227 COUNTY OF ELGIN 227 Law No By- TO AUTHORIZE THE COUNTY COUNCIL OF THE COUNTY OF ELGIN TO " ISSUE DEBENTURES FOR THE SUM OF TWENTY THOUSAND DOLLARS WITHIN TEN YEARS FOR THE PURPOSE OF PAYING FOR THE PAYABLE IN THE COUN'rY OF ERECTION OF AEIREPR(LOF REGISTRY OFFICE ELGIN AND MAKING ALTERATIONS IN THE JAIL PREMISES AND AROUND THE JAIL YARD OF THE SAID COUNTY ERECTING A WALL OF ELG IN WHEREAS the Registry Office of the County of Elgin not being deemed to be fireproof, it is considered expedient to erect a fireproof office upon a plan and on a site ap- proved by the Inspector of Registry Offices and the Lieute- nant Governor in Council. AND WHEREAS the Inspector of Prisons having re- ported the Jail of the County of Elgin as not being in accordance with the regulations governing prisons, it is therefore considered necessary to erect a wall around the prison yard and alter the interior of the prison so as to conform with the requirements of the Prison Inspectors'Act. AND WHEREAS it will require the sum of five thou- sand dollars to pay for the erection of a new and fireproof Registry Office. AND the sum of fifteen thousand dollars for the alterations to be made in jail premises and the erection of a wall around the prison yard. AND WHEREAS it will be necessary to raise annually during the next ten years by special rate the sum of three thousand two hundred dollars to provide the payment of the said sum of twenty thousand dollars and the interest on the debentures to be issued for the same as hereafter mentioned. AND WHEREAS the amount of the rateable property of the Municipality of the County of Elgin irrespective of any future increase of the same, according to the last Assessment Rolls being for the year 1872 was eight million, one hundred and ninety five thousand, four hundred and forty-three dollars AND WHEREAS to provide for the payment of the in- terest upon and to create an equal yearly sinking fund for the payment of the said sum of Twenty thousand dollars, it will require an equal annual special rate of four tenths of a mill in the dollar on the whole of the rateable property of the said Municipalities of the County of Elgin in addition to all other rates to be levied in each year according to the Municipal Act. d) (Cont' Page 2 227 Law No By- AND WHEREAS the amount of the existing debt of the said County of Elgin is as follows 400 10 10 $ of sum of For principal the sum of and for interest the sum making on the whole the amount is due for arrears of interest It isthßrefóre enacted by the Council of the Cor- poration of the County of Elgin - and no THAT IT shall be lawful for the said Municipality to raise the .sum of twenty thousand dollars to provide for the erection of a fireproof Registry Office and make the required alterations in the jail premises in the County of Elgin. THAT IT shall for the purpose aforesaid be lawful for the Warden of the said County to cause any number of debentures to be made for such sums of money as may be re- quired for the said purposes not less than one thousand dollars each and not exceeding in the whole the sum of twenty thousand dollars which said debentures shall be seal- ed with the Seal of the said Corporation and be signed by the Warden and Treasurer thereof. THAT the said Debentures shall be made payable at the office of the Treasurer of the County of Elgin fun the Town of St. Thomas within ten years from the day this By-Law shall take effect and shall bear interest at the rate of sixpercentum per annum from the date thereof, payable half yearly on the first days of the months of January and July in each year at the office of the Treasurer of the said County of Elgin in the said Town of St. Thomas for which interest coupons signed by the Warden and Treasurer of the said County shall be attached to the said Debentures. THAT for the purpose of providing for the payment of such interest and to make an equal yearly sinking fund for the payment of the said debentures and equal special rate of four tenths of a mill in the dollar shall in addition to all other rates shall be raised. levied and collected in each year during the ten years next after this By-Law shall take effect upon all the rateable property in the Municipality of the County of Elgin unless such Debentures and Interest shall be sooner paid.
