1747 ,BY-lAW NUMBER 1747 OF THE CORPORATION OF THE COUNTY OF ELGIN A BY-lAW to provide for partial indemnity to owners of cattle, hcr~eg goats, sheep and swine for losses suffered by rabies in the County of Elgin on or after the 1st of April, 1958, and to appoint one or more valuers to determine the amounts of the losses. 1. WHEREAS since the 1st day of April, 1958, a large ntnnber of animals have become infected with rabies in the Province of Ontario, with considerable loss to owners of domestic animals; 2. AND t>IHEREAS the Council of the Corporation of the County of Elgin deems it advisable that owners of cattle, horses, goats, sheep and swine be indemnified in respect of losses suffered by reason of rabies; 3. AND WHEREAS the Council deems it advisable to accept the offer of each of the Government of Canada and Ontario to pay to the County forty per cent (40%) of the amounts paid by the County as indemnity to owners of the cattle, horses, goats, sheep and swine in respect of such losses from rabies since the 1st day of April, 1958, in accordance with the following terms: (a) That the Government of Canada provide such services as are necessary to determine that the losses to the owners of the above-mentioned animals were a result of rabies, and pay forty per cent (40%) of the amount of the valuation fixed by the county valuer; (b) That the Government of Ontario provide such services as are necessary to provide for' instruction of valuers and co-ordination of the services under the plan for indemnification and pay forty per cent (40%) of the amount of the valuation fixed by the county valuer; (c) That the County Council appoint one or more valuers to determine the amounts of the losses to the owners of the afore-mentioned animals and pay for the services of the valuer and the amount of the indemnification to the owners thereofJ 4. THEREFORE, the Council of the County of Elgin enacts as follows: (a) Claybourne Gordon , of Township of Southwo1d , is appointed in and for the County of Elgin as valuer to determine the value of cattle, horses, goats, sheep and swine that, by certificate issued by the Veterinary- General of Canada, have been certified as having died in the County as a result of rabies on or after the 1st day of April, 1958, and to carry out such other duties as may be assigned to him in respect of the valuations, including the making of reports required for the payment of compensation to the owners of the cattle, horse~. goats, sheep and swine; (b) The remuneration to be paid to the said Claybourne Gordon for services rendered as valuer is fixed at $1.00 per hour, (rate of pay) and .10¢ per mile for use of his car while so employed. (c) The Treasurer of the County is authorized to pay to the owners of the live stock the amount of the value thereof as determined by the valuer. PASSED IN COUNCIL THIS 17th day of June _, 1959.
