Court House :Repah's-
It'is nearly' 29ye'arssin;ce the Court House was opened, arid very
little attention has been paid to the interior except that the walls in
'some of the offices have 'been refinished. Th,ereare several places
where the pl'as'ter require's attention, -one being in the main halloppo-
,site the entrance ;tb Ithe Treasurer's -office. When this is renewed it will
dir~ct 'attention ,to the condition of the walls generally._ The counell

the ironwork around the ~indows in the dome will require .attenltion in
the near futurea'$ it has' been badly damaged by smoke from the
furnace chimneys.
School Grants
The alternative sy,stem o,f -grants to secondary s,chools "N'heri!'by the
County will pay (me-half the, cost of a1.1 pupils atltending such s,chools
'should receive attention. Under the present system the Countly pays
in proportion to days'atltendmlce of County pupIls, the villages or
section!sln wlhlicih the !S,choolsare si;tiuated' pay,ing the c'Os',t. o!f -their own
pupils. In some cases this is most unfair {l.,Ud burdensome, while_in
township se'ctions thegl"anlts from county,townsMp and prov'ince
proY'ide more money than is required. The alternative system was
enacted ,to provide for a more pel'1fect system of equarlizatic:lli of the cost

Village Roads
The constant agitation for the. permanent improvement of viUage
streets-which are connecting .links in our County road system, suggests
that-aneffort should be made to arrive at an equitable arrangement
'Whereby the wOJ,'k.may.be undetraken. '.rhe governmenlt subs1:dy.will
be paid on County e~penditure for construction of a' permanent
payemenlt twenty feet in width in t;he villages. The County Council
has not seen fit to undertake this w'ork, although in the adj-oining
'county ',of'-Middlesexagr:eemenlts were entered into and perman.ent
pavements la:jd down.
The' cOncentration of local and 'thr'ough traffitc on Yi'Ilage streets
'destroys .the ro.a.d s\.lrface which can only he maintained at consid..
,erable expense. For this no government :,subsidy is avaHa:ble, It
might be possible to arrange agreement where\by the viHages would

Teachers
During the year 1926-27 the staff consisted of 108 teachers in oharge
,of 108 ,rooms. Twenty held first-alas1s'. certificates, an inorease" of eight
,over thepreviou'S ye'ar, eighty-six held second ela$'s certificates, and
two held kill'derg~arten certJificates. Of'the-s'e, twe~ve were men, and
ninety-:slixwomen.. 'Of the ilatter, nine were married. ,There were
twenty 'beginners and a lataI O'f tlhirty-elght changes~ There was 3,n
increas'e of two in the number of men. Almost one-fifth of the
'te'a'c"hers held first-class certificates." In 1916-17 tJhe,re were two f1rst-
dass cerrtif:ic'ates, The, chang'c'g were far more numerous than in the

When the culvert -was ,built the London ~nd Lake Erie Railway
,and Traction Oompa,ny we,re using the We'st pad of Colborne Street
as the'i~' right of . way. Sin'ce the old Traction's 'rails aud' tie;g, have
heen removE,dthe tl'aveHed par.t o,f _ the roadway has -be'en I widened
