Each member of the Council was then nominated in regular form, all of

COUNTY ROADS
Owing to;,the action taken by the County Oouncil at itl:J last ses~ion
there was co'nsidemble discussion in reference to county rt.ladsduring the
municipal elc(:tions. The designation of COtlll,ty road systems will, I believe,
meet with the:' 'approval of the majodty. of the towilShips, and when the
matter is '0101"e fullydiscl,ssed and undel'stood 'there will be hut little
objection. Othercollllties are nowhecommg active in this mattel.. Saine

all possible. 'The cOllnty of Simeoe was entitled to tbe slim of $so,ooo of
the amount set apart- by the Government. They have pmceeded rapidly
with the wo'rk and have akeady dmwn $77,000, and so satisfied- is' the
county with thek experiment in the establishment of cOllnty roads that they
propose to e~;tend their system as long as the Government will contribute

The Warden addressed tbe Council as follows:
WARDEN'S ADDRESS.
To the Elgin Crunt)' Council :
In commencing the business of the June session, I desire to refer to a
few matter&Qf interest;
COUNrv ROADS
At tha_ last session a special committee was appointed to designate a
COlmty road system. The Committee did not hold a meeti9g but will no
doubt. be' in a position to report dl1l'ing the present sessipn; The public
discussion of the automobile nuisance rluring the last fe"" tllonths directed
attention to conditions existing in other parts of the province with which we.
might have toconhmd, if an improved road mileag-e was cORstructed through
the county.
This discussion was sufficient to influence some of the mtmicipalauthori-
ties of the county against the county road idea. The Legislature, appre-
dating the importance of the question, have 'passed a strlOgent law in
reference to automobile travel on our'public highways, thereby removing, to a
-large extent the only important objection to the assumption of a county
road system.'
EQUALIZATION
Owing to the abolition ofth~ personal property tax and the introduc~
tion of a business assessment it will be necessary for the Council to revise
the present basis of equalization in so fal' as it is affected thereby. The real
property ,,"alues have, iumy opinion been subject to very. little change sinc'e
the valuators reported some years a'go.
TOLL ROAD A!lBITRATION

COUNTY COUNCILS
Notwithstanding the efforts of a 1110St influential municipal deplltation
the Legislature has decided that after this y~ar ,the present system of
county councils will be ab()lbhed, and that thereafter county councils arc to
be' composed of the reeves of each municipality and a deputy reeve for each
J ,000 voters therein. This will increase the number of members in tbis
Council to about eighteen,

The Public Improvement Committee bas had lit all times at their disposal the

For_ many years previous to the change, the Council. had been consider-
ing the advisa-bility of appointing valu...ton~ to equali~e the asses.'ll1lent, but
nothing had -been done. In 1901 valuatol"swere appointed and asa result of
their work, the equalization of the County is now on a more equitable ba'iis,
the total valuation having'be'en increil.scdover five million dollars;

By the death of Lachlin Can'lpbeU, wh'o was in- office for many years, the
position of high constable becaOlevacant; This positiol1,which is a nomin'at
one, no remnneration being attached thereto,' is at times importantj and in
view of the discussion, in referen.:e to the better organization of the coullty
constabulary, a great deal may in tbe future depend on that official, if any
of the proposed reforms are carried..out. It would be well for the Council

Owing to' illness, Donald Turnel", Inspector of the House of Industry,

Couqty the benefit of his ability ftnd ,experience, and it IS needless to say that

June Session
To the Warden and Members of Elgiti'Cotmty Coullcil:
Gentlcmell-1 have the honor of pn'lsenting tOYOll my report on the
Public Schools of Elgin County for the yeal" 1905.
The oumbct. of Schoolsi" unchanged since my last report. There are lOT
Rural School Sections, four Village and one Town Section in the County.
The assessed valne of the RuralSectlons varies [l'om $30,050 to $297,050.
Th~.rc are twenly~follr Sections valucd at over $200,000 each; thirtYHthree
from $150,000 to $200,000 each; twei1tYHthl"t~e f]"On) $100,000 to $150,000
each; fifteen from $50,,000 to $[00,000 each, and six from $30,000 to $50,000.
I have mentioned these assessments that the public may know how the
scale of salades for teachers, adopted by the Legislature at its last session,
will apply to Elgin County.
Then) are 109 School Buildings in theCollllty with 139 rooms in operation.
In the~e rooms there,u"c employed 139 teachers. Of these nine hold first-class
certificates, fifty secolldMclass, seventy-six third~class, two tempor,:u-y, and
one n" legal certificate,'
This shows that the majority of our teachers have only third~class certificates.
I am glad to be able to to say that the time will, soon come \vhcn only pel'-
manent cet.tificates will be is~ued by the Educational Depal-tment,andthat
teachers will have a better tJ-ainlng beforeentedllg the profession.

The,.e were thirtYMseven male and 102 female teachers in charge of the
schools last year.
Outside of Aylmer the ,school population \vas 6,782, and the number of
registered pupils was S,462,whilc the average daily attendance was 3,307.
The total expenditure for the SCllOOls was $66,168.14. The tnLstees at the
end of the year held in thei!- hands balances amountlng to $28,049.98.
During the year I made 3,03 offidal visits to the Schools. In some cases
the accommodation and equipment are not satisfactory. In these cases it
\viH be very necessary to improve the cbaracter of the yards, building-s, and
equipment in order that such Sections mHY receive any. part of the grants
the nE'W Public School Act provides for, as they Me to be divid<:Jd after this
year on the basis of salaries, accommodation and equipment.

This year the General Legislative grant to th~ Rural Public School;; of
Elgin IS $2,897, which is-to be divided on the basis oftbe avemge attendance.
In addition the Legislature has ,made a Spedal Grant to Rural Schools;
Elgin's share of this IS $1,468. The Public Schools act, l.ecently passed, pro~
vides that the County shall rec~ive a sllmeqllal to this:special grant. This
year tbe special grant and the County equh"alent are to be divided equally
among the'ruml schools. Afterthis year these three gm'nts are to be divided
as above stated, on the basis of salaries, accClmmodatiol1 and equipment.
To further equalize taxation in ruml sections, the new School Act provides
that the Township Council shall, by general rate, ni.ise sllfficientnloney to
pay each rural section $300, instead of $r50, as formerly, and $200 where
thel.e is an assistant teacher instead of $ roo.
I am glad to reportthat the work In continuation classes is more enthnsiasw
tic and effective. This is somewhat due to the effect of the graduation
examination we established last year. The Education Department is taking
,a very'active interest In continuation schoqls, apd to give them better equip-
mEJOt has increased the grant by one~half. The extra grant is to be used to
purchase books of reference, scientific apparatus, etc.,befol"e'the end of the
year.
All along the line of Public School wol"1{ there has been marked improve~
mentdlilolngtheyeal.. The subject. in which there has been the most im~
provement is oral reading. I attnbute this satisfactory change,' to the
fact that all Ollr i;>ublie School pupils now have access to libt.aries of good
literature. His a great satisfaction to fne that every Public School in the
COuilty has ~ .good library. No pthercounty ill the Province approaches any~
where near Elgin'in this maltet..

The Minister of Edllcati~n directs me to confer with the County and Town~
ship Councils and Boards of Ti'ustees regarding the changes made by the

creek. I tried', a' new moth od this spring' by binding will'ows and.
making a breakwater' with those, putting .the, butt end towardrs the
stream. Thi.g seems to have worked so far very satisfactorily. The
cost of d'oing' VMs to the Gillet\ Bridge wals $350.90.
A wash-out occurred' at the Dodd's Brid'ge on the town-line be-
t.ween Soutl1wold' and Yarmouth. This, has been repaired at a:
cost of $31.10.
There was also a wash-out .at tolle' Cook',s :Mill Bridge, behveen
Bayham and,1 Malahid'e, which ,has been reDaired( at a cost of $14.50.
On Q,ccount of the Dominion Government dredging out the
Kettle: Creek within' a short dis b:mce of Port Stanley Bridge, it has
had the effect of Washing out the croek in front of the west labut-
menf of the'; brid!ge to 'such an: extent that the earthwork o,f the
a-pproacn ha's been washed out into th!3 creek. In the early spring
the a'pproach gave. way and Ieflt a large. hole in the roadway, which
I had re'paire:d. 'Sin'ce that time t(h,e west abutment shows signs
of moving forward! towardrs the creek. '1'he south wing of the
abutment is fractured. and th~ere seems to' be a very ,slow move-
ment, both the settling 'and mov)ng toward,s the east. The north
wing doe.s nolj show any signs of fracture, but there are indications
that it i.s' also moving toward,;,! the creek, although not to such
an extent. This abutment is built on' a pile foundation, thero
being sixty-four piles unoer it. There is now tlhirteen fed of water
in t'he creek a short distance in front[ of the abutment., whereas
formorly there was only about five feet of' water. It is very
difficult to. say what the res~lt of this moving will be. If it

continues there is, only one thing t!lliat can' be dorl'e'. The earth
approach will have tlO be re~ovedand a coHer dam builtundcr-
neath and made' as deep' as necessary. This is going to be very
expensive work, and, to commence to do" this work a't .this time ,of
the year "youIel have a very serious effect on the business at
Pod St'anley. l' would ask thAt your Public lIn.provcment, Com-
mittee visit the' site of this bridge on Wedne,sday morning with me.
There aret\yo bridlge:s in the county that shOow considerable
signs of d'ecay, but I may probably be able to' carry them OVer
this year, that is the Lynhurst Bridge between the City an'd Co,tmty,

Gentlemen,-
I be'g to herewith present my r.eport showing work done
throughout the COUll tysince the last meeUn:g' of your Council.
The prip.cipal work during this term ha<s been there.pairing of
the west abutment to the Port Stanley Bridge. In order to pro-
tect this abutment from the wash of the creek above, I have
had d:dven alweakwater on the up-stream side, consisting of forty
piles all bolted together, with walling pieces,: and in ord'er to pro'"
vent the abutment from slipping further towards the creek, I
drove a row of _sheet piling completely around the face of the abut-
m'ent. arid wings about ten Ifect omt, and filled tMs u'p to
the surface of the "\yater with concrete. Before doing this work
I had thee-arth from the back of the abutment removed and a
wooden approach made across the gap. This relieved the pres-
$ure, and since' this work was> done thb: R<but:ment sho'wed no
furthe'r moVement towards the creek. Since completing the con.,.
crete in front of the abutment, I have had the earth filled
in again aD the back, but not to the full height. I have left
.this "''1ooden approach' until spring, when I will complete the fill-
ing and have it removed. The total cost of this work has been $2,-
108.04. $460.00 of this should be cbargedi to the protectiJ).g pile
abutment, and the balance, $1,648,04 for {ibo c~mcrc-te.

'rhe 'Counties of Waterloc and Middlesex are preparing bylaws
dealing with the question in :1 manner different from the plan
set forth in the Higlnv'ay 1m provement Act. They propose to
raise money to- be expended by the '.ro,"vnship Councils on deRig.~
nated'roads. The Counties do not propose to assume the roads Ol"
any liability other than the annual payment ofl. a, fixed grant pe:r
mile iobe expendc.d thereon. It is proposed(, to ask the Legisla~
ture to approve of these by- taws as being within the menning of
the Higl1\vay Improvement Act so that onc~third of the Annual
Grants 'Will be paid by the Government.

cial By-Law of the Co,unty of Oxford preparc,d under the provi-
sions of the 'roll Roads Expropriation Act which provided for the

be "expended; on roads selected by the' various Townships and -in-

An agitation for tbis, started last year by the Elgin Municipal
Association, has now become a Provincial question. Every Muni-
cipality in the Province will be requested to. petition the Legisla-
ture at its co,rdlng Session for the necessary change in the law.
The delegates in attendance were entertained by the Mayor
and Reception COlIDmittee of the Toronto. City Council. Special
cars were placed at their disposal for a visit to, the Industrial Ex-
.... hibition on t.he evening of the Grst day, and at" the close of Jhe
meeting a Rece;p.tion and Banquet, presided over by the Mayor, was
tendered them. ,\ ' \
The'se are.a few of the pleasant features of the meeting \\:hioh
tend to create a good feeling an,d community of interest bet\VeED
Municipal representatives. .. \ .~
In eon'clusion, I desire to express my approval ot "tbe Asso-
tion as an institution to which every Municipality 'should subscribe,
