Their preferred option is to expand the existing seasonal park to include more overnight sites for cycling and motorcycling travellers and larger sites In addition, they are proposing rental cabins. She noted that cycle/cart pathways for the area needs to be included in the study. A concept plan for the property was presented. DISPOSITION: Carried DELEGATION: DELANG COLLIER, CERTIFIED SOLAR Mr. Collier reported that their company is a leader in microFit projects and have engineers on staff to evaluate all projects. He reported that there are automatic shut- offs which kill the AC power and therefore no power is being converted from DC to AC. On a flat roof the panels are 5 feet from the edge and 4 feet between each one. On a sloped roof the panels are bolted into a racking system. What happens when power goes out? He thought that Hydro One would notify their office and then they would shut down the system. DELEGATION: TOM MCLARTY RE: POULTRY CLAIM The Administrator outlined the nature of the claims requested and that the payment of the claim was being recommended. Mr. McLarty spoke to Council about the process that was followed for his recent poultry kills. The Administrator reported that if OMAFRA would not reimburse the municipality for these claims, the claims would be funded through the municipal dog tags revenue. SUBJECT: POULTRY CLAIM RES. NO. 28 Moved by Leatham Seconded by Miller WHEREAS Kozdras Family Farm (the "Applicant") proposes to construct and operate a rooftop solar project (the"Project") at 24232 Silver Clay Line (the"Lands") in the Municipality of West Elgin under the Province's FIT Program; AND WHEREAS the Applicant has requested that Council of the Municipality of West Elgin indicate by resolution Council's support for the construction and operation of the Project on the Property; AND WHEREAS, pursuant to the rules governing the FIT Program (the "FIT Rules"),Applications whose Projects receive the formal support of Local Municipalities will be awarded Priority Points, which may result in the Applicant being offered a FIT Contract prior to other persons applying for FIT Contracts. NOW THEREFORE BE IT RESOLVED THAT Council of the Municipality of West Elgin supports without reservation the construction and operation of the project on the Lands. Permitted uses of the RR zone include a single unit detached dwelling, home occupation and an accessory use. The lands proposed to be rezoned 'site-specific' Agricultural (A14) comprise an area of 38.9 hectares (96.2 ac) and a frontage of 137 metres (449 ft) on Queens Line (County Road No. 104) and 290 metres (951 ft) on Downie Line. The parcel is occupied by a small shed and a silo. The lands have been cleared for agricultural purposes, with the exception of a woodlot located in the northerly portion of the farm. The nets have been ordered, however will not be installed until 2013. 2. Rodney Fair: The 2012 Edition of the Rodney Fair has concluded with very few problems that were facility relater as far as I know. The new Tractor Pull track performed well. 3. The Pool as well as all of the outdoor washroom facilities has been winterized. The only item left to a winterized is the Splash Pad in Miller Park, and the irrigation water lines. 4. The Arena continues to operate, all of the winter programs have started including public skating, tots and adult skating. 6. Recreation Center: The flower bed was completed just in time for the fair, there have been some parking lot spots painted in the parking lot and this should be completed before the winter sets in. 6. The Horse Track: After the fair and the Tractor Pull the track horse track required some repairs and these are ongoing, the Road Department is making these repairs as time permits. 7. Vandalism: The Skate Park, the Washrooms, as well as the Splash Pad in Miller Park were subject to vandalism, in as much as they were spray painted with various things. They were damaged to the extent that we had to bring in an outside company to clean them off. The Company was in Miller Park on Wednesday October 4 2012 and cleaned off all of our facilities. 8. Complaints: The Recreation Superintendent has received complaints from local residents regarding the conduct of people using Miller Park, mostly after hours. The remaining valve's installed on Furnival Road in 1992 are being checked for possibility of pre-mature failure. • A meeting was held at the West Elgin Treatment Plant on October 4, 2012 with Ministry of Environment (MOE), Ontario Clean Water Agency (OCWA), Elgin County Health Unit, Municipality of West Elgin, Municipality of Southwest Middlesex, Municipality of Dutton-Dunwich. Village of Newbury and Municipality of Chatham-Kent to review the coloured water of Labour Day Weekend and September 9, 2012. The preliminary information was the colour in the water was due to magnesium caused from the flip of the lake (due to lack of Oxygen). Future information will be presented at the Tri-County Water Management meeting as more research is done. • The water main flushing program will be completed this fall. INTRODUCTION: On August 16th, 2012, the Government of Ontario launched the Municipal Infrastructure Investment (M13) and announced funding of $60 million over the next three years to small and rural municipalities. Up to $9 million will be used immediately to help municipalities prepare their asset management plans, while approximately $17 million per year will be used to address critical projects identified in the finalized plans. DISCUSSION: The Municipality of West Elgin has completed inventory of the assets of the municipality in compliance with the PSAB rules for financial statement presentation. The municipality as well has completed a financial plan for the Water System to be compliant with DQWMS of the Safe Drinking Water Act requirements. The municipality has started the mapping of the following asset classes: • Water (incl. hydrants) • Storm Sewers • Sanitary Sewers • Roads • Road signs • GPS'd Curb Stops • Streetlights • Bridges/culverts The next step would to develop an overall Asset Management Plan for the Municipality of West Elgin. I have attached a summary of the benefits of a quality Asset Management Program produced by the Ministry of Infrastructure, along with a news release from AMO on Infrastructure Funding Priorities to the Federal Government. It is believed that an Asset Management Plan will be a requirement for future grant funding application submissions. The qualifications for this grant application includes: • Lower-tier municipalities with infrastructure assets and populations under 20,000 • Upper and Single-tier municipalities with infrastructure assets and populations under 50,000 • LSB's with water and/or wastewater systems • Municipality must have submitted their 2011 Financial Information Return to the Ministry of Municipal Affairs and Housing by October 22, 2012 The Municipality of West Elgin qualifies for applying for the Asset Management Expression of Interest. There is no matching requirement by the municipality for this part of the funding and it is expected that the minimum grant will be $23,000. These include: • A long term, ideally at least ten-year, program; • Funding allocations by province based on population and economic importance; • Dedicated portion of the funds to be directly for municipal infrastructure reflecting the fact that municipal governments are owners of the greatest portion of public infrastructure; and • Eligibility of all local priorities determined by municipal councils through long term municipal asset management planning. In approving the submission, HMO's Board noted the critical importance of municipal infrastructure as the foundation for economic and social development, environmental protection and quality of life and passed a resolution that articulates municipal priorities. This resolution is appended below and local councils are encouraged to support it or use it as a basis for their own resolutions to the federal and provincial governments. The submission will be provided to the federal government and posted to the AMO website in the near future. Resolution — Federal Long-Term Infrastructure Plan Whereas municipalities in Ontario are responsible for the majority of infrastructure in the province and that infrastructure is an investment in the economic, social and cultural development and the environmental protection of our communities; and Whereas the Government of Canada is developing a new Long Term Infrastructure Plan for federal support for infrastructure in Canada; and Whereas, despite increased investment in municipal infrastructure by municipal, provincial and federal orders of government in recent years, Ontario's municipalities still have a significant infrastructure deficit. Now, therefore, the Board of the Association of Municipalities of Ontario resolves that: Any new federal infrastructure support program must be long-term in its scope and horizon, ideally at least ten years, to help infrastructure investment partners tackle our significant infrastructure needs; and Page 2 of 2 That Ontario, as Canada's most populous province, should be allocated infrastructure support under any new federal infrastructure support commensurate with its population and economic importance; and That any new federal infrastructure support program must recognize the number and variety of infrastructure systems owned, managed and operated by municipalities in Ontario and the critical supports these provide to local communities and economies by providing for an exclusive municipal allocation in any new federal infrastructure support program; and That the priorities of local governments in Ontario, as defined by their long-term municipal asset management plans, must be recognized and eligible for direct federal support under any new federal infrastructure support program; and That those municipalities that have or will have comprehensive asset management plans in place at the time the Federal program is in effect should be considered immediately eligible for any new infrastructure program funding from the federal government. As with any long- term initiative that affects a community, it is important to build support early in the planning process and keep stakeholders informed and engaged throughout the development of the plan. Some of the engineering and financial terminology used in asset management planning can be technical in nature. It is best to avoid jargon and instead use plain language for communicating goals and performance. Benefits of Asset Management Communicating the benefits of asset management planning is a key part of building support for its implementation. The following list contains a range of messages that can be used to help make the case for asset management planning to various stakeholder groups: It builds on existing activities: While developing a detailed asset management plan may be a new process for some municipalities, the foundation for asset management planning is already in place for most. Asset management planning builds on activities that municipalities are already undertaking, such as: recording information on tangible capital assets as part of financial reporting; tracking performance measures as part of the Municipal Performance Measurement Program; and planning for the sustainability of water systems. • Asset management pays for itself. The incremental costs involved in moving towards detailed asset management planning are generally offset by the savings that are realized through optimizing investments (e,g. undertaking preventive maintenance at the right time to defer the need for costly reconstruction) and better managing risk. • Improves decision-making: Asset management planning can be used to provide decision makers with objective, evidence-based advice regarding resource allocations. It is easier to make informed decisions when all costs have been factored into the evaluation of options. This can help streamline decision-making at budget time. • Reduces risks: Good asset management practices reduce risks by identifying issues and allowing for early intervention, particularly for core assets that affect the health and safety of the public. • Required for future provincial funding: Municipalities will need to demonstrate that they are undertaking asset management planning - and that their grant requests are supported by their plan - in order to access provincial funding for infrastructure. Planning also helps ensure that limited public resources are directed to the most critical needs. • Improves public confidence: A transparent, publicly communicated asset management plan provides greater accountability by demonstrating that public money is being invested responsibly and by showing that results are being achieved. The development of a plan also provides an opportunity for the community to have an open discussion about its needs and priorities, and about service level expectations. Communication Tips The following can contribute to a successful communications strategy that builds support for asset management planning among stakeholders: • Municipal website: Municipal websites provide an excellent forum for sharing information with the public. A municipality can use this tool to share its asset management plan with its citizens, and fn dic,nie, tha gtatP of the rnmmimitv's infrastructure. Materials should be undated reaularly in Ministry of Infrastructure Page 2 of 2 order to keep the public informed of how the plan is performing against established goals. The website can also be used to solicit input from stakeholders, and to inform citizens of construction projects or upcoming events. • Municipal internal communications: If a municipality has internal forums such as an intranet page for its staff, a section of this resource could be dedicated to asset management planning. This would facilitate collaboration between different disciplines (such as engineering and finance) by ensuring that documents are made available across various departments. • Consultations: Public consultations can be an effective tool for engaging the public in the development of plans, particularly related to expected levels of service and performance measures. • Orientation and training: Basic information about asset management could be included in orientation or training materials that are provided to new councilors and staff. Holding workshops on asset management planning can be helpful, particularly in advance of the annual budgeting process. Taking staff and councilors on a tour of key infrastructure sites can also promote a better understanding of the infrastructure needs throughout the community. • Visual aids: Photographs are a useful tool to add to asset management plans and presentations. They serve as an effective way to demonstrate the condition of infrastructure. As plans can be data intensive, charts and illustrations are effective for providing high-level summary information in a more understandable and intuitive form for various audiences. This tool was designed to assist Ontario municipalities in developing and/or refining detailed asset management plans. It is not an exhaustive treatment of the topic. Municipalities are responsible for tailoring their asset management planning practices to their unique needs and for seeking appropriate professional advice. Delivering a reliable watering system to various plantings proved critical to successfully showcasing the village in its best light. Despite the long and hot summer weather the flowers beds and hanging baskets stood up well and provided a healthy and colourful display throughout the summer. We were very proud of the work performed by the students along with the help of the Parks and Recreation staff. We were particularly impressed with the planning and creation of raised flowerbeds at the Rodney Recreation Centre. The planting of shrubs, trees and flowers into these beds prior to the Rodney Fair helped elevate the status and success of the Fall Fair. This enhancement of the property will bring pleasure for visitors and users of the complex for years to come. Volunteers of the Horticultural Society are proud of the village of Rodney and work hard at keeping the streets, buildings and park areas as attractive and pleasant looking as possible. The system as it exists now has, on too many occasions, completely disregarded the ability of taxpayers to pay for wage increases. I know your Council is well aware of the problem. So are your colleagues in Windsor who have been waiting since 2006 for a final decision on their negotiations with firefighters. In the meantime, the arbitrator awarded the firefighters' union a $7.3 million "interim" wage increase of nearly 13%. While wages continue to rise in Windsor, the population and industrial base are shrinking and the tax base is collapsing. Owen Sound also experiences the burden of the current arbitration system. Only recently was Council able to sign a fire contract that dated back to 2009 and expired in 2011. In that decision, Owen Sound firefighters received a total wage hike of more than 10 per cent. Council is now preparing for a new round of contract talks with both police and firefighters. To fix the problem — and to keep rogue arbitrators in line — MPP Wilson has introduced the Ability to Pay Act. This bill would require arbitrators to consider specific local economic and budgetary criteria and explain in writing how these objective criteria affected their decision. The bill means that arbitrators would not be allowed to use future tax increases to justify ability to pay. It would also require panels of three independent arbitrators to settle arbitration cases for broader public sector union contracts within a tight timeline of three months. The panels would be chosen from a roster approved by the Minister of Labour. The legislation would also create a wage division using existing resources within the Ministry of Finance called the Ability to Pay Division. The department would collect and publish comparative data on compensation, as well as proactively disclose all arbitration awards. /2 Despite repeated calls from mayors and other public sector employers the Liberals haven't fixed the problem. We know that taxpayers do not have deep pockets. In fact, more often these days, they are empty pockets. Economic growth has been slow and communities are strapped for cash. To that end, I would ask that you review the enclosed legislation and consider drafting a resolution to send to the Liberals and NDP to encourage them to step up for taxpayers, help municipalities, and get this bill passed when it is debated on October 4. My question is why you are not pursuing a study or at least some input from a relevant ministry that handles these matters. I would not agree that these lands that were donated to the municipality,would even be considered to be sold without the proper investigation into the habitat that is on them_ it would be foolish to see council sell these lands only to find that they are undevelopable due to endangered species act, Gard and Grace Havens were my grandparents,which I would like to remind you again,gave those lands to the municipality for the just having their last name ppt on a sign. The least you can do is ensure that you follow your own Official Plan Section 3 under environmental concerns. That staff work with the Ontario Society for the Prevention of Cruelty to Animals Investigation Unit on a continual basis to determine if any information exists related to the existence of kitten and puppy mills in Mississauga; and, that staff take appropriate enforcement action with local pet shops in Mississauga if these issues are uncovered. 4. Pool Report:The Recreation Superintendent will ask Shelley Smith for a written report regarding Pool Programs for the next meeting and invite Shelly to attend the October 2012 meeting to discuss the report. 3. Turkey Toss:The members discussed a Turkey Toss event to be held at the Santa Claus Parades in both West Lorne and Rodney.The concept involves tossing a rubber turkey; the person who tosses the turkey the furthest will win a cash voucher from the local grocery store. -2- The age groups as determined by the Committee will be, 5 — 10, 11- 15, 16 plus, and 60 plus, The prizes will be for first place: $ 25.00, for second place $ 15.00, and for third place In each category. 4. Blacks Large Trail: member Norm Miller presented a proposal regarding the acquisition of CSX Rail property (Thompsons) from Blacks Lane to Furnival Road. CARRIED. Item#5 Business Arising from the Minutes: 1. Resurfacer Purchase: the Recreation Superintendent received two quotes for the replacement of the resurfacer. An estimate from Resurfice Corp. In the amount of$ 77,088.00, and Zamboni Corporation for 73,349.20 both are plus applicable taxes. The Recreation Superintendent explained the size difference and the construction difference between the two machines and indicated that his recommendation would be to purchase the Zamboni Machine. Discussion ensued which resulted in the passing of the following resolution: Moved By: Bob Purcell Seconded By: Dug Aldred The West Elgin Arena Board resolves that the Recreation Superinte4ndent be authorized to purchase the Gas Powered Zamboni 445 from Zamboni Company Ltd. For the Purchase price of $ 73,349.20 plus applicable taxes. CARRIED The Recreation Superintendent indicated that the machine probably will not arrive in 2022, but early in 2013. 2. Joint Council Meeting: Member Purcell indicated that West Elgin and Dutton Dunwich Municipal Councils had arranged a joint meeting for the 13`}'of September, to discuss the Soiar Power project for the West Elgin Arena. However that meeting had to be re-scheduled and a new date has not been set as of this meeting date. -2- Items#6 Correspondence: There was no correspondence presented at this session. Item#7 New Business: 1. Seasonal Staff: Discussion ensued regarding the hiring of seasonal staff for the arena. That his pay rate be consistent with the current wage bylaw for the Municipality of West Elgin.
