BEINf~Y-LAW-1Q " WHEREAS policies and responsibilities for the adminis- tration of the County are carried out by appointed officials; and WHEREAS it is deemed advisable to document in a by-law the various positions which administer this work and also the duties associated with each. NOW THEREFORE the Municipal Council of the Corporation of the County of Elgin enacts as follows: of the appointed officers shall be 1. The through CounciL 2 DEPUTY CLERK 1 The Deputy Clerk, in the absence of the Clerk, is authorized to assume all the responsibilities and duties of the Clerk. 2 TREASURER 1. The Treasurer shall be the Head of the Financial Department of the Corporation, and shall be the principal officer and adviser of the Corporation, in all matters relating to the mone- tary and financial operations of the County, and especially with regard to its debt and the estimates to be prepared annually for providing the ways and means for protecting the same, and meeting the annual expenditure, with a careful regard to the maintenance of the County credit 3 2. The security of the Treasurer, as required by law, shall be by fidelity bond of any good and sufficient company or associa- tion duly incorporated for granting bonds of suretyship for parties holding positions of trust, and as to the amount of the same and all other particulars, shall be subject to the approval of Council. 3. He shall be the custodian of all titles and evidence of titles, deeds, insurance policies, mortgages, leases, bonds, agreements, or other instruments relating to the property and rentals of the County, and shall only allow the same to be taken from his office on the order of the Councilor on the requisition and receipt of the County Clerk, or the Deputy Clerk, or the County Solicitor, for use in any legal procedure or on the order to produce of any Court of Law or equity. 4. He shall be guided in the payments and disbursements of his office by the By-laws, Rules and Regulations of the Corporation with regard to the passing and verification of accounts by the several Committees, and he shall generally superintend the trans- actions of his department. 5. The accounts and transactions of his department shall be subject to an audit by the County Auditors as the Council may direct, who shall prepare the Annual Detailed Audit in accordance with the requirements of the appropriate Ministry shall 6. The normal channel of communications for the Treasurer be through the County Government and Reception Committee to County Council. DEPUTY TREASURER 1. The Deputy Treasurer, in the absence of the Treasurer, is authorized to assume all the responsibilities and duties of the Treasurer 4 COUNTY ENGINEER/ROAD SUPERINTENDENT 1. It shall be the duty of the County Engineer/Road Superinten- dent to be responsible for all maintenance and construction of the County Road System, in co-operation with and under the direc- tion of the County Roads Committee and to act as Secretary at all meetings of the said Committee 5 It shall be the duty of the County Engineer/Road Superinten- to carry out all duties requested of him by County Council 2. dent 3. He shall keep records of the classification of all employees of his department and any reclassification or new classification A copy of these records is to be forwarded to the Personnel Administrator 3 6 ASSISTANT COUNTY ENGINEER/ROAD SUPERINTENDENT 1. The Assistant County Engineer/Road Superintendent is author- ized, in the absence of the County Engineer/Road Superintendent, to assume all responsibilities and duties of the County Engineer/ Road Superintendent. (7 ) DIRECTOR/ADMINISTRATOR - HOMES FOR SENIOR CITIZENS 1. Operates the Homes in accordance with the Homes for the Aged and Rest Homes Act and regulat ions and policies set by the Committee Of Management of Terrace Lodge and Elgin Manor. 2. Gives direction and reviews present programs and procedures and makes changes where necessary in accordance with government policies and Committee Of Management policies. 3. Responsible for all of the accounting procedures within Elgin Manor and Terrace Lodge. 4. Oversees the complete administration section, correspondence, reads reports, participates at conferences. 5. Arranges for a full recreational program and religious pro- gram within the Homes. 6. Responsible for the operation of Satellite Homes within the County in accordance with the Committee Of Management policies and Homes for the Aged and Rest Homes Act. (8 ) ASSISTANT ADMINISTRATOR - HOMES FOR SENIOR CITIZENS 1. The Assistant Administrator is authorized, in the absence of the Director/Administrator, to assume all responsibilities and duties of the Director/Administrator and acts as Secretary at all meetings of the Committee of Management. (9 ) COUNTY LIBRARIAN 1. It shall be the duty of the County Librarian to be responsible for management of the County Library System in co-operation and under the direction of the County Library Committee and to act as secretary at all meetings of said Committee. 2. It shall be the duty of the County Librarian to carry out all duties requested of him by County Council. 3 . The County Librarian shall cause proper personnel records to be maintained of all Library employees and provide copies of the same to the Personnel Department. (10 ) DIRECTOR - SOCIAL SERVICES 1. It shall be the duty of the Director of Social Services to direct the administration of the General Welfare Assistance Act, Day Nurseries Act, and Homemakers and Nurses Services Act, ensur- ing that applications are processed promptly and efficiently, additional services are purchased economically, adequate controls are in place, and all required financial and administrative procedures are carried out in an effective manner. 2. The Director shall be available in a consultative capacity to Social Services Committee and County Council to advise on social issues and concerns and will attend Social Services Committee meetings. 3. The Director shall represent the County of Elgin in the social services community in an appropriate and diplomatic fashion 4 11 PERSONNEL ADMINISTRATOR 1. It shall be the duty of the Personnel Administrator to recommend, implement and maintain all human resource and labour relation practices, in co-operation with all department heads and County committees, under the direction of the Personnel Committee 2. Act as secretary at all Personnel Committee meetings, pre- pares agendas, minutes, resolutions and attendance records. ( 12) COUNTY SOLICITORS 1. The person(s) appointed as solicitors shall attend to such duties and give such legal opinions as may be required by the Council, the Chairman of any Committee thereof, Clerk, or other Department Head, such opinions to be in writing if requested. 2. That it shall be the duty of all other officers of this Corporation to furnish the County Solicitor, upon request, with any documents, books, or papers, or copies of the same, in the custody or possession of such officers, and to give to the said Solicitor such other aid and assistance as he may require in the performance of the duties of the said office. (13 ) LABOUR RELATIONS OFFICER 1. The firm engaged as Labour Relations Officer shall attend to such duties and give such legal opinions as may be required by the Council, the Chairman of any Committee thereof, County Clerk, Deputy Clerk or Personnel Administrator, such opinions to be in writing if requested.
