NOW THEREFORE the Council of the Corporation of the
County of El~in enacts as follows.
ì~IEREAS it is deemed advisable for the County of
Elgin to enter into an agreement with the Canadian Red Cross
Society (St. Thomas Branch) to have the Society provide
Homemakers Services to residents of the County of Elgin when
such service is deemed necessary by the County of Elgin Socia).

1. 'rhe shall furnish the vices homemaker

improvement to avoid familial financial difficulties which are
likely to contribute dependency on public assistance

2. 1'here shall be no obligation upon the County to pay for the said services
so Ion'] as, and to the extent that, the financial circumstances of the
person applying for such services shall permit him to pay for the same as
determined by the Ièegulations¡ and if sons or daughters of the said person
are able to provide payment for the service the ~ounty may not accept
financial responsibility.
3. Vihere the person's financial circumstances as determined by the
Uegulations do not permit him to pay in full the fees for such services,
they may, with the approval of the County Welfare Administrator, be paid
in whole or in part by the County.
4. Subject to compliance with the Homemakers and Nurses Services Act, R.S.O.
1970, and amendments thereto, and to the l~egulations thereunder, the County,
agrees to pay for the services furnished by the Society under this
agreement at the rate of $18.50 per eight hour day or ~2.35 per hour with
a minimum charge of four hours, subject to an overtime rate of time and
one-half for services furnished on Saturdays, Sundays or statutory or
declared hOlidays¡ provided that furnishing of services on such days at
overtime rates shall first be approved by the County.
5. The ;::ociety underta.kes to execute, if requested, such forms and documents
as may be required by the Act or the Regulations to enable the County to
receive reimbursement for such services or as may be otherwise required by
the flot or the Iiegula.tions, but such forms and documents shall be prepared by
the County.
5. This agreement shall come into force and take effect as and from the
lst. day of January 1974, and shall remain in force until termina.ted by
either party by sixty (50) days' prior notice.
