031 COUNTY OF ELGIN By-Law No. 31 TO DETERMINE THE MODE OF DECISION TO BE ADOPTED IN ASCER- TAINING TrŒ APPROVAL OR DISAPPROVAL OF CERTAIN BY-LAWS ORIGI- NATED BY THE COUNCIL OF THE COUNTY OF ELGIN AND ENTITLED "A BY-LAW TO AUTHORIZE THE MUNICIPAL COUNCIL OF THE COUNTY OF ELGIN TO RAISE THE SUM OF È 50.000 AND INTEREST PAYABLE IN THIRTY YEARS TO BE APPLIED IN TAKING STOCK IN THE AMHERSTBURG AND ST. THOMAS R&ILWAY COMPANY AND TO RAISE THE SAME ON TrŒ CREDIT OF THE CONSOLIDATED MUNICIPAL LOAN FUND OF UPPER CANADA ALSO BY-LAW TO AUTHORIZE THE MUNICIPAL COUNCIL OF THE COUNTY OF ELGIN TO RAISE TrŒ SUM OF È 50.000 AND INTE~ST PAYABLE WITHIN THIR~Y YE&RS FOR THE PURPOSE OF__TAKING STOCK IN A RAIL- WAY COMPANY CONSTRUCTING A LINE FROM ST. THOMAS TO TrŒ TOWN- SHIP OF BERTIE AND PASSING IN A DIRECT LINE THROUGH THE TOWN OF SIMCOE." Passed 27th September 1855. WHEREAS it is expedient to define by what mode the approval or disapproval of the By-Laws mentioned in the title of this By~Law shall be ascertained from the Municipalities in the County of Elgin. BE IT THEREFORE enacted by the Municipal Council of the County of Elgin that the question whether the said By-Laws shall be approved or disapproved shall be decided by the majority of the total number of Electors voting yea or nay in the whole of the said County of Elgin when the said By-Laws shall be submitted for their approval as re- quired by law and that the decision of the Electors of each Township and Village Municipality in the said County of Elgin shall be made known to the Clerk of this Council by the Clerks of the Municipalities within the said County who shall transmit to the said County Clerk within five days after the closing of the Poll in each Municipality (Cont'd) By-Law No. 31 Page 2 respectively a certificate signed by the Clerk and the head of the Municipality and under the Corporate Seal of the Municipality wherein shall be stated the number of voters who shall have voted Yea and the number of voters who shall have voted Nay on polling the votes of such electors respecting the said By-Law.
