour Day.
2. That the cost to landfill operations for the covering of the garbage on
the above noted days be charged to the Port Glasgow Trailer Park at
the rate of $300.00 per week.

Dear Norma,
The Yacht Club currently has 4 "portable" picnic shelters erected on the north and
west sides of the Marine basin. These are tubular frames with a canvas roof, anchored in
place by "patio stones".
Over the years the weather has played havoc with the Shelters, ripping the canes
covers end bending the structures. One was totally destroyed by the weather lest fall.
The current shelter$ require the canvas roofs be removed every fall and replaced
every spring by the volunteer POYC members,
The PGYC Is proposing to replace these structures, in the same locations and
dimensions, with engineered picnic shelters that are strong enough to withstand the
weather and be aesthetically superior to the existing structures.
The new picnic shelters will be about 10 foot by 20 foot open wood structure with
an aluminum gable roof.
The shelters are designed to be movable, should relocation ever be necessary.
The structures will be bolted to weldments on the Marina seawall and 8" concrete piers,
as required by engineering standards.
We would start now and replace the 2 picnic shelters along the west end of the
basin, and the 2 on the north side of the basin in the future, as finances permit.
As with all marina improvements PGYC will fund the construction and not request
any financial assistance from the Municipality.

Consultation with Metis Communities on Official Plans
Who are the Metis?
The Metis are a distinct Aboriginal people with a unique history, culture, language and territory that
includes the waterways of Ontario, surrounds the Great Lakes and spans throughout what was known
as the Historic Northwest. The Metis people have been instrumental in shaping Canada and are
recognized as one of three Aboriginal peoples in Canada's Constitution.
What is MNO?
Established in 1993 by the will of Ontario Metis, the Metis Nation of Ontario (MNO) represents the
collective aspirations, rights and interests of Metis communities throughout Ontario. The MNO has a
democratic, province -wide governance structure.
The MNO has established bilateral and tripartite processes with the federal and provincial governments
and in November 2008, signed an Ontario -Metis Nation Framework Agreement with the Government
of Ontario. The MNO has also negotiated an accommodation agreement with the provincial
government on Metis harvesting rights.
How does the Duty to Consult apply?
As you know, the Crown's duty to consult and accommodate, in keeping with the honour of the Crown
and the promise of s. 35 of the Constitution Act, 1982, applies to the three Aboriginal peoples of Canada,
one of those being the Metis. The duty requires the Crown, or a proponent acting on behalf of the
Crown, to meaningfully consult Aboriginal peoples and accommodate their interests if a policy, project
or development might adversely affect Aboriginal rights, interests or way of life. When a municipality
makes decisions related to the traditional lands and waterways of historic, rights bearing Metis
communities, they are acting as the Crown.
When land use planning occurs in your municipal area, the local Mdtis community would like to
determine to what extent Metis rights may be impacted; how any potential impacts will be avoided;
and, in the event of projected impacts, how Metis rights will be mitigated and/or accommodated.
The MNO has created a Lands, Resources and Consultations (LRC) branch which is responsible for
coordinating consultation- related activities and providing Metis communities with the necessary
scientific and technical expertise required for effective engagement.
As a first step, the LRC Branch would ask to be provided with a copy of your municipality's land use
plan and notified of any amendments. Please ensure that the MNO is identified as an interested party
during the initial planning process.

Dear Municipality of West Elgin Staff,
Aldborough Public School Is having our Annual Fun Fair on Thursday June 2 from 5-8 pm. We or
bringing back the essence of the 1950's with a 50's style sock hop.
We will have great music, food, games and activities for ail ages. Some of the activities that we are
planning will require a few 'Celebrity Judges' and we are asking someone from Municlpafity of West
Elgin to join in the fun by participating as one of our judges.
The judges will be casting their votes for the best 1960's costume contest and for the Elvis
Impersonators contest. Judging for these events will take about 45 minutes and wilt begin at 8:30 with
the 1950's costume contest followed by the Elvis Impersonators.
I have attached the information regarding the Fun Fair, the oonteste and the time breakdown for your
consideration. We would be very happy if someone would volunteer to be a Judge for our spacial

At the May 2, 2011 regular meeting of the Council of the Town of Thessalon, the following resolution was passed:
"Whereas in an effort to maintain the peace, quiet, dignity and desirable appearance of the
municipality, the Council of the Corporation of the Town of Thessalon passed By -law
Number 1774 on March 7, 2011 to amend Schedule A of By -law Number 1592, being a
by -law to establish standards for the maintenance and occupancy of property in the Town
of Thessalon, to include the following section:
Every person shall keep every front yard free and clear of any equipment or material
relating to Renewable Energy Projects including, but not limited to, Ground and/or Pole
Mounted Solar Photovoltaic(PV)Systems, Wind Facilities or any other like equipment.
And whereas Council has received confirmation of an individual's intention to install
large ground mounted solar systems on a vacant lot in a residential area in the
municipality;
And whereas the Town of Thessalon has been advised by the Ministry of Municipal
Affairs and Housing that the Green Energy and Green Economy Act, 2009 made
amendments to the Planning Act, most notably the addition of a new section 62.0.2 which
exempts renewable energy projects from most land use planning instruments under the
Planning Act, including municipal official plans and zoning, site plan control, interim
control and holding by -laws, thus eliminating the need for a property owner proposing a
renewable energy project to seek an official plan amendment or a change to a zoning by-
law, among other matters;
And whereas Council recognizes the importance of the Green Energy and Green
Economy Act, 2009, Council is sensitive regarding the impact such installations will have
on adjacent property owners who will be in extremely close proximity to such proposed
solar systems;
Now therefore be it resolved that the Council of the Corporation of the Town of
Thessalon hereby petitions the Government of Ontario through the Minister of Energy
and Infrastructure to reconsider the provisions of the Green Energy and Green Economy
Act, 2009 and to address the provisions having regard for the negative impact created by

"Showcasing" a community is critical to its ongoing vitality. We are glad that Council
recognizes this and are delighted to be given the opportunity to develop and coordinate a
Community Expo.
It is our understanding that we will be responsible for:
Design and development of the event;
Coordination of all "day of aspects; and,
Collection and analysis of data with a follow -up report and recommendations.
Based on conversations with Mayor Wiehle, the Municipality of West Elgin will support
the Community Expo and will reimburse The Bank up to $1,500.00. This will cover
expenses for design, development and implementation of the event relevant to the
Community Expo.
The Bank has a developed expenditure control system that requires all expenditures to be
documented and approved by management before payment is issued. Each cheque issued
must be signed by two directors of The Bank. Additionally, The Bank will establish a
separate line item account (with appropriate sub accounts) to track expenditures related to
this event thereby providing the basis for thorough, detailed reporting.
