notice.

The Warden addressed the Council.
The following communications were read:
From the Provincial Secretary in reference to order
in Council about Gravel Road. '
From the Sarnia Council in reference to Petition to
Parliament in reference to Statute Labour.
From the Education Office about annual reports and-
Educational Documents. '
From the Queen's Printer intimating that 20 copies
of the Tables to Acts in force in Upper Canada in
1856 have been forwarded.
From A. Driscoll making application for the office of
County Engineer.
The Warden submitted statement and report from Daniel
Harvey, Esquire in reference to bridge at Blackwood's
Pond which was read and adopted.
On motion of Mr. Harvey, seconded by Mr. Chute, the
Clerk read the tenders received for the purchase of the
Gravel Road, after which

the road and readvertising for the sale and lease of the
same.

The Council met at 9 o'clock forenoon.
The Warden in the Chair.

The proceedings were read and signed, after which
Mr. Weaver seconded by Mr. Gustin moves that the
tenders submitted by Messrs. J. Morgan and Ross and Company
for the purchase of the Port Stanley Gravel be not accepted
by this Council.
Mr. Gustin, seconded by Mr. McCrady moves that the
Warden be authorized to readvertize for tenders to be
received by the fourth Monday in January for the purchase
of the Gravel Road. the tenders to state the amount offered
for the Road over and above ~ 3,000 (the upset price) payable
within 20 years in equal annual payments with interest,
after which
Mr. McIntyre, seconded by Mr. Harvey moves that the
Warden be authorized to sign a Petition on behalf of this
Council to be presented to the Legislature in reference to
Statute Labour and in similar terms to the Petition adopted
by the Sarnia County Council, after which
Mr. McIntyre, seconded by Mr. McFarlane moves that
this Council are informed that an application will be made
at the next Session of Parliament for the formation of a
new County of which the Townships of Dunwich and Aldborough
are to form part. That this Council are decidedly opposed
to such alteration and authorize the Warden to sign a
petition on behalf of this Council to be presented to the
Legislature to that effect.
Mr. Meek, seconded by Mr. McIntyre moves that Freeman
Ellisonbe paid the sum of fifty pounds on his contract
of driving piles on the Gravel Road near Port Stanley.

Mr. McNaughton, seconded by Mr. Weaver moves that this
Council is of opinion -- Charles Fraser is incompetent to
discharge the duties of Engineer and now pass a vote of
censure on said Charles Fraser in consequence of his neg-
lecting and refusing to attend to his duties as County
Engineer during the past year and that his resignation be
accepted.
In amendment, Mr. Harvey, seconded by Mr. Chute moves
that this Council highly disapproves of the conduct 'of
Charles Fraser as County Engineer of the works at Blackwood
Mill Pond and that in consequence of such neglect his services
be disposed with.
The amendment was lost and the original motion carried.
Mr. Weaver, seconded by Mr. Harvey moves that a vote
of thanks be tendered to R. Johnson Esquire, Warden of the
County for his judicous and impartial services as Warden
during the past year, after which
Mr. Harvey, seconded by Mr. McIntyre moves that a vote
of thanks be tendered to W. McKay Esquire, for the efficient
manner in which he has performed the duties of Clerk of this
Council during the past year.
Warden authorized to sign draft for members wages and
this days proceeding, after which on motion

The Municipal Council of the County of Elgin met in the
Court House in St. Thomas on Monday, the 26th day of January
1857.
The Clerk in the Chair.
The following Gentlemen answered to their names and
took their seats as Reeves and Deputy Reeves elected by
the several Municipal Councils in the County, the necessary
certificates having first been produced from the respective
Municipal Clerks in favour of each of the said Gentlemen.

order, after which
Mr. McDougald, seconded by Mr. Crawford moves that R.
Johnson Esquire, be appointed Warden of the County for the
present year.
On motion of Mr. McNaughton, seconded by Mr. McDougald
the Council adjourned for an hour in order that the Warden
elect be sworn in by the County Judge.

The Warden presented his Oath of Office and took the
Chair accordingly and addressed the Council.
Mr. McFarlane presented his certificate as Deputy Reeve
of Dunwich and took his seat at the Council Board.
The following communications were read:
From the Inspector Generals office, with certified copy
of the order in Council transferring the London and
Port Stanley Macadaimsed Road to the Municipality of
the County of Middlesex.
From D. Harvey Esquire, acting Engineer, statement of
works under contract on the Gravel Road near Port
Stanley.
From the Legislative Assembley Office, intimating that
eleven copies of six volumes appendices had been for-
warded for the Municipal Corporations.
From the Warden of the County of Wentworth, containing
copy of resolution unanimously adopted by County Council
of Wentworth to petition for the repeal of 9th Vic. Chap.
58 in reference to the expenses of criminal Justice in
Upper Canada, after which
Mr. McDougald, seconded by Mr.

Mr. McDougald, seconded by Mr. Cline moves that the
Committee on Education be appointed to consist of three
members.
The following Gentlemen were voted a Committee on
Educatipn.

Mr. McNaughton, seconded by Mr. Miller moves that the
following members be appointed a Committee to examine the
roof of the Court House and Gaol and report to this Council
at its present sitting on the best manner of repairing the
same viz.

Mr. Howard, seconded by Mr. Miller moves that the
communication received by the Clerk from the County of
Wentworth be considered by this Council at its earliest
convenience.
Mr. McDougald, seconded by Mr. McFarlane moves that Mr.
McLean be an Auditor of the Council for the present year.
The Warden named Mr. Claris as an Auditor of the County
for the present year.
Mr. Cline, seconded by Mr. Crawford moves that the Clerk
lay before this Council a statement of receipts and expend-
iture till date on account of the Gravel Road shewing-;amount
paid or due on contracts.
Mr. McDougald. seconded by Mr. Cline moves that Mr.
McLachlan be reappointed Local Superintendent of Common
Schools in the West Riding of the County for the ensuing
year.
Mr. McNaughton, seconded by Mr. Miller moves that Mr.
Sheppard be reappointed Local Superintendent of Common Schools
in the East Riding of the County of Elgin for the ensuing
year and that his salary be the same as the present year,
after which
Mr. McNaughton, seconded by Mr. Howard moves that Mr.
Ermatinger and the Revd. Mr. Price be reappointed Trustees
of the St. Thomas County Grammar School with term of office
for four years.

Crawford and J. W. Wrong Esquire be re-appointed Trustees of
the Vienna County Grammar School with term of office for
four years.

Blackwood Esquire and Mr. Glasgow be re-appointed Trustees
of the Fingal County Grammar School for four years and that
Dr. Stewart be appointed a Grammar School Trustee in place
of Dr. Travers, deceased.
Mr. Cline, seconded by Mr. Harvey moves that the Clerk
lay before this Council statement of appropriations to
Grammar Schools for past years.
On motion the Council adjourned till 9 o'clock tomorrow

The Council met at nine o'clock according to adjourn-
ment.

The previous days proceedings were read and authorized
to be signed, after which
The Clerk submitted statement of receipts and expendi-
tures on account of the Gravel Road till date, also
statement of School appropriations for the previous year.
The Council took up the subject of the Gravel Road
and on motion the Clerk was authorized to lay before the
Council any Tenders he may have received for the purchase
of the Gravel Road.
The Clerk opened and read the fOllowing Tenders for the
purchase of the Gravel Road.

~. Reynolds being present was requested by the Warden
to explain for the information of the Council in reference
to the security he intended to offer for_this road.
Mr. Reynolds made statement.
The Clerk then read the agreement between this Council
and Mr. Blackwood in reference to the section of the bridge
at the Mill Pond.
The Clerk also read the copy of order in Council received
from the Government transferring the Gravel Road to the County
of Middlesex.

Mr. McFarlane, seconded by Mr. Harvey, moves that this
Council in so far as they are empowered to do so dispose
of the Gravel Road to Reynolds & Co. for the sum of E5055
payable in 20 years in equal annual installments with in-
terest, provided they give collateral security in Real
Estate as may be approved of for the amount of one half
the purchase money of the road -- the fee simple of the road
to be retained by the Council as security for the payments.
The road to be disposed of under condition and subject to
all agreements, orders in Council and Statutes in force or
that may be in force in reference to the same and also
subject to a proviso for the keeping of the road in a
proper state of repair and that the Warden employ an eminent
conveyances to prepare the documents required.
Mr. Cline, seconded by Mr. Weaver moves that the Warden
be authorized and required to take legal advice in reference
to the disposal of the Gravel Road and that Mr. Howard, Mr.
Miller, the Clerk and Warden be a Committee to attend to the
disposal of the road and obtaining proper security for the
same.
Mr. McDougald, seconded by Mr. McFarlane moves that this
Council petition the Legislature at its next Session to amend
the Act for the appropriation of the money arising from the
Clergy Reserve Fund, so that the distribution be based on the
population in each Municipality.
Mr. Howard, seconded by Mr. McNaughton moves that this
Council pay to Mr. Ellison the sum of E50 for work done on
contract on the Gravel Road as soon as the Treasurer is in
funds for that purpose.
Mr. McNaughton, seconded by Mr. Howard moves that the
Magistrates Blanks now in the County Council office be dis-
tributed to the Magistrates of the County when called for.
The Council adjourned for an hour.
Council resumed.
Mr. Miller, seconded by Mr. Leitch moves that a committee
of three be appointed to make the best arrangements for the
printing of the Auditors Statement and other printing required
to be done by the Council and that Mr. Smith, Mr. Howard and
the Warden be said Committee.

Mr. McNaughton, seconded by Mr. Howard moves that
the report and abstract of the County expenditure be pub-
lished in sheets and that a sufficient number be fo~varded
to each of the Reeves for general distribution throughout
the County and that a By-Law be prepared accordingly.
Mr. McDougald, seconded by Mr. McFarlane moves that
the Clerk be required to procure the usual supply of assess-
ment and collectors rolls, also assessment slips that may
be required for the current year.
Mr. Cline, seconded by Mr. Weaver, moves that the
Clerk submit to this Council a statement shewing the state
of the ~20,000 loan to take stock in the London and Port
Stanley Railway Company also the amount paid by said com~
pany on account of said loan and the agreement between
this Council and the company in reference to said loan.
The Clerk submitted statement required, after which
Mr. McDougald, seconded by Mr. McFarlane moves that
Daniel Harvey Esquire be appointed County Engineer.
In amendment, Mr. Cline, seconded by Mr. BrO\Vll moves
that the appointment of County Engineer be deferred until
next Session of this Council.
The amendment was lost and the original motion carried.
Mr. McNaughton, seconded by Mr. Miller moves that with
a view to the improvement of the Great Talbot Road, the
leading thoroughfare through the County, that this Council
afford every facility to enable and encourage the for.mation
of private companies for the Macadamizing of said road and
would also impress upon the several Municipalities in the
County the necessity of granting the necessary privileges
for the formation of said companies.
In amendment, Mr. Cline, seconded by Mr. Brown moves
that the motion in reference to the appli~ation of companies
for the privilege of gravelling Talbot Road be referred to
the several Township Municipalities.
The original motion was lost and the amendment carried.
The yeas and nays being demanded were taken as follows
on the amendment.

The previous days proceedings were read and authorized
to be signed.
The Warden submitted communication from the County
Treasurer in reference to maps of the Townships required
for his office, also statement of the amounts due from
the Municipalities of last years taxes and the liabili-
ties Of the County which require now to be provided for,
after which
Mr. Weaver, seconded by Mr. McNaughton, moves that in
the event of J. Reynolds & Co. failing to produce satis-
factory security for the purchase of the Gravel Road the
Warden, Mr. Miller, Mr. Howard and the Clerk form a Com-
mittee to consider the propriety of readvertising the
Road for sale on accepting the Tender of Mr. Hepburn.
Mr. McDougald, seconded by Mr. McNaughton, moves that
the Warden be authorized to procure the maps required for
the Treasurers Office in order to enable the Treasurer to
give any information that may be required in reference to
non resident lands. '
Mr. Weaver seconded by Mr. Brown, moves that the
Report of the Committee appointed to report on the communi-
cation received from the County of Wentworth be now received
and read.
Report read and adopted.
Mr. Chute, seconded by Mr. McNaughton moves that the
sum of ~ 1,500 now falling due at an early day be provided

Wednesday the 28th day of January, 1857
for by the Warden on the most favourable ter.ms for the
County and payable in December next.
Mr. Howard, seconded by Mr., McNaughton moves that the
Warden be authorized to sign a Petition on behalf of this
Council to amend the Assessment Act so that Cities, Towns
and Villages be assessed in the same manner as Townships.
Motion laid over till further consideration.
Mr. McNaughton, seconded by Mr. McDougald, moves that
the members of this Council having been infor.med that
reports are in public circulation condemnatory of His
Honor Judge Hughes for tyrannical and unjustifiable con-
duct on the Bench in ordering the short imprisonment of a
Barrister 'for contempt of court during the hearing of a
case on the 8th January last, deem it their duty to record
their conviction that the said Barrister having committed
contempt of court,and refuse~ to explain or retract on the
opportunity being given him to do so~ We consider the
Judge was perfectly justified in the course he adopted in
thus vindicating the honor of the Bench and this Council
would also earnestly deprecate the fact that any public
manifestation should have been attempted, on such an un-
worthy occasion, vindicating any disrespect to the Bench.
Above every consideration, the authority of the Bench in
the administration of justice ought to be supported with
the greatest care by every man in this County, as upon
that depends due respect for Law, the security of life,
liberty and property in a civilized community. This
Council also have every confidence that His Honor, Judge
Hughes acts with impartiallity in the discharge of his
official duties.
The Chairman of Education Committee submitted report
which was read.
The Council went into Committee of the whole on Report
of Education Committee.

Wednesday the 28th day of January, 1857
The Chairman reported the adoption of the Report with
an amendment as follows
That the amounts appropriated to County Grammar
Schools be the same as last year, that is ~ 100 to the
St. Thomas School and ~ 12.10.0 to the Vienna School.
On the question of receiving the amended report of
the Committee being submitted to the Council, a'further
amendment was moved to the second clause in the report to
the following effect.
Mr. Cline, seconded by Mr. McNaughton moves that the
propriety of granting a County Municipal appropriation for
the support of Grammar Schools be referred to the several
local Municipalities.
The amendment was lost.
The yeas and nays being demanded on this amendment
were taken as follows:

ized to be signed.
The Chairman of the Special Committee appointed to
examine the roof of Court House and Goal submitted report
which was read and on motion adopted, after which
Mr. Cline, seconded by Mr. Chute moves that the Warden
be required to take immediate steps for the collection of
the balance of rent of Toll Gates due by Mr. Fraser, late
lessee of Tolls on the Port Stanley Gravel Road.
Mr. Cline, seconded by Mr. Harvey, moves that with
reference to the Report of Education adopted the previous
day, the expediency of appropriating any amount for the
support of County Grammar Schools be first submitted to
the Township Municipalities.

Grammar School and ~ 25 for the Vienna Grammar School.
Motion lost.
Moved by Mr. Crawford, seconded by Mr. McNaughton that
the sum of five pounds be appropriated for the pUrpose of
procuring a time piece in the County Court Room.

Mr. Howard, seconded by Mr. McNaughton moves that
this Council authorize the payment of ~ 200 to each of the
Municipalities of Bayham and St. Thomas for the following
purposes:
The erection of a Fire Engine House in St. Thomas
and improving the Talbot Road in the Township of Bayham.
Motion lost.
The yeas and nays being demanded were taken as follows:

Mr. Smith, seconded by Mr. McNaughton, moves that a
further insurance of ~ 3,000 be effected on the County
Buildings, the present insurance being only ~ 6,000 or
one half the cash.
Mr. McFarlane, seconded by Mr. Leitch, moves that the
stone now laying in the Court House Yard be disposed of
to the highest bidder.
Mr. Harvey, seconded by Mr. Miller moves that the
Sheriff be requested to employ a person to clear the snow
and ice from the roof of the Court House and Jail and to
see that it is kept clear during the remainder of the
Winter.
Mr. Howard, seconded by Mr. Crawford, moves in conse-
quence of a misconception on the part of this Council in
reference to the Grammar School Grant in as much that if
no County appropriation is made the School will be dis-
continued and thereby the Government Grant will not be

Mr. Fraser appeared before the Council and made state-
ments in reference to the balance owing by him on rent of
Toll Gates.

Mr. McDougald, seconded by Mr. McFarlane moves that
the application of Mr. Fraser for a deduction on his arrears
of Toll Gate rent be laid over till next session of Coun-
cil and that proceedings be not commenced against him till
that time.

Mr. McDougald, seconded by Mr. McFarlane moves as this
Council have been informed the Revd. Mr. Price has no desire
to be reappointed to the office of Grammar School Trustee,
that the Revd. Mr. Doake of Port Stanley be appointed to
said office for four years.

The Warden made statement in reference to the dis-
posal of the Gravel Road and laid before the Council the
legal opinion of Mr. Wilson, thereon also the Indenture
of Lease and Bond from Mr. Hepburn and securities for the
transfer of the Road.
The Warden intimated to the Council that he had in
accordance with resolution of Council effected a further
insurance of ~ 3,000 on the County Buildings in the fol-
lowing offices:

Special Committee of seven be appointed for the purpose

Mr. McDougald presented copies of notices served on
George Hill and George Henry that an application would be
made at this Session of Council for an order to open the
Road allowance between Lots Number one and Letter D on
the Eleventh and Twelfth Concession Aldborough, said
notice dated 6th June 1857, after which
Mr. McDougald, seconded by Mr. Crawford moves that
the Warden be authorized to issue an order to open the
Road allowance between Lots Numbers one and Letter D on
the Eleventh and Twelfth Concessions of Aldborough and
that said allowance be opened by the first day of August
next.
The following Petitions were presented:
From William Gardiner and others, inhabitants of'
the Township of Aldborough in aid of a bridge over
the River Thames at the Village of Cashmere.
Of Samuel H. Mann praying for indemnification of
losses sustained in erecting a bridge over the
River Thames.
Also petition of Daniel Decow and others of Dunwich
praying aid in the erection of a bridge over the

the Keeper thereof be allowed two shillings and six pence
for each prisoner committed to his custody in addition to
his usual fees as Constable.

Mr. McNaughton, seconded by Mr. Miller moves that this
Council fully alive to the interests of the Counties on
the northern shores of Lake Erie are of opinion that a
charter for a direct line of Railway from the Detroit River
to some point on the Niagara River is essentially desirable
and that the conduct of Dr. Southwick, the Member for East
Elgin in advocating a through Charter and otherwise exerting
himself for local improvements meet with our decided and
unqualified approval. And we hereby tender him the thanks

of this Council for the course he has taken in Parliament
in connection with County affairs, and hope that he will
still persist along with Messrs. Foley, Fraser, Christie,
McDonald and others in demanding from Parliament a Charter
for a direct Southern line totally untrammelled and un-
connected with the corruption that have already been practised
under the exisiting Charters.
The Council was put into Committee of the whole on the
above motion.

The Chairman reported the adoption of the above reso-
lution.
On the question of receiving the report of the Committee,
the yeas and nays were taken on the second clause as follows:

ing that in the event of a new Lunatic Asylum being built
that the Town of St. Thomas be selected as the most eligible
site for said Asylum.

Mr. McFarlane, seconded by Mr. McDougald mOVes that
in reference to the amount of ~ 90.17.8 to be paid by
Messrs. McIntyre and Love they be allowed six, nine and
twelve months to make the payments with interest.
Mr. Howard, seconded by Mr. Leach moves that Edward
Horton Esquire, Barrister is in the opinion of this Coun-
cil a fit and proper person to receive the appointment of
County Attorney for this County and that this Council
authorize the Warden to sign a Petition to the Government
to that effect.
The Warden submitted a communication from Dr. Southwick
with nine copies of Reports of the Commissions of Crown
Lands and Public Works for the members of the Council from
the East Riding of the County.
The Warden also submitted a communication from Sheriff
Munro in reference to furniture required for his office
and an oven for the use of the Jail, after which
Mr. Howard, seconded by Mr. Weaver moves that a vote
of thanks be given to Dr. Southwick for the handsome
donation of books presented to the Reeves and Deputy
Reeves of East Elgin.
Mr. McNaughton, seconded by Mr. Brown, that in refer-
ence to the communication of Sheriff munro in reference to
the furnishing of his office and alterations wanted for
the Gaolers convenience this Council leave the matter to
his own jUdgement and economical arrangement.
Mr. Millar seconded by Mr. McNaughton, moves that
the Warden be authorized to effect a loan on the most
favourable terms sufficient to meet the liabilities of
the County until the taxes may be collected for the pre-
sent year and that the Warden and other officers of the
Council are hereby authorized to sign such papers as may
be required this Council therefore hereby fully indemni-
fies them from any loss they may sustai~in so doing.
Mr. Cline, seconded by mr. Smith, moves that the
Warden make statement for the information of this Coun-
cil whether any dividends will be made on the stock in
the London and Port Stanley Railway Company this year.

consequence of the great expense entailed on this County
on account of the ~20,000 stock held in the London and
Port Stanley Railway Company, this Council deems it,ad-
vis able for the interests of the County to dispose of the
same to the best advantage and that an advertisement be
inserted in the Dispatch and Free Press papers to that
effect.

In amendment Mr. McDougald, seconded by Mr. Weaver
moves that it would not be adviable to dispose of the
stock in the London and Port Stanley Railway Company at
present on account of the unfavourable state of the money
market but it is advisable that it be disposed of when a
favourable opportunity presents itself.
This amendment was carried and the original motion
was lost.
The Report of Committee on Public Improvements was
submitted and read. after which
Mr. McNaughton. seconded by Mr. Brown, moves that
the Report of Committ~e on Public Improvements be adopted
without amendment.
Mr. McDougald, seconded by Mr. Leach. moves that one
hundred pounds be appropriated towards the erection of a
bridge across the River Thames between the Townships of
Aldborough and the Township of Mosa and a like sum for a
bridge between Dunwich and Ekfrid.
Motion lost.
Mr. McDougald, seconded by Mr. McFarlane moves that
the Treasurer's Bonds be increased so as to secure the
County in the amount of money that may come into his
hands and that he find securities to th~ amount>of
B 10.000. said securities to be subject to the approval

would object to such grants in future; after which
Mr. McNaughton, seconded by Mr. Millar moves that the
Bond of Henry Black, County Treasurer and securities sub-
mitted the previous day are considered satisfactory and
that this Council accept the same.
Mr. Cline, seconded by Mr. Chute, moves that a reduc-
tion of two shillings and sixpence per day be made on the
payment to County Councillors for their services while
attending the sessions of County Council.

Warden of this County be required to petition the Legis-
lature of this Province on behalf of this Council at the
next session of Parliament to repeal that clause of the
Act which requires the publications of the return of
Summary Convictions in some newspaper of the County and
that instead thereof the respective County Municipalities
be empowered to decide as to the most judicious manner of
publishing the same. '

Wednesday the 9th December 1857
Mr. Howard, Chairman qf Court House Roof Committee sub-
mitted report which was read and on motion of Mr. McNaughton
seconded by Mr. Millar it was, resolved, that the report of
the Committee appointed to examine and attend to the putting
on of a new roof on the Court House be adopted and that
the Warden be authorized to sign drafts for the payment
thereof, after which
Mr. McDougald, seconded by Mr. Weaver moves that this
Council regrets to learn that severe indisposition pre-
vents the Warden, R. Johnson Esquire, from being with them
at this the last session of 1857, and while deeply sym-
pathising with the Warden in his severe affliction, trusts
that he will soon recover from his illness and be restored
to his former usefulness -- and this Council take this
opportunity of expressing their approbation and hereby
tender him a vote of thanks for his very efficient and
impartial services as their Warden and that the Clerk be
required to forward a copy of this resolution to R. Johnson
Esquire.
On motion the Council adjourned till nine o'clock to-
morrow morning.

The Council met at 9 o'clock according to adjournment.

The Warden not being present on account of ill health
Mr. McNaughton was appointed Chairman.
The proceedings of the previous day were read and
signed, after which
The Chairman submitted statement of land in arrears
for taxes in the Townhips of Aldborough and Dunwich for
five years, which was read, when
Mr. Crawford, seconded by Mr. McDougald moves that
the Warden be directed to issue an order to the Treasurer
to proceed in accordance with the statute to collect all
arrears of taxes due upon Wild Lands in the County for five
years and that the Treasurer forthwith notify the same to
the reputed owners of said lands.
Mr. Cline, seconded by Mr. Weaver moves that in future
the Warden receive no payment from this County for his
services as a Director of the London and Port Stanley
Railway..Company and this Council are of opinion that the
Railway Company should provide for such services.
Mr. Brown, seconded by Mr. McCallum moves that the
Act requiring the County Council to provide for the pay-
ment of all accounts certified and ordered to be paid by
the Sheriff and Clerk of the Peace be amended and that the
Warden be authorized to sign a petition to Parliament to
that effect so that all expenditures of the County be under
the control of the County Council, after. which

soon as any of the instalments on the Gravel Road become
due that the same be at once collected and that the

condition of the Board of Sale be strictly carried out and
the attendtion of Mr. Hepburn be directed to the bad state
of the road and bridge, after which it was
Moved by Mr. McFarlane and seconded by Mr. Millar,
that George Macbeth Esquire, member of Parliament for the
West Riding of the County of Elgin having given every
attention in his place in Parliament to matters intrusted
to him and for his general attention to the local interests
of the County, this Council tender him their thanks for
his valuable services and that the Clerk furnish him with
a copy of this resolution.
The Yeas and Nays being called for were taken down as
follows:

Motion carried by casting vote of the Chairman.
Mr. Harvey, seconded by Mr. Cline moves that this
Council tender their thanks to William McKay Esquire,
Clerk of this Council, for the efficient manner in which
he has discharged the duties of his office for the present
year.
On motion the Chairman was authorized to sign draft
for members wages while attending Council.
Moved by Mr. Weaver and seconded by Mr, McFarlane,
that this Council adjourn, Sine die.
