269 COUNTY OF ELGIN 269 By-Law No COUNTY OF ELGIN A BY-LAW TO AUTHORIZE THE COUNCIL OF THE LAND FOR AN INDUSTRIAL FARM AND TO IN TO ACQUIRE AN ESTATE AND PROVIDE FOR THE INDUSTRY AND REFUGE ESTABLISH A HOUSE OF REPAIR THEREOF WHEREAS by the 355th Section of the Municipal Institutions Act of 1873 it is recited that the Council of every County, City or Town separated from a County may acquire an estate of landed property for an Industrial Farm and may establish a house of industry and a house of re~uge and provide by By-Law for the erection and repair thereof. ERECTION AND enacted by the Corporation of the Council assembled and under the BE IT THEREFORE County of Elgin in County authority aforesaid. THAT the Council of the County of Elgin be and is hereby authorized to purchase and acquire fifty acres of land in the Township of Southwold being part of Lot Number 39 North on Talbot Road East (and now owned by John Cole) for an Industrial Farm for the said County of Elgin and to erect and establish a house of industry and refuge therein and it is also enacted. THAT IT shall be lawful for the Treasurer of the said County of Elgin to pay on the order of the Warden the sum of three thousand dollars for said land. AND IT IS also enacted that a house of industry and refuge be erected on said land and that a special commit- tee composed of Messrs King, Galbraith, Brown, Davis and the Warden, be appointed to procure tenders and plans and speci- fications and to superintend the erection of a house of industry and refuge on said property as they maybe in- structed by said County Council. AND IT IS also enacted that said Committee shall have full power and authority to employ such architect and overseer as they may consider necessary and order payment of their services as well as for the erection of the buildings, fencing and drainage that may be required as soon as they may think it for the interest of the County to do so. AND the County Treasurer of said County of Elgin is hereby required to pay on the order of the Chairman of said special committee such sums of money as may from time to time be required for the erection of said buildings or in any way connected therewith.
