A .l:JY-LAW TO ESTAHLISH A COuN'l'Y MUSEUM
WHEREAS for purposes of establishing a County Museum,
officers ánd members of the Women's Institutes in the County
of Elgin with the assistanoe of offioers and members of the
Munioipal and Primary Chapters of the Imperial Order of the
Daughters of the Empire of the City of St. Thomas, and with
the assistanoe of other business and professional men and
women, have secured voluntary contributions from present and
former residents of the City and County aIIlountingto $12,022.~'\9,
from branohes of the women's Institutes in the County of Elgin,
$3,201.85, and from Munioipal Councils, $110.00, totalling in
all, the sum of $15, 344.24.
AND WBEREAS out 01' the monies so received, the sum 01'
$10,000.00 has been expended on the purohase of a building and
grounds situated on the Southwest corner of Talbot and Pleasant

Streets in the City of St. Thomas for purposes of suoh a museum,
and for repairs and renovations thereto, to date, the sum of
about $950.00, and for the Museum J!'und Campaign expenses, about
~p4'l0.00, leaving a balance on hand as of this date 01' about
$3,900.00.
AND WHEREAS title to the property so purchased will forth-
with, on the final passing of this by-law, be oonveyed to the
Corporation of the County of Elgin, and the unexpended balance
of the said $3,900.00 will be transferred to the custody of the
'l'reasurer of the Exeouti ve Co:mmi ttee hereinafter referred to at
suoh time as he or she is appointed to that office.
AND WHEHEAS the Counoil of the Corporation of the County or
Elgin, deeming the establishment of a County Museum to be in the
publio interest, is pleased to aooept the said conveyance for

suoh purposes, 8.nd to provide for the operation and management of
suoh museum as hereinafter set 1'orth.

1. NAME ,~ The said museum shall be lŒown as '£he

Elgin County Pioneer Museum"..
2. PHOPERT':( - All furniture, equipment, goods and
chattels donated to the museum shall, subject to any trusts
or conditions upon which any goods and chattels are donated,
be the property of thè Corporation of the County of Elgin.
3. OBJECTS - To colleot, preserve and display items
relative to the history and development of the County of Elgin
and the City of St. 'fhomas and other items from time to time
deemed suitable for display in the museum, and to encourage
public interest therein.
4. ORGANIZATION ~
(1) The museum operation and management shall to the
extent hereinafterindioated, be under the oontrol
and supervision of a committee which shall be known
as "The Elgin County Mu,seum Executive Committee".
(2) The said oammittee shall oomprise seven members to
be appointed annually by County Council at its
January session as follows:~
2 members from the County Council
1 from nominees of each of the following:~
- The East Elgin District of the Women's Institute
- The West Elgin District of the Women's Institute
- The Municipal Chapter of the Imperial Order of
the Daughters of the Empire
- The Council of the Corporation of the City of
St. Thomas
- The Council of the Corporation of the County
of Elgin (The nomination in this case to be of
a person other than a member of the County Council
(3) It shall be recognized as a guiding principle by the
bodies above authorized to nominate a person or persons eligible

to be appointed to the Executive Committee, that so far as possible
they will seek to assure that only persons who are definitely in-
terested in and able to contribute to the advancement of the museum
and its objects are nominated or appointed.

5. O}!'FICERS - The committee shall, appoint the following
officers from its membership at its first meeting in each year:

Pay all bills incurred in respect to the operation and
administration of the Museum from this account, after
such bills have been approved by the Committee. Except
for routine business, no general funds shall be expended
without the sanction of the Committee at any meeting
thereof

{ c Keep in suitable form, detailed accounts of the
assets, liabilities, receipts and disbursements
of the Museum. These books shall be audited by
persons appointed by the Committee, preceding the
annual meeting.
(d Render an annual report and submit this financial
statement to the January session of the County
Council.
The Treasurer shall be bonded.
8. THE DUTIES AND POWERS OF THE EXECUTIVE CO~ITTTEE
1) To keep the museum building and contents fully
insured against loss or damage by fire, vdnd or other cause
and to provide for such other insurance and bond coverage as
it may from time to time deem necessary.
(2) To regularly inspect and take such step~ as may
be necessary to keep the property~ buildings and grounds, tidy
attractive, and in good repair at all times.
(3) To establish such schedules of admission and/or
membership }jees as it may from time to time deem expedient.
(4) To establi'sh and maintain a Museum Endowment Fund
for the receipt, safe-keeping and investment of endowment monies
and to make regulations governing the receipt and expenditure of
such monies.
(5) To take or cause to be taken, such steps as it deems
necessary from time to time in order to provide such monies as may
be required to properly operate and maintain such museum or any
additions thereto.
(6) To undertake such alterations and additions to the
museum property, buildings and grounds, furniture, furnishings and
equipment, as it may from ,time to time deem necessary or expedient

( '7) To engage a Curator for the museum and such other
assistants as from time to time may be deemed necessary or expedient
(8) To approve or disapprove of all expenditures proposed
to be made by any other committee or sub-committee having to do witt
the operation or management of the museum.
( 9) To submit a general report of its activities each

year to the November and/or January sessions of the County
Council and to the first regular meeting of, the St. Thomas
City Council in the months of November and/or J-anuary in each
year.
(10) To present a complete financial report each year
to the J-anuary wession of the County Council and to the first
regular meeting of the St. Thomas City Council in January of
each year.
(ll) In each year at the organization meeting of the
Executive Committee or so soon thereafter as may conveniently
be done, the Executive Committee shall appoint and entrust to
a representative citizen committee of interested persons, to
be kno'~ as the Museum General Committee, responsibility for
(a) The organization and operation of the museum.
(b The planning of programs and publicity.
(c The prescribing of the duties of all persons
employed in or about the museum, and
(d The doing of all such things as the General
Committee deems necessary or advisable for the
accomplishm~nt of the objects hereinbefore set
forth, provided, however,
(l) That no expenditure of the museum general
or Endowment Fund monies or the incurring of any
liabili ty therefor shall be made by the Museum
General Committee or any sub-committee thereof,
or any officer or members of either, without

authorization and approval of the Executive
Committee first being obtained, and t hen only
~~thin the limits of such authorization or
approval.
(2) That the General Oommittee shall furnish
to the Executive Oommittee such complete reports

of the activities of the General ,Committee
or any sub-committee thereof as the Executive
Committee may from time to time require.
9. MEE'l'IN.GS - ( 1) Regular möntbly meetings 01' the
Museum Executive Committee shall be held at such time and
place as the Committee may agree or the Chairman of the
Committee may designate.
Uò) The annual meeting of the Execu-
tive Committee shall be held each year in the month of January.
( 3), Special meetings may be called by
the Chairman at his discretion, and shall also be called by
him on written request by any four members of the Committee,
stating the purpose for which the meeting is being called, and
shall not act on any otbBr matter of business unless by a ma-
jority vote of the Committee.
