January 11, 2011 MinutesCOUNTY COUNCIL Tuesday, January 11, 2011 The Elgin County Council met this day at the Administration Building, 450 Sunset Drive, St. Thomas, at 9:02 a.m. with all members present. Warden Mennill in the Chair. DISCLOSURE OF PECUNIARY INTEREST AND THE GENERAL NATURE THEREOF — None. Moved by Councillor Walters Seconded by Councillor McIntyre THAT we do now move into Committee Of The Whole Council. - Carried. REPORTS OMPF Funding Announcement — Director of Financial Services The report outlines the recent announcement by the provincial government regarding the Ontario Municipal Partnership Fund (OMPF) and that the county will experience a loss in funding of $180,000 and that a further $513,000 reduction will occur in 2012. Moved by Councillor Wiehle Seconded by Councillor Couckuyt THAT the report titled "OMPF Funding Announcement" dated December 20, 2010 be received and filed; and, THAT a letter of thanks be written to Ministers Duncan and Bartolucci for the OMPF funding levels being provided. - Carried. Land Division Committee Appointments — Administrative Services Coordinator Nominations of persons to sit on the County's Land Division Committee have been received for Council's consideration. Moved by Councillor Walters Seconded by Councillor McIntyre THAT the report "Land Division Committee Appointments" be deferred until further discussion during the review of the County's policies report. - Carried. Compensation Review of Council and Outside Boards - Director of Human Resources Staff was directed to ensure a compensation review was undertaken of Council and outside boards once every term of council. Moved by Councillor Wiehle Seconded by Councillor McWilliam THAT staff be directed to conduct a salary and benefit survey for Council and outside boards and report back prior to the 2011 budget deliberations. - Carried. County Council 2 January 11, 2011 Review of Council Policies — Chief Administrative Officer The Chief Administrative Officer presented policies to council for its review. Moved by Councillor Wiehle Seconded by Councillor Marr THAT the Corporation of the County of Elgin accept the policy changes as amended. - Carried. Council recessed at 10:30 a.m. and reconvened at 10:40 a.m. Land Division Committee Appointments — Administrative Services Coordinator Moved by Councillor Walters Seconded by Councillor Ens THAT the following be appointed to the Elgin County Land Division Committee for the term January 1, 2011 to December 31, 2014: Mr. Graham Warwick (West Elgin - Dutton/Dunwich appointee); Ms. Bonnie Vowel (Dutton/Dunwich - Southwold appointee); Mr. Stan Lidster (Southwold - Central Elgin appointee); Ms. Kathleen Schaper (Malahide — Aylmer - Central Elgin appointee); Mr. Brent Stewart (Bayham - Malahide appointee); and, THAT the necessary by-law be prepared. - Carried. CORRESPONDENCE Items for Consideration 1. Roberta Gillard, Secretary-Administrator, Elgin Federation of Agriculture with an invitation to Council to the Annual Banquet and Awards Presentations. 2. Letter from St. Thomas Elgin General Hospital President and CEO Paul Collins regarding support for the hospital rebuilding program and including a template for a letter to Ontario Health and Long Term Care Minister, the Honourable Deb Matthews. The following recommendation was adopted in regard to Correspondence Item #1: Moved by Councillor McIntyre Seconded by Councillor Marr THAT the Corporation of the County of Elgin be a Gold Table Sponsor for the annual banquet and purchase eight tickets. - Carried. The following recommendation was adopted in regard to Correspondence Item #2: Moved by Councillor McIntyre Seconded by Councillor Ens THAT the Corporation of the County of Elgin support the St. Thomas Elgin General Hospital's rebuilding campaign, and forward a letter of support to the Honourable Deb Matthews; and, THAT the County request partner municipalities endorse the letter. - Carried. County Council Items for Information 3 January 11, 2011 1. Melanie Knapp, Administrative Clerk, City of St. Thomas, with information regarding the 2011 Dispute Resolution Committee appointments. - Carried. VISIONING EXERCISE Transportation and Facility Assets — Director/Deputy Director of Engineering Services The staff gave a Power Point presentation on transportation and facility assets. Kevin Englehart, the county's new Quality Assurance Supervisor/Emergency Management Coordinator, was introduced to Council. Moved by Councillor Jenkins Seconded by Councillor Marr THAT the presentation titled "Transportation and Facility Assets" be received and filed. - Carried. Visioning Session Financials 2011 — Director of Financial Services The director gave a Power Point presentation for the visioning session, starting out the annual budget process. Moved by Councillor Wiehle Seconded by Councillor Marr THAT the presentation titled "Visioning Session Financials 2011" be received and filed. - Carried. Council recessed at 11:45 a.m. and reconvened at 12:40 p.m. Results of Council Survey for Visioning Session — Chief Administrative Officer The Chief Administrative Officer presented the results of the survey completed by county councillors. Moved by Councillor Mc William Seconded by Councillor Walters THAT Council approve the survey summary, and direct staff to develop a reference document and, where applicable, an action plan to assist Council in achieving its priorities throughout its term. - Carried.
