"Being A By-Law To Establish A Salary Schedule For All Employees Of
The County Of Elgin Other Than The Heads Of Departments."
WHEREAS it is considered advisable to establish salary
schedules for the employees of the various Departments of the County
of Elgin.
NOW THEREFORE the Council of the Corporation of the County
of Elgin enacts that the following salary schedules be, and are
hereby adopted:
1. Salary Schedule for Road Department_Employees.
A. Regular Hourly Rated Employees - (Overtime to be paid at
time and one half for all time worked over 48 hours per week.)
Class 6, Foreman. In charge of specialized construction
such as grading and granular base or bridge construction. Usually
in charge of hired or county equipment and one or more County work
crews or also licensed machanic.
$3.30 per hour
Class 5, Foreman and Lead Hands. Regularly in charge of a
work crew of at least five men, or supervising other County or hired
trucks on a regular basis, or performing work which is a recognized
skill or trade. Class 3 operators and Class 2 Labourers may be
assigned to this class on a temporary basis when performing Class 5
work. Experience rating.04¢ per hour for completion of each year's

work to a maximum of four years.
Minimum $3.05 per hour
Maximum $3.20 per hour
Class 4, ,Part-Time Foreman, Stockkeeper. Workers performing
the work of a higher classification than Class 2. Experience rating
.04¢ per hour for completion of each year's work to a maximum of four
years.
Minimum $2.95 per hour
Maximum $3.10 per hour

float distributor, loader, graders âhd shovel, crawler tractor, backhoes
eta. Class 1 and 2 labourers may be assigned to this class on a tempo-
rary basis when operating speoified equipment. Experience rating .04¢

Class 2 Labourer Experienced. Some supervisory work, light
truck driving, roller operator, experienced grade men etc. on regular
basis. Experience rating .04¢per hour for completion of each year's
work to a maximum of four years.
Minimum $2.75 per hour
Maximum $2.90 per hour
Class 1, Labourer. (After completion of six month's proba-
tionary term) little if any supervisory work. Experience rating .04¢
per hour for completion of each year's work to a maximum of four years.
Minimum $2.65 per hour
Maximum $2.80 per hour
B. Seasonal or Casual Employees. (Overtime to be paid at time
and one half for all time worked over 48 hours per week.)
Class A. Employees of high school age (generally under 21
years of age) with varied experience.
Minimum $2.15 per hour
Maximum $2.30 per hour
Class B. Casual Labour, inexperienced $2.35 per hour.
Class C. Experienced labour, inexperienced mower operatorsì
$2.45 per hOl1r.
Class D. Experienced mower operators, $2.70 per hour.
C. Technical Personnel. (Overtime to be paid at time and one
half for all time worked over 48 hours per week.)
Instrument Man. Qualifications - Grade 12 or equivalent.
Duties - Surveying and drafting. When experienced to be able to work
witk:minimum supervision. Increments shall be governed by ability,
experience and passing D. H. O. sponsored courses. Position compar-
able to D. H. O. Technician 3 Surveys. Hours of work - 47 hours per
week. Increments of .08¢ per hour per year for four years.
Minimum $2.88 per hour
Maximum $3.20 per hour.
Technician. Duties to include supervision of instrument men
and to assist the Engineer in technical supervision of construction.
To assist in all phases of designw~ik and to supervise specialized

work such as hot mix paving, drainage and urban construction. Quali-
fications, to be similar to D. H. O. Technician Grade 2. Hours of work
42i hours per week. illncrements of .08¢ per hour per year for four years.

Grade 1 Office Personnel
Minimum $4,300.00 per annum

Male Clerk - Office Co-Ordinator to assist witk and when
qualified to direct others, in all phases of office work including
payroll, aocounts, and bookkeeping, etc. Hours of work per week - 37t.
Minimum $6,550.00 per annum
Maximum $7,350.00 per annum
Increments $200.00 per year to maximum.
General Foreman - Duties to supervise and control all men
and equipment for all maintenance and construction under supervision
of the assistant to the Engineer and the Engineers. Hours of work -
47 hours per week.
Minimum $9,350.00 per annum
Maximum $10,150.00 per annum
Increments $200.00 per year to maximum.
Assistant to the Engineer - Duties - General supervisor of
construction and contractor forces, land purohase, and the position of
Construction Safety Inspector. Hours of work - 47 hours per week.
Minimum $9,750.08 per annum
Maximum $10,550.00 per annum
Increments $200.00 per year to maximum.
E. Mileage Rates to be paid to all county employees using tkeir
own private cars be set in accordance with the present Department of
Highway rates:
0 - 5,000 miles i .15¢ per mile
5,000 - 10,000 miles, .08¢ per mile

6. TlillT this By-Law shall become effective on December 26th,
1970, at 12 o'clock midnight.
