709 COUNTY OF ELGIN By-Law NO 709 TO ESTABLISH A POLICE VILLAGE AT FINGAL Passed 30th November 1906 WHEREAS under the authority of the Consolidated Municipal Act, it is enacted that The c::ouncil of any county in which an unincorpo,,", rated village is situated, shall set apart such unincorpo- rated village as a Police Village, upon a petition being " presented, describing the area to be included in such vill- age, and signed by a majority of the ratepayers therein. Where such unincorporated village lies wholly within one county, the Council shall in and by such By-Law fix the time and place for, and shall name a Returning Officer for con- ducting the first election of Police Trustees as hereinafter mentioned, and the date of the first meeting of the Police Trustees after such election. AND WHEREAS a petition has been received from the residents of the Unincorporated Village of Fingal in the Township of Southwold praying for the formation of a Police Village. AND WHEREAS such petition defines the area to be incorporated in such village and is signed by a majority of the ratepayers therein; The Elgin County Council therefore enacts 1. That the Unicorporated Village of Fingal in the Township of Southwold be, and is hereby set apart as a Police Village 2. That the area to be included in the said Police Village of Fingal shall comprise all and singular that certain parcel or tract of land, situate, lying and being in the Township of Southwold, in the County of Elgin and Province of Ontario being composed of parts of lots numbers 18 and 19 on the north and south sides of the Talbot Road, ,¡;Jast in the said Township of Southwold, which said portions are more particularly described as follows Part of lot number 18 north of the Talbot Road:_ East containing forty-two and one half acres, more or less described as follows: (cont'd) 709 By-Law NO Page 2 COMMENCING at the intersection of the westerly limit of the Union Road with the northerly limit of the Talbot Road East; thence west along the northerly limit of the Talbot Road eighty rods to a point; thence easterly parallel to the westerly limit of the Union Road eighty- five rods to a point; THENCE easterly parallel to the northerly limit of the Talbot Road eighty rods to the westerly limit of the Union Road; thence southerly along the westerly limit of the Union Road eighty rods more or less to the place of be- ginning. number 19 north of the Talbot Road and one half acres more or less, de- Part of lot containing forty-two scribed(aê fOllows, COMMENCING at the intersection of the easterly limit of the Union Road with the northerly limit of the Talbot RQad East; thence easterly along the northerly limit of the Talbot Road East eighty rods to a point; thence northerly parallel to the easterly limit of the Union Road eighty-five rods to a point THENCE westerly parallel to the northerly limit of the Talbot Road East eighty rods to the easterly limit of the Union Road; thence southerly along the easterly limit of the Union Road eighty-five rods more or less to the place of beginning. A meeting of the Electors shall be held for the nomination of candidates for the Office of Police Trustees in the said Village of F'ingal in Masonic Hall, at noon on Monday the Jlst day of December 1906 4. The Returning Officer shall preside at such and shall give at least six days' notice of the meeting, same. 5 If, after the lapse of one hour, more than three candidates are nominated, the Returning Officer or Chairman shall adjourn the proceedings until Monday the seventh day of January 1907, when a poll shall be opened in Masonic Hall F'ifugal, at nine o'clock in the forenoon and shall continue until five o'clock in the afternoon and no longer. and is hereby appointed such Election of Police 6. That Dr. D. Smith be Officer for conductingn: Returning Trustees 7.
