o There was a really good response from the community. There were 850 survey responses gathered. Similar surveys
conducted in other areas have had much lower response rates.

• Once population was factored in St.Thomas, Aylmer, West Elgin and Central Elgin had the highest proportion of
respondents.The lowest response was in the Township of Bayham. Bayham's results should be interpreted with
caution due to the small numbers.
• Residents between the ages of 26-54 were most likely to complete the survey. 32%of respondents were between
the ages of 26-40 and 23%of respondents were between the ages of 41-54.

• This graph compares the demographics of our community to the demographics of survey respondents. Youth and
seniors were under-represented in survey responses and 26-40 year olds were overrepresented. However when
looking at the data for individual municipalities it is important to note that Aylmer had an overrepresentation of
respondents under the age of 18 with 37% of respondents under the age of 18 compared to 25.3% in the Census.

respondents were between the age of 26 and 65.

o Respondents from all ages cycle, walk, and hike. Respondents over the age of 40 do not tend to jog .

an additional 40 feet which he has been cutting the grass. Mr. Neves wishes to
purchase 240 feet deep to the rear of the lot. Her brother wishes to buy the balance
from the estate and this would help him financially to do this.
Councillor Leatham noted that the land is all wood and wetland and they are not taking
any land out of agriculture.
The Planner noted that adding 40 foot piece and portion at back that Mr. Neves has
landscaped would be justifiable.

Mr. Hogan explained that Entegrus was formally Chatham-Kent Energy and includes
Middlesex Hydro, Dutton/Dunwich and Newbury, They are in the transmission business
and look to renewable energy. The province has suggested another line west of London
may be needed in the future,

Mr. Matesic explained that the first transmission line is from Tilbury to Highway 40.
Chatham-Kent is planning a trail and waterline. They have met with Dutton/Dunwich
and they have requested road crossing, sidings and easements. They want to work with
communities and interested in partnering for trails. They have met with some of the
farmers that have drainage tiles and crossing rights over the former railway and are
entering into agreements with them.
They are not planning to put up any perimeter fencing and feel they have no obligation
for fencing a hydro corridor. He suggested that a Trails Association be set up, who
would be responsible for insurance and liability for the trail. An easement would be
established for the trail.

SUBJECT: MINOR VARIANCE APPLICATION A-212012—NORMAN A. MILLER

Chairman Wiehle called the meeting to order at 2:00 p.m. to discuss the Minor Variance
Application of Norman Miller, at 22764 Gray Line, Municipality of West Elgin.
The Secretary/Treasurer advised that proper notice had been given under Section 44(5)
of the Planning Act and a response was received from the Lower Thames Valley
Conservation Authority, that they had no objections to the variance proposed.
Correspondence was also received from Norman Miller which was read to those in
attendance.
The Planner presented his report. The subject lands are situated on the north side of
Gray Line west of Mistele Road being part of Lot 9, Concession XIII (refer attached key
map). The lands have an area of 20.2 hectares (50 acres), a depth of 729 metres(2,390
ft) and a frontage of 284.3 metres (933 ft)on Gray Line. The parcel is occupied four
small buildings situated near the rear of the parcel and is otherwise extensively forested.
The owner purchased the lands in 1992.
The lands are zoned Agricultural (A1) in the Township of Aldborough Zoning By-law.
Permitted uses include an agricultural use, forestry use, secondary farm occupation,
single unit detached dwelling, home occupation, riding school and accessory living
quarters for seasonal farm help.
The four buildings comprise, as described by the owner:
a) a shed (circa 2008) used for the storage of agricultural/forestry/silvaculture
equipment;
b) a building (circa 1993) used for the storage of agricultural/forestry/silvaculture
tools and equipment and as a weather shelter for people engaged in work related
to the uses on the property;
C) a wood constructed building (circa 2009) used as to accommodate seasonal
workers;
d) a building (circa 1993) used as an outhouse.
The owner is seeking permission to legally use the 6.1 m x 6.1 m (20 ft x 20 ft)wood
constructed building described in part c)above for the purposes of a shelter for
temporary farm help engaged in forestry. Relief is required insofar as accessory living
quarters are permitted only in cases for seasonal farm help accessory to an agricultural
use. In this instance, the accessory living quarters would be accessory to a"forestry
use"and, therefore, are not permitted as-of-right. The variance, if granted, would be

subject to such conditions as the Committee of Adjustment deems necessary or
reasonable in the circumstances.
The subject lands are designated 'Agricultural' in the West Elgin Official Plan. The
granting of minor variances is permitted in accordance with Section 10.5.7 of the Official
Plan.
The Planner further noted that accessory living quarters is allowed for farm help that is
accessory to an agricultural use.
Councillor Leatham noted that he didn't think a minor variance was necessary. He
referred to the Official Plan. The Planner noted that the Chief Building Official is
governed by the zoning by-law, not the Official Plan. Zoning is a black and white
planning instrument.
Councillor Aldred noted that the issue is the owner didn't get a building permit. The
Planner reiterated his position that in the zoning by-law accessory living quarters is
permitted in an agricultural zone. The particular term in the by-law is forestry which is
not referenced in "accessory living quarters". The Administrator noted that based on the
planner's professional opinion the CBO cannot issue a building permit without the minor
variance.

BACKGROUND:
1. Early December was warm enough weather that gravel roads were able to
be scraped and graded.
2. Catchbasins were cleaned in West Lorne while the hydro-vac truck was in
town working on the West Lorne complex drain.
3. Roadside cutting of shrubs, bushes and trees encroaching onto the
roadways using the tractor and arm mower continued.
4. The new truck # 11 was received and outfitted with emergency lights and
plow equipment and is now ready for service.
5. The later part of December saw our first snowfall requiring all hands on
deck on various occasions around the Christmas holidays.
6. Repairs to truck # 9 (that plows the villages) had to be made as it was not
doing a very good job of removing snow from streets this caused a delay
in snow removal which had to be carried out when highway plows were
freed up.
7. Windrows of snow along curbs and sidewalks in villages were removed
DISCUSSION: Future work will include the following
1. More dead and dying trees to be removed.
2. Revamping of material storage in the roads garage.
3. Stay prepared for future winter events.

1. The Horse Track: The necessary repairs have been made to the Horse
Track at the Fairgrounds.
2. West Lorne Complex: There is a detailed report for the necessary repairs to
the Complex, separate from this report.
3. Side Walk Plowing: The necessary inspections and plowing and salting are
being carried out as required.
4. Recreation Committee: The Recreation Committee is planning a "run" for
the West Elgin area; details will be fourth coming, as they are available.
5. Planning is underway for the Emergency exercise for 2013. This exercise is
to be hosted by West Elgin this year.
6. The Recreation Budgets are being prepared as we speak.
7. The West Elgin Arena is operating as intended with very few operational
problems.

1. All water samples and chlorine checks were completed and there are no
water quality issues to report.
2. The 10 inch water main on Furnival Rd broke on Dec 24�" south of Talbot
Line. All staff were on site and it was repaired that day with minimal
disruption in service.
3. All work orders, locates; and other routine maintenance duties were
completed on time.
4. We are continuing to cut back the auto flusher run times as the weather is
staying colder. We hope to be able to turn some off for the remainder of
the winter.
5. We completed our Internal Audit for DWQMS on Jan. 3`d
DISCUSSION:
1. Our annual MOE inspection will be performed in January.
2. Fire Flow training will be attended by staff at the WTP.

Correspondence received from George Dotterman for Council support of a
rooftop solar project at their property located at 12939 Furnival Road (see
attachment).
BACKGROUND:
Council, at its meeting held on September 13th 2012, passed the following resolution:
"THAT municipal support shall be given for microFit and FIT rooftop solar projects,
on a case by case basis, subject to written confirmation from an engineer regarding
the capability of the structure".
DISCUSSION:
The structure is presently under construction and the Chief Building Official has
confirmed that the structure has been engineered for solar panels on the roof.

Recently we spoke about the availability of the Rodney Arena for use by the Rodney
Horticultural Society for our annual plant sale. The plant sale will be held on Saturday, May 4,
2013. It is expected that we will use the premises from 7:00 am until 12:00 pm noon. We
understand that the arena is available for us to host this venue. Of course, we undertake to leave
the premises as clean, or cleaner, than we find it.
The purpose of this letter is to request the Municipality to waive the rental fee for this event.
The annual plant sale is a major fund raising event. It allows us to add to the pool of funds we
receive from the Municipality and other donors. Most of the funds stay in the community insofar
as we purchase the greater part of our bedding plants and horticultural supplies from local
merchants.
The overall beneficiaries of the volunteer work of the Horticultural Society members are the
citizens of Rodney and the surrounding district.
We hope that the Municipality will favour us with a positive response.

Since 1923,the clan has gathered to hold a reunion annually, missing only a few occasions during the
wars. For approximately the past 40 years,our clan reunion has taken place at the Memorial Old
Boys Park in Port Glasgow. In earlier years,we gathered in the enclosed pavilion, while more
recently, we have used the picnic shelter. On August 17, 2013, Clan McEachran will be celebrating
the 90`h anniversary of our first reunion.To honour this milestone, Clan McEachran would like to
have a tree planted close to these structures to commemorate the anniversary.
Please consider this letter a request for permission to have a tree planted. The Clan will cover the
cost of the tree, the planting, and a plaque with wording to recognize the contributions of clan

metres from the lakeshore.In my opinion, sewage treatment works should be no closer than eight km.

payment.

Item#5 Business Arising from the Minutes:
• Ice Agreement: The Recreation Superintendent presented the altered Ice Agreement and the
alterations were discussed.
Item#6 Correspondence:There was no correspondence presented.
Item#7 New Business:
• Public Skating: The Public Skating Sessions were discussed. The consensus of the Board was to
leave the rates the same, hire a cashier(money taker)and contact the high school to see if there
are any students that we could use for cruisers. The time spent with us acting as a cruiser could
work towards their high school volunteer hours.
• White Pucks:After considerable discussion and explanation by the Recreation Superintendent
the following resolution was passed:

The West Elgin Arena Board resolves that the use of White coloured pucks at the West Elgin
Arena be prohibited for safety and equipment protection reasons. Effective immediately.

• Facility Fees: The Arena Board decided not to increase the facility fees any differently than
already in progress.

o Anti Bullying: Member Mary Bodnar did a short presentation on Bullying, which resulted in the
passing of the following resolution:

The West Elgin Arena Board resolves that they authorize the Arena Board to sign the Anti
Bullying pledge for Aldborough Public School, and that the Arena Chairperson and the
Recreation Superintendent be authorized to sign on the Boards behalf

® WESC Carnival:The WESC Carnival is now scheduled for March 22—23.
o WLMH: WLMH was advised that their Ice time on November 30 2012 from 7 pm until 9 pm was
cancelled due to the West Lorne Santa Claus Parade.
