1990 and requesting that the monthly payments for 1990 be based on a
contribution of $365,602.

the Exceptional Circumstances Review for 1989 and 1990 indicating a
budget approval for the year 1989 of $1,564,204.00 requiring a County

5. Ministry of Revenue confirming that the staff of the Property
Assessment Program of the Ministry will be preparing a Tax Impact
Study for Council's consideration in 1991 for possible implementation
in 1992. The Study will be based on 1988 market values.
6. Ministry of Citizenship with information on the 1991 Volunteer
Awards.
7. Aylmer and East Elgin Agricultural Society with appreciation for
1990 grant and requesting assistance for 1991.

been placed on the municipalities. Mr. Charlton read a resolution on
funding and asked that the County pass a resolution with respect to

Mr. Barrett reviewed the fact that recommendations had been made to
the Joint Committee for the implementation of a 9.l.1. System. He
reviewed the background and the fact that the study started some two
and one-half years ago at the instigation of the st. Thomas-Elgin
General Hospital. Mr. Gowan1ock, by means of an overhead projector,
reviewed the system that was proposed for Elgin County. Mr. Coucher
and Mr. Gowanlock both fielded questions from the Committee. A pro-
posal had been given to each Member of County Council previously. The
topic was referred to the Executive Committee by Warden Millman.

The 1991 Proposed Budget was mailed previously to all Members of
Council and this meeting was specifically to deal with the Budget.
Mr. Steve Bailey, Executive Director, Family & Children's Services of
st. Thomas & Elgin, was present and he reviewed their budget for 1991.
The proposed budget was an increase of 25.8% over the 1990 Levy. The
shift of responsibility is based on the number of children taken into
care and Mr. Bailey pointed out that some fifteen additional children
were taken into care just prior to the end of 1990. Mr. Bailey
answered questions from the Members of Council and left when finished.

Dr. Page, Acting Medical Officer of Health, and Mrs. Donna Brock,
Business Administrator, Elgin-St. Thomas Health Unit, were present and
Mrs. Brock reviewed the proposed budget for 1991. She reviewed the
items that were a one-time expense and the items that were new for
1991. Questions were posed with respect to various services and also
costs of two offices. Dr. Page explained that he had only been on the
job one day and was not familiar with the aspects of the budget.
Mr. Chuck Raven and Mr. Don Lemon of De10itte & Touche, County auditors,
were also in attendance to assist Council in their budget deliberations.

The Clerk went over the Proposed Budget, which resulted in a Levy of
$5,804,451 or an increase of 12.7% over the 1990 Levy. Each item was
explained as to what was covered in it and the entire budget was
reviewed.

WHEREAS the Province's Conservation Authorities are stewards of all
the natural resources and the people who enjoy its qualities; and
WHEREAS there is a danger that equitable funding will not be imple-
mented for Conservation Authorities with small assessment bases vs.
larger urban Authorities, resulting in a loss of consumer programs and
new flood and erosion control capital projects for the near future.
WE ENDORSE the Catfish Creek Conservation Authority's request to the
Minister of Natural Resources, Mr. Bud wildman, that the system of
supplementary grants be continued and that core programs be funded on
a 50/50 Provincial/Municipal split.

The following persons were present representing the Elgin County Farm
Safety Council - Mrs. Shirley Bechard; Mr. John Begg; Mr. Ron Jones.
It was moved by Deputy Reeve West that the Farm Safety Council be now
heard. Mrs. Bechard explained that they proposed to have a project to
erect "slow-moving vehicles" signs throughout the county. They were
prepared to pick up any costs incurred in having the County provide
the signs and erect them, in the way of silk-screening, posts, metal

Mayor Don Pearson of the Town of Aylmer was present and it was moved
by Reeve Avram that he be now heard. Mayor Pearson addressed Council
indicating that the Town Council was concerned with the financial
impact of the budget. Their share had increased 25% in 1990 and a
letter was forwarded to both the County and Board requesting fiscal
restraint. He indicated that he was not here as an adversary, but his
council directed that he come and address the county with respect to
12.7% increase in the budget.

policy whereby a program of photographing and documenting damage caused
in an emergency would be in place and could be activated by the County
when warranted.

(2) Legal and Engineering Costs for the closure of Taits Bridge at

ment, the County and its constituent municipalities, to discuss the
impending closing of the victoria Hospital Energy-from-Waste Plant.

DELEGATIONS
Representatives of the Elgin county Women's Institute were present and
it was moved by Reeve Allin that they be now heard. Mrs. Grace
Campbell and Mrs. Betty Van Patter presented thirty-six coffee mugs
for use by county Council and indicated the mugs were purchased by the
Farm Safety Council. Warden Millman thanked them for their gift.
A group of Southdale Road residents were present and it was moved by
Reeve Geier that they be now heard. Mr. Tom Intven spoke to Council
and requested that the speed limit on Southdale from #4 Highway to
Fairview be reduced to 60 Km per hour. The road is being reconstruc-
ted and when finished will be much smoother than previously. Mr. Bob
Beausoleil and Mr. Wayne Springman both addressed Council urging that
the speed limit be reduced. Warden Millman referred the matter to the
county Roads Committee.

st. Thomas Sanitary Collection Service Limited, in its request of the
Minister of the Environment, the Honourable Ruth Grier, that she not
designate the proposed expansion, as an undertaking requiring Environ-
mental Assessment, under Part V of the Environmental Protection Act,
of the Green Lane Landfill site in Lots 21, 22, 23, Concession III,
Southwold TownShip. It is understood that the currently approved
r--' capacity of the Green Lane Landfill site will be reached in the near
, future and that the Environmental Assessment currently being under-
taken by Green Lane Landfill will take 2 or 3 more years before new
local landfill capacity can be approved. If the Green Lane Landfill
site is closed in the interim before new local landfill capacity can
be approved, there would be no licensed landfill site within the

boundaries of the County of Elgin that would be available to the
majority of the residents of Elgin County. County Council feels that
the additional cost of hauling and disposing of Elgin County waste
outside the county would create an undue financial hardship on the
('--, residents of the County of Elgin.
COUNTY COUNCIL therefore requests that the Honourable Ruth Grier grant
an early meeting with the Warden and other County officials to discuss
the present solid waste situation in Elgin County.
COUNCIL directs that this resolution be forwarded to the Honourable
Ruth Grier with copies to the Honourable Peter North, to Ms. Irene
Mathyssen, M.P.P., and to the councils of the County of Middlesex and
of the city of st. Thomas.

1. THAT all cheques of the Corporation drawn on its General Account
be signed on its behalf by L. B. Shewfe1t, Treasurer, or R. M. Daniel,

(a) to negotiate with, deposit with or transfer to the Bank of

THEREFORE BE IT RESOLVED THAT the Municipal Council of the Corporation
of the County of Elgin hereby agrees that the election of Warden for
the year 1992 shall be conducted in accordance with the procedures
numbered three to eight as set out in By-Law No. 88-64, Being a By-Law
to Provide for the Guidance Upon the Procedure for the Election of
Warden, except that in the event only one person runs for the Office,
the election procedure may be dispensed with in favour of a resolution
appointing the person as Warden.

The Clerk announced that any member of Council who was a candidate for
the Office of Warden would now be given an opportunity to address
Council. Reeve Hugh F. Lyle addressed Council and indicated he was
running for the position of Warden and solicited their support. Reeve
Harry J. Mezenberg also addressed and indicated that he too was a
candidate and solicited support.
The election of Warden then took place and Reeve Hugh F. Lyle received
fourteen votes and Reeve Harry J. Mezenberg received twelve. Reeve
Hugh F. Lyle was declared Warden for 1992.
Warden Lyle took the Declaration of Office and Oath of Allegiance.
The Warden then left the room and was gowned and re-entered the
Council Chambers and was officially presented with the Chain of
Office, Lord Elgin Watch, and Gavel of Office by Ex-Warden Marian L.
Millman.

honour bestowed on him.

twenty-three and one-half years with the Roads Department. Ex-Warden

of the Corporation:
(a) to negotiate with, deposit with or transfer to the Bank of
Montreal ("the Bank") (but for credit of the Corporation account only)
all or any Bills of Exchange, Promissory Notes, Cheques and Orders for
the payment of money and other negotiable paper, and for the purpose
to endorse the same or any of them on behalf of the Corporation (by
rubber stamp or otherwise);
(b) to arrange, settle, balance and certify all books and accounts
between the Corporation and the Bank; and to receive all paid cheques
and vouchers, unpaid and unaccepted bills of exchange and other nego-
tiable instruments;
(c) to obtain delivery from the Bank of all or any stocks, bonds and
other securities held by the said Bank in safekeeping or otherwise for
the account of the Corporation and to give valid and binding reoeipts

The Elgin County Council met this day at the Administration Building,
at 2:00 P.M., in accordance with adjournment.
Warden Lyle welcomed representatives of City Council, Staff and mem-
bers of the Regional Assessment Office.
ROLL CALL - All Members present except:
Deputy Reeve Wilson
Reeve Hofhuis.
The purpose of the meeting was to receive the result of a County-Wide
Tax Impact Study. In addition to County Council, members of city
Council and Administration, and representatives from the Ministry of
Municipal Affairs as well as the Ministry of Revenue were present.
Mr. stu Stephen, Regional Assessment Commissioner, reviewed the
results and gave each member a copy. The procedure used was under
Section 63. An overhead presentation was made and questions answered
from the floor. In addition to the presentation, a copy of the Tax
Impact Study under Section 70 "Full Market Value" was left with the
(\ County and City for their information.
It is the intention of Mr. Stephen to make the presentation on
December 19th at 2:00 P.M. to all the Clerks and Treasurers in the
County. Prior to January 22nd he will hold meetings with all the
local municipalities and review the results of the Study. Hopefully,
a decision can be made by the local municipalities in time for January
22nd for County Council to deal with it.
A short break took place as the members of the Ministry of Revenue
and others left the meeting.
Council reconvened.
LAND DIVISION COMMITTEE APPOINTMENTS
The Clerk explained that Mr. Albert Ford had telephoned him and indi-
cated that he would not allow his name to stand for the appointment to
the Land Division Committee. The Clerk asked for guidance as to what
he should do as he did not send any correspondence out with regard to
the balance of the appointments. He was instructed to proceed just as
if Mr. Ford had not telephoned and request that he reply in writing as
to his intentions.
