94-48 COUNTY OF ELGIN By-Law No. 94-48 "A BY-LAW TO EMPOWER THE ADOPTION OF A WASTE MANAGEMENT PLAN" WHEREAS Section 209 of The Municipal Act, R.S.O. 1990, Chapter M.45 authorizes the Council to pass a by-law to empower it to adopt a waste management plan; and WHEREAS the Corporation of the City of st. Thomas (the City Corporation) has indicated by resolution dated September 27, 1994, support for the preparation of a waste management plan for the city of st. Thomas and the County of Elgin and the establish- ment of a Joint Board for Waste Management for the preparation of a County/city Waste Management Plan; and WHEREAS the Council of the County proposes to constitute a joint committee to be known as the Joint Board for Waste Manage- ment and to empower the Board to prepare a Waste Management Plan for the County of Elgin and the city of st. Thomas; NOW THEREFORE the Municipal Council of the Corporation of the County of Elgin enacts as follows: 1. In this By-Law: "waste management plan" means a document containing objectives and policies related to waste management powers and which may contain a description of the measures and procedures proposed to attain the objectives of the plan; 2. The Council is hereby empowered to adopt a Waste Management Plan for all the local municipalities forming part of the County of Elgin for municipal purposes; 3. The Joint Board for Waste Management, when constituted by a further by-law and a by-law of the City Corporation, is author- ized and directed to prepare a waste management plan for the County of Elgin and the city of st.
