On thorough inspection of the County. Roads System by the
Roads Committee and the County Council we find that the Toads
are in very good state otE repair. In better condition than some

break-up. Already the paving program has been started for the

Reeve Palmer :brought up the question of open season for
deer-hunting, and the Council went into a Committee of the
whole with Reeve Blue in the Chair. After eonsiderable discus-
siD'll a resolution apposinlg open deer season was passed.

"That this County Council are not in favor. of an open season
for deer-hunting in South Western Ontario'. and we are definitely
opposed to an open season in the County of Elgin in 1951, and
su1tsequent years. This Council also recommends more paid
Game Wardens in the County. That cDiJies olf this resolution be
forwarded to the Department of Lands and Forests, and other
C01L'1ty Councils."

Erie District Tree Conservation Association:
1. That we support the Huron District Tree c.onservation As-
sociation in their eI:flfort to lhalVe oodlished the clause in !the Tree
Consveration Act 194_6 whl1c:h allows the .cutting of trees growing
in woodlots of an area no,t exceeding two acres.
2. That the clause "for his own use" paragraph 2, part (a),
of the Trees Oonserv.ation Act 1,g46, be changed so that trees 4
inches in diameter and under, at IS inches albove the ground could
not be cut even f.or owners oiWn use, withQlUt permit from the Tree
Conservation Commission.
3. That woodlots which are being properly cared !for accord-

should be included under the clause in the Assessment Act which

Fee be paid.

Board of Transport of Ganada regarding the Boa,rd's recom'menda~
tian -that reflectorized ad'VIance 'warning sign$ he erected on both
approaches of County Road No. 112, over the crossing of the Can-
adian N.ational Railways, just East of Lawrence Station.
We have instructed the County Engineer to have sirgns erected.
6. 'We recommend that the Policy of the General Accidenrt
Ass-urance Companry, for Public Liability on the 'County and Sub-

recomrnends that provisions Ibe made by the 19,5'2 Road Committee
to' :pave this portion ef the read 'in 195:2.
5. The Fowler Culvert 'On Ceunty Read No. i3-3, in the Town-
ship Olf Yarmouth has !been corrrllPleted and the' fill and grading
will be 'compteted in July.
It is unlikely that mateda1.s can be secured to complete the
!bridge Ibuilding programme we contemplated at our January ses-
sion.
6. We recommend that an agreement be made with the town
of Aylmer whereby the town agrees to do the necessary grading
to the County \Roads in lAyInner for -the use of - the old Adams
Grader No.3. which was retained by, the County :when a new No.
610 Ad~s .Diesel powered rgrader was purchased last February.
7. We recommend that a By-law Ibe passed :reverting small.
portions of road ,allowances not _required after improving and re-

The worik of the Elgin County Library, Co-op~rative has. pro-
gressed very fav-orably during the past- year, thanks, to the contin-
ued support it has received from the County: Council.
With- service no'W given by ibookmolbile to" schools, all but
threem the schools in the -county now have books delivered
regularly. In .<3.d.!iiiion, three high schools receive books to sup-
plement' their own collections.
The regular exchange' or boQiks at the Hbraries, with the Ii-
brarians :'a'ble to choose their books, has resulted in '.a much in-
creased lc-irCtilation from member lilbraries.
With so :inuch ad-ded .circulation in libraries;and schools, books
are not Hi"stfng as long as usual; ,and it is bee-aming 'necessary to
spend mu:ch:' more:, both for the pllDChase()[ ne\ii.r books, and the

until Fe!bruary 1st, 1951, at which time I took: over the duties, hav-

COUNTY WEED INSPECTOR'S REPORT
November Session
To the Elgin County Council,
Gentlemen:
I wish to report to 3!lOU on the Elgin County Weed Control
program this year.
On the last of Aprlil, I attended a t'^'O day .mool at Guelph
Agricu1tura1 College accompanied :by tlhe warden, Mr. Oharles
Jackson, the Chairman of the Algricultural Commi Hee, Mr. Archie
Blue, and Mr. Rtdbe.rt-.fac'kson, Wee:d Inspector of Bayham town-
ship. We he.ard some good discussion an weed control and bush
control on road sides.

After thai meeting I received a program from the Crops,
Weed, and Seed Branch of the Dept. or Agrkulture instructing
the county _ weed inspectors how the Dept. would like to have the
work carried out for the year, H~511. iI followe'a this [lTDgramas
near as possilble. I did not spend quite as much time as it called
for.
I, as a County Weed Inspector received g,ood co-operation from
officials in charge of provincial highways in Elgin County. The
highways were well mowed and some patch spraying done. J: also
had good .c_o_operation from county road officials. The To'ads were
mowed early, some rQads should atf had a later cutting. There was
also some spraying done on county roads.
The township roads are the most difificult to take care of, as
some have so much brush .on them. Others are rough and hard to
mo'W. Some of the townships have done some sprayin.g. Ald!bor-
ough did consideralble spraying of brush, which looked to have
done a good job. !Best results will be seen in the s~ring of 1952.
The railro'ads in the county were well mowed this year, a lit-
tle earlier ~han other years. There were a few farms in the
county very dirty, with all kinds of weeds, sowthistle is bad in
some parts of the -county. Wild carrot is. spreading and some
places. mustard was bad in spring grain, but with the labour short-
age on the farms, the farmers are not doing too [bad a j.olb to -con-
trol the weeds.
There was a consider.able amount of spr,aying done on the
farms. It has !been estimated that 7,OnO acres of earn, and aibout
8,'OCO acres of spring grain.
There was a large aereage .of after harvest cultivation done
throughout the county.
In Southw{J::J.d township on one farm, where sow thistle was
real had, I had the .oI'Nner summer :fiallo:w the field this year, he did
not put w,heat in, and was still working it late in October.
Some of the townships weed inspectors g.ave very good CD'-
operation this year. The Village weed inspectors looked aLter
