all counties and municipalities for the establishment and maintenance
of Emergency Measures Organizations and for providing moneys for Emer-
gency Measures Organizations and for the cost of operation of such
organizations and for similar work within the municipalities;
AND WHEREAS; the Government of Ontario accoPding1y has deemed
it desirable to co-operate with the Government of Canada in carrying
out in respect of Ontario its responsibility for the security, defence,
peace, order and welfare of Canada in the event of real or apprehended
war, invasion or insurrection, and, as a consequence, has established
a branch of government known as the Emergency Measures Branch of the
Public Safety Division of the Department of the Attorney General, and
is making provision for the continued functioning of civil government
and government services in Ontario in the event of an emergency caused
by a real or apprehended war, invasion or insurrection, or by natural
causes;
WHEREAS the Government of Canada has deemed it necessary to
create a branch of government, in the form of an Emergency Measures;
Organization, to co-crdinate the duties and functions of those govern~
ment departments and agencies which would have a responsibility in a
national emergency in the event of enemy action;

members of the Council of the County of Elgin, and the Mayor
and two members of the Council of the City of St. Thomas; all
said members to be appointed from time to time by reso1u,tion

The St. Thomas-Elgin Emergency Measures Organization shall

riate amounts of pub1io funds from the Government of the
Provinoe of Ontario and the Government of Canada in ao~ord_
anoe with the terms of the finanoia1 assistance agreement
between those governments;
(a) The terms of employment, working conditions and salary
sohedu1e for the Co-ordinator shall be within the framework
of existing standards for municipal officials of the City
of st. Thomas.
(b) The City Clerk shall be Chairman of the Planning Committee,
(c) The Co-ordinator shall be a member of the Planning Committee
and be responsible for:
(1) the implementation of the policy as formulated by the
Executive Committee;
(2) the fulfillment of the "Purposes and Objects" as more
particularly set out in"Section 2 of this by.,.law;
(3) the performance of other' related duties as direoted by
the Executive Committee.

In the event of a natural emergency, the Chairman of the
Executive Committee may submit a request to the Honourable the
Attorney General of Ontario for authority to callout regularly
enrolled emergency measures, volunteers to assist municipal authori-
ties: to control the emergency and to alleviate distress when it
has..been determined that the manpower resources under the direct
control of the municipalities have been committed to emergency
operations and it is found that these are insufficient or inadequate
to control the emergency effectively.
The Corporation of the County of Elgin, upon being bi11ed~
will pay to the Corporation of the City of St. Thomas, its'
pro-rated portion of the munioipa1 share of the approved
annual expenditures
(c)
The administration of the St. Thomas~E1gin Emergency Meas-
ures Organization will be undertaken by the Corporation of
the City of St. Thoma$.

(a)
The annual cost of operating the St. Thomas-Elgin Emergency
Measures Organization shall be pro-rated on a per capita basis
as determined by the current Ontario Municipal Directory
and be included in the annual estimates of the participating
municipalities.

The Planning Committee shall, when policy decisions are re-
quired, submit the subject matter to the Executive Committee
in the form of recommendations

(a)
The Planning Committee shall be responsible for formulating
departmental plans for the continued functioning of municipal
services which would be required in the event of emergency

shall be requested to make the appointment effective

The annual cost af operating the St. Thomas-Elgin Emergency
Measures Organization shall be pro-ratedona per ca~ta basis
as determined by the current Ontario Municipal Directory
s,nd be included in the annual estimates of the participating
municipalities
The Planning Committee shall,when policy decisions are re-
quired, submit the subject matter to the Executive Committee
in the form of recommendations

The Planning Committee shall be responsible for formulating
departmental plans for the continued functianing of municipal
services which would be required in the event of emergency.
