Thomas, as required by Statute.

The Declaration of office was taken by Warden Palmer, and he
expressed his appreciation at the honour conferred on himself and
his munlcipality.
Ex-Warden Schleihauf placed the gown of office on the Warden,
presented him with the watch and gavel of Elgin County, and con-
gratulated him on his election to the high office.

That the Warden and Clerk be authorized to submit to the Minis-
ter of Highways of Ontario, the petition of the County of Elgin,
showing that from the first "day of January, 1955, to the 31st day of
December, 1955, there has been expended on the County Highway
system, the sum of $440,464.92.

The Warden appointed Reeves Hindley, Schleihauf, Culver and
Nelson, as a Committee, to strike the standing committees for 1956.

Reeves Culver, Alward, and Deputy Reeve Hunter, filed their

The Warden addressed the C"unci!.
The minutes of the previous day were read, and confirmed.
It was moved by Reeve Marr that Mr. A. V. Langton, Agricultural
representative be now heard. Mr. Langton addressed the Council on
agriculture conditions in the County, and presented financial state-
ment on 1955 expenditures of grant, and reque'sted support for 1956.
The request was referred to the Agricultural Committee. .
Moved by Reeve McMillan that the delegation from Dunwich be
now heard. Mr. Hugh Carroll addressed the Council requesting pave.
ment construction on County Road No. 12, in Dunwich. The matter
was referred to the' County Road Committee.
The report of the Special Committee to strike the standing com-
mittees was presented and adopted on motion of Reeves Hindley and
Culver.

adopted on motion of Reeve Alward, and Deputy Reeve McQuiggan.
Reeve Liebner addressed the Council re Lockup and payment to
St. Thomas of fee. Reeves Wilson, McMillan, and Schleihauf also

The Elgin County Council met this day at the Court House, St.
Thomas, in accordance with adjournment.

The minutes of the previous day were read and confirmed.
;A~ommunication from Mr. E. C. Reid, City Clerk, re Lock-up was
read, and ordered filed.
It was moved by Deputy Reeve Speers that the delegation from
the Canadian National I!)stitute for the Blind be now heard. Mr. E. F.
Wheeler addressed the Council requesting grant for maintenance
and building fund. The matter was referred to the Finance Com~
mittee.
Moved by Reeve Culver that Mr. Lyal Tait, Tree Commissioner
be now heard. Mr. Tait addressed the Council requesting an amend-
ment to the Tree Act. The matter was referred to the Agricultural
Committee.
Moved by Deputy Reeve Speers that the delegation from the
University of Western Ontario be now heard. Colonel Little address-
ed the Council on the needs of the University, and requested a grant.
The matter was referred to the Finance Committee.
The Petitions and Legislations Committee was presented and
adopted on motion of Deputy Reeve McColl, and Reeve Nelson.

That By-Law No. 1318, of the township of Bayham to close and
sell road between Lots 25 and 26, through Concession 4, and northerly
portion of the same in Concession 3, be confirmed, and necessary by~
law be pr-epared.

That the Road Committee submit a request to the Dept. of High-
ways, that when highways No. 75,76, and 77, are resurfaced this year,
that those portions of these roads lying within the respective village
limits of Dutton, West Lorne, and Rodney be resurfaced -at the same
time.
This resolution was referred to the Road Committee.
Moved by Reeve Barker that Mr. John Wilson, County Librarian,
be now heard. Mr. Wilson addressed the Council requesting a grant.
The matter was referred to the Education Committee.
Moved by Reeve Wilson that Mr. Frank Cowan, Insurance Agent,
be now heard. Mr. Cowan addressed the Council on renewal of the
road insurance. The matter was referred to the Road Committee.

That the Warden, and Clerk, be authorized to sign deed with the
Hydro~Electric Power Commission of Ontario for parcel of land in
part Lot D, and Part of Lot One, Concession Eight, Township of Ald-
borough.

The report of the Education Committee was presented, and
adopted on motion of Reeve Walker, and Deputy Reeve Speers.
The report of the spot check assessment was presented, and Reeve
Nelson moved the Council go into a Committee of the whole with
Reeve Schleihauf app(}inted t(} the Chair.
M(}ved by Reeve Culver that Mr. Max S!(}an, Chief Adviser (}f
Assessment Dept. of Municipal Affairs be now heard. Mr. Sloan ad-
dressed the Council on the advantages of having a County Assessor,
and his duties.
Moved by Reeve Liebner that Mr. E. Bailey, Assistant Super-
visor, Assessment Dept. be now heard. Mr. Bailey explained his spot
check assessments in the County, and methods used to arrive at them.
A lengthy discussion took place and Mr. Sloan and Mr. Bailey answer-
ed many questions on assessment values. and methods used to arrive
at them. requested by Council members and assessors present.
Reeve Schleihauf expressed appreciation to Mr. Sloan and Mr.
Bailey for coming from Tm:onto to explain assessments, apd for their
spot check assessments of the County.
Moved by Deputy Reeve Speers that Council arise, and the matter
was referred to the Equalization Committee.

School with request for Scholarship grant. - Filed.
From C. W. Rump, Acting Secretary, Board of Transport. Com-
missioners for Canada with request for an increased contribution
from the Railway Grade Crossing Fund. - Referred to the Road
Committee.
The report of the Property Committee was presented, and adopt-
ed, on motion of Reeve Liebner, and Deputy Reeve Hunter.

The local municipalities do not agree to paying $750.00 to the City
of St. Thomas, for caring for out of town prisoners, but each muni-
cipality to make their own arrangements to take care of their own
prisoners.

Deputy Reeve McQuiggan brought up the matter of a deer season
in Elgin County this year.

opposed to any type of open season for the hunting of deer within the
boundaries of this Qounty.

4. That the Clerk secure prices on refrigerated drinking foun-
tain for the Court House.

Moved by Reeve Man that Dr. Hoffman, M.O.H., of the EIgin-
St. Thomas Health Unit be now heard. Dr. Hoffman addressed the
Council on the activities of the Health Unit during 1955.

The the equalization report adopted at the January Session of
the Elgin County Council be amended to not include 20 per cent
increase in equalized assessments for all urban municipalities and
the township of Bayham when preparing equalized assessment by-law
for 1956, and that the card system of assessing as recommended by
the Dept. of Municipal- Affairs be adopted in all Elgin Countymuni-
cipalities, and that the equalized assessment for the Township of
South Dorchester be reduced 10 per cent.-Referred to the Equaliza-
tion Committee.
Reeve Williamson spoke on the above resolution.
The matter was deferred in order to hear a delegation from the
township of AjdborOugh.
Moved by Reeve Schleihauf that Mr. Dugald Carmichael be now
heard. Mr. Carmichael addressed the Council requesting paving ou
Graham road north of West Lorue. The Question was referred to
the Road Committee.

That the report of the Equalization Committee hereby be res-
cinded, and that the members of this Council accept the spot check
assessment of the Dept. of Municipal Affairs, with the exception of
Yarmouth, which we shall include at 75%, instead of 69.52, pursuant
to the cotrection from the Dept. of Municipal Affairs, and that they
equalize all overall assessments across the Board to 100%, and then
bring the equalized assessments back to a lower percentage which
shall be agreed upon by this Council.

March Session, 1956
To the Warden, and Members of the Elgin County Council:
The Equalization Committee reports as follows:
1. That this Committee leave equalized assessments as they
are, at the present time, and all municipalities equalize their own
assessments on the basis of the Department book of values, - and the
card system.
2. That this Committee accept the spot check assessment of the
Department of Municipal Affairs with the exception of Yarmouth,
which shall include at 75% instead of 69.52%, pursuant to the corM
rection from the Department of Municipal Affairs, and that this
equalize all overall assessment across the board to 100%, and then
bring the equalized assessment back to a lower percentage which
shall be agreed upon by Committee.

contract with the Elgin Construction Company Limited, St.
Thomas to construct the Fingal Bridge at an estimated cost
of $56,722.20.
2. IN COMPLIANCE TO THE REQUESTS of the Councils of
the Townships of Malahide and Bayham, we recommend that
the Town Line between the said Townships opposite Con-
cessions 2, 3 and 4, MaIahide be assumed as a County Road on
January 1st, 1957, sUbject to the approval of the Ontario De-
partment of Highways.
3. WE RECOMMEND that the minister of Highways be petition-
ed to approve a Supplementary By-Law to provide for an
additional $30,000.00 for road construction this year on the

The Council of the Corporation of the County of ELGIN enacts
as By-Law Number 1683 as follows:
1. Schedule of By-Law Number 897 being the original by-law
establishing a COWlty Road System in the County of ELGIN as
amended by By-Law Number 1052 being the last consolidating by-law
re-establishing the said system and further amended by subsequent
amending by-laws is hereby amended by addin.g thereto the road
designated and described as follows:
DESCRIPTION
Designated BEING that portion of road commencing at the easter-
County Road ly end of County Road Number 45, on the boundary
Number line between the Township of Malahide, and the Town-
ship of Bayham" between Concessions Four and Five;
THENCE southerly through Concessions Four, Three,
and Two, to County Road Number 42, a DISTANCE of
approximately Three and Three Quarter (3 3/4) miles.
2.
The road as designated and_ described in paragraph: 1,
is hereby added to, and included in the County Road
System of the County of Elgin, on January 1st, 1957.

The following communications were read, and referred to the
various Committees:
The Clerk presented his reports on Licenses which was accepted,
and ordered printed in the Proceedings, on motion of Reeve Schlei-
hauf.
The Clerk-Treasurer presented the Financial Statement for ten
months which was received, and ordered printed in the Proceedings
on motion of Reeve Alward.
The Elgin Manor Report was presented by the Secretary, and
was adopted and ordered printed in the Proceedings on motion of
Reeve Nelson.
It was moved by Reeve Schleihauf that Mr. B. G. Thacker, Super-
intendent of the St. Thomas-Elgin General Hospital be now heard.
Mr. Thacker addressed the Council on the need of a nurses resi-
dence and requested assistance from the Council in financing it.
This was referred to the Finance Committee.
The Warden appointed Deputy Reeve Atkinson to take the junior
guests on a tour of the County Buildings.

The Weed Inspector's Report was presented, and accepted, and
ordered printed in the Proceedings on motion of Deputy Reeve"Atkin-

It was moved by Deputy Reeve Atkinson that Mr. A. V. Langton,
Agricultural Representative be now heard. Mr. Langton addressed
the Council on farm conditions in the County.
The second report of the Finance Committee was presented, and
adoptect;on motion of Reeve Alward, and Reeve Culver.

The Education Committee Report was presented and on motion

deleting Alistair B. Littlejohn and replacing Alex. C. White. The
report was then adopted on motion or Reeve Lucas, and Reeve Liebner.
The Property Committee report was presented, and adopted, and

To the Warden, and Members of the Elgin County Council:
The Finance Committee reports as follows:
1. That Mrs. Emma Martin of Parkwood Hospital be accepted as
a County indigent patient.
2. That the car allowance of the Jail Governor be increased to
$3.00 per week.

3. That we recommend that the maximum salaries of the Elgin
County Jail Staff be increased $200.00, effective January 1st, 1957.
4. That the Warden and Treasurer, be authorized to borrow
$100,000.00 as may be required and by~law be prepared.
5. That the Clerk-Treasurer's Salary be increased $400.00 per
year.
6. That the salary of the Secretary to the Clerk-Treasurer be
increased $300.00 per year, effective December 1st, 1956.
7. That the Communication from the Dept. of Municipal Affairs
re amounts due the County under Section 51, of the Assessment Act
be filed.
8. That the financial statement of the St. Thomas-Elgin General
Hospital for ten months be flied.
9. That this County Council is favourable to the bUilding of a
nurses residence, and would recommend to the 1957 Council the
issuing of debentures on the basis of 40% of the net cost payable by
the County not to exceed $200,000.00
10. That the County of Elgin assume ownership of Elgin County
Pioneer Museum and necessary By-Law be prepared.
11. That Printing, Postage, and Stationery accounts for $14.85 be
paid.

9. About 14,000 tons of crushed stone were purchased for road
surfacing or mixing in road mulch pavements.
About 74,000 cubic yards of pit~run gravel and about 41,000
cubic yards of crushed gravel were placed on the County and
Suburban Roads.
10. All the above works were done by the staff and men employ-
ed by the County or by hired equipment. No contracts were let for
any construction work except for constructing the Fingal Bridge.
11. At a meeting of your Road Committee held on January 19th,
1956, a special committee were appointed to act with the Suburban
Roads Committee in regard to the proposed new entrance to the north
west section of the City of St. Thomas.
At a joint meeting with the City Council, C. C. Parker and Assoc-
iates, consulting engineers, were instructed to prepare plans and
estimates and report on his recommendations.
On August 9th, Mr. Parker submitted plans and estimates for
two alternative routes for constructing a new four lane highway con~
necting County Road No. 25 SA with the city. Each route to include
a new bridge over Kettle Creek and a subway under the tracks of the
'Canadian National Railway.
Scheme No. 2-A new route connecting New Street, in the city
north westerly about 5000 feet across vacant lands.
Scheme-No. 5-:-Following the present course of St. George Street
from Elysian Street northerly about 2800 feet.
The members of the St. Thomas Suburban Roads Commission on
October 25th, passed a resolution recommending that the new entrance
be constructed on Scheme No.2 (New Street) route.
The members of the City Council have expressed themselves in
favour 6f the Scheme No.5 (St. George Street) route.
Further joint meetings will have to be held before a mutual
agreement is reached

On the advise of our Special Committee and after viewing the
two proposed routes we recommend that the new entrance be con-
structed on the Scheme NO.2 (New Street) route..

12. If the New Street route is followed it will be necessary to-
secure a right of way over a part of Lot 1, Concession 9, Township of
Yarmouth, owned by the Nathan Ryan Estate.

We recommend that the County procure a one years' option on
the Nathan Ryan Property, being a part of Lot 1, Concession 9, Town-
ship of Yarmouth, for the sum of $500.00. The purchase price to be
at the rate of $10.00 per foot frontage on St. George Street, for all
land required for the proposed north entrance, to the City of St;
Thomas.
13. We recommend that contributions be made to the urban
municipalities at the rate of 35% of the amounts levied for County
Road purposes, in accordance with Section 28a (3) of the Highways
Improvement Act.
14. In regard to the recommendation of the Board of Transport
Commissioners for Canada, dated October 24th, 1956, regarding the
advisability of installing automatic protection by Flashing Light Sig-
nals at all railway crossings on County Roads we recommend that we
consider a programme for installing protection on all such crossings
on County Roads.
15. That the Minister of High\Vays be petitioned to approve a
supplementary By-Law to provide for an additional sum of $50,000.00
for road construction this year.

WEED INSPECTOR'S REPORT
November Session, 1956
To, the Warden, and Members of the Elgin County Council:
Gentlemen:
I wish to report to the members of the County Council on the
weed control for the past season, 1956.
Weeds were a good crop this year, the wet spring, and the rains
throughout the summer kept them growing abundantly. Most far~
mers try to keep weeds under control, but some do not seem to have
time, maybe they do not take the same pride as their neighbour in
keeping their place clean.
There are a large number of farmers on small farms working in
the city and at construction work, and trying to farm as well. These
are the ones who have weeds, and it is hard to get them to clean up.
There are more sprayers being bought by farmers each year.
Times are changing, the old hand scythe is the thing of the past on
most farms.
Pasture fields seemed to get quite badly infested this year, espec-
ially this fall. The large thistles that grow as high as six feet called
"Bull thistles" were real bad. I would say the mowing or clipping
of pastures would help, or spray them if possible when the thistles are
ripe, you can see them blowing through the air for many miles.
Goldenrod. was bad this year. I would say it is increasing. I had a
number of complaints on Goldenrod and ragweed this fall.' The com-
plaints mostly around St. Thomas and sub-divisions in Yarmouth and
lots in Southwold township. They said these weed,s were the cause
of Hayfever. Yellow rocket, a yellow flowering weed which comes
quite early in the spring grows in hay fields, pasture and low ground
is on the increase in some areas in Elgin County.
The sub-divisions and vacant lots around the City of St. Thomas
took a lot of time this year. Some one buys a lot and builds a new
home, gets a nice lawn and the lots around it lie vacant and grow a
good crop of weeds. Then the complaints come. It is a hard job to
contact the owners of these lots and get them to clean up. I had some
cut this year, and put the cost against the property. It also is bard to
get anyone to cut or mow these lots.

I want to report on the township roads in Elgin County. The
seven townships in the County have a road mileage of 927 miles; 629
miles were mowed, 357 miles sprayed, and there was 181 miles not cut,
or sprayed.

I think there is some improvement needed, and hope it is taken
care of next year. The townships that don't cut or spray make it
look bad on the township that cut and spray, when you average it
through the County. That is one of the reports I have to send to
Toronto.
The County of Elgin have 283 miles of road which was all mowed,
and some mowed twice, 50 miles was sprayed. The Provincial High-
ways in Elgin were fairly clean, some mowed two or three times, and
some spraying was done. The railways throughout Elgin County
cleaned up, or mowed well in some areas, and other strips were neg-
lected, but on the whole I think there was some improvement.
In the spring of each year, there is a County meeting called for
in each County-Essex, Kent, Lambton, Middlesex, and Elgin. These
meetings are generally'held during the month of March. Last spring
the meeting in Elgin was held on Monday, March 26th, at 1.30 p.m., in
the County Council Chambers, at the Court House, St. Thomas.
Mr. K. E. Fallis, a fieldman from the Farm Crops and Seed Branch of
the Dept. of Agriculture, Toronto, was here to address the meeting,
and to give a talk on we'ed control, and the importance of sowing good
seed. The district inspector, Mr. James Armstrong, of Essex, along
with four County inspectors, and our own Agriculture Representative,
:Mr. A. V. Langton. The Warden attended and welcomed these men
t() the meeting" We had some good discussions, but I was disappoint-
ed in the small attendance. It was -well advertised in the Times-
Journal, and Mr. Langton mentioned it in his broadcast over CHLO.

At these meetings in Essex, Kent, Lambton, and Middlesex, I
have counted 60 attending" In fact, nearly all the County Council
and township officials, and road superintendent, spray owners, both
custom and private spraying attend. The villages and towns were
well looked after by their inspectors.
I would suggest that each township hire a good, live, weed inspec-
tor, a man that needs the money, and one who is not afraid of work,
or afraid of the public, and all the abuse, he will get along with the
job.

In some counties, the townships have three inspectors.
In closing this report, I know the County and Township Officials
will do a better job in 1957. I wish to thank all officials for their co-
operation.

A By-Law to Establish a County Museum

WHEREAS for purposes of establishing a County Museum, offi8
.eeTS and members of the Women's Institutes in the County of Elgin
with the assistance of officers and members of the Municipal and Pri-
mary Chapters of the Imperial Order of the Daughters of the Empire
pf the City of St. Thomas, and with the assistance of other business and
professional men and women, have secured voluntary contributions
from present and former residents of the City and County amounting
to $12,022.39, from branches of the Women's Institutes in the County
:of Elgin, $3,201.85, and from Municipal Councils, $110.00, totalling in
all, the sum of $15,344..24.

AND WHEREAS out of the monies so received, the sum of
$10,000.00 has been expended on the purchase of a building and
grounds situated on the Southwest, corner of Talbot and Pleasant
Streets in the City of SL Thomas for purposes of such a museum, and
for repairs and renovations thereto, to date, the sum of about $950.00,
and for the Museum Fund Campaign expenses, about $470.00, leaving
a balance on hand as of this date of about $3,90000.
AND WHEREAS title to the property so purchased will forthwith,
on the final passing of this by*law, be conveyed to the Corporation of
the County of Elgin, and the unexpended balance of the said $3,900.00
will be transferred to the custody of the Treasurer of the Executive
Committee hereinafter referred to at such time as he or she is ap~
pointed to that office.
AND WHEREAS the Council of the Corporation of the County of
Elgin, deeming the establishment of a County Museum to be in the
public interest, is pleased to accept the said conveyance for such pur~
poses, and to provide for the operation and management of such
museum as hereinafter set forth.
NOW THEREFORE THE COUNCIL OF THE CORPORATION
OF THE COUNTY OF ELGIN ENACTS AS FOLLOWS:-
1, NAME-The said museum shall be known as "The Elgin
County Pioneer Museum."
2. PROPERTY-All furniture, equipment, goods and chattels
donated to the museum shall, subject to any trusts or conditions upon

which any goods and chattels are donated, be the property of the Cor-
poration of the County of Elgin.
3. OBJECTS-To collect, preserve and display items relative to
the history and development of the County of Elgin and the City of
St. Thomas and other items from time to time deemed suitable for
display in the museum, and to encourage public interest therein.
4.. ORGANIZATlON-
(1) The museum operation and management shall to the
extent hereinafter indicated, be under the control and
supervision of a committee which shall be known as
"The Elgin County Museum Executive Committee".
(2) The said committee shall comprise seven members to
be appointed annually by County Council at its January
session as follows:-

- The East Elgin District of the Women's Institute
_ The West Elgin District of the Women's Institute
_ The Municipal Chapter of the Imperial Order of the
Daughters of the Empire.
_ The Council of the Corporation of the City of St.

_ The Council of the Corporation of the County of
Elgin (The nomination in this case to be of a person
other than a member of the County Council).
(3) It shall be recognized as a guiding principle by the
bodies above authorized to nominate a person or per-
sons eligible to be appointed to the Executive Commit-
tee, that SQ, far as possible, they will seek to assure that
only persons who are definitely interested in and able
to contribute to the advancement of the museum and
its objects are nominated or appointed.

5. OFFICERS-The committee shall appoint the fallowing offi-
cers from its membership at its first meeting in each year:

THE CHAIRMAN shall be the chief executive officer of the
Museum Committee. He or she shall
(a) Call and preside at all meetings, and shall be ex-officio a
member of all committees.
(b) Countersign all cheques and shall have the general
supervision over all activities of the Committee
(c) Render a report of the activities of the Museum at the
annual meeting.
Cd) Submit an annual report to the November meeting of
County Council.
THE VICE-CHAIRMAN shall, in the absence of the chairman,
assume all his or her duties, and shall have the same authority and
responsibility in the execution of those duties. He or she shall also
assume such duties as may be delegated to him by the chairman.
THE SECRETARY shall
(a) Keep an accurate r~cord of the proceedings of all meet-
ings.
(b) Give notice of all regular and special meetings.
(c) Be responsible for all general correspondence of the
Museum Committee.

THE TREASURER shall be responsible for the receipts and ex-
penditures of all funds of the Museum. He or she shall
(a) Receive and deposit all funds received by the Commit'
tee and from the operation of the Museum, in such bank
as the Committee shall designate from time to time.
(b) Pay all bills incurred in respect to the operation and
administration of the Museum from this account, after
such bills have been approved by the Committee. Ex-
cept for routine business, no general funds shall be
expended without the sanction of the Committee at
any meeting thereof.
(c) Keep in suitable form, detailed accounts of the assets,
liabilities, receipts and disbursements of the Museum~
These books shall be audited by persons appointed by
the Committee, preceding the annuaI meeting.
(d) Render an annual report and submit this financial
statement to the January session of the County Council.
The Treasurer shall be bonded.
8. THE DUTIES AND POWERS OF THE
EXECUTIVE COMMITTEE
(1) To keep the museum building and contents fully insured
against loss or damage by fire, wind or other cause and to provide for
such other insurance and bond cover:age as it may from time to time
deem necessary. '
(2) To regularly inspect and take such steps as may be neces~
sary to keep the property, buildings and grounds, tidy, attractive, and
in good repair at all times.
(3) To establish such schedules of admission and/or member-
ship fees as it may from time to time deem expedient.
(4) To establish and maintain a Museum Endowment Fund for
the receipt, safe-keeping and investment of endowment monies, and
to make regulations governing the receipt and expenditure of such
monies.

The Elgin County Council enacts:

That the salary of J. D. Thomson, Clerk-Treasurer, be increased
Four Hundred Dollars per year.
That the sal:uy of Mrs. Mary FisWeigh, Secretary to the Clerk-
Treasurer, be increased Three Hundred Dollars per year.
This By-Law to become effective December 1, 1956.
That By-Laws No. 1621, and 1628, be, and is hereby amended
accordingly.
