Monday, 22nd January 1855
The Municipal Council of the County of Elgin met pur-
suant to the Statute in such case made and provided at the
Court House in St. Thomas on Monday the 22nd day of
January 1855.

Thomas Locker Esquire, be appointed Warden of this Council
for the present year.

The yeas and nays being called for were taken down

The County Judge being present, the Oath of Office was
administered by him to Thomas Locker Esquire, Warden, after
which the Warden took the Chair and addressed the Council.
His Honour, Judge Hughes, as Chairman of the St. Thomas
Grammar School Trustees, addressed the Council in reference
to the very dilapidated state of the School house wishing
the Council to grant aid to pay contingencies and provide
a more suitable building.
Mr. Burwell gives notice that he will on tomorrow
move for a standing Committee of Finance for the current
year, to be composed of three members.
The Warden introduced Mr. Johnston, the Reeve from
South Dorchester, who took his seat.
Moved by R. Nicholls, seconded by Mr. McIntyre that
the Council stand adjourned until tomorrow forenoon at
10 o'clock.

The proceedings of the previous days proceedings
were read and also the proceedings of last day of the
late Council and the Warden was authorized to sign them
after which

Mr. Burwell submitted draft of Petition to the
Governor in Council in reference to disposal of a school
block in St. Thomas after which
Mr. Burwell, seconded by Mr. Parish moves the adop-
tion of a Petition to the Governor General in Council on
the subject of a lot of land in St. Thomas granted by the
late Colonel Burwell to the Crown in Trust for school
purposes.
Petition adopted and signed by the Warden.

Mr. Burwell submitted draft of a petition to the
Legislature in behalf of the Port Burwell Harbour Company
after which
Mr. Burwell, seconded by Mr. Bens moves the adoption
of the Petition of the Council to the Legislature in behalf
of the Port Burwell Harbour Company.
The Warden in accordance with the wishes of the Coun-
cil signed the Petition to the Legislature and was recom-
mended to entrust it to Dr. Southwick the member for East
Elgin.

W. McKay be reappointed Clerk of this Council.

Mr. McIntyre, seconded by Mr. McCallum moves that
G. T. Claris be appointed Auditor for the present year.
The Warden appointed Mathew Childs to be one of the
Auditors of this County and laid before the Council a
communication from the Government in reference to a
Patriotic Fund, also Proclamations in reference to the
same which was read after which

Mr. Burwell, seconded by Mr. Parish moves that the
sum of five hundred pounds currency, be granted from the
funds of the County in aid of the Patriotic Fund for the
relief of the widows and orphans of those who have been
or may be slain in battle in the War with Russia and that
the Warden be authorized to order the same to be paid by
the Treasurer to such Provincial authority as may be
authorized, to receive and transmit the same to England
in aid of the General Fund in that behalf, and that the
Clerk be authorized to furnish lists to Assessors and
each Municipality appoint a person to accompany the
Assessors to solicit further subscriptions in aid thereof.

In amendment it was moved by Mr. Drake, seconded by
Mr. Bens, that five hundred pounds or more be raised by
subscription and that each Collector throughout this
County have a Roll to solicit each taxpayer to subscribe.
Amendment carried, original motion lost.

Tuesday the 23rd day of January, 1855
Council resumed.
The Warden submitted report of the Ingersol and Port
Burwell Road Company, which was read and filed accordingly.
Mr. Burwell, seconded by Mr. Randolph Johnston that
the thanks of this Council be given to Mr. Matthew for
his fine specimen of Art shewn in the painting of the
Coat of Arms for the Court House and as an evidence of
the recognition of his Mechanical Talent, cheerfully vote
him five pounds in addition to his charge.
Mr. McIntyre, seconded by Mr. Nicholl, moves that the
Sheriff attend this Council at 11 o'clock tomorrow
morning and report what contract or contracts if any, he
has made respecting the building of the fence around the
Public Buildings and what is the amount to be paid for
such contracts.
Rules and regulations of Council read after which
Mr. Burwell, seconded by Mr. McDougald moves that
Rule No. 38 in the Code of Rules generally adopted by
Council and which was not adopted be now embodied one of
the rules for the guidance of the proceedings of this
Council.
Motion lost.
Mr. Drake, seconded by Mr. Burwell moves, that this
Council may be pleased to grant one hundred and fifty
pounds to build a Lock-up House in the Village of Vienna
to carry out and sustain justice in that part of the
Country.
Referred to Finance Committee.

On motion of Randolph Johnston, the Sheriff was
authorized to allow Prisoner McKenzie to retain the
clothing he has been wearing while at hard labour and
which were furnished by the County.
Council adjourned till 9 o'clock tomorrow morning.

Warden authorized to sign them.
The Warden submitted communication from Mr. Matthew
which was read, after which

Mr. Parish, seconded by Mr. Johnston of Yarmouth that
Richard Willis be reappointed Messenger of this Council.
Mr. Drake, seconded by E. S. Bens moves that Gilbert
Wrong be the Superintendent of Common School in the
Municipality of Bayham for the current and ensuing year.
In amendment it was moved by Mr. Burwell, seconded
by Mr. Parish that the Revd. Henry Bate Jessopp be appointed
Local Superintendent of Common Schools in and for the
Township of Bayham in the room and stead of Simon Newcomb,
Esquire resigned.
Amendment lost, original motion carried.
Mr. Johnston, seconded by Mr. McIntyre moves, that Dr.
James Daniels be" appointed Local Superintendent of Common
Schools for the Township of Yarmouth for the ensuing year.
Mr. Bens, seconded by Mr. Drake moves that Charles
Fraser be appointed Local Superintendent of Common
Schools in Malahide for the ensuing year.

Wednesday the 24th day of January, 1855
Mr. P. Barber, seconded by Mr. Nicholls moves that
Hymen Lumley be reappointed Local Superintendent of
Common Schools in the Township of Southwold for the
ensuing year.
Ifur. McDougald, seconded by Mr. McCallum moves that
Mr. Archibald Currie oe reappointed Local Superintendent
of Common Schools in Aldborough for the ensuing year.
Mr. McCallum, seconded by Mr. McDougald moves that
Mr. Thomas McColl be reappointed Local Superintendent of
Common Schools in Dunwich for the ensuing year.
Moved by Mr. Drake, seconded by Randolph Johnston
that the County Auditors be instructed to audit all
school accounts and also to examine and report upon all
fees and fines receivable from the Government Offices of
the County and also to audit the fee fund.
Carried.

Mr. McDougald, seconded by Mr. Drake moveS that the
Clerk be authorized to procure the necessary supply of
Assessment and Collectors Rolls, also slips and subscrip-
tion lists for the Patriotic Fund to be supplied to each
Municipality.
Mr. Burwell, seconded by Mr. Bens moveS that the
Clerk of this Council be directed to write a circular to
all the Assessors of the several Municipalities within
this County suggesting the desire of this Council that
they will meet together and consult upon a general stan-
dard of the valuation of property throughout the County.

Mr. Johnston, seconded by Mr. Bens moves, that the
sum of E 500 be raised by this Municipality by Assessment
for the aid of the Patriotic Fund, provided that a
majority of ratepayers sign a petition in favour of the
same and that each Assessor be provided with a subscrip-
tion list for the purpose of raising further aid.
Mr. Burwell handed to the Warden a written resig-
nation from S. Newcomb ,as 'Superintendent of Common Schools
in Bayham, which-was accepted.
The Deputy Sheriff appeared before the Council and
submitted plan of fence to be erected in front of the
Court House and stated that the Sheriff had made a con-
tract with Mr. Love for the work and on motion Mr. Love

Wednesday the 24th day of January, 1855
was required to attend the Council at two o'clock this
afternoon to explain in reference to the fence and the
probable cost of the work.
Mr. McIntyre, seconded by Mr. McCallum moves that
the Committee of Finance do meet at two o'clock in the
Court Room and that the Council stand adjourned until
three o'clock this afternoon and that the Clerk and
Treasurer attend the said sitting of the Finance Committee.

Mr. Reuben Johnston, seconded by Mr. Bens moves that
the Revd. Edmund Sheppard be Local Superintendent of
Common Schools in the Township of South Dorchester for
the ensuing year.
Mr. McDougald, seconded by Mr. McIntyre moves that
this Council confirm the contract entered into with Mr.
Love for the building of the fence around the Court House,
and that this Council take the responsibility of building
the remainder of the fence and wall.

Mr. Love gave explanation in reference to his con-
tract with the Sheriff for the erection of the fence and
was recommended to substitute swinging gates for station-
ary small gates and to erect one extra large gate. It
was also suggested that the Sheriff take the opinion of
the Council Clerk in placing the gates in their proper
places.

The Committee of the whole rose and reported the
adoption of the Road Report without any amendment which
was confirmed by ,the Council.
Mr. Burwell submitted draft of a Petition to the
Legislature in reference to sending deserving scholars
to the University of Trinity College, Toronto.

Petition of this Council be sent to the Legislature for

Wednesday the 24th day of January, 1855
authority to send deserving scholars to the University
of Trintiy College, Toronto as well as the University
of Toronto be adopted.
The Warden in accordance with the wishes of the
Council, signed said Petition and was requested to
intrust the same to Dr. Southwick the Member for East
Elgin.
Mr. E. C. Bens, seconded by Mr. Drake, moves that in
consideration of the sum of five hundred pounds being
voted by this Council in aid of the Patriotic Fund, pro-
vided a majority of the rate payers petition for the same
object, this Council feels it necessary that the Public
should have proper information on this important subject
hereby solicit the concurrence and aid of the Dispatch
and Standard and other Journals published in the County
for the purpose of carrying out the object of this
benevolent undertaking.
Mr. Parish, seconded by Mr. McDougald moveS that a
Petition be drafted by the Clerk and signed by the
Warden to both Houses of the Legislature praying them
to amend the School Act to vest the right in Township
Councils and Local Superintendents to alter School
Division and define the limits thereof without requiring
a majority of the school section.

The Committee of the whole rose and reported the
adoption of the Education Report with amendments which
were confirmed by the Council.
Mr. McIntyre, seconded by Mr. Barber, moves that
Dr. George Southwick and the Revd. Mr. Caulfield be
reappointed Trustees of the Grammar School in St.
Thomas, and Mr. Gustin and Mr. Garnsey Trustees of the
Vienna Grammar School and for four years.
Mr. Drake, seconded by Mr. Bens moves that Simon
Newcomb be appointed a Trustee of the Vienna Grammar
School in place of the late John Elliott Esquire.

mitted report which was read.

Thursday the 25th January, 1855

Mr. Nicholls in the Chair.
The Co~~ittee of the whole rose and reported the
adoption of the report on Public Improvements with
two amendments which was submitted to the Council and
confirmed accordingly.
Mr. Eli. Bens, seconded by Mr. McDougald moves that
the Clerk be instructed to procure a fireproof safe for
the use of the County Treasurer to keep the County Books
and papers, said safe not to cost more than forty pounds.
Council adjourned for an hour.
Council resumed, after which
Mr. Burwell, seconded by Mr. Bens moves that the
Clerk be ordered to draft and the Warden to sign a
Petition from this Council to the Legislature recommend-
ing the immediate passage of a Bill in favour of Pro-
hibiting Liquor Law that it may be made the Law of the
Land.
Motion carried unanimously.

Mr. McCallum, seconded by Mr. McDougald moves that
the Clerk be requested to procure a copy of the Statutes
16th Victoria, to such of the Municipalities as require
them, also a copy of the Municipal Manual for each mem-
ber.

The Chairman of the Finance Committee submitted

Mr. Burwell in the Chair.

The Committee rose and reported the adoption of
the Finance Report with the following amendments, viz.
That members wages be twelve shillings and six
pence per day.
That the Vienna Lock-Up House be not considered.
The Report as amended was adopted by the Council.

o'clock.

The proceedings of the previous day were read and the
Warden authorized to sign them.
The Warden produced the University Petition received
from Dr. Southwick and was authorized by the Council to
erase his signature thereon.

On motion the Clerk read draft of a proposed By-Law
Number authorizing this Council to raise the sum of
five thousand pounds and interest, payable within thirty
years to be applied in the erection of walls and enclosures
for the security of prisoners and also for the improvement
of the bridges on the County Gravel Road.

Committee of the whole rose and reported the second
reading of said By-Law without amendment, which was ordered
to be submitted to the vote of the people in the Munici-
palities provided the Warden considered it advisable.

By-Law No. 21 to determine the mode of decision to
be adopted in acertaining the approval ~r disapproval of
a certain By-Law originated by this Council, was read

Friday the 26th day of January, 1855
Committee of the whole rose and reported the second
reading of said By-Law without amendment, read a third
time passed and signed by the Warden.
Mr. McDougald, seconded by Mr. Bens moves that this
Council respectfully tender thanks to Messrs. George
Southwick and George MacBeth Esquire, the Parliamentary
Representatives for the County of Elgin, for their assis-
tance in the House of Assembly in promoting the passing
of the Clergy Reserve and Free Trade Bills. Also for
their votes on the Prohibitory Liquor Law Bill and in
anticipation that their influence will be further used
to carry out the Prayer of the Petitions from this Coun-
cil to the House of Assembly that have been or may be
intrusted to them.

Mr. Johnston of Yarmouth, seconded by Mr. Bens moves,
that this Council do petition the Legislature to amend
the Consolidated Municipal Loan Fund Act, so that Town-
ship and Village Corporations can have the benefit of
that fund for the improvement of Roads and all other
improvements similar to those now granted to County Muni-
cipali ties.
Mr. Parish, seconded by Mr. Burwell moves, that the
County Engineer be authorized to make a survey of Talbot
Road from the Eastern to the Western limits of the County
and report on the cost of grading, gravelling or planking
in sections of Townships.

some discussion, on motion of Mr. Nicholls, the

The County Council of the County of Elgin met
accroding to notice at 12 o'clock noon to consider pro-
posed By-Law No. to raise E 5,000 on the credit of
Consolidated Municipal Loan Fund.

Tuesday the third day of April, 1855
Mr. R. Nicholls, seconded by Mr. Johnson of Dor-
chester moves, that in consequence of adverse vote of the
Municipalities on the proposed By-Law to raise ~ 5,000
on the credit of the Municipal Loan Fund it is inexpedient
for this Council to pass said proposed By-Law.
An application for relief was made by a destitute
person named Mrs~ Elizabeth Prior. After some discussion
a donation of two shillings and six pence from each mem-
ber of this Council was forthwith handed to said destitute
person.
On motion the Rules and Regulations were read.
A communication from Samuel Knight in reference to
the loss of a horse on the bridgeat Bannerman's on the
Port Stanley Gravel Road was read and
On motion of Mr. Burwell, seconded by Mr. McIntyre,
that a committee of three be appointed to investigate
the claim of Mr. Samuel Knight for compensation for a
horse lost on the highway and that they be desired to take
evidence upon oath, touching the liability of this County
therefor and report upon the same for the information of
this Council.

Council do not entertain the application of Samuel Knight
in reference to his claim on this Council for payment of
a horse that was injured on the Road leading from Port
Stanley to London.

The Council resumed the discussion on the subject
of the County Gravel Road and on motion the Report of
the County Engineer in reference to the state of the
bridges was received and read after which
Mr. McIntyre, seconded by Mr. McDougald moves that
it is expedient and for the benefit of this County that
the part of the London and Port Stanley Gravel Road
passing through the County of Elgin be sold to the
highest bidder and that the balance left after paying all
the debt due on the said road be appli~d to the public
improvement of the County Building or any other work
within the County.

On motion the Report of the County Auditors was
read and adopted.
The Auditors report of school monies was read and
adopted after which
Mr. Drake, seconded by Mr. Parish moves that the
Treasurer be authorized to procure a suitable set of
books to keep the County Accounts and that all accounts
opened in said books shew the balances as made by the
County Auditors.
Mr. Parish, seconded by Mr. Bens moves that the
Treasurer be authorized to erase the signatures from all
coupons paid by the late Treasurer.
Council adjourned for an hour.

Hooper King, Esquire made application on behalf of the
Mechanics Institute of St. Thomas for the use of a room
in the Court House to be used as a Library Room for the
Institute after which
Mr. Burwell, seconded by Mr'. McIntyre moves that
the Mechanics of St. Thomas be allowed the use of the room
in the Court House over the County Clerk's office to place
their Library in for one year at the rate of five pounds
payable half yearly.
Mr. Parish, seconded by Mr. Bens moves that a vote
of thanks be tendered to G. T. Claris and Matthew Childs
Esquire, County Auditors, for:the ability and zeal exhibited
in their audit of the County accounts and report thereon.
And that the Clerk furnish these Gentlemen with a copy of
this resolution.

petition be drafted by the Clerk and signed by the Warden,
to the Legislature praying them to reconsider the commu-
tation clause in the Clergy Reserve Bill and to so amend
the said clause that no commutation be allowed with

Mr. Johnston of Dorchester, seconded by Mr. McIntyre,
moves that the sum of ten pounds be appropriated out of
the funds of the County for the purpose of erecting a
new bridge over Kettle Creek at Plymouth on the County
line between South Dorchester and Westminister in the
County of Middlesex, provided the County of Middlesex
grant a like sum.
Motion referred to Committee on Public Improvements.
Mr. J. Fraser, Tollgate Keeper, submitted petition
which was read, after which
Mr. Burwell, seconded by Mr. McIntyre, moves that the
prayer of the petition of John Fraser on the subject of
the Port Stanley Road tolls, be granted.

tion for an order to open the road allowance between the

The Warden submitted communication from D. J. Hughes,
Esquire, Chairman, Board of Trustees, St. Thomas County
Grammar School, in reference to School Block in St.
Thomas and aid for house for St. Thomas Grammar School,
which was referred to Committee on Education, after which
Mr. Burwell, seconded by Mr. McIntyre moves that the
Warden be authorized to signify under the Seal of this
Council their entire concurrence in the sale by the
Crown, of the lands granted by the late Mahlon Burwell,
Esquire for the uses of a Grammar School called the
Talbot Seminary in the Village of St. Thomas.
Mr. Barber submitted petition of Levi Fowler and
others for the establishment of a County Grammar School
in the Village of Fingal.
Mr. Nicolls, seconded by Mr. Barber moves that the
petition of Levi Fowler and others be received and referred
to Committee on Education.
Mr. Johnson, seconded by Mr. McDougald moves that this
Council order a sufficient quantity of blank forms for the
Justices of the Peace of this County and that they be
deposited in the Council office, that each Reeve or Magi-
strate may be supplied on paying the proportion of the
amount paid by this Council for said forms.
Mr. McIntyre, seconded by Mr. Bens moves that the sum
of ten pounds be granted to the Teachers Institute of
this County towards purchasing a Library and aparatus for
said Institute.

expense on gravelling or planking Talbot Road from St. Thomas
East, to the Plank Road from the East to Straffordville.

for a Railway Company to construct a Railway from some place
on the Detroit River to some place on the Niagara River,
passing through the whole length of this County and touching
the County Towns of St. Thomas and Simcoe. This Council is
gratified to learn that a Charter has been obtained for the
construction of a Railroad from or near Amherstburg to St.
Thomas, and that Amendments have been made to the Woodstock
and Lake Erie Railway Act, authorizing that Company to
complete extensions of the Road, eastward to the Niagara
River and westward to St. Thomas, and that this Council will
afford their assistance to promote the construction of said
Road from Amherstburg to St. Thomas and said Woodstock and
Lake Erie Road, provided a direct line is constructed from
Simcoe to st. Thomas.

Clerk be instructed to write to Mr. Boggs that the balance
of his contract for stone is required and he be notified
to deliver the same immediately.

that Mr. Boggs be released from fulfilling the remainder
of contract for stone and that his bonds be cancelled,
this Council not requiring the stone.

for their influential and successful services in Parlia-
ment on behalf of the projected Railroad from Amherst-
burg to St. Thomas, passing through the County of Elgin
and that Dr. Southwick's explanation before the Council
in reference to this matter has been very satisfactory.

high, on condition that the owners of adjoining land will
agree to keep said fence in repair.

the sum of ten pounds to the Elgin Teachers' Association be
rescinded.

moves that the sum of ten pounds be appropriated by this
Council for the purpose of procuring such books as may
be required to constitute a Library in this County.
The Clerk submitted draft of proposed By-Laws for
taking stock in railways.
Mr. Parish, seconded by Mr. Nicols moves that pro-
posed By-Laws to take fifty thousand pounds stock in the
Amherstburg and St. Thomas Railway and fifty thousand
pounds stock in a line of railway from St. Thomas to the
Township of Bertes passing in a direct line through the
Town of Simcoe; and proposed By-Law to loan fifteen
thousand pounds to the London and Port Stanley Railway
Company be received, read a first time and submitted to
the vote of the electors.

trict it is resolved that the Clerk of this Council apply

that the Clerk of this Council be directed to apply to the
Treasurer of the County for extracts from his Books and
copies of all vouchers and payments made for or on account
of the building the Gaol and Court House for the infor-

of building said erections.
Mr. George Thomas appeared before the Council to
claim for an injury sustained by his horse on the Port
Stanley Gravel Road.

Mr. Gilbert submitted copy of a notice which he had
served on Jacob Deo, that an application would be made to
this Council at this Session for an order to open the
road allowance in rear of Lot Number 20 in the Ninth
Concession of Yarmouth,after which
Mr. McIntyre,seconded by Mr. Johnson, Yarmouth moves
that Jacob Deo be ordered by this Council to open the
road allowance in rear of Lot Number 20 in the Ninth Con-
cession of the Township of Yarmouth by the first of May
next, said Jacob Deo having been duly notified that an
application for that purpose would be made to this Coun-
cil at its present sitting.
Mr. Johnson of Yarmouth, seconded by Mr. McIntyre,
moves that a Special Committee of three be appointed to
examine the Municipal and other Acts and report to this
Council any amendments that may be thought necessary to
be made to the same at the next meeting of Parliament.
Messrs. Parish, Johnson (Yarmouth), and Burwell were
voted said Committee.
Mr. Burwell, seconded by Mr. Moss, moves that with
a view to the encouragement of the improvement of Talbot
Road,the sanction of this Council be granted for the
formation of a Company for the planking, gravelling or
otherwise forming a good road from St. Thomas East to
Straffordville,under the provisions of the Laws forming
joint stock companies and that a By-Law be passed for that
purpose.

vote of yesterday granting twenty-five pounds currency to
Jnhn Fraser, Toll-Gate Keeper be rescinded. '
Mr. Burwell, seconded by Mr. Parish moves that in
consequence of the late period of the Session of this
Council it will be impossible for the Committee on the
Gaol and Court House Expenditure to make a satisfactory
report to submit this year that the said Committee be
discharged and a Committee of three be appointed to
report thereon at a more convenient time and that said
Committee meet at St. Thomas in order liesurely to make
a full report thereon at some early convenient period.
In amendment, Mr. Bens, seconded by Mr. Reuben Johnson
moves that this Council rescind the resolution by which a
Committee was appointed to investigate the accounts of
expenses of the Public Buildings of this County as the
Session is so far advanced that the Committee cannot attend
to the investigation necessary.

The Council met at 10 o'clock morning.
The Warden in the Chair.

The proceedings of the previous day were read and
authorized to be signed, after which
. Mr. Burwell seconded by Mr. McCallum that the Clerk
be authorized to apply to the Surveyor General's Office
of the Crown Land Department for official copies of all
the maps of the 'Tovlrlships composing the County of Elgin
half bound in atlas form. '
IIIr. ,Johnson, Yarmouth, seconded by Mr., Parish moves
that the County Engineer be hereby authorized to examine
the progress of the work of any contractor on the County
Roads and to give a check for any amount that he may
think proper as the work progresses.
The Chairman of the Finance Committee submitted
Report which was read.

On motion of ~rr. McIntyre the Report of Finance Com-
mittee was adopted without a~endment.
Mr. Johnson, Yarmouth, seconded QY Mr. Barber moves
that a vote of thanks be tendered by thi~ Council to the
Warden for his able and valuable services as Warden of
this Council for the last f~ur years.
Mr. McIntyre seconded by Mr. Barber moves that this
days proceedings be read and signed by the Warden.
On motion the Warden was authorized to sign drafts
for members wages.
On motion the Council adjourned Sine die.

The Municipal Council of the County of Elgin met in
the Court House in St. Thomas on Monday, the 28th day of
January, 1856.
The Clerk in the Chair.

The following Gentlemen answered to their names and
took their seats as Town Reeves and Deputy Town Reeves
elected by the several To\vuships and Village Municipal
Council in the County, the necessary certificates having
first been produced'from the respective Municipal Clerks
in favour of each of the said Gentlemen.

All the members being present the Clerk called the
meeting to order, after which

Mr. Weaver seconded by Mr. McIntyre, moves that
Randolph Johnson be appointed Warden of this County.
In amendment Mr. Nicolls, seconded by Mr. McDougald
moves that Mr. Ermatinger be Warden for the present year.

The amendment was lost and the original motion
carried.

The County Judge being present, the Oath of Office
was administered by him to Randolph Johnson, Esquire,
Warden, after which the Warden took the Chair and addressed
the Council.
Mr. McCrady, seconded by Mr. Weaver moves that a
Committee of five members be appointed on Public Improve-
ment.
The following members were voted a Committee of five
on Public Improvements: Messrs. McNaughton, McDougald,
Meek, Ermatinger, Weaver.
The following members were voted a Committee of five
on Finance: Messrs. Jones, Gustin, Harvey, Ermatinger,
McCrady
The following members were voted a Committee of five
on Roads and Bridges: Messrs. McIntyre, McCrady, McFarlane,
Nicolls, Meek

The following members were voted a Committee of three
on Education: Messrs. Jones, Harvey, Ermatinger.
Mr. Ermatinger, seconded by Mr. Nicolls, moves that
Memorials of the County Board of Public Instruction res-
pecting the appointment of Local Superintendents submitted
to the late Council and laid over be now taken into con-
sideration.
Mr. McCrady, seconded by Mr. Weaver, moves that the
Memorial of Board of Public Instruction also Petition of
St. Thomas Grammar School Trustees be referred to Commit-
tee on Education.

Mr. Gustin, seconded by Mr. McNaughton moves that
Thomas Edison and George Suffel be appointed Trustees of
Vienna Grammar School (their term of office to be four
years) in place of Mr. Weaver and Mr. Jenkins, their
term of appointment having expired and that J. W. Wrong
be appointed a trustee of said Grammar School in place
of J. G. McKimmon resigned.
Mr. McCrady, seconded by Mr. McIntyre moves that
His Honour Judge Hughes and John McKay be reappointed
Trustees of St. Thomas County Grammar School, term of
office four years.

Mr. Nicolls, seconded by Mr. Meek moves that Mr.
Fowler and Doctor Travers be reappointed Trustees of the
Fingal County Grammar School, term of office four years.

Mr. McCrady, seconded by Mr. Weaver, moves that the
rules and regulations of the Council be now read.
Mr. Weaver, seconded by Mr. McCrady, moves that this
Council do now adjourn until tomorrow at nine o'clock A.M.
for the purpose of allowing the Committees on Public
Improvement and Education to meet.
