4. Various catchbasins and tiles were cleaned and flushed.
5. Rotted culverts on Henry Road, Beattie and Gibb Lines were replaced.
6. Snow plow equipment was removed and stored until next season.
7. The gravel pit licence finally arrived and the work of stripping the topsoil
was begun.
8. Main streets in both villages were swept.
9. Bridge decks on County roads were washed.

the operation of a "Food Truck"in Miller Park.
INTRODUCTION: West Elgin Recreation monthly report.
BACKGROUND:
• The Rodney Park as well as Miller Park is open for business.The lines on the soccer fields are
painted and ready to go; in fact the soccer season begins in earnest this week.
• The "muck" down at the Marina was being cleaned up as of May 6 2013 which will enable us to
turn the water on at the Marina washrooms and we will have them ready to go on schedule or
slightly before.
• We have had some concerns raised over the conduct of area youth at the skateboard park in
located in Miller Park.The OPP have been contacted and we are searching for a solution to this
issue.
• On or about April 212013 the hydro or light poles as well as some of the trees in Rodney Park
were vandalised.The OPP were contacted and I do have the LP number, and the incident is on
file with the OPP. Photos of the damage are included with this report. Once I have decided on
the best approach to repair this act of senseless vandalism repairs will be made.These repairs
could end up being quite costly as we have to involve The Electrical Safety Authority, and if the
original installation was not done to code alterations will have to be made.
• The netting for the soccer fields in Miller Park is in, and will be installed shortly, as time and
weather permits.
• We will be attending at the Marina Beach this week to begin a clean- up of the Beach area if we
can get down there without being in the way of the clean-up in progress.
• Turf maintenance is well underway and will continue as required.
• The 10 K Fun Run is on target for May 191h
• The storage shed for the soccer users has been constructed and installed.
• The large soccer posts( goal ) were removed from Rodney Park as they were not required for
the operation of the Soccer program in Rodney, and if required in the future will be replaced
with portable gaols as this provides us with greater flexibility as to where to position the fields,
and to be able to remove them during the fair.
• Baseball has started in Miller Park. The diamond is scheduled Monday through Friday nights this
year. Possible Capital Projects will include replacing the lights in Miller Park as well as
resurfacing the tennis courts in Miller Park
• The Splash Pad is scheduled to open prior to the long weekend in May.The hours of operation
will be 1pm until 8 pm until school is out then we adjust the hours to gam to 9pm.

Jeff:
As I mentioned the other day I'm looking for a place to park a food truck. I always thought it
unfortunate that your idea years ago of incorporating a food booth into the washroom building
didn't get carried though. My feeling is still that the many people who use the park would
appreciate a place to pick up refreshments.
Although the park is not necessarily the highest traffic spot of several I've looked at, the
combination of a chance to make the park a nicer destination for the community and filling my
business needs at the same time seems like a good fit. I don't want to be open seven days a week
and twelve hours a day.
My first instinct was to situate at the washrooms: beautiful setting in the woods you've created,
high visibility, close to the soccer fields, etc. However, having looked the area over, I realize that
accessing the truck to bring in supplies could be disruptive, especially after a rain. With that in
mind I now think the back of the arena would be a good spot, either on or close to the Zamboni
apron. This is easy access from the parking lot, still close to the soccer fields as well as the ball
diamond.
The truck is mostly self-sufficient except for electricity. A single extension cord would do the
trick for now, running into the building under the garage door. This would supply one
refrigerator and during business hours run the exhaust fan.
The truck itself has recently had it's entire propane system replaced with heavy duty piping and
needed emergency shut offs by a qualified installer. Being familiar with Health Department
standards I've equipped it accordingly and will call for an inspection as soon as possible. I'm
willing to agree to a, 'hold haj-mless' clause in any contract to protect the municipality, and am Of
coarse fully insured with $2 million in liability.
T ern aware that the park hosts different f metions during the season and will make my ovFn
arrangements with the different groups involved as to being open, closed or paying their fee.
Rent of course is something else to be discussed, as well as any thing else I haven't covered.
I appreciate your consideration of this proposal, and look forward to talking to you soon.

RECOMENDATION:
That Council authorize Municipal Staff to develop a policy relating to the requirement of Municipal Staff
to have Criminal Records Check, including Vulnerable Sector Screening.
Further that all Municipal Staff that operate Municipal equipment shall have an Annual Drivers Abstract
search.
INTRODUCTION:
At a recent meeting of the Rodney Fire Fighters Association the issue of requiring Fire Fighters to have
Criminal Records Check was discussed.The subject was initiated by a fire fighter that was in favour of
requiring our membership to have these checks in place.
BACKGROUND:
For some time the Municipality has been trying to deal with the issue of when and who should have to
submit to Criminal Records Checks, including Vulnerable Sector Screening. Some preliminary research
into the subject has indicated that this is goad process to help protect the Municipality from civil suits
and mitigate liability should issues arise. Insurance companies consider this process as part of the
Municipalities due diligence in protecting the ratepayers of our Municipality.
Issues for consideration include but are not limited to: what level of misconduct is or is not acceptable,
who is responsible for insuring that the process is completed, confidentiality, the cost of the record
checks, and what staff to include.
As indicated, I believe from both the Fire Service, and Recreation Department that all three of the
Record Checks,the Criminal Records Check,the Vulnerable Sector Screening(may be included in the
Criminal Records Check) and the submission of an annual Drivers Abstract will help in mitigating any
liability associated with incidents concerning the Municipality.
As two of my Departments are concerned with the contents of this report I would be willing to work
with the Clerk to establish and recommend to Council a proposed Operating Guideline or procedure
with regards to Criminal Records Screening, and Drivers Abstract submission.

INTRODUCTION:
Ministry of Environment conducted the Annual Drinking Water Inspection on
February 11, 2013 and item 12 of the Non-Compliance with Regulatory
Requirements and required a comprehensive investigation and review must be
completed to address operational challenges (secondary disinfection chlorination
decay) to ensure that a persistent secondary disinfection residual can be
maintained to reduce the potential of microbial contamination within the
distribution system. The report was required to the Ministry by April 30, 2013
and was delivered on time.
DISCUSSION:
The Municipality of West Elgin contracted Stantec Consulting Ltd. to undertaken
preliminary hydraulic modelling and documentation review to assess current
operational issues related to the West Elgin Drinking Water System.
The report was completed by Stantec Consulting and is attached to this report.
The report provides three recommendations for the Rodney Elevated Water:
Option 1 : Operate "As Is" with Modifications.
• Option 2: Tank Modifications — Mixing
• Option 3- Piping Modifications
Stantec Consulting along with the review the Rodney Water Tower provided a
review of the West Elgin Distribution System.

INTRODUCTION
At the request of the Municipality of West Elgin (Municipality), Stantec Consulting Ltd.
(Stantec) has undertaken preliminary hydraulic modeling and documentation review to
assess current operational issues related to the West Elgin Drinking Water System
(DWS),
The West Elgin DWS consists of a low lift pumping station and intake from Lake Erie
which supplies water via a 1.3km raw water supply line to the West Elgin Water
Treatment Plant (WTP). Treated water from the WTP enters the West Elgin Water
Distribution System (WDS)which consists of the following major components:
• West Lorne Standpipe;
• Rodney Water Tower;
• Iona Rechlorination Facility (rechlorination of flow entering the WDS from the
Elgin Area Secondary Water Supply System (EASWSS);
• Iona Valve Chamber(interconnection chamber to the EASWSS).
The West Elgin WDS services the communities of Rodney, West Lorne, Eagle, and
New Glasgow. In addition, the system services the adjacent municipalities of Dutton-
Dunwich, Southwest Middlesex, and Villages of Bothwell and Newbury.
This technical memorandum addresses operational issues noted, specifically in relation
to the maintenance of adequate chlorine residual within the distribution system,
including potential operational challenges associated with the existing Rodney Elevated
Water Tower. The information noted herein relates specifically to the West Elgin
Distribution System only as defined in the current Drinking Water Works Permit, and
excludes assessment of those additional components (tanks, tower, distribution system)
within the adjacent municipalities serviced off this system.

Where reference to hydraulic modeling results are noted, these are provided for general
information purposes only. Results provided predict anticipated conditions based on
the assumptions noted herein and information sources provided for review, and should
not be interpreted as exact representation of the water supply and distribution system.
Rather, modeling results are intended to provide general behaviours and
characteristics. Reference to water quality is based on analysis of water turnover only,
and does not reflect constituent analysis.
INFORMATION SOURCES AND ASSUMPTIONS
In order to undertake this assignment, the following information sources and
assumptions were used:
• Preliminary hydraulic analysis was undertaken utilizing the existing H2OMap
model developed by Stantec in 2007, updated to reflect changes to the
distribution system undertaken since that time and operational changes at the
WTP and within the distribution system (i.e., automated valves, pumping
strategies, etc.);
• Modeling was based on the existing pumping configuration at the West Elgin
WTP which generally operates as follows:
o High lift pump start/stop based on West Lorne Standpipe levels of 33.Om
(start) and 36.0m (stop),
o Should Rodney Elevated Water Tower reach 7.Om (level within the
storage component of the tower), remote valves along Pioneer Line,
Marsh Line, Silver Clay Line, and Talbot Line west of Graham will open
allowing flow from the Graham Road trunk main to enter Rodney. If the
high lift pumps are in operation, stop level of 36.Om in the West Lorne
Standpipe is overridden by the Rodney Tower stop level of 9.0m;
• West Elgin WDS mapping as noted in the document titled "Municipality of West
Elgin Water System" (Asset Management Group, December 2009);
• Distribution system mapping showing the location of major metering chambers
and auto flush stations;
• Current Drinking Water Works Permit (DWWP) and Municipal Drinking Water
Licence for the West Elgin DWS;
• Auto Flusher Log for 2012; and
• Equipment manual for the Rodney Elevated Water Tower.

Based on a review of available documentation and preliminary hydraulic modeling
results, the following was noted:
• The Rodney Elevated Water Tower consists of a common 300mm diameter
fill/draw (bottom feed/bottom draw). The fill/draw line is located off center,
running generally along the perimeter of the bottom reinforced concrete support
base. The tank was constructed in 1994 and was manufactured by Landmark;
• The total estimated volume of the elevated tower is 1,200 m', with a storage
level from approximately 238.9m to 250.6m, The base elevation of the tower is
approximately 210.8m, resulting in an estimated pressure range of 40 to 56 psi
at the base of the tower;
• The West Lorne Standpipe generally controls the start/stop operation of the
highlift pumps at the West Elgin WTP, with exception of times when the tower
level within the Rodney Tower falls below 7.0m;
• Review of operating levels and results of the hydraulic modeling show that the
Rodney Elevated Water Tower is not as hydraulically dominant as the West
Lorne Standpipe, which results in difficulties in the tower's ability to supply
nearby areas unless further controls are implemented. A review of preliminary
modeling results indicates the following (to be considered as estimates only):
o A water elevation of approximately 248.50m (34.5m level) or greater
within the West Lorne Standpipe is capable of exceeding the pressure of
the Rodney Tower at its estimated HWL of 247.87m (9.0m level),
o A water elevation of approximately 247.25m (33.25m level) or greater
within the West Lorne Standpipe is capable of exceeding the pressure of
the Rodney Tower at its estimated LWL of 245.87m (7.Om level),

o Given the standpipe operating range of 33.Om to 36,Om (start/stop for
highlift pumps at the WTP), the Rodney Tower would typically
experience turnover issues if no controls are in place.
Since construction of the West Elgin WTP, the Municipality has completed
several upgrades within the distribution system, including installation of
automated valves on the main east-west watermains connecting Rodney and
West Lorne (i.e., Graham Road and Furnival Road). The intent of the
automated valves is to allow for supply from the Rodney Tower to the Town as
well as areas within Eagle by means of closing these main line valves from
direct supply off the standpipe or WTP. In general, these main line isolation
valves appear to be effective in allowing for better use of the Rodney storage;
• Information provided to Stantec indicates that the Rodney Elevated Water Tower
experiences low chlorine residuals in the summer months. Although demand
over summer periods are typically larger which would tend to indicate more
turnover in the tank is possible, one or more of the following issues may be
resulting in the residual impacts at the tower:
• Presence of the common fill/draw line which itself increases the risk of
water stagnation and short circuiting (i.e., only the water closest to the
pipe remains fresh);
• Stratification of water within the tank as a result of temperature
differentials,
• Potential for bacteria regrowth and corresponding consumption of
chlorine residual,
• Potential for further formation of Disinfection By-Products (DBPs);
• The Rodney Elevated Water Tower is located near the west end of the
distribution system furthest from the West Elgin WTP, therefore
increasing the water age of the incoming water, and increasing the
likelihood of larger variations in chlorine residual (Note: As
demonstrated in the preliminary modeling exercise, flow of "older" water
from the West Lorne Standpipe can enter the Rodney Tower under
certain hydraulic conditions).
Additional risk of nitrification is possible, however not as likely to occur as the
Municipality does not use chloramines.

West E! in Distribution System
• Within the limits defined as the West Elgin Distribution System, there are a
series of watermains that extend generally from Graham Road which acts as the
main "spine" of the network. Over the last several years, the Municipality has
connected a series of watermains to minimize "dead ends" within the system,
however there are several locations within the system where looping does not
occur. In addition, the relatively low number of customers along certain areas of
the system may result in low water turnover and chlorine residual issues.
• A series of watermains were constructed recently to extend the distribution
system north of Highway 401. These watermains range in size from 150mm to
300mm in diameter. At present, the service area is generally classified as
agricultural. Information provided to Stantec suggests relatively low demand in
this portion of the system. A localized dead end along Dymock Line has
resulted in reported stagnant water issues. At present, the Municipality has an
agreement with a hog operation located at the end of the watermain to draw
water from the system (as opposed to the use of an on-site well), thereby
increasing turnover and minimizing the need to blow off water. However,
several other sections frequently experience stagnant water conditions and risk
of low chlorine residuals. Hydraulic modeling results noted the increased "water
age" within this area of the system, given its longer distance from the WTP;
• There are currently several auto flush stations within the distribution system in
order to provide operators the ability to blow off water to address stagnant
water/residual issues. Many of these units discharge based on preset time
intervals. As previously noted, the preliminary hydraulic assessment focused on
the potential for water quality issues from the perspective of water turnover rates
(detention times), however the following additional issues may impair water
quality within the system:
• Internal reactions of the water itself and/or with the pipe material,
• Quality of the water leaving the WTP (Note: chlorine residual readings at
plant discharge reviewed as part of this assessment did not appear to be
of concern. Plant operations staff have increased chlorine dosage at
discharge in an attempt to address low residual readings within the
distribution system),
• Water temperature (warmer water will increase taste and odour issues
and result in higher consumption of chlorine residual),
• General turnover within the West Lorne Standpipe and Rodney Elevated
Water Tower.

RECOMMENDATIONS
The following provides recommendations for each key system component based on the
preliminary hydraulic assessment and review of available documentation.
Rodney Elevated Water Tower:
With regards to the Rodney Elevated Water Tower, there are essentially three options
with respect to its operation moving forwards:
Option 9: Operate "As is"with Modifications
• This option recognizes the inherent issues noted with respect to operation of the
tower during the summer months, and therefore potential system modifications
include:
• Review of existing chlorine residual setpoints on the chlorine analyzer to
provide a larger "warning buffer" to operations staff should residual
readings continue to drop. This will allow more time to adjust operations
(i.e., open isolation valving along Pioneer Line, Marsh Line, Silver Clay
Line, and Talbot Line),
• Potential setpoint modifications on the call for water (to increase turnover
rates in the tank), including review to maximize fill cycles which provides
the best opportunity for tank mixing. The determination of optimal cycles
for complete mixing may be based on theoretical assessment (i.e.,
utilizing AWWA guidelines) and/or completion of bulk water disinfectant
decay tests to establish disinfectant residual over time and therefore
determine a target hydraulic retention time,
• Develop new operational strategy with optimized valve control
programming,
• Undertake a bulk water disinfectant decay test in order to characterize
potential additional factors impacting residual readings (i.e., chemical
reactions within the tank itself due to contact with coatings, etc.).
Option 2; Tank Modifications- Mixing
• Undertake a Computational Fluid Dynamic (CFD) evaluation of the existing
elevated water tower to establish baseline conditions with respect to mixing
characteristics. The CFD will determine the areas within the tank that tend to
mix last and therefore require the most attention. The evaluation should also
consider the effects of temperature differentials between the inlet water,
temperature of the water within the "dead zones", and ambient temperature.

• Establish mixing within the elevated water tower (either passive or active) to
address the findings from the CFD modeling. It should be noted that although
passive measures (such as Tideflex nozzles, separation of inlet/outlets, etc.)
provide mixing, the mixing cycle is limited to fill operations only;
• Install temperature transmitters to establish temperature gradients within the
tower and force fill/draw or modified mixing schedules/rates.
Option 3: Piping Modifications
• Undertake a Computational Fluid Dynamic (CFD) evaluation of the existing
elevated water tower to establish baseline conditions with respect to mixing
characteristics. The CFD will determine the areas within the tank that tend to
mix last and therefore require the most attention. The evaluation should also
consider the effects of temperature differentials between the inlet water,
temperature of the water within the "dead zones", and ambient temperature.
• Provide separation of the tower inlet and outlet to promote better turnover. This
may consist of the installation of a riser pipe within the tower complete with
lower supply connection with check valve. Note: Drawings of the tower were
not available for review and therefore the exact configuration of piping would
need to be confirmed through a preliminary design assessment.
Although considered as part of the analysis, the use of rechlorination equipment at the
location of the tower is not preferred at this time, based upon the current tower
configuration for the following reasons:
• The common fill/draw line may result in difficulties in properly assessing the
degree of rechlorination required; and
• The addition of another point of injection for chlorine may further worsen DBP
formation.
Additional remedial measures such as baffle installation within the tower was reviewed,
but not considered to be preferred due to the relative high capital cost, high
maintenance cost, and potential for surface microbial growth.
West Elgin Distribution System
While problematic, the issue related to low chlorine residual within the distribution
system is not unique to West Elgin. However the relatively large service area and low
population/water demands increases the risk of low water turnover. Furthermore,
previous attempts to extend water servicing have resulted in additional burden on the
Municipality from an operational perspective. Based on preliminary hydraulic analysis

and review of the system layout, the following provides general recommendations to the
Municipality moving forward:
• Continue with the ongoing distribution sampling program, with modifications to
testing/flushing procedures based on field conditions and historical trending.
This may require additional automatic flush units and/or adjustment to operation
of the existing auto flush units (i.e., timing for discharge, duration, etc.).
Additional consideration should also be given to addressing potential
environmental impactsfrequired controls associated with discharge;
• Dead end mains extend hydraulic retention times and therefore looping within
the distribution system is generally used to mitigate issues relating to turnover.
However, the placement of mains for the purpose of looping is not a solution for
every case and may contribute to further water degradation issues. Prior to
undertaking any further looping, extensions, etc., preliminary design should
include hydraulic modeling to determine potential impacts which may not be
obvious, as well as to ensure that watermains are not oversized;
• Pending the outcome of ongoing operations (in terms of cost and effectiveness
to ensure adequate secondary disinfection is maintained at all points), the
Municipality may need to consider one or more of the following added
measures:
• Implementation of rechlorination facilities, including the potential for a
rechlorination point for areas north of Highway 401; and
• Potential use of an alternative secondary disinfection process (i.e.,
chloramines which generally provide a more stable and persistent
residual and reduced DBP formation). However, the mix of ammonia
may result in nitrification and should be assessed in conjunction with a
review of water storage detention times.
It should be noted that implementation of proposed upgrades to the Rodney Elevated
Water Tower may also improve overall water quality within certain areas of the
distribution system (through improved mixing and/or reduced detention times in storage
or distribution).
CLOSING
The information provided in this technical memorandum is based on review of available
information and preliminary assessment of the hydraulic characteristics of the West
Elgin Water Distribution System. While all efforts have been made to review relevant
documentation, should additional information become available that would impact the
results of this assessment, further review may be required.

INTRODUCTION:
During the past few months the fire departments (West Lorne & Rodney) have
received a number concerns about open burning in the municipality (specifically
the built up residential areas).
DISCUSSION:
The staff has collected a number of By-laws on regulating Open Burning,
including the following:
• Municipality of Bayham
• Township of Malahide
• City of St. Thomas
• Municipality of Dutton/Dunwich
• Town of Orangeville
• Town of Fort Frances
A number of the By-Laws restrict Open-Air Fires with the exemption of the
following:
• Cooking Fires
• Campfires
• Burn Barrels
• Chiminea
One of the options to be included in the By-Law is to define the area that the By-
Law refers to. (For example residential built up areas vrs the rural farm areas).
Some by-laws provide restriction on smoke, clearances, materials, attendance at
the allowed open air burns and extinguishment are the issues addressed in the
By-Law.
A proposed Open Air By-Law can be as restrictive or open as you would like.
Both Fire Chiefs are receiving an increasing number of complaints on open
burns and responding to a number of calls. The purpose of the By-Law is to
restrict the number of calls the fire department responds to.

RECOMMENDATION:
That the report on Ontario Regulation 284/09 for the budget year 2013 be
approved.
INTRODUCTION:
The Province of Ontario passed Ontario Regulation 284/09 requiring
municipalities to report on whether they are budgeting for amortization expenses,
post-employment benefit expenses and solid waste landfill closure and post-
closure expenses. Those expenses not budgeted must be reported and
accepted by Council.
DISCUSSION:
To provide Council with expenses excluded from the 2013 operating budget and
capital program.
Municipalities can prepare budgets on either the cash or the accrual basis. West
Elgin prepares its budgets on the cash basis and in using this basis certain
expenses can be excluded from the budget. Municipality of West Elgin has
excluded amortization expense from the approved budget.
Municipality of West Elgin, in developing its budget for the year 2013, has
included the following:
1 . Transfers to reserves and debt principle payments as follows:
a) estimated transfers to reserves included $580,000.
b) estimated debt principle payments included $ 88,000.
2. The Municipality does not offer post employment benefits for retired
employees.
3. The Municipality of West Elgin has a landfill site and is subject to solid
waste landfill closure and post-closure expenses. Included in the
estimated transfers to reserves is approximately $96,000 allocated to the
Waste Management-Closure Reserve. The estimated balance of this
reserve at the end of 2013 will be $573,000.
Municipality of West Elgin has not included the following in its 20-13 budged:
1. Amortization based on the historical cost of its tangible capital assets in
the amount of $ 1 ,700,000.
The effect of the exclusion of amortization increases the budgeted accumulated
surplus of the Municipality by approximately $486,000.

The Municipality of Southwest Middlesex, with the aid of funding obtained through the
Ontario Showcasing Water Innovation Program (SWI), has embarked on a project to
improve the quality and safety of its drinking water supply.
Through the assistance of the Ontario Clean Water Agency (OCWA), we will be
incorporating the AVIVE Water Treatment system, which uses a stabilized hydrogen
peroxide disinfectant, at the Glencoe Reservoir to provide secondary disinfection and
eliminate the use of chlorine within the distribution system.
The AVIVE system is currently in use in Killaloe Ontario, which shows very encouraging
results and key learning we can implement here.
We anticipate that we will be in a position to commence using AVIVE within a few
months once all the preparatory worm is in place. We will inform you of the exact
implementation date when it is known.
You are invited to attend either or both of the public meetings to find out more about this
project.
A brochure with more details on the AVIVE system will be available at the public
meeting or at the municipal office. As well, you may contact your municipal office or

On April 22, 2013 the Kiwanis Club of Rodney held a meeting at Joe's Kush
and invited members of council and staff, as well as members of the Nature
Club. We also invited a forester, Greg Greer, to give a talk on the health of
the bush and any recommendations to improve and develop the woodlot. It
was a well attended meeting and we felt a good overview of the condition of
the property was presented.
As several of the councillors were there and heard this first hand, I do not
feel the need to go over the specifics of the maturity, diseases, and concerns
that Greg pointed out within the forest.
In the discussion period at the end of the evening many comments, both for
and against doing any management of the bush, were brought up.
One comment that was brought up that we would like to address first is
about potential revenue from any sale of wood from the bush, be it lumber or
firewood. The Kiwanis Club of Rodney does not want any of the proceeds
from such a sale. Our intent was not about money, but about improving and
maintaining the condition of the bush for now and in the future. We felt that
any proceeds that might come from managing the bush should be used to
improve the features of it (i.e. another trail, a bridge over the creek, picnic
pavilion, benches along the trails, signage to help direct potential visitors to
the bush). We think promotion of the bush to local schools to encourage
them to come for school trips and learning opportunities from an educational
prospective is important as well. This is our long term goal. Like the lake
front, this is another attraction our area has to offer for tourism and
recreation. It is under utilized and should be promoted to our community and
beyond!
The debate that evening hinged on whether it should be left alone or
managed. Another concern was the condition of the trails and any potential
liability for the township of guests walking through the bush and the
potential of falling trees or limbs on windy days. Our Kiwanis club has tried
to keep the trails clean by going through the bush once or twice a year. We
cut up and move any fallen limbs or trees and have felled the odd tree that
looked like it might cause a problem along the trail. Any further work in tree
bush is beyond our club's capacity both in labour and equipment abilities.
This letter is a request to council that they consider acting on advice either
from Greg Greer or any other qualified forest management specialist to
manage Joe's Bush to ensure a safe, environmentally sound woodlot that can
be enjoyed by everyone for generations and that this forest will be healthy
and a haven for many species of birds and other wildlife.
Hopefully, this project is not a source of expense for the township rate
payers, but has the ability to generate its own income to make the
improvements that we feel will enhance its value in the community.

and the OPP.
West Lorne Fire Dept. will be serving the public for breakfast from 7:00am to 11:30am at
the Fire Hall in West Lorne.

Ontario government responds to Infrastructure needs for small, rural
and northern Municipalities
Today the Ontario government announced its plans to create a fund of$100 million for
2013 - 2014, to assist small, rural and northern municipal governments build roads, bridges
and other critical infrastructure. This was one of AMO's major pre-budget asks in our 2.4.13
Pre-Budget Submission The Next Chapter.
The new fund will be available by October 1, 2013. The government stated this will be the
first step of a comprehensive transportation plan for rural and northern Ontario. The
Province will consult on the components of a permanent program for small, rural and
northern municipalities.
Municipal governments own more than 65% of Ontario's infrastructure, much of it in need of
investment to maintain a state of good repair. The infrastructure funding deficit has been
estimated to be at least $60 billion. Approximately half of this deficit is related to roads and
bridges. The Provincial-Municipal Roads and Bridges Review Report of 2012 raised the
need for a new, predictable and permanent fund to help municipalities fund road and bridge
infrastructure. AMO is encouraged by this investment.
Further details are expected in the May 2nd Provincial Budget. AMO will provide members
with a summary of the budget highlights next week.

noted that the November 2012 report for East Eagle is missing data.
SUBJECT: 2012 FOURTH QUARTER OPERATIONS REPORT
Dale LeBretton presented the fourth quarter operations report for 2012.
SUBJECT: 2012 PERFORMANCE ASSESSMENT REPORT
Dale presented the 2011 and 2012 Performance Assessment Reports. He noted that there
was 95% efficiency in 2011 and 93% efficiency in 2012 (partly due to the coloured water
issue).
SUBJECT: ANNUAL REPORT UNDER O.REG. 170103

Scott Gawley presented a report on the Iona Meter Pit. A number of concerns/issues were
noted that require additional research. A further report will be presented at the March 19th
meeting.

Scott presented a report and based budget for 2013. He asked the Committee to give
consideration to a number of items for inclusion in the budget. A final budget and water
rates will be presented at the March 19th meeting.

presented and that the 2013 Capital Budget include the Zamboni, $ 75,000.00, and
the front doors at $ 6500.00.

3. Letter to Concession Operators: The enclosed letter was hand delivered to the
Concession Operators by the Recreation Superintendent. Upon conferring to the
Arena Board members the Concession Operator did not comply with the request
contained within the letter.
4. OES Computer System: The Recreation Superintendent indicated that at the current
time he would not recommend the acquisition of the computer aided dressing room
allocation system and advertising system.
Item # 6 Correspondence: There was no correspondence presented at this time.
Item # 7 New Business:
1. 2013/ 2014S'eason Start date: The Recreation superintendent recommends to the
West Elgin Arna Board to delay the opening of the ice season to September 16
2013. The additional Hydra Costs make the extension of the season into August cost
prohibitive.To have the ice ready to skate condition the refrigeration system needs
to be running in the middle to late August. Thus increasing our electricity costs by
approximately$ 7,000.00. With the implementation of the Green Energy Act,
delaying the start of the ice season will satisfy the requirements for the Green
Energy Act, as well as reduce our operating costs.
