The Elgin County Council met this day at the Administration Building at
10:00 A.M. in accordance with adjournment.
The Warden in the Chair.
ROLL CALL - All members present except Councillors Mezenberg, West and

THAT the minutes of the December 14th and 16th, 1993 Sessions of Elgin
County Council be adopted.

DISCLOSURE OF PECUNIARY INTEREST
None.
DELEGATION
Mr. Terry Kondrat, Executive Vice-President, st. Thomas-Elgin General
Hospital, Mr. Kerry Day, Chair, "Partners in Progress" Campaign, and
Dr. Robert Jones addressed Council regarding the hospital's
fund-raising initiative. Mr. Kondrat explained the economic impact of
the current project which involves the upgrading of a fire safety
system, the installation of air-conditioning for all patient areas and
the renovation and re-decorating of patient rooms. Using overhead
slides, Mr. Kondrat reported that the project involves $6.9 Million,
of which $4.6 Million have been provided by the Government of Ontario.
The remaining $2.3 Million will be raised through the "Partners in
Progress" Campaign.
Dr. Jones, using projection slides, explained the retrofit project
further and noted that in 1993, 70,000 patients were served by the
hospital.
Mr. Day concluded the presentation by asking Council to donate
$500,000.00 towards the project. Mr. Day also invited all members of
Council to tour the facility and see in person the renovations being
undertaken.
Following a series of questions from County Council, Warden Chute
thanked the delegation for their presentation and noted that the
request for funding assistance will be referred to the County's grant
committee for further consideration. Warden Chute, on behalf of
Council, also wished Mr. Jon Skafel a speedy recovery during his
convalescence from a recent automobile accident.
Council recessed for 10 minutes at 10:40 A.M. and then reconvened.
On behalf of County Council, Warden Chute extended sympathy to the
Council and residents of the Village of Port Burwell in view of the
recent passing of their road superintendent, from an unexpected
occurrence. Councillor Nesbitt noted that Mr. Kilpatrick was a valued
member of the community and will be sadly missed.

Councillor Vandierendonck announced that this is the 100th year of the
Children's Aid Society and encouraged all members of Council to take
part in the celebrations.
Councillor Wilson suggested that, since it appears that Council will
not be meeting in the afternoon, members may wish to tour the hospital
following the lunch-break. The Clerk was directed to contact Mr.
Kondrat to arrange a tour of the proposed project for 1:30 P.M.

. DELEGATION
Mr. Steve Janes, P. Eng., S.H. Janes and Associates, addressed Council
regarding the status of Waste Management Planning in the County of
Elgin. Referring to a memorandum circulated to County Council, Mr.
Janes explained the shopping list of services being offered by Green
Lane Landfill. He noted that the prices quoted are not fixed and may
be subject to change pending further negotiations. In order to present
a united front on this matter, Mr. Janes suggested that a meeting be
held with area Clerks/Treasurers to discuss past waste management costs
and compare those costs to the figures presented in the shopping list.
Mr. Janes then answered a series of questions from Council. By show of
hands, Council concurred with Mr. Janes' suggestion to hold an area-wide
meeting with local Clerks/Treasurers and subsequently directed the
County Clerk to make the necessary arrangements. Mr. Janes was excused
at 10:35 A.M. following his presentation.

Committee Report were preliminary and may be subject to change upon
final review of the overall budget for the County.

DELEGATION
Mr. Hilliard Willson, a resident of Port Stanley, addressed Council
regarding property taxes in the County of Elgin. Mr. Willson encour-
aged Council to hold the line on taxes and provide better, not more
expensive services to the Elgin community. Mr. Willson further stated
that he is not in favour of construction of a new home for the aged,
particularly if the project will require an increase in the level of
taxation.

Treasurer to explain the composite County budgets on a line-by-line
basis.

celebrations. In an effort to further raise the prOfile and promote
awareness, the delegation circulated some pamphlets and handouts on the
activities.
The Warden thanked the delegation for the presentation and excused them

PETITIONS AND DELEGATIONS
1': 1. Mr. Steve Janes, S.H. Janes and Associates Limited, addressed
Council regarding the activities carried out from January to June 1994,
a proposed timetable for the development of a Diversion Strategy and
Systems Report and the options available to the County respecting its
role in waste management master planning. These topics were summarized
in a memorandum to County Council dated June 27th, 1994 which was cir-
culated and discussed. Mr. Janes then answered a series of questions
from Council.

2. Mr. Hilliard Willson addressed Council regarding the proposed Elgin
Village Project. Among other items, Mr. Willson indicated that he was
opposed to new taxes and the construction of the Elgin Village would
increase those taxes. He indicated that tax cuts should be made as
increased expenditures represented a burden to taxpayers. In summary,
Mr. Willson explained that the proposed project was too expensive,
represents a smaller bed capacity than the Elgin Manor, will be built
too close to busy Highway #4 and, in his view, the Bobier Home should
be redeveloped first.

3. Mr. Ross Whalls addressed Council regarding the proposed Elgin
Village Project and indicated that he finds the proposed budget for
both Homes very disturbing. He indicated that he too had no opposition
to the reconstruction or redevelopment of the Bobier Home. Emphasizing
that the care at Elgin Manor is second-to-none, he indicated that the
cost of the new Elgin Village concept is excessive. He further
reported that according to a study by Peat Marwick, the new Elgin
Village will provide children's daycare, a large boardroom, legal and
will preparation courses as well as language courses, a swimming pool,
relocation advice, and a refrigerated garbage area, as well as other
items. He concluded by indicating that the private sector would build
if there was a need and, in his view, the private sector could build
at less cost-per-bed than that being proposed.
4. Mr. Giles Hume addressed Council regarding the Elgin Village concept.
He indicated that he was speaking on behalf of those who could not speak
for themselves, namely the frail and elderly. He described the Elgin
Manor as a "jail cell", being very restrictive, inadequate and creating
a loss of dignity to those who are residing there. He urged Council to

take advantage of the provincial grant and build the new facility
before the money is redirected somewhere else.

Councillor Neukamm updated Council on the activities of the
Agricultural Employment Services with particular reference to the
co-operation between the County Social services Department and the
Agricultural Employment Services, in helping to find employment
for people.
Councillor Hentz informed Council that the Elgin-st. Thomas Health
unit will be organizing a mandatory rabies vaccination to be
implemented January 1st, 1995.
Councillor Millman reported on the activities of the Community
Futures Committee and indicated that the Committee's main focus is
to promote economic development throughout the County. She
announced the dates and locations of upcoming public meetings and
urged members of Council and staff to attend.

(' Councillor Mezenberg circulated a resolution from the Township of
Aldborough regarding the effects of the recent amalgamation between
the Village of Rodney and the Township and requested Council's

1) Mr. Don Holmes representing the Elgin-St. Thomas Health Unit,
addressed Council regarding the incidence of rabies in the County.
Mr. Holmes indicated that a new strain of rabies from raccoons is
expected to cross the border some time early next year. He also
reported that a mandatory rabies vaccination will be required commen-
cing January 1st, 1995, and that the policies regulating this matter
are yet to be fully developed. Mr. Holmes further clarified that
rabies vaccinations will be compulsory only if the animal is involved
in a biting. Mr. Holmes was excused from the meeting at 10:25 A.M.,
following a series of questions from Council.

2} Mr. Steve Janes, S.H. Janes and Associates Limited, addressed
Council on the approach, budget, and timetable for a municipal waste
systems plan which is to be submitted to the Ministry of Environment
and Energy. Mr. Janes also explained the main highlights of a report
authored by himself and the County Clerk, regarding the County's role
in waste management planning. Council directed that a formal presenta-
tion on the County's role be arranged for all local municipal councils
and their staff, to be held on October 19th from 7:00 to 9:00 P.M.
Councillor Vandierendonck offered the Old Town Hall site in Aylmer, as
a possible venue. The County Clerk noted that a copy of the report
will be sent to each council, along with an invitation to attend the
presentation.
Councillor Buchanan entered the meeting at 10:35 A.M.

DELEGATION
Mr. Albert Ford, Chairman, county Land Division Committee presented the
report on the activities of the Land Division Committee for the period
November 1st, 1993 to October 31st, 1994. Mr. Ford then answered a
number of questions from Council respecting various aspects of the Land
Division function.

ELECTION OF WARDEN
The Clerk asked that members of Council wishing to run for the Office
of Warden to please stand. Councillor Chute stood and indicated his
candidacy for the position of Warden of Elgin County Council for 1995.
No other member of Council declared an interest in the position at this
time.

APPOINTMENT BY RESOLUTION
The Clerk explained that since the position of Warden remains uncon-
tested, that the normal election procedures will be dispensed with as
prescribed by by-law and that a resolution appointing Councillor Chute
to the position of Warden would be in order.

THAT D. Vane Chute be appointed Warden of Elgin County Council for 1995.
- Carried.
Warden Chute took the Declaration of Office and the Oath of Allegiance
as administered by the Clerk. The Warden left the room and was gowned
and re-entered the Council Chambers where he was officially presented
with the Chain of Office, the Lord Elgin Watch and the Gavel of Office,
by Past-Warden Marian L. Millman. Warden Chute delivered his inaugural
address to Council, thanked them for their support and outlined a num-
ber of items for consideration in 1995.

following adjournment, to be held in the county Administration Build-
ing. He also noted that his reception will be held from 7:00 P.M.
until 11:00 P.M., also in the County Administration Building.

Committee will meet on the first Friday of the month commencing at
