By-Law No. 294
TO INCORPORATE THE VILLAGE OF SPRINGFIELD IN THE COUNTY
OF ELGIN."
WHEREAS by the Eighth Sectfuon of the Municipal
Institutions Act of 1873, it is enacted as follows,
WHEN the census returns of an unincorporated
Village with the immediate neighbourhood taken under the
direction of the Council of the County in which the Village
and its immediate neighbourhood are situate shew that the
same contain over seven hundred and fifty inhabitants and
when the residences of such inhabitants are sufficiently
near to form an incorporated village, THEN on petition by
not less than one hundred resident freeholders and house-
holders of the Village and neighbourhood of whom not fewer
than one half shall be freeholders the Councilor Councils
of the County or Counties in which the Village and neigh-
bourhood are situate shall by By-Law erect the Village and
neighbourhood into an incorporated village apart from the
township or townships in which the same are situate by a
name and with boundaries to be respectively declared in the
By-Law and shall name in the By-Law the place for holding
the first Election and the Returning Officer who is to hold
the same,
PROVIDED always that no Town or. Village incor-
porated after the passing of said Act the population of
which does not exceed one thousand souls shall extend over
or occupy within the limits of the Incorporation an area
of more than five hundred acres of land,
AND WHEREAS the census of the Unincorporated Vil-
lage of Springfield in the County of Elgin with its immedi-
ate neighbourhood has been taken under the direction of the
Council of the County of Elgin and the returns thereof shew
that the said Village and its neighbourhood contain over
seven hundred and fifty inhabitants whose residences are
sufficiently near to form an incorporated village and com-
prised within an area of not more than the five hundred
acres,
AND WHEREAS more than one hundred resident free-
holders and householders of the said Village and neighbour-
hood of whom not fewer than one half are freeholders, have
presented their petition of the said County Council pray-
ing that the said Village and neighbourhood may be erected
into an incorporated village apart from the Townships of
Malahide and South Dorchester by the Name of SPRINGFIELD

and with the boundaries hereinafter declared comprised
with an area of not more than five hundred acres,
AND WHEREAS THE COUNCIL OF THE COUNTY OF ELGIN
deems it expedient to grant the Prayer of the said Petition
BE IT THEREFORE ENACTED by the Corporation of the
County of Elgin in County Council assembled and under and
by virtue of the authority aforesaid,
THAT the Unincorporated Village of Springfield
and its said neighbourhood be and is hereby erected into
an incorporated village apart from the Townships of Mala-
hide and South Dorchester in which said Village is situate
under the name of the VILLAGE OF SPRINGFIELD, and with the
boundaries or limits hereinafter declared and set forth to
be a body corporate having all the powers and privileges
of a separate municipality,
THAT the said Village hereby incorporated, shall
comprise the fOllowing lands and the boundaries or limits
hereinafter described and declared the said Village of
Springfield shall be determined thereby, that is to say,
Parts of lots eighteen, nineteen, twenty, and
twenty-one in the ninth Concession of Malahide, and lot
twenty-one, and part of twenty-two in the tenth Concession
of said Township of Malahide and parts of lots number five,
six and seven, in the twelfth Concession of the Township
of South Dorchester and described as follows,

COlVlPOSED of parts of lots eighteen, nineteen,
twenty, and twenty-one in the ninth Concession of Malahide
and lot twenty-one and part of twenty-two in the tenth Con-
cession of said Township of lVIalahide and parts of lots
numbers five, six, and seven in the twelfth Concession of
the Township of South Dorchester and described as follows
COMMENCING on the southern limit of road allow-
ance between the Townships of Malahide and South Dorchester
at a point ten chains westerly from the north east angle of
lot number eighteen in said ninth Concession of said Town-
ship of South Dorchester, THENCE southerly parallel to the
eastern limit of said lot number eighteen, forty-two chains
seventy-five links more or less to the northerly limit of
the south hundred acres, THENCE easterly parallel to the
southerly limit of said lots numbers eighteen and nineteen
thirty chains more or less to the limit between said lots
nineteen and twenty, THENCE northerly on the limit between
lots nineteen and twenty in said Township of Malahide, two

chains seventy links more or less to the north west angle
of the south half of said lot number twenty; THENCE easter-
ly parallel to the southerly limit of said lot number twen-
ty, twenty chains more or less to road allowance between
lots numbers twenty and twenty-one aforesaid; THENCE south-
erly and easterly across said road allowance to the north
west angle of the south half of said lot number twenty-one;
THENCE easterly parallel with the front of said lot number
twenty-one on the limit between the north and south halves
of said lot twenty-one, twenty chains more or less to the
limit between lots twenty-one and twenty-two; THENCE north-
erly on the limit between lots twenty-one and twenty-two
fifty chains more or less to the road allowance between
the ninth and tenth Concessions of Malahide, Said point being
the north east angle of said lot number twenty-one in said
ninth Concession of Malahide,
THENCE in a straight line to a point on north
side of road allowance between the ninth and tenth Con-
cessions, two chains seventy-five links easterly of the
south west angle of lot number twenty-two in the tenth Con-
cession, said point being where the continuation of the
easterly limit of lands owned by Jesse Weaver would inter-
sect the north limit of said road allowance between the
ninth and tenth Concessions if produced southerly across
the Canada Southern Railway right of way,
THENCE northerly parallel to the west limit of
lot number twenty-two and on the easterly limit of Jesse
Weaver's land, seven chains more or less to the road allow-
ance between the Townships of Malahide and South Dorchester
THENCE across said last mentioned road allowance to a point
which is distant ten chains easterly from the south westerly
angle of lot number five in the twelfth Concession of South
Dorchester aforesaid; THENCE northerly parallel with the
westerly limit of lot number five, seventeen chains, fifty
links,
THENCE westerly parallel with the northerly limit
of said road allowance between Malahide and South Dorchester
at a uniform distance of seventeen chains and fifty links to
the limit between lots number seven and eight in said twelfth
Concession of South Dôrchester; THENCE southerly along said
limit to the northerly boundary of the road allowance be-
tween the Townships of Malahide and South Dorchester; THENCE
across said road allowance in a straight line to the place
of beginning and not exceeding in the whole five hundred
acres.

AND IT IS ALSO ENACTED THAT nominations and the
first Election of Reeve and Councillors for the Municipality
hereby erected shall be held at the Public School House in
the said Village of Springfield on the first Monday in Janu-
ary, One Thousand Eight Hundred and Seventy-eight, being the
first Monday in January next after the end of three months
after the passing of this By-Law and that William McIntosh
of Springfield, Miller, shall be Returning Officer to give
the lawful notices to hold the nominations and first Election
of Reeve and Councillors for the said Village of Springfield,
and that until the Council for the said Village of Springfield
be organized the Councils of the said Townships of Malahide
and South Dorchester shall continue to have the same powers
in the said Village as heretofore and all other officers and
servants of the said Townships shall until dismissed or until
successors are appointed continue in their respective offices
until such organizations, with the same powers, duties and
liabilities as heretofore,
AND IT IS ENACTED that this By-Law shall take effect
and be in force from and after the passing thereof,

Thousand, Eight Hundred and Seventy-Seven.
