223 COUNTY OF ELGIN 223 By-Law No TO APPOINT A SPECIAL COMMITTEE FOR THE PURPOSE OF MAKING ALTERATIONS IN THE JAIL AND JAIL YARD OF THE COUNTY OF ELGIN WHEREAS the County Council of the County of Elgin has been required by the Inspector of prisons to make certain alterations in the interior of the jail premises and erect a wall around the prison yard, and the Council of the County of Elgin has decided to proceed with the said work and appoint a special Committee for that purpose. AND WHEREAS it is deemed necessary that said Committee should be appointed and confirmed by By-Law of the County Council. BE IT THEREFORE enacted by the Corporation of the County of Elgin În Council Assembled, that the Warden T. M. Nairn and Daniel Luton be and are hereby appointed a Special Committee to receive Tenders enter into agreements and contract for the alterations required to be made in the Jail premises, as required by the Inspector of Prisons. AND THAT THE Warden or Chairman of said Committee be and is hereby authorized to sign contracts for said works on behalf of the Council and said Committee and attach the Corporate Seal thereto, which contracts shall be as binding on the part of the County as if they had been executed in open Council AND THAT THE County Treasurer is hereby authorized and required to pay to the Contractor or Contractors for said works on the order of the Chairman of said Committee, such sums as may be certified by the person in charge of said works of work having been performed on material delivered retaining fifteen per-cent of the full value of said work until the final completion and approval of the works performed under such contracts. force D.
