Mild weather, light winds and a good snow covering allowed for the burning of a large brush pile that had been accumulating at the Scott pit for more then a few years. 4. The month began with a heavy amount of snow and strong winds and ended with heavy wet snow and rains followed by cold temperatures creating ice rinks everywhere! 5. Snow accumulation in the downtown areas of both villages was removed on two occasions. 6. Workplace violence safety course was attended by all employees. 7. Attending the O.G.R.A. conference and the associated seminar on changes too M.M.S. legislation will result in changes to the record keeping of our road patrols as well as how they are carried out. BACKGROUND: • The ice season is winding down and the ice should be out of the arena before the Easter Weekend. • The advertisements will out in the paper for our Summer Staff. • The West Lorne Complex repair is nearing completion. The some drywall and the painting still need to be finished. The new pump is working well and the basement has dried up nicely. We have had the final air sampling done and once the repairs are complete people can resume using the basement. • Municipal staff completed the Bill 168 Training, Violence and Harassment in the Workplace. There is still some work that needs to be done regarding our Violence and Harassment Policy, more information will be available soon. • The West Elgin Recreation Committee is still interested in hosting a Fun Run in May. A report and request is fourth coming. • The West Lorne Optimist Club is proposing to build a pavilion in Miller Park either in late 2013 or early 2014. INTRODUCTION: The West Elgin Recreation Committee is trying to organize a Fun Run for Charity for Sunday May 19.The Run will start at 9 am. The goal of the Recreation Committee is to get West Elgin Active, and raise some funds for the Children's Hospital of South Western Ontario. The route for the run will be to start from the arena on Jessee Street, proceed north to Queens Line, proceed west to Kerr Road, south to Marsh Line, east to Graham Road, then return to Jesse Street just north of the arena. At the same time the Recreation Committee will be hosting a Children's version of the same run, however the route will be round the trail in Miller Park. The Committee discussed at length the need to close roads for the run. Some members of the committee participate regularly in these events and commented to the fact that very rarely the roads are actually closed. There is a run that occurs from St.Thomas to Port Stanley along Highway#3 and none of the roads are closed. Providing that adequate measures are in place for the participants, contacting the OPP, adequate signage etc. similar to the ones used in other municipalities, the closing of the roads should not be an issue that we cannot overcome. INTRODUCTION: The purchase and ongoing maintenance of the Porta Count Fit testing Machine is included in the 2013 Rodney Fire Department Budget. The Fit Testing Machine is used to prove and test that a Fire Fighters SCBA mask, and N 95 mask fits and does not leak allowing contaminants to be inhaled by the fire fighter, it is an NFPA requirement, as well as Health and safety Act requirement, Guidance 21 notes. The testing will be done annually, and written reports kept on file for each fire fighter. The Fire Departments in Elgin County purchased a unit, sharing the cost equally among all of the Fire Departments, and allocating testing time on an annual basis or as required. Rodney Fire Departments share of the purchase is $ 2500.00. The annual maintenance costs will be minimal. The annual cost of having a third party perform the fit tests is plus or minus $ 1000.00 per year, depending on the number of fire fighters tested and we do not have the flexibility of testing new recruits, nor the flexibility of having the unit for an entire month.. As the attached agreement indicates the cost of the purchase and ongoing maintenance will be divided by 8, each department sharing equally in the cost of operation. Every Partner department shall have use of the FIT Testing Apparatus for one calendar month each year in accordance with an agreed upon schedule that shall be posted with the St. Thomas Fire Department Training Division. A copy of the schedule shall be distributed to each Partner. Each Partner shall return the Porta Count Apparatus to the St. Thomas Fire Department on or before the last working day of their month of use in order that the next Partner is able to pick up the Apparatus on the first working day of their assigned testing month. On any month that is not assigned to a Partner, any Partner shall be able to sign the machine out for a specified period of days in order that any fire fighters who were missed for testing can be tested. The Porta Count Apparatus is to be returned to St. Thomas expeditiously to allow another Partner the same courtesy. The sewage treatment facility at the Port Glasgow Yacht Club is composed of a grease trap and septic tank at the Club House and a septic tank/pump station at a public washroom building. The effluent from the tanks is pumped to a treatment facility north of the driveway and behind the public washroom building. After treatment the effluent flows by gravity to a leaching area immediately west of the treatment facility. These septic tanks provide the initial anaerobic treatment of the sewage. The lift station/ 13,500 septic tank pumps the effluent into 12.6mx 8.3m sand filter. The sand filter reduces the nitrates in the effluent which then migrates through ultraviolet treatment before discharge to the leaching area. In addition to the design flows it was noted that pump out for yachts has been provided and this waste water is introduced to the system at the septic tank behind the clubhouse/restaurant. MONITORING PROCEDURES: There are three (3) test wells just south of the leaching bed and mantel. Three additional test wells were developed within the prepared mantel in April 2010. Monitoring results are included with this report. Samples were obtained on July I Vh, August 8th, and October 2°d, In accordance with certificate of approval (Part 5. section (2)) the monitoring and sampling will test the raw sewage in both septic tanks; the final effluent after passing through the Sand Filter and the Ultra violet treatment; and the ground water taken from the test wells down gradient from the treatment facility as well as from the sampling wells within the prepared mantel. As noted in the maintenance chart below and as shown in the summary of lab results only one sample of ground water was obtained because no ground water was found in the test wells during the other sampling periods. The results from the laboratories are included in this report in appendix C. Flow data was not downloaded from the panel as the program would not accept USB serial port connections. CONCLUSIONS AND RECOMMENDATIONS: Minor repairs and maintenance were performed throughout the year and the system remains operational. Some of the results of the waste water analysis are favorable while others seem to indicate that the system is not working at 100 percent. The one BOD 5 result of the final effluent is just above the objective, the other meets the objective of less than the specified l Omg/l. The final BOD 5 result to be taken in October could not be obtained due to lack of flow. The same holds true for the results of the Total Suspended Solids. The Total Ammonia N results for all the treated effluent is well within the objective. We were expecting the nitrate and nitrite values to be around 10 mg/1 in the final treated effluent. The high figures would seem to indicate that not enough oxygen was being introduced to the effluent through the sand filter. The aggregate within the sand filter may be clogged not allowing the free movement of effluent and oxygen. Another possibility is a malfunctioning distribution valve and related components. Continued maintenance may reduce these values. We were unable to obtain ound water samples this season because the test w �' p ells were dry. We will continue to monitor the test wells in 2013. The effluent is collected from a group of trailers north of the treatment facility and transported through a new sanitary sewer constructed in the spring and summer of 2012. Sewage is also collected from a group of trailers south of the treatment facility and transported via the old sanitary sewer system. The septic tanks separate the solid waste from the liquid. The effluent then moves p p q into a pumping chamber. There are two pumps in the chamber which pump the effluent into the four Waterloo Biofilters® for treatment. The final stage of the treatment takes place in the leaching area. MONITORING AND RECORDING: As mentioned in the covering Ietter the system has not functioned properly since the construction was completed. There are several reasons for this: i. Ground water infiltration in the sanitary sewers. 2. Improper installation of the Waterloo Biofilters® 3. The topsoil was placed too deep and has high clay content.* 4. The geotextile was not as specified by the manufacturer. 5. The granular material was not as specified*, or placed per manufacturers details. 6. The sand does not appear to be as specified.* NOTE: *Samples of all aggregates were taken to the lab for analysis. The aggregates placed on the site do not meet the specifications. MAINTENANCE: (as stated in 2012 annual report) No regular maintenance has been undertaken. A maintenance agreement has not been signed with an authorized maintenance provider because the ongoing construction problems negate maintenance where repair is required. For example: I. The regular maintenance of pumps and filters was not necessary due to the removal of waste from the Trailer Park to be treated off site. 2. Pump flows downloaded from the control panel would not reflect actual sewage flows due to high infiltration. 3. The Waterloo Biofilters® were not inspected because flow was not being directed to them. 4. Treated effluent could not be collected for analysis due to infiltration and flooding of the testing chambers. Any results from the test would not reflect actual treatment objectives. 5. Effluent was shipped of site for treatment and therefore was not subject to the objectives listed in Condition 6. ACTION PLAN: (as stated in 2012 annual report) A meeting was held at the municipal offices on November 17, 2012. Those in attendance were Scott Gawley, of the Municipality of West Elgin, Art Bos P.Eng, the engineer of record on this project and David Wemyss of Mysson Consultants Inc. After some discussion a conference call ensued with the contractor, All Seasons Contracting. It was agreed that: 1. Art Bos P.Eng would provide a slightly modified plan and cost estimate to the municipality. 2. All Seasons agreed to review same and provide a detailed quotation. 3. Samples of all aggregates would be taken for analysis. 4. Provide plans and budget to council. (Accepted by council on November 22, 2012.) 5. Provide plans to All Seasons for review and quotation. 6. Review quotation and proceed to re-construction. (Note that retendering the project is another option.) PROGRESS TO DATE: 1. The modified plan and budget figure were provided to the municipality by Art Bos P.Eng. 2. A quotation has been received from All Seasons Construction. 3. Samples of the aggregates that were placed on site were taken to the lab for analysis. 4. Presently the quotations received are under review. 5. New sewers were installed to stop the infiltration of ground water into the waste water system. ' + OBSERVATIONS: 1. Resent (January 30,2013) site observations indicate that there is still ground water infiltration to the waste water treatment facility. 2. The aggregates used in the leaching area do not meet the specifications. CONCLUSIONS : 1. The system, as constructed, does not reflect the design as stated in the Proposed Works for Service Area 1 as described in Certificate of Approval 7034-89CKAX. 2. The monitoring has not been conducted as per Condition 5. (2). 3. The system has failed to meet the effluent objectives as stated in Condition 6. 4. New sanitary sewers were installed servicing the trailers to the north of the treatment facility. 5. The infiltration that is still occurring may be from the existing sewers on the lake side of the treatment plant, or possibly due to pour construction joints at the inlets and outlets of the septic tanks and pump chambers. RECOMMENDATIONS: Further investigation into the infiltration problem is required. The results of the investigation will determine the action to be taken. The municipality will continue to treat the effluent off site until the waste water treatment system is constructed as specified and designed and the infiltration problem is resolved. The Action Plan is proceeding and corrective measures will soon be in place. When the reconstruction completed, the Municipality of West Elgin will be in a position to fulfill its obligations as stated in Certificate of Approval 7034-89CKAX. Section I.- Overview This report is a summary of water quality information for the West Elgin Distribution System, published in accordance with Schedule 22 of Ontario's Drinking Water Regulation for the reporting period of January 1,2012 to December 31,2012.The West Elgin Distribution System is categorized as a Large Municipal Residential Water System. Although we have the same waterworks number (260091117) as the West Elgin Water Treatment Plant, this is a separate report for the Distribution System. The West Elgin Distribution System operates according to the Municipal Drinking Water Licence 043-10 1(Issue 1:July 27, 2009; Issue 2:June 4 20 10) and Drinking Water Works Permit 04 3-201(Issue 1:July 24,2009; Issue 2 June 4,20 10). Section 2: Coml2liance The West Elgin Distribution System was maintained and operated in such that drinking water supplied to customers throughout the distribution System satisfied Ontario Drinking Water Quality Standards. However, some of the requirements of the Regulations were not met as identified in the MOE inspection report. Our routine inspection was conducted on February 1 st, 2012 and no Ministry of the Environment Provincial Officers Orders issued. Of the three non-compliances identified in this report, only the two pertaining to the Distribution System will be covered in this report. The two non-compliances with Regulatory Requirements and Actions Required for the Distribution System as appeared on the Inspection Report are listed on the following pages. NON-COMPLIANCE WITH REGULATORY REQUIREMENTS AND ACTIONS REQUIRED 1. The operations and maintenance manuals did not meet the requirements of the Permit and Licence or Approval issued under Part V of the SDWA. During the review of the The Corporation of the Municipality of West Elgin Operations and Maintenance Manual, it was determined that the ownerloperating authority for the distribution system did not comply with all conditions specified in Condition 16.0 of the Municipal Drinking Water Licence 043-101 Issue No. 2. They include: -Procedures specified in the Drinking Water Works Permit 043-201 Issue No.2 Schedule B Condition 2.0, 3.0 and 4.0. -Procedures for the Disinfection of Drinking Water in Ontario. -Procedures for the maintenance and/or repair of the distribution system monitoring equipment(Condition 16.2.4), main break repair,water main flushing,valve and hydrant maintenance, system pressure maintenance, backflow prevention and cross-connection control measures. -Procedures for reporting prescribed AWQls and corrective actions. -Contingency plans and procedures for the provision of adequate equipment and material to deal with emergencies, upset conditions and equipment breakdown. More specifically accurate contact information and an on-call procedure that utilizes OCWA personnel when municipal staff are not readily available. Action(s) Required: The owner/operating authority for the West Elgin Distribution System shall review, edit and update the Operations and Maintenance Manual to ensure that all components listed in the Municipal Drinking Water Licence(Licence Number 043-101 Issue No.2)Schedule B Condition 16.0 and pertinent to the system are met. The owner/operating authority shall provide a copy of the Operations and Maintenance Manual that meets the requirement under Condition 16.0 to the author of this report by July 31,2012. 2. The contingencylemergency plan was not available for reference by all staff as required by the Permit and Licence or Approval issued under Part V of the SDWA. The ORO for the West Elgin distribution system was unable to provide evidence that meets Condition 16.2.5 prescribed in the Municipal Drinking Water Licence 043-101 Issue No.2. More specifically, an accurate emergency/contingency plan that includes an up-to-date contact list and procedures that coordinate on-call activities with the Ontario Clean Water Agency(OCWA)when municipal staff are not available to respond were not readily available for staff to reference. Action(s) Required: The owner shall review and update the emergency/contingency plan to include an accurate contact list and a procedure that coordinates on-call activities with the Ontario Clean Water Agency(OCWA)when municipal staff are not available to respond as prescribed in Condition 16.2.5 of the Municipal Drinking Water Licence 043-101 Issue No.2. This information shall be made available to operational and rnunlcipal staff. The Ministry of the Environment will verify that the above requirement is met during the 2013 municipal drinking water inspection. 3. The following instance(s) of non-compliance were also noted during the inspection: During the 2011 inspection, it was identified that the emergency water intake off shore from the water treatment plant did not appear to be maintained or in a fit state of repair.An underwater intake pipe inspection was completed by Watech Services Inc. (London) on October 6 and 7,2010. The 2011 Ministry of the Environment required the ownerloperating authority to develop a strategy and plan for the effective management of the emergency intake pipe. The strategy and plan shall include justification and timelines for its decommissioning or upgrade, renovation,etc. The owner/operating authority was required to submit a plan to the author of the report by October 31,2011. A plan was authored by the Ontario Clean Water Agency and submitted to the Tri-County Management Committee in late August, 2011.The Tri-County Management Committee passed a resolution to implement an option to rehabilitate the exiting intake structure and for the Ontario Clean Water Agency to stop work and report to the committee if the rehabilitation cannot proceed. The Ministry received the documentation pertaining to this matter on September 13, 2011. According to the owner/operating authority, the intake was located and marked in early February 2012. An engineering consulting firm has been retained to evaluate options to rectify the issue and report to the Tri- County Management Committee in April 2012. Since the issue outstanding and unresolved, it remains as a non-compliance under the Safe (Drinking Water Act(2002)section 11 (1 )2.(H). Action(s) Required: The owner/operating authority shall submit an updated strategy and plan that includes justification and timelines for the emergency intake pipe upgrade and renovation by June 30, 2012. SECTION 3e CORRECTIVE ACTIONS 1. The non-compliance identified in the MOE Inspection Report as number one was addressed and corrected information was sent to Mr Barry Moncreiff. After his review of the Operations and Maintenance Manual he gave a recommendation to add in The Procedure for Disinfection of Drinking Water in Ontario. This was added in the following day, and no further action is required. 2. The non- compliance identified in the MOE Inspection Report as number two was addressed and during our 2013 Inspection was satisfactory. No further action is required. SECTION 4e FLOW SUMMARY There are no requirements listed in the permit or licence as to flow rates or capacities in our Distribution System. INTRODUCTION: An issue of maintaining a sufficient free chlorine residuals on a constant basis has been difficult during the summer months. DISCUSSION: The review of the Rodney Tower storage tank has found that the storage facility was unable to maintain sufficient free chlorine residuals (above 0.20 mg/1) on numerous occasions from June to September 2012 to ensure secondary disinfection levels as prescribed in the "Procedure for Disinfection of Drinking Water in Ontario". The Ministry of Environment (MOE) is requiring a comprehensive investigation and review be completed to address the operational challenges to ensure that a persistent secondary disinfection residual can be maintained to reduce the potential of microbial contamination within the distribution system. Stantec Consulting Ltd. has completed modelling of the West Elgin water distribution system in the past. A meeting took place with Steve Evans, County of Elgin Planning Manager, Drew Crinklaw, planner with the Ministry of Agriculture, Food and Rural Affairs, and I, on January 31, 2013, to discuss various comments submitted on the County of Elgin Official Plan. At that meeting, we reviewed the Municipality of West Elgin comments. By this letter I wish to advise you of the discussions at the meeting. It is noted that West Elgin had several comments; however, the primary concerns are summarized as follows: • the County Official Plan does not recognize Port Glasgow as a settlement area; • the application of the test to determine if a dwelling is "habitable" to qualify for a severance from a farm as a surplus dwelling (Section E1.2.3.4 b); • the Plan does not recognize previously approved non-agricultural designations in local official plans outside of the settlement area; and • the 120 meter adjacent lands buffer around natural heritage features being greater than the West Elgin Official Plan. Port Glasgow as a settlement area Regarding the comment that the County Plan does not recognize Port Glasgow as a settlement area, it is noted that the approach used by the County was to recognize a settlement area in the County Official Plan if it was designated as a settlement area in the local Official Plan. It is noted that "Port Glasgow" is not designated as a Hamlet in the Township of Aldborough Official Plan. The designation of"Port Glasgow" in the West Elgin Official Plan is appealed to the Ontario Municipal Board. The Ministry will not be taking any action at this time to recommend modifications to the County of Elgin Official Plan, with regard to Port Glasgow, as the matter is under litigation. Habitable dwelling The test to determine if a surplus farm dwelling is "habitable" could be determined by a Building Official. In terms of future guidance, the word "habitable" is included in the definition of "Residence Surplus to a farming operation" in the draft (2012) Provincial Policy Statement (PPS). The Ministry of Agriculture, Food and Rural Affairs intends to release additional guidance material on surplus farm dwelling severances that will be based on the above mentioned changes to the PPS. Non-agricultural designations in local official plans outside of the settlement area With regard to the concern that the Plan does not recognize previously approved non-agricultural designations outside of the settlement area, Section C2.2, Agricultural Area, Location, in the Plan addresses this concern. The third sentence states: "It is recognized that certain lands outside of settlement areas have been designated for non-agricultural development by the lower tier Official Plans and these lands are deemed to not be within the prime agricultural area and are instead subject to the relevant policies of this Plan and the policies of the lower tier Official Plan." 120 metre setback The variation between the County Official Plan and the West Elgin Official Plan for the distance of adjacent lands around natural heritage features is due to the County Official Plan using the 120 meter adjacent lands setback as established in the Natural Heritage Reference Manual, second edition, which was released by the Ministry of Natural Resources in March of 2010, after the West Elgin Official Plan was drafted. There are a number of other comments expressed by the Municipality in the Memorandum dated January 21, 2013. Responses to these are addressed as notes in the attachment to this letter. Further discussion may be required to fully understand the concerns behind these additional concerns in order to effectively provide a response. We have done some fundraising but rely on donations from local organizations and service clubs. The rural setting as you know presents transportation challenges and we need to provide transportation for the individuals we support who Iive in our catchment area to access our programs. We have raised some funds through a walk-a-thon done by one of the individuals we support and the Rodney Kiwanis Club has pledged money from a series of upcoming fundraising events that they are holding on our behalf. Individuals we support live in your communities and they rely on this transportation. Attention Mr. Scott Gawley, Administrator/Treasurer Dear Sirs: Scott, thank you for meeting with me on Wednesday. As discussed, I would like to appear as a delegation to Council at your meeting of 14th March. It is critical we make this meeting as we have a deadline from the Province of March 19th. Our purpose for appearing before Council is twofold: Background: One of the programs (Healthy Living Tips) being offered by the Health Centre will cease this summer as funding runs out. We hope to continue to offer Healthy Living Tips and are looking at other options and/or changes to the program to allow the program to continue, however the Healthy Living Tips program is geared to individuals with life altering conditions and their caregivers. A grant program is available through the Ministry of Sport and Recreation, with aims that are somewhat similar to the program we were running. It is our intent to apply for a grant of $50,000 which will finance the program for 2 years. (Actually for closer to 18 months, as by the time we get grant approval and gear up for the program we will likely be 6 months into year one.) A condition of the grant is that we must raise 10% of the amount of the request in cash from the community. (ie $5,000) We have started canvassing local businesses for donations. Proposed Program: The actual program will be designed in detail once the grant is approved. The target population is pre-natal mothers, infants, young children and youth. The aim is to provide programs that will encourage physical fitness. Various programs will be offered for each age category. There will be no charge for participants, and it will be open to all residents of West Elgin and Dutton Dunwich. We anticipate using venues in Rodney, West Lorne and Dutton, to maximize access for the community. Request 1: We are asking the Municipal Council of West Elgin to make a cash donation towards the $5,000 we need to raise. We note that we are making a similar request to the Council of the Municipality of Dutton Dunwich. We only need a Council motion at this time, and would ask for the cash once the grant is approved. (Likely in June of this year) 1 Request 2: We are asking the Municipality of West Elgin to partner with us for this program. This would entail:- - Providing a staff person or persons to work with us on the detailed planning of the program. Initially one meeting a month for three months commencing as soon as we have grant approval, and then less frequent meetings to monitor and review programs as necessary. Providing facilities or venues for the programs. Some programs may be run at the Health Centre in West Lorne, but others could be run at sport or recreation facilities in both Rodney and West Lorne. We note that another condition of the grant application is a further $5,000 provided by the applicant and partners all of which can be in kind. We believe staff salaries and the cost of venues will easily make up this amount. - A resolution of Council confirming that the Municipality is a partner with us for this grant application. Yours truly, David James Board Chair. 2 G~ Rural Route 2 Rodney, ON NOL 2CO March 1, 2013 West Elgin Municipal Council 22413 Hoskins Line Rodney, ON NOL 2CO Dear Councillors: At a recent meeting of the Society, a number of Board members asked that Municipal Council be requested for assistance in gaining access to water at a few locations around Rodney. We are elated with the manner in which the hanging baskets and planters along Furnival road are maintained by the Parks and Rec. watering crews. There is a strong desire by our members to improve the flower beds in front of the swimming pool as well as the water station at Furnival and Pioneer. We appreciate that the water truck's principle asset is its mobility to move from site to site; and it does a marvelous job in supplying adequate water to containers and baskets. However, there appears to be a reluctance to pour sufficient water into expansive flower beds. To address this problem it would be useful to allow our members to have access to more water from nearby Municipal buildings. There is an existing outside hose bibb at the pool, Access to water could be achieved if this faucet were fitted with a special key that would allow our members to turn on the water and provide essential water to the shrubs and flowers in that bed. An example of this special faucet key can be found at the Rodney library. The water station obviously has water inside the small control building. Currently, the water faucet is locked up and access to water is restricted to authorized municipal staff. A small plumbing job could easily extend the water outside through the wall where a special keyed faucet would prevent vandalism or misuse. To accommodate these requests would require the permission of Council and direction by Council to the respective departments to carry out these changes. As you are no doubt aware, our members love our community and are always exploring options and opportunities to make it more attractive than ever. Here is how we need your help, participation and leadership: 1. Mayors, please reserve your flagpole for the raising of the Autism Ontario flag on Tuesday, April 2. The plan is to have every municipality in ON raise the flag at noon that day. Your municipality may require an application...given that there are 444 municipalities in ON please be good enough to look after this on behalf of Autism Ontario. 2. Mayors will be contacted in mid February directly by a representative from Autism Ontario. There are 22 Coordinators in ON who will be contacting municipalities. Please work with these people and Autism Ontario volunteers in order to make the event a big success in your community... (there is no need to respond to this email at this time). 3. Your leadership, as elected representatives will make a difference. 20% of all students in ON have a learning disability. Many of them have Autism, ADHD, FASD, etc. Ultimately you want them to develop into TAXPAYERS, not dependants on society. How they and their families are supported in the community makes a world of difference. You will make a difference. We have met at FCM and AMO conferences over the past 16 years, first through my role as Director Business Development with the FCM and for the past 10 years through my involvement with Municipal World. During this time I have engaged many of you in discussions about Autism. Among you there are parents, grandparents, etc. with individuals in your families who have Autism. For those of you who have this connection, you know that the support of the community is so very important. "It takes a village to raise a child." My son, who has Asperger's Syndrome, is in his third year of university. My brother had Autism and lived nearly all his life institutionalized at great expense to government. At the AMO Annual Conference in August, the Autism Ontario flag raising effort was brought forward at the time Kathleen Wynne, as Minister of Municipalities, addressed all of you. I have worked with people like Kathleen and John Tory for years to help increase awareness and services for people with ASD. John is Hon. Chair for Unity for Autism. The flags have been generously paid for by the Bank of Montreal. My friend Jim Kelsey is a senior executive with the Bank and he is on the Board of the Geneva Centre for Autism, an Ontario Government funded support agency. Jim has an adult son and grandson with Asperger's. BMO's involvement in the "Raise the Flag" initiative is a continuation of their years of generosity and support to make life better for ASD individuals and their families in Ontario. WAAD is now recognized by the Government of Canada through the efforts of Mike Lake MP (Edmonton) whose teenage son has Autism.
