The delegation scheduled for 1:30 p.m. relating to water and garbage rates was
cancelled_ Council took some time before their lunch break to discuss the rates at
different municipalities. Also the charges for tenants and trailer park tenants were
discussed. Further research on different rates is required.

Drain.

The Clerk read correspondence received from the Lower Thames Valley Conservation
Authority.
Ms. Winter reported that the primary change was to review for cost savings. A section
at the downstream end has been changed to a concrete pipe. Upstream landowners
have cost savings as a result. Lupsor property has been removed from the watershed
area.
The Deputy Mayor asked why the fill couldn't be left on the land. Ms. Winter reported
that the landowner has requested the fill be removed.
Mr. Kieraszewicz enquired about the soil in the woodlot area. The Drainage
Superintendent noted that it could be levelled.

Mr. Kieraszewicz enquired how cost savings was allocated: Ms. Winter reported in the
same proportion as the original assessment.
Mr. Kieraszewicz noted that if construction can't occur before spring, should wait until
summer. The Drainage Superintendent noted that they would work with the landowners
to provide space for the drain.

Mr. McIntyre referred to his correspondence (#4 on agenda) requesting Council review
the present pool fencing by -law. He feels that the present by -law does not work in rural
areas.

The Mayor reported that the committee to develop a tree cutting policy has met. They
are now looking at type of trees. A report to come.
The Deputy Mayor reported that on November 2 the second part of the Age Friendly
Forum would take place; focus is on Transportation and Housing.
Councillor Aldred reported that the West Lorne Fire Department volunteers would
participate in the staff Christmas party.
Councillor Leatham reported that the Rodney Fire Department volunteers would not be
participating in the Ch ristmas party. He attended a water conference with the Water
Superintendent.
The Mayor reported that positive comments were received about West Elgin on the
Elgin County road tour. It was agreed that Furnival Road is one of the worst in the
county.

Ms. Munn reported that the Foundation has committed $120,000 to the Four Counties
Hospital this year for equipment. She thanked West Elgin Council for their financial
support of $125,000 for the CT scanner. The site director, Catherine Kerr, will be having
a presentation at the hospital for council on January 11, 2012 and February 8, 2012 on
emergency and outpatient care. The Foundation is hoping that West Elgin will consider
continuing support for this campaign.
The Mayor asked that a formal letter with a specific request be submitted for
consideration in the 2012 budget.

RE: ELGIN GROUP POLICE SERVICES BOARD
Mr. McDonald appeared before Council on behalf of Chair Gunn of the Elgin Group
Police Services Board to discuss policing costs. He reported on the rationale behind the
Board's recommendation. Number one the formula used by the OPP is currently
based on 2008 values. The OPP have presented the province with a new cost formula
that is higher and will result in higher prices such as gas. Secondly, after the wage
freeze the OPP salaries will increase by 5% and increase to 8% after two years. The
only chance we have to contain costs is to act now and the only place to cut costs is
cutting the number of constables. We have the ability to increase number of officers but
can't reduce once contract is signed. Further, with the reduction of number of
constables we will lose the Superintendent position. To go with own police force, there
are no grants.
The Mayor noted that it feels like we are going backwards. We should appeal to the
province that there should be another way to keep costs under control. Mr. McDonald
reported that the Minister has been asked to look at costs beyond the rate of inflation.

SUBJECT: MINOR VARIANCE APPLICATION A2/2011 ANNE OSSEL

The Chairman announced a Minor Variance Application of Anne Ossel, located at Part
of Lot 7, Concession VII will be considered.
The Secretary- Treasurer advised that proper notice had been given under Section 44(5)
of the Planning Act. Comments were received from Lower Thames Valley Conservation
Authority, which indicated no objections.
The Planner presented his report. It is noted that the subject lands are situated on the
south side of Downie Line east of Furniva! Road, north of the Village of Rodney and
comprise 24.8 hectares (61.2 acres). The parcel is occupied by an implement storage
shed and three grain silos and has been otherwise extensively cleared for agricultural
purposes. The lands are zoned Agricultural (A1) in the Township of Aldborough Zoning
By -law. Permitted uses include an agricultural use, bed and breakfast establishment,
home occupation, riding school, the sale of farm supplies and a single unit detached
dwelling. The sale and display of golf carts and garden tractors is not permitted. The
owner is seeking permission to continue the operation of 'Classic Carts' from the lands,
with the outdoor display of vehicles confined to a storage compound facing Downie Line.
Additional vehicles would be stored in the implement shed. The number of vehicles at
any given time stored or displayed on -site would range between 50 100 units. The
subject lands are designated `Agricultural' in the West Elgin Official Plan.

The Planner noted that the scale and nature of the proposed use goes well beyond what
a secondary use or home occupation is intended to be. The intent of the zoning by-Jaw
is to ensure that commercial uses (particularly non agriculturally related ones) permitted
in rural areas are small in scale and unobtrusive (out of sight) and that larger scale, non
agriculturally related uses are directed elsewhere. He believes that the application does
not meet the test for "minor" and recommends denial,
Mr. Machan advised that they did not realize they couldn't display golf carts in the front
of the house and was advised they were too close to the road. Then received a letter
that the property is not zoned for this use.
The Chair noted that the business has grown larger and that the municipality acts
through complaint process. The Road Superintendent was discussing the road
allowance only.
Member Aldred asked if the implement shed has capability of housing livestock? This
use would be better than that. The Planner noted that the MDS process would come
into effect. Member Aldred asked about the zoning of other properties and feels this is
not much different than those.
Member Leatham asked if they would relocate. Mr. Machan responded they would not
relocate.
Member Miller noted other commercial operations on the other corners and is
designated industrial /commercial in Official Plan. Should be rezoned to commercial.
The Planner reported that the lands are zoned Al; this property is not designated
commercial and that would require an amendment to the Official Plan.
The Planner reviewed proposed conditions. Mr. Machan noted that they display golf
carts outside during the day.
Discussion took place regarding limiting the minor variance to the existing owner or a
time Direction was given to staff to bring back appropriate conditions to the committee.

SUBJECT: REZONING 25143 TALBOT LINE (HOLLANADA FARMS)
The Mayor called the meeting to order at 10:30 a.m. The Clerk informed those present
that notice of this meeting had been given under Section 34(12) of the Planning Act by
prepaid first class mail to all assessed owners within 150 metres of the subject property
as well as provincial agencies and ministries as prescribed by regulation.
Correspondence was received from the Lower Thames Valley Conservation Authority
indicating no objections.
The proposed amendment would change the zoning of the lands lying on the south side
of Talbot Line (County Road No. 3) west of the Hamlet of Eagle from the Agricultural
(A1) Zone to a 'site- specific' Rural Residential Three (RR3 Zone and to a 'site
specific' Agricultural (A1 Zone. The amendment would also fulfill a condition imposed
by the County of Elgin Land Division Committee in granting Application for Consent
E62111 to dispose the surplus farm dwelling situated on the lands.
The lands proposed to be rezoned 'site- specific' Rural Residential Three (RR3
comprise an area of 4,499 square metres (1 ac), a frontage of 54 metres (177 ft) and a
depth of 85 metres (279 ft). The parcel is occupied by a single unit dwelling (erected
1930), shed, storage barn, outbuildings and garage. No change in use is proposed.
The 'site- specific' (i.e. RR3 zoning would permit the creation of a lot greater than the
maximum lot area requirement (4,000 sq m) of the RR3 zone. All other requirements are
capable of being satisfied. Permitted uses of the RR3 zone include a single unit
detached dwelling, home occupation and an accessory use.
The lands proposed to be rezoned 'site- specific' Agricultural (A1 comprise an area of
30.6 hectares (75.6 ac), a frontage of 94 metres (308 ft) on Talbot Line and a frontage of
165 metres (541 ft) on Graham Road. The parcel is occupied by a single unit dwelling
(erected 1993) located in a woodlot in the southerly portion of the farm, and the balance
of lands has been cleared for agricultural purposes. No change in use is proposed. The

'site- specific' (i.e. A1-#) zoning would prohibit any further dwellings on the lands as
stipulated by the PPS and the Municipality of West Elgin Official Plan.

SEPTEMBER 2011 ROADS REPORT
1. Asphalt paving was completed on Maple and Ridge Streets in West
Lorne, Victoria and Jane Streets in Rodney as well as Beattie Line.
2. Snow equipment is being made ready for the inevitable season.
3. Furnival Road shoulder excavation was begun by Elgin County and a
large portion of the excavated material is being stockpiled for our
future uses.
4. Sidewalk replacements were begun on Victoria Street in Rodney.
5 An area of sidewalk (the interlocking brick portion) along the
downtown section of Rodney required excavating due to streetlight
electrical line replacement. Discussions with our planner as well as
with our sidewalk contractor are taking place to determine the pattern
and colour in order to replace the removed blocks with stamped
concrete and to be able to have consistency when future replacements
occur.
6 A report to council concerning the hiring of temporary -part time
winter help and a new form for service requests follows.

West Elgin Recreation Report
November 10 2011
1) All of the gates at the Lawn Bowling Green were inspected. The only gate that it would
be possible to have the gate fall of was the gate located an the north side of the green, just
west of the building. Both sets of hinges were facing up, and it would be possible to have
the gate fall off given the right circumstances. The hinges have been changed so that this
will not happen again, under normal wear and tear use. The remaining gates were also
inspected and the hinges are positioned so that the gates cannot come off unless they are
tampered with.
2) The issue of si lines and visibility at the Lawn Bowling green is also in the progress
of being addressed. For some time now not only the issue of visibility but also parking
has been a challenge at the lawn bowling green area as well as the entire length of Jesse
Street due the addition of the splash pad, the skate board park and the proximity to the
soccer fields. We have also in the past received complaints from the residents living
along Jesse Street regarding people parking on their front lawns, and the EMS crews not
being able to access the park via Jesse Street. We have samewhat addressed the EMS
challenge. The general concept is to remove all of the cedar hedges along Jesse Street,
leaving the Red Maple Tree that is located close to Graham Street. Have the Hydro
relocated so that it can be placed underground, including the service to the Lawn Bowling
Building. Continue the underground service to the three new street light poles, 2 of which
are currently in need of replacement. I have discussed this proposal with Hydro One who
is currently developing a site drawing, as well as the Road Superintendent regarding
improved drainage, and visibility if the street lights are moved back.. The ultimate aim
would to be relocate the services, remove the bushes, obviously replant trees within the
park system to replace these bushes, and install construct a parking lot along almost the
entire length of Jesse Street. A more detailed plan will be provided at a future meeting
outlining the scope of the project.
3) The new tables have finally arrived at the Recreation Center and will be labelled to
indicate that they are not to be removed from the facility.
5) The concession fire system has been upgraded. The security and sound system
upgrades are well underway also and should be completed by the end of the year.

meeting date, and the inability of members to meet on that date. Despite several attempts
to reschedule the meeting date a mutually agreeable date was unattainable.

Subject: Smoking By Law Policy
Discussion:
At the October 19 2011 session of the West Elgin Recreation Committee the possibility
of developing a Smoking Policy By -Law for the Public Parks in West Elgin was
discussed. After some discussion the Recreation Committee passed a resolution asking
West Elgin Council to consider the development of a Public Spaces Smoking By -Law
Policy to control or limit the smoking around athletic and recreational facilities in
Municipal Parks. 1 have included a copy of the resolution passed by the Recreation
Corrunittee.
The Rodney Minor Soccer Association is considering implementing a policy that will
affect only their members. The Recreation Superintendent has consulted the Clerk with
respect to this matter, and as long as their policy only affects their members it is possible
feasible for them to do so. As explained to the Recreation. Committee members Council
has to pass, develop a By Law for this to be enforceable on the general public. The

Rodney Station
1) The number of incidents or responses for 2011 is down from 2010. Thus far in 2011
Rodney Station has responded to 40 incidents.
2) We will have three recruits that have already begun training and will be replacing three
current fire fighters who are set to retire resign at the end of November_
3) Rodney Station will be receiving two new 2.5 inch nozzles to replace two that were
recently damaged.
4) In 2012 Rodney Station will be changing the current training schedule. In 2012 fire
fighters will be required to attend two training sessions per month as well as additional
specialized training as required.
5) Rodney Station will be hosting two Ontario Fire College accredited courses. The first
in January, Legislation 101, and in February an Introduction to Incident Management
Systems. Both courses will be available to outside fire departments and will make great
use of our training room, As well as give our own West Elgin firefighters access to a great
cost effective training opportunity.
6) Recently Rodney Station hosted a Elgin County Mutual Aid Meeting where Constable
Troy Carlson from the OPP attended and explained seve.°a1 facets of the Highway Traffic
Act as it pertains to the operation of emergency vehicles and preservation of evidence at
emergency as well fire scenes.
7) On November 10 2011 the Chiefs of Elgin County will be meeting to discuss the 911
Dispatch Services as well as their general meeting.
8) On November 15 2011 the Chiefs as well the Administrators from the Elgin County
municipalities are invited to a meeting to discuss the recommendation from the chiefs as
well as a proposal from the City of St. Thomas, 7:00 pm at the County Building.

1.All Water sampling and required quality checks were completed as per Regs with no
water quality issues to report.
2.The Old Boys Park was closed for the season November l should discuss the
direction to take to get the sewage system in working order for next years season.
3.The engineering proposals for the Graham Rd. Watermain Replacement were received
on October 21 were reviewed and a report will be at the November 10 meeting.
4.R &R Instrumentation was back and replaced the Milltronics Level reader in the
Rodney Water Tower .It is now back online in working order.
5.With the assistance of the Roads Department we repaired the asphalt in various spots
that we had to do repairs through the year.
6.AIl work orders, locates, and other routine maintenance items were completed on time
in an orderly fashion.

OCWA Engineering Services was retained to undertake the procurement process for engineering services for the
design and contract specifications, tendering, construction administrative services, and site supervision for the
West Elgin Water Distribution System Graham Road /Maple Street Watermain Replacement. This included
preparing a Request for Proposals (RFP), answering consultants' questions via addenda, evaluating the proposal
with the evaluation team, and communicating the results to Council.
The RFP was advertised in the London Free Press on October 1, 2011. The proposals were to be submitted on
October 21, 2011 by 3 pm.
A total of five (5) proposals were received at our Toronto offices before 3 pm on October 21, 2011. Copies of the
proposals were received by the West Elgin municipal offices. The proposals received were from the following
firms:
AECOM;
Delcan Corporation;
Development Engineering (London) Limited;
More Than Engineering Consultants Inc.; and
Spriet Associates Architects and Consulting Engineers.
All five (5) consulting firms have the ability to undertake the project and submitted as per the requirements.
Therefore all of the proposals were reviewed against the following criteria:
Understanding of the project;
Methodology /work plan;
Qualifications of project personnel;
Related project experience;
Schedule;
Corporate profile;
Project costs; and
Ability and commitment to assign appropriate resources to complete the work in a timely fashion.

The proposals were reviewed independently by members of the evaluation panel (municipal staff and OCWA
staff) and assessed against the above mentioned criteria. The onus for the evaluation was to obtain the most
qualified firm to undertake the project and evaluating only the information submitted in the proposals.
There was a teleconference with the evaluation panel to discuss everyone's individual evaluations and to
determine which consultant should be awarded the project. The below information summaries the panel's
discussion.
The costs in the proposals were revised to compare similar cost scenarios. Some consultants provided costs for
geotechnical and/or survey work and other additional items, but not others. These additional costs were removed
to compare similar project costs. For example, the Request For Proposal (RFP) had asked for four (4) weeks of
site supervision and an additional cost for each extra week of site supervision. The actual weeks of construction
will be determined in conjunction with the tendering period and the award of contract for the successful
contractor. Therefore, when a consultant noted that two site inspectors were required for site inspection, the cost
was revised for only one site inspector. Most consultants had submitted that the site inspector(s) would have a 10
hour day for the 20 days (four weeks), although one consultant did not list the hours for the site inspector. With
this revision, all consultants had 200 hours for one site inspector (if hours were listed in the proposaI).
When the review panel discussed the merits of the proposals, as per their individual evaluations, the consensus
was that two firms provided a higher quality submittal. The proposals from AECOM and Spriet Associates
Architects and Consulting Engineers (Spriet) were discussed in length to determine which firm to recommend.
Both firms:
AECOM and Spriet both outlined detailed project understanding, and methodology /work plan, which included
issues of the temporary water service, approvals, locates, groundwater, etc. Spriet's proposal included both
methodology and plan outlining its most crucial elements, whereas AECOM's proposal did state their objectives
clearly but not in as much detail.
The costs for both firms had very similar costs (within $250) before the costs for geotechnical and site survey
work were removed. After removing the subconsultant work, there was a difference of approximately $17,000 for
the requested four (4) weeks of construction and the difference decreasing with increasing weeks of construction
site supervision. While it is possible for the construction work to be undertaken in 4 (four) weeks, most
consultants thought the work would be completed in eight (8) weeks to twelve (12) weeks. If there is to be eight
(8) weeks of construction, the cost difference is approximately $16,000, or a difference of about $14,500 for
twelve (12) weeks of construction.
The costs for tendering, contract administration, and the initial four (4) week inspection were fairly similar. The
difference in price is mainly due to the difference in cost for the design work. AECOM's price for design was
approximately two thirds of Spriet's cost for design. Spriet's design work included approximately ninety (90)
more hours than AECOM. The average number of hours submitted from all of the consultants for the design work
was almost halfway between AECOM and Spriet's allotment for hours. The cost difference can also be attributed
to who is undertaking the work and their cost per hour. AECOM's design work would be undertaken with staff
that have less experience and thus usually have a lower bill out rate.

It is beneficial to have extremely knowledgeable staff to undertake the work to ensure the project progresses
without any issues. When reviewing the submittals based on the above mentioned criteria, Spriet's proposal came
out on top. Therefore on a qualitative evaluation, the panel decision was to recommend that the firm of Spriet
Associates Architects and Consulting Engineers be awarded the project for West Elgin Water Distribution System
Graham Road/Maple Street Watermain Replacement.
Recommendation
The RFP requested that the project be divided into four (4) sections of design and contract specifications,
tendering, construction administrative services, and site supervision. Thus the project could be awarded in stages,
starting with the design and contract specifications work.
As Spriet is a reputable firm, we recommend that the entire project be awarded. Additionally, as they carry out
their own survey work, that amount would be included in the overall cost of the project.
It is anticipated that the construction will take more than four (4) weeks. Therefore, the recommendation is for
Spriet be awarded $96,095 for the work including four (4) weeks of construction, along with an allowance for
$4,683.75 for each additional week of construction. The actual weeks of construction will be determined based on
the schedule that will be submitted by the successful contractor.
It is anticipated that cost for the Spriet's assignment will be in the range of $96,095 (4 weeks of construction) to
$133,565 (12 weeks of construction). This amount does not include any additional costs for geotechnical work,
landscape architect /arborist, approval fees, advertisements, nor HST.

Brant County Council approved the following resolution at their meeting held on September 20, 2011:
"Whereas Ontario Regulation 282/98 of the Municipal Tax Act classifies commercial grain
elevators as an industrial use;
And whereas this classification has resulted in significant increases in property taxes for
commercial grain elevator operators, resulting in higher costs to grain farmers and the loss of
local businesses and jobs;
And whereas the 2002 Beaubien Report on Property Assessment and Classification Review
recommended that grain elevators be removed from the industrial property class and included
in the commercial class because they do not manufacture, produce or process anything;
Be it hereby resolved that the Council of the County of Brant supports the requests from the
Ontario Agri Business Association and the Grain Famers of Ontario to the Minister of Finance
and the Minister of Agriculture, Food and Rural Affairs that Ontario Regulation 282/98 (Section
6(2), Paragraph 4 of The Municipal Tax Act) be amended to reflect that "elevators used to
receive, store, clean, treat or transfer feed for livestock or grain" are removed from the
industrial property class and included in the commercial property class;
And further that a copy of this resolution be forwarded to the Ontario Federation of Agriculture,
the Rural Ontario Municipal Association and to all rural municipalities in the Province of
Ontario for their support."
As the resolution states, this matter negatively affects commercial grain elevator operations and farmers
through increased costs fordrying their grain. We request your serious consideration of this request.

Good Morning Ail,
My apologies for the email exchange rather than an in person presentation.
As an addition to the public meeting and information presented both during and following the meeting I
would again like to address the topic as you prepare to discuss the subject of Sunday Gun Hunting in
your municipality. I understand that Municipal Council intend to discuss the item on or around Nov.,l0th,
2011 and I will be travelling in Alberta for work and unable to attend personally. I would trust that Council
have had the opportunity to fully scan through the report produced by the George Morris Centre on the
economic impact of wildlife. The information provide is complete and timely and supports the decision of
the Province to work with and allow Municipalities tools to deal with the issue while being diligent in
regards to providing additional opportunities to ensure public safety on roadways within their jurisdictions.
It is clear that the Municipality of West Elgin is not free from the impacts as such.
For clarification I would like to present additional comments coming from the agency responsible for Fish
and Wildlife Management and whom work cooperative with all agencies to get a broader perspective of
the facts and reality of the situation.
When I made inquiry through email of the MNR on the situation with motor vehicle incidents and wildlife
status in West Elgin I received the following. I noted that the OPP officer in attendance of the public
meeting suggested motor vehicle collision may be declining. Here is the response from Mr. Pud Hunter,
Wildlife Biologist, MNR, Aylmer on Oct 3, 2011

2010 OPP reports [which represent a portion of the road mortalities]: Middlesex Co, 445 reports; Elgin Co,
318.
Right or wrong 763 too many road killed deer.
OPP advise of record high increases or sustained road accidents.
Also, the hunter's harvest rates fluctuate around 50% success ['think' between 48 to 53 considered
one of the highest in province
In my absence I would again ask you to consider the information included in the George Morris report and
the facts presented, I would also ask that you recognize the request of the broader community and adopt
Sunday Gun hunting like so many other municipalities have done.
Although I'm sure not the intent of Council, in effect, by denying farmers the opportunity to hunt or allow
hunting on their lands we are sending a message to farmers that they and their livelihoods are not as
important as people who take unsubstantiated or unjustifiable opposition to the concept of Sunday Gun
hunting.
In conclusion I would suggest the following
1- Adoption of Sunday Gun hunting is a relatively risk free opportunity, this municipality would not be
embarking on some new wild experiment
2- Landowners retain the right to allow or not allow sunday gun hunting
3- The municipality has the option to rescind the motion in the future if desired
4- Trespass issues are unreal and unsubstantiated excuses not to approve the adoption of sunday gun
hunting
5- Can all other municipalities who have adopted and retained Sunday Gun hunting be wrong?

Good afternoon all and my apologies for taking a couple days to follow up. It was a pleasure meeting your council and thank
you for allowing me the time taken on the floor to present our information. I have attached an electronic copy of my
presentation of which I skipped some elements for the sake of time.
Also, confirming information on livestock kills for Elgin, in 2010, 22 sheep and 1 cattle beast was killed by predation and
compensation paid amounting to $4340.00. This compares to 2009 when only 4 sheep were killed and compensation paid in the
amount of $700.00. I suspect without some form of increased hunting opportunity the problem will persist if not increase.
This by itself should be enough to consider implementing Sunday Gun hunting. Actually, it is insignificant when compared to the
grain and food crop losses which are summarized in the attached Zink htto://www.georaemorris.org/User/Doc/OSCIA
20051309.pdf to a report issued by the George Morris Center. It is fact that over the past 10 years a 20% increase in crop
loss directly related to wildlife. The provincial crop loss in 2009 exceeds 41 million dollars.
As was asked by your worship, Mayor Wiehle, would I be able to return to Council in the future if necessary, Yes, I would be
more than pleased to return to council with additional information, respond to questions, and address any concerns that might
be creating any uncertainty about the many benefits of Sunday Gun Hunting in your Municipality.

News Release
Wildlife damage on farms is significant and on the rise
Guelph (May 13, 2009) Over the last 10 years, wildlife damage costs to Ontario crops and
livestock have increased by almost 20 In fact, researchers at the George Morris Centre
believe that number is likely a conservative estimate.
In an update to the 2000 report, `Wildlife Impact Assessment for Ontario Agriculture',
commissioned by the Ontario Soil and Crop Association (OSCIA), loss rates for crops and
livestock from 1998 were revised, based on currently available data, for the period 2005
2007.
According to Al Mussell, senior research associate and lead author of the report, "our goal
was to update the work done in 2000 on the cost of wildlife damage to crops and livestock
in Ontario, based on more recent conditions. Our results showed that wildlife damage costs
had increased by about 20% since 1998, even with the exclusion of effects from new
wildlife species, and with a very compact list of field and horticultural crops impacted. We
can quantify losses of about $41 million per year, but the true value of wildlife damage is
apt to be significantly higher."
The OSCIA is hopeful these study results will encourage dialogue among policy makers.
OSCIA president Murray Cochrane stresses the importance of establishing wildlife damage
prevention measures and compensation packages for Ontario farmers. "There are some
good opportunities now available to producers that provide reasonable cost share for
implementing measures to control problems. However, it is clear that more needs to be
done to assist those who are experiencing significant and frequent crop and livestock
losses attributed to wildlife. Meaningful solutions can surely be found if all parties agree to
work together says Cochrane.
The updated study includes options for mitigating losses due to wildlife damage, and
concludes that wildlife damage and the attempts to prevent it affect farmers, taxpayers,
consumers and wildlife conservation groups alike. Therefore, the responsibility for
assessing costs and determining solutions should be shared by farm organizations, wildlife
conservation groups and government.

Guest Speaker Steve Evans, Manager of Planning, Elgin County. Topic new Elgin
County Official Plan
Opened with an apology for the lack of notice of open houses. Made arrangements for
tonight to compensate. Working on the research phase. Draft plan is yet to come. Steve
hired Jan 2010, and this is the first attempt. Also doing double duty with Middlesex
County. This fall, they hope to have a draft plan available for review, with subsequent
approvals etc by the end of 2012. Should be achievable if there are no appeals.
Presented a Powerpoint presentation, explaining the concept of a plan. Studied six main
topic areas detailed reports are available online through the County website.
1) Agriculture one of the mainstays, farms will increase in size, but populations
will continue to drop. Will protect agricultural land, and value added businesses.
2) Cultural Heritage urban rural design Maintain the design flavor of our rural
communities.
3) Economic Development Tourism Needs more work to enhance local assets.
All local access points to Lake Erie need to be given attention.
4) Population, employment Housing Studies show an increase is anticipated,
but growth will be slow. Retirement age group is expanding. Shift is expected in
employment to service from manufacturing. Housing needs are likely to change
to accommodate the aging population.
5) Natural heritage, hazards, water needs protection to ensure the safety of water
wells.
6) Transportation, Servicing, Waste Management Adjacent to Ontario's Main
Street the 401. Enhance areas along the highway to attract business. Need to
ensure that local infrastructure for sewer water service to all areas. Toronto's
purchase of Greenlane is actually seen as a benefit.

Presented a draft map major settlement areas shown in purple, lighter purple areas
have partial services, and could be developed quicker than subserviced areas. Hamlets
are going to be even more restricted. Red areas around Dutton are wetlands.
West Elgin plan is currently under appeal, topic is the area around Port Glasgow.
Need to establish goals objectives. Policies are preferred courses of action to achieve
a goal or objective.
Ed Markham asked about strategy County did not start with a strategic plan, but is
using these sessions to develop a "community" strategy. Public participation did occur in
the form of a volunteer committee, and they are trying to include that input.
Some specific issues and suggestions were made. Community improvement plans may
be enhanced by the new effort. A cultural (historical) asset map is available on the
County website. A local economic development committee has been developed with the
assistance of EBRC. County plan will stand if there is disagreement with a local plan,
but the County plan is written in a very general manner.

Business arising from previous meeting Discussion with Hort clubs, they used to
attend, but they saw little value in attending. Active participation does help the Chamber
maintain contact with the community. Keith offered to attend the next Hort club meeting
to try to address the condition personally.

Treasurer: Receipts of $7519.76, expenditures of $7221.12, net income of $298.64.
Bank balance is $3218.17. Require information regarding the budget for the AGM.
Forecast the current membership level for budget purposes. After discussion of budget
issues, the report was accepted as presented.
Membership: Ed wants a change of plans and get a list of the businesses and do a
mail out to obtain additional members. Grace volunteered to write an article to convince
people of the value of Chamber membership. She may even be able to coordinate a
mail -out. Grace suggests we pool our resources to canvas businesses in the area for
membership and participation in the new event. Keith asked Ed Grace to work
together. Tasked with spending from the current budget.
Welcoming Committee: Not present. Norm has some information he will deliver to
Pam.
Tourism Economic Development: Home for Christmas event being planned.
Planning meeting set up for this Thursday. CCC battle of the bands winners have
proceeded to another competition, and now have earned a contract with Mercury
Records, and are touring with the Oakridge Boys.
Business After 5: No report. Committee encouraged to develop another event. Robert
suggested an event at the hub.
Community Improvement: Streetscape presentation has not yet been made to
Council.
Website Committee: Checking on the cost of PayPal, and investigating reported
problems with e-mail.
Other Business:
1) Arrangements for AGM 4 Oct Discussion regarding the arrangements
Wendie moved and seconded by Irene that the event be investigated by the
Executive to book the Legion Halls) and firm up the arrangements for publication
and advertising purposes. Motion Carried. Guest Speaker could pick up on the
scam victim in conjunction with the OPP. Wendie Dupuis also had a suggestion,
and will follow it up and forward to Keith. Grace suggested we coordinate the
membership drive with the AGM speaker. May be able to utilize a resource from
the Elgin BRC. Executive to source a motivational or OCC speaker by
consensus.
2) Life- Ramp it Up presentation by the Arts Cookery Bank on 22 Oct 2011.
Trying to coordinate to ensure interactive displays for participants.
3) Input from Nicole Hibbs expressed concern with problems she experienced
with attempting to become a member she has not received return messages
phone calls, despite several attempts to make contact. PayPal payment may
make life simpler.
4) Every weekend in September we have special events which are drawing people
into the community and we need to make them welcome. Businesses need to be
aware of the traffic being generated by these attractions.
5) Customer Service Accessibility awareness needs to be done by 31 Dec 2011.
Lakewood is willing to be a site for hosting training, if there is sufficient interest.
Businesses need to be able to show evidence of training. Likely to be held on a
Thursday evening. Picking 13 Oct as a potential date, to be confirmed later.

4) Fire System: There will be estimates available at the next session. The challenge is
how to connect the fire suppression system in the concession into the existing fire alarm
system with out having to install great amounts of wiring and incurring higher costs.
5) Sound System: The representatives from additional sound companies will be here this
week and additional quotes will be available.

Item 7 New Business:
1) The Recreation Superintendent indicated to the Arena Board that the Ice Resurfacer is
nearing the end of its life cycle. The existing machine is 30 years old and is in need of
replacement. The Recreation Superintendent will acquire more information and present
some facts to the Arena Board. Once we have some concrete information a letter will be
sent to Councils reflecting the proposed Capital Purchase.

This regular session of the West Elgin Recreation Committee was called to order at 7 pm

2) Dance: Members discussed hosting a dance on October 29
October 29 2011 for youth ages 15 -18

Dance to run from 9pm- 12.
Discussion was held regarding hosting the dance in Dutton as opposed to Rodney.
Member Jackie Clayworth is to look not this possibility. Recreation Superintendent is to
determine if this is feasible.
Item 5 Correspondence;
1) Blue Flag Grant: The Recreation Superintendent reported that he has received
correspondence from the Blue Flag Grant people and they have indicated that we did not
receive the grant for improvements to the beach area.
Item 6 New Business:
1) Meeting Date: There is concern regarding he existing meeting date, and the ability of
some members to make it on the existing date. After some discussion it was decided to
discuss this matter at the next regular session when the councillors are here and possibly

more members. Currently the By Law states that the meeting date will be the third
Wednesday of the Month. The Committee did agree to start the meetings at 7:30 pm and
to resume holding them at the Recreation Center.
2) Olde Jail: Member Gerry Scafe indicated that the Recreation could bring in some dirt
and grass seed to repair the area in front of the jail.

2.0 7:05 Defining Economic Development /Community Economic Development (30 minutes)
2.1 create /support growth, activities leading to prosperity to individuals and commercial growth, be
open to innovation, talent and creative economy /not just smoke stacks, planned activities and
creating opportunities that bring dollars in to the community
2.2 Job Growth, population growth, availability of housing, maintenance of existing business, grow
new business, maintenance of existing serves (schools and medical)
2.3 Population stick together as a whole, engage community buy -in
2.4 growth created and planned in a way that will allow short term and long term prosperity
