TO AlVIEND BY-LAW NO. S14 HE COMMITlVIENT OF INMATES TO THE HOUSE
OF INDUSTRY".
The County Council of the County of Elgin enacts
That after the date of the passing of this By-
Law, the members of this Council may)by writing under their
hands and seals, commit to thé House of Industry or Refuge to
be employed and governed according to the rules and regula-
tions and orders of the said House, all poor'and indigent
persons who are incapable of supporting themselves and are
resident of their municipality and the Keeper of the said
House of Industry shall and he is hereby'authorized to re-
ceive such persons and no others, provided the said commitment
is endorsed by'the Physician of the Institution that they are
not insane or afflicted with any contagious disease.
And that the provisions of By-Law No. 514 in re-
ference to the admission of paupers be and is hereby ammend-
ed accordingly.
